STORYLINE
Lebanese Prime Minister Najib Mikati said on Friday that parliamentary elections would be held by May 29, two days before the legislature's mandate expires, a move that meets US and Lebanese opposition demands.
Speaking to reporters after a cabinet meeting led by President Emile Lahoud that approved its policy statement, Mikati said he was sending to parliament a proposed mechanism to hold elections within the constitutional deadline.
But he warned that even if parliament did not approve the proposed mechanism, his cabinet would call an election for May 29.
It was the first time a government leader in Lebanon gave a fixed date for the elections.
Meanwhile, Lebanon's powerful security chief stepped aside on Friday ahead of a UN investigation into the assassination of former prime minister Rafik Hariri, a move that could meet a major demand of the anti-Syrian opposition and of the United Nations.
Major General Jamil Sayyed, director-general of the Interior Ministry's General Security Department, said he took the decision to put himself "at the disposal" of the prime minister after a new government was put in place and before the UN team was expected to travel to Lebanon.
Major General Ali Hajj, commander of Internal Security Forces, also placed himself at Mikati's "disposal", a formula that stops short of outright resigning but means the security chiefs are stepping aside and will have no executive power.
The opposition has been demanded the sacking of five security chiefs and the top prosecutor, accusing them of at least negligence in the February 14 assassination in a massive bombing that also killed 20 others.
Accusations also involved a cover-up as the opposition blamed the Beirut government and its Syrian backers of involvement in the assassination, charges both governments deny.

Two years after Rafik Hariri was ousted as prime minister because of economic problems, voters in Lebanon overwhelmingly made the billionaire real estate developer the top prospect to win back his former post.

Syria, the ultimate guide of Lebanese politics and policies, essentially approves any premier in neighbouring Lebanon.
But that shouldn't provide any problems for Hariri, a friend of Syrian President Bashar Assad with professional ties involving vast economic investments in Syria.
Hariri made his fortune in construction in Saudi Arabia.
He is said to have played a key role in arranging a meeting between Assad and French President Jacques Chirac last year and, this year, in introducing the new 34-year-old president to other Arab leaders.
Hariri insist that peace between Syria, Lebanon and Israel will be a key factor for stability in the region.

Brokers confirm that the victory has triggered a rise in share prices for Hariri's company and expect that a change in politics will have a positive influence on the economy.

STORYLINE:
Lebanon's new Cabinet prepared on Wednesday to seek parliament approval, saying its priority is to arrange quick elections and to cooperate in a sensitive UN investigation into the assassination of former prime minister Rafik Hariri.
The 14-member Cabinet held its first meeting in Beirut on Wednesday after it was formed by Prime Minister Najib Mikati, ending a nearly two-month government crisis and opening the way for crucial parliament elections.
The elections are supposed to take place before parliament's term ends May 31. The anti-Syrian opposition expects to win the vote and end the domination of pro-Damascus lawmakers.
Mikati's government has to quickly push an election law through parliament for the vote to be held on time.
Information Minister Charles Rizk said the cabinet's priority would be to "uncover the truth about Hariri's assassination in collaboration with an
international investigation commission" and to prepare "as soon as possible, a new electoral law" - as well as work to revive Lebanon's economy, ailing after months of turmoil.
The UN is sending a team to investigate Hariri's death in a massive February 14 bomb blast that killed 20 other people. The probe is highly sensitive: Lebanon's pro-Syrian leadership had long refused any international investigation, until a UN report last month said Lebanon's own probe was plagued by mistakes.
The opposition has blamed Syria and its allied government in Lebanon for Hariri's killing, a charge both governments have denied. The assassination sparked massive anti-Syrian protests that forced the removal of then-prime minister Omar Karami and his Cabinet on February 28 - throwing the country into seven weeks without a government.
Mikati's Cabinet formed a panel to draw up a policy statement on the basis of which it will seek the parliament's endorsement. The drafting committee, made up of Mikati and six other Cabinet members, would meet immediately to begin drafting the policy statement, Rizk said.
President Emile Lahoud joined the meeting and wished them success in their "delicate mission," Rizk said.

Lebanon's new Cabinet prepared on Wednesday to seek parliament approval, saying its priority is to arrange quick elections and to cooperate in a sensitive UN investigation into the assassination of former prime minister Rafik Hariri.
The 14-member Cabinet held its first meeting in Beirut on Wednesday after it was formed by Prime Minister Najib Mikati, ending a nearly two-month government crisis and opening the way for crucial parliament elections.
The elections are supposed to take place before parliament's term ends May 31. The anti-Syrian opposition expects to win the vote and end the domination of pro-Damascus lawmakers.
Mikati's government has to quickly push an election law through parliament for the vote to be held on time.
Information Minister Charles Rizk said the cabinet's priority would be to "uncover the truth about Hariri's assassination in collaboration with an
international investigation commission" and to prepare "as soon as possible, a new electoral law" - as well as work to revive Lebanon's economy, ailing after months of turmoil.
The UN is sending a team to investigate Hariri's death in a massive February 14 bomb blast that killed 20 other people. The probe is highly sensitive: Lebanon's pro-Syrian leadership had long refused any international investigation, until a UN report last month said Lebanon's own probe was plagued by mistakes.
The opposition has blamed Syria and its allied government in Lebanon for Hariri's killing, a charge both governments have denied. The assassination sparked massive anti-Syrian protests that forced the removal of then-prime minister Omar Karami and his Cabinet on February 28 - throwing the country into seven weeks without a government.
Mikati's Cabinet formed a panel to draw up a policy statement on the basis of which it will seek the parliament's endorsement. The drafting committee, made up of Mikati and six other Cabinet members, would meet immediately to begin drafting the policy statement, Rizk said.
President Emile Lahoud joined the meeting and wished them success in their "delicate mission," Rizk said.

في مقابلة مع السيد خالد كراوي، في برنامج الأسبوع الإقتصادي، تتحدث السيدة لمياء المبيض بساط عن التدريب والدول المانحة ودور المعهد المالي ودور المرأة في الإدارة والشبكات في مجال التدريب. تحت عنوان "الدول المانحة: دورها في التعاون من أجل الإعمار أو إعادة الإعمار"، تتطرق السيدة بساط إلى موضوع الدول المانحة وتتحدث عن دور الدولة كنقطة التقاء، كما تشدد على دور التعليم والتدريب كاستثمار الجتماعي وأهميته في تحضير الكوادر. فالتدريب يتناول أيضا قيم الخدمة العامة التي تبقى دائماً بحاجة إلى التجديد فالدولة للضعيف قبل أن تكون للقوي. لكن التدريب لا يكفي ونوعية القيادة أساسية. كما تتحدث السيدة بساط عن حضور النساء في الإدارة اللبنانية بنسبة كبيرة مما يدعو إلى الفخر.
