With recent polls indicating that the Justice and Development Party (AK Party) is bleeding support all over Turkey, in the Central Anatolian province of Eskişehir, other parties are trying to turn this downturn for the AK Party to their advantage and send an extra deputy to Parliament from this province.
Eskişehir province, which has a population of approximately 800,000 people, traditionally sends six deputies to Parliament. In the 2011 general election, the AK Party gained the highest proportion of the vote, enabling it to send three deputies to Parliament from the province. However, with the AK Party losing ground across Turkey, this loss is reflected in Eskişehir, where it will only win two deputies, according to polls. The other major parties are not losing support, and so their previous numbers of deputies will not decrease. With the three major parties dealing with their own relative advantages and disadvantages in Eskişehir, local politicians and citizens are wondering whose candidate will enter Parliament as the last deputy from Eskişehir.
The AK Party received the biggest share of the vote in the 2011 general election, with the support of 44 percent of voters, and the AK Party still has the chance to send three deputies to Parliament just as in 2011, as long as the loss of votes in Eskişehir is not too large. However, the graft probe that came to light on Dec. 17, 2013, implicating senior government officials, caused a strong backlash among many of the residents of Eskişehir, whose literacy rate ranks the province among the top 10 in Turkey, according to a report released by the Turkish Statistics Institute (TurkStat).
Another reason for the dissatisfaction toward the AK Party in Eskişehir is the pledges the party made during previous election campaigns. A businessman who owns a patisserie that has been in operation in central Eskişehir for 65 years stated that most of the promises the AK Party made during its 2011 election campaign have not been kept and that people are disappointed by the failure of AK Party Eskişehir deputies to voice such concerns in Parliament.
The leading Republican People's Party (CHP) candidate in Eskişehir, Gaye Usluer, explained her party's advantages and AK Party's disadvantages to Today's Zaman on Wednesday despite her busy schedule as the leading candidate. Mentioning the AK Party's unfulfilled pledges from the last general election, Usluer said the AK Party has repeated its promise from 2011: to build a new university in Eskişehir, where there are only two universities but great demand for a third.
Moreover, the AK Party also promised in 2011 that a new north-south highway would be constructed, bypassing the city of Eskişehir. Because the highway project was not even begun, the current intercity road still passes through central Eskişehir, causing heavy traffic in the city. When the AK Party repeats such promises, Usluer believes, the move backfires because people still recall the old unfulfilled pledges.
After mentioning more examples of such unfulfilled promises, Usluer said that locals had lost confidence in the ruling party. More importantly, people distrust the AK Party because of economic issues, Usluer said. A large section of the labor force is not pleased with subcontractors or the recent large-scale migration of workers from the countryside to urban areas, while employers are also worried about the current downturn in the economy and are concerned that growth will further slow after the elections.

police launched a new operation against 28 members of the police force, including senior police chiefs and former intelligence officials, in the central Anatolian province of eskişehir and 11 other provinces.
The operation, like several others over the past several months, were foretold by Twitter whistleblower Fuat Avni, who wrote late on Friday that the Eskişehir-based operation was ordered by Interior Minister Efkan Ala in an effort to intimidate the government opponents in the run-up to the parliamentary elections, slated for June 7.
Eskişehir Governor's Office said in a statement that the Eskişehir-based operation targets 28 members of the police force who are accused of forming and being a member of a criminal organization, violation of the privacy of communication and slander. Those detained in Eskişehir include the former deputy chief of the Eskişehir police and former head of the police intelligence department, private news agency Cihan reported.
Unlike previous similar operations that were executed by the anti-terror department, the raids were conducted this time by the police anti-smuggling and anti-organized crime department that is known by its Turkish acronym, KOM.
Cihan said KOM agreed to undertake the operation after the anti-terror department did not accept the case file.
Scores of police officials and officers were detained across Turkey in what many see as a purge that has been under way since the eruption of a corruption scandal that implicated people in Erdoğan's inner circle on Dec. 17, 2013. Erdoğan dismissed the charges as a plot against his rule by followers of Gülen movement, inspired by Turkish Islamic scholar Fethullah Gülen, and foreign conspirators. Thousands of members of the police force, judges and prosecutors were reassigned or removed in the immediate aftermath of the Dec. 17 detentions while police operations targeting policemen alleged to be sympathizers of the Gülen movement began in the summer of 2014.
The Eskişehir-based operation reportedly came after three inspections at the Eskişehir Police Directorate that were ordered by Interior Minister Ala over the past seven months to investigate allegations of illegal wiretapping in a period between 2008 and 2014. None of the inspections found evidence proving the illegal wiretapping claims, according to Cihan. Inspectors have reportedly reached out to about 60 people detained in the past years as a result of police operations, phoning them to ask whether they would like to file complaints against the police officials who were involved in their prosecution on the grounds of illegal wiretapping.
Those who were contacted by the inspectors included Eskişehir Mayor Yılmaz Büyükerşen, who has recently been acquitted of charges of corruption and irregularities in public tenders, Cihan said. Büyükerşen refused to testify against the policemen, saying he was convinced that the wiretapping was according to laws and under orders from their superiors.
'Detained officers recently conducted drug operation'
Speaking in Eskişehir on behalf of the lawyers of the detained policemen, lawyer Turgay Balaban said some of the officers detained on Saturday morning took part in an anti-drug operation this week.

Turkey’s Nationalist Movement Party (MHP) leader Devlet Bahceli has said that the Justice and Development (AK) Party and the Republican People's Party (CHP) must form a coalition after Friday prayers this week.
His remarks came three days after Turkey's two largest parliamentary parties completed a five-round series of exploratory talks on forming a coalition government.
It is almost certain that a new coalition government will not emerge by the MHP’s leader’s preferred deadline of tomorrow.
"The [party] chairmen should not waste this 26-day effort and establish the AKP (AK Party)-CHP government Turkey needs after Friday prayers," Bahceli told reporters in Eskisehir province on Thursday.
Turkish Prime Minister Ahmet Davutoglu was asked to form a new government within a 45-day timeframe on July 9. Talks have been ongoing since July 13.
Although his AK Party came first in Turkey’s June 7 general election, it did not win enough seats to form a majority government, so it must attempt to forge a coalition with one of three other parliamentary parties -- the second-placed CHP (132 seats), the MHP (80 seats) or the pro-Kurdish Peoples’ Democratic Party, HDP (80 seats).
If Davutoglu is unable to form a coalition, tradition dictates the second-placed party - the CHP – should be offered the chance to create an administration. If this fails, a fresh election is likely to be called for late November.
The last coalition talks in Turkey were held 16 years ago when Bulent Ecevit’s Democratic Left Party formed a government with two other parties that lasted until 2002.

Voters in Turkey’s Eskisehir province face a first when they go to the polls on June 7 – an openly gay candidate standing for the country’s Grand National Assembly.
Baris Sulu, who is representing the Peoples' Democratic Party (HDP), is the first gay man to seek a seat in the 550-member parliament.
In an interview with Anadolu Agency, Sulu said he was hoping to promote the rights of lesbian, gay, bisexual and transgender (LGBT) Turks if he wins his seat in the northwestern province.
"I am not a secret gay,” the 37-year-old said. “I have got the biggest support from my family and boyfriend and my friends in the party have given me their opinions."
Sulu, a gay rights activist for the last 17 years, said his struggle against discrimination led to him standing. "My interest in politics started when I decided to fight," he said.
Even if he does not win a seat, Sulu hopes his example will inspire others from the LGBT community to get involved in national politics.
"The elections in four years will be utterly different,” he predicted. “In the next elections, not just gay candidates will run but also lesbian or transgender candidates.”
Homosexuality is legal in Turkey but the country does not have laws to protect gay men and women. According to a 2013 report from the European Committee on Social Rights, the LGBT community faces discrimination, intimidation and violence in Turkey.
Two transgendered women - Deva Ozenen for the newly-formed Anatolia Party in Izmir and Niler Albayrak for the main opposition Republican People’s Party (CHP) in Istanbul - are also standing next month.
Sulu said he applied to stand for the pro-Kurdish, left-wing HDP because of the party’s progressive stance.
Referring to the Peoples' Democratic Congress, a pro-Kurdish bloc of lawmakers founded after the last general election, Sulu said: "There are 22 different languages spoken by the people of this country and, since the congress, these different identities have been united."
He praised the HDP, which is seeking to enter parliament as a political party for the first time, and the CHP for raising gay rights in parliament.
"There is no other political party that is saying 'These people are facing discrimination' at parliament," he told Anadolu Agency.
Acknowledging the obstacles he will face in seeking election, Sulu said as many as 85 percent of Turks would oppose a LGBT deputy in the assembly. "The perspective on homosexuals is the same wherever you go but perhaps this process will soften that perspective,” he added.
"We have a right to live but are being killed and face oppression, as well as not receiving education."
In an interview on the Turkish Lesbian, Gay, Bisexual, Trans and Intersex Association’s website last month, Ozenen declared her goal of fighting “for a Turkey where sexual identity can be fearlessly and bravely expressed in peace."
In 2013, Can Cavusoglu became the first openly gay candidate to stand for public office when he ran for the mayoralty of Bulancak on the Black Sea coast. He lost to the candidate from the ruling Justice and Development Party.

But, the statement added, workers were pushing for demands that exceeded the company’s means, and “blocked the way for economic dialogue with this unacceptable proposal."
“As we also shared with them, it is not possible to meet those demands in terms of the sustainability of production."
The workers of the company’s Golcuk and Yenikoy plants were on strike last week but manufacturing operations have restarted in these plants, effective as of Thursday night shift, Ford Otosan said in a stock exchange filing last Friday.

The First Battle of İnönü (Turkish: Birinci İnönü Muharebesi) took place between 9 and 11 January 1921 near İnönü in Hüdavendigâr Vilayet (present-day Eskişehir Province, Turkey) during the Greco-Turkish War (1919–22), also known as the western front of the larger Turkish War of Independence. This was the first battle for the Army of the Grand National Assembly that was newly built standing army (Düzenli ordu) in place of irregular troops.
A Greek reconnaissance force under General Anastasios Papoulas began to move from their base in Bursa in the direction of Eskişehir in early January 1921. The battle began with a Greek assault on the positions of Miralay (Colonel) İsmet Pasha's troops near the railway station of İnönü on January 9, 1921 and the fighting continued until dark. On January 10, the Greek Islands division began moving along the Kovalca-Akpınar line, and the İzmir division was moving on Yeniköy-Teke-Hayriye direction and additional forces were moving on Söğüt-Gündüzbey line. Additionally Çerkes Ethem turned against the new central government in Ankara, refusing to join his forces with the regular army established under the command of İsmet İnönü. The newly reconstituted Turkish army had to put down his rebellion while also fighting the Greeks.
The better-equipped Greeks taking advantage of the fog pushed back the Turks around the railroad protected by the 11. division and took the dominant hill called Metristepe where fighting continued till 2pm.
Ferik Fevzi Çakmak, following the recommendation of the commander of the Western Front Miralay İsmet İnönü, gave the order to pull back to Beşkardeşdağı-Zemzemiye-Oklubalı line and moved the headquarters to Çukurhisar.
After capturing the Akpınar-Kovalca line, Greeks stopped the attack and dug in. Upon observing the Turkish positions being reinforced with the 61. division, they realized that the Turks were determined to hold there and not fall back any further. Not feeling quite ready to withstand on the battlefield, the Greeks vacated the İnönü vicinity and pulled back on January 11. The Turks were unable to pursuit the Greeks not only because of exhaustion and lack of supplies but also because of the need to suppress Çerkes Ethem as well as the Green Army.

Politically, the battle was significant as the arguments within the Turkish National Movement were concluded in the favor of the institution of a centralized control of the Army of the Grand National Assembly. The Eskişehir Police Department has asked for an investigation of lawyer Turgay Balaban, who is defending some of the police officers who were detained in Eskişehir province on Feb. 28 of this year on charges of illegal wiretapping, after he retweeted a post made by government whistleblower Fuat Avni on Twitter.
The police department reportedly took the initiative to request an investigation, because there have been no complaints filed about Balaban by any other parties. The Eskişehir Chief Public Prosecutor's Office evaluated the application submitted by the police department and summoned Balaban to testify. The prosecutor's office also asked the police department to confirm that the Twitter account in question belongs to Balaban.
The fact that no one filed a complaint against Balaban reveals that the Eskişehir Police Department has been monitoring Balaban's Twitter account. The department has justified the investigation by claiming that in retweeting the posts the lawyer insulted President Recep Tayyip Erdoğan, other government officials and a number of prosecutors and judges.
The police department submitted a document recording 2,000 tweets by Balaban to the Eskişehir Chief Public Prosecutor's Office and said that they might constitute the crime of insulting public officials. In his defense, Balaban said that he had not insulted anyone, but only expressed his criticism of the government. “Neither people nor posts are sacred, including the Presidency, and every person or institution that refuses to act according to the law can be criticized,” he said.
Claiming that the investigation is an attempt to silence him, Balaban added that he will file a complaint against the Cyber Crimes Unit of the Eskişehir Police Department for recording his tweets without a complaint from another party.
Balaban said that the only reason the investigation has been launched is that he is defending police officers targeted by the government and because their trial, scheduled for June 30, is fast approaching. He also said that he is not the only person who retweets posts by Fuat Avni and described the investigation as “profiling.”
Twenty-eight police officers were detained on Feb. 28 as part of a government-sponsored police operation in Eskişehir and 11 other provinces.
Scores of police officers have been detained across Turkey in what many see as a purge that has been under way since the eruption of a corruption scandal that implicated people in Erdoğan's inner circle on Dec. 17, 2013. Erdoğan dismissed the charges as a plot against his rule initiated by followers of the Gülen movement, inspired by Turkish Islamic scholar Fethullah Gülen, and foreign conspirators. Thousands of members of the police force, judges and prosecutors were reassigned or removed in the immediate aftermath of the Dec. 17 detentions while police operations targeting police officers alleged to be sympathizers of the Gülen movement began in the summer of 2014.

The Eskişehir Police Department has asked for an investigation of lawyer Turgay Balaban, who is defending some of the police officers who were detained in Eskişehir province on Feb. 28 of this year on charges of illegal wiretapping, after he retweeted a post made by government whistleblower Fuat Avni on Twitter.
The police department reportedly took the initiative to request an investigation, because there have been no complaints filed about Balaban by any other parties. The Eskişehir Chief Public Prosecutor's Office evaluated the application submitted by the police department and summoned Balaban to testify. The prosecutor's office also asked the police department to confirm that the Twitter account in question belongs to Balaban.
The fact that no one filed a complaint against Balaban reveals that the Eskişehir Police Department has been monitoring Balaban's Twitter account. History
The name Eskişehir literally means Old City in Turkish; indeed, the city was founded by the Phrygians in around 1000 BC. Many Phrygian artifacts and sculptures can still be found in the city's archeological museum. There is also a museum of meerschaum stone, whose production remains still notable, used to make high quality meerschaum pipes. In the fourth century AD the city moved about ten km northeast, from Karacahisar to Şehirhöyük.
