With Indonesia's financial troubles foremost in their minds, top finance officials from the Asia Pacific region are gathering in Canada to discuss strategies for avoiding a repeat of the Asian financial crisis.
18 members of the Asia-Pacific Economic Cooperation forum (APEC) arrived in the Rocky mountains resort of Kananaskis on Friday.
Canadian Finance Minister Paul Martin said he was encouraged by former President Suharto's decision to resign, but said Indonesia must continue to pursue political reforms.
The Rocky Mountains resort of Kananaskis - where officials from the 18 members of the Asia-Pacific Economic Cooperation forum (APEC) gathered on Friday.
Joining them - the heads of the World Bank, the International Monetary Fund and the Asian Development Bank.
The delegates' main task at the meeting will be to develop a coherent strategy for averting future financial turmoil.
It's been a disastrous year for the region's economies - culminating in the recent violent unrest in Indonesia which ended President Suharto's 32 year rule.
Perhaps the main lesson from Indonesia was the absence of a political dimension to its economic reform package.
SOUNDBITE: (English)
"We made it very clear that economic reforms without political reform will not work. That's the reason essentially that the IMF said that they were going to be withholding payments. I think that what a lot of us want to do now - while we're very encouraged by what is happening in Indonesia - we nonetheless want to monitor the situation and we want to make sure that in fact those reforms take place. "
SUPER CAPTION: Paul Martin, Canadian Foreign Minister
Most APEC nations sent their finance ministers, but Indonesia scaled down its delegation to only five members, headed by its ambassador to Canada, because the political crisis at home pre-occupied top officials there.
The Indonesian delegation head, Ambassador Budiman Darmosutanto,
said he would be inquiring about the resumption of IMF assistance at the meeting - but would not seek to renegotiate the terms of the
existing bailout plan.
SOUNDBITE: (English)
"I haven't been informed yet about this and I plan to ask the IMF as you might be aware the IMF delegations is also here, I plan to ask them about this."
SUPER CAPTION: Budiman Darmosutanto, Indonesian Ambassador to Canada
The question of further assistance to Indonesia under the IMF bailout programs and Asian Development Bank is to be discussed at this weekend's meeting.
The IMF has been leading a 43 (b) billion dollar bailout for Indonesia
that started in 1997.
SOUNDBITE: (English)
"Indonesia is in a situation of rapid and dramatic change, hopefully the situation will settle promptly and peacefully in the political and social side and then recreating the situation for the success of our programme."
SUPER CAPTION: Michel Camdessus, Managing Director, International Monetary Fund
But others believe the current uncertainty in Indonesia means that much of the discussion about financial assistance may have to wait.
SOUNDBITE: (English)
"The key now is to have the type of political and economic circumstances in Indonesia that would enable the programme to be effective and I think it is a little premature to discuss IMF negotiations at this time."
SUPER CAPTION: Robert Rubin, U-S Treasury Secretary
But the Chinese Finance Minister Xiang Hauicheng backed the Canadian view that the IMF should resume the disbursements now.
SOUNDBITE: (Mandarin)
"If I am asked by the IMF, I say it should resume soon. Yes."
SUPER CAPTION: Xiang Huai-cheng, Chinese Minister of Finance
The crisis in Asian economies has also affected the Philippines.

Pacific Rim leaders on Tuesday (25/11) approved a rescue
strategy for shaken Asian economies but agreed there was no
quick fix. The Asian-Pacific Economic Cooperation (APEC) summit
head also resolved to try to settle disputes over a global
warming treaty in difficult negotiations next month.
After two days of talks on the Asian currency crisis, Canadian
Prime Minister Jean Chretien said: "We say to the world, we will
not be discouraged, we will not turn back" from the goal of free
trade in the next century.
The leaders also expanded their ranks, adding Russia, Vietnam
and Peru to the 18-nation APEC group.
Outside the heavily-guarded University of British Columbia
campus where the leaders met, police arrested at least 15
protesters. As many as 1,000 people, most of them decrying human

Police used pepper spray in an effort to restrain the more

Natural Sound
Police moved in with teargas on Tuesday to hold back student protesters who tore down security fences at the summit of Asian Pacific leaders in Vancouver.
Around a thousand activists marched on the Museum of Anthropology where leaders of the 18 APEC nations were meeting to find a solution to the region's financial meltdown.
Dozens were arrested as the demonstrators vented their fury at the organisation's refusal to tackle human rights issues.
As the leaders lunched, demonstrators tore down chain mail fences to try to break through police lines and take their protest to the heart of APEC.
For a week, part of the campus at the University of British Columbia had been turned into "Demoville" - a collection of tents set up by the most passionate protesters who are against everything APEC stands for.
Their aim was to "crash the summit" - where the leaders were debating a range of economic and environmental topics but not human rights.
And on Tuesday, they tried just that.
The protesters were incensed by APEC's refusal to confront Chinese President Jiang Zemin and Indonesian President Suharto over the issue.
"Shame" - the students chanted, as they pushed into police lines, trying to present a citizen's arrest of Suharto for human rights abuses in East Timor.
Royal Canadian Mounted Police and Vancouver bicycle police used pepper spray to contain the riot.
Officers wrestled the most persistent protesters to the ground, securing them with plastic handcuffs.
One demonstrator who got hit by the pepper spray lay on the ground in distress as the police tried to ease his evident pain.
After giving first aid to the two arrested protesters, the police hauled them to their feet and marched them off.
Officers had set up a ring of steel around the museum in the tightest security operation ever seen at the university.
Earlier, the students encountered some opposition of their own.
Pro-China activists turned up at their rally to voice support for Beijing's policy on Tibet.
There they met with groups of anti-China demonstrators.
The police were quite happy to take a break and watch the heated debate from the sidelines.
When the summit leaders were about to come out, several students sat down on the road and joined arms to block the exits.
One of the protest leaders called on his fellow students to stage sit-down protests at all the summit entrances.
He was promptly led away by police.
An officer used a megaphone to ask the students to clear, but was shouted down by angry chants - accusing him of supporting "dictators and killers".

wn.com/Canada Vancouver Apec Summit Student Protesters Arrested

Mandarin/Eng/Nat
APEC ministers have begun debating calls to regulate the volatile short-term capital flows which some regard as the reason for the currency crisis that attacked the region in 1997.
Opening the summit at the resort island of Langkawi, host country Malaysia proposed regulations for capital markets - a controversial idea that many nations do not support.
Other countries prefer the more moderate measure of simply reviewing the financial system without adding new controls.
With leaders of 21 nations gathered in the Malaysian resort of Langkawi, officials began discussing the causes of the economic crisis that attacked the region two years ago.
The members disagree about what caused the crisis and are unlikely to agree about how to prevent it from happening again.
In his opening speech, Malaysian Finance Minister Daim Zainuddin suggested that developing nations need protection from global financial uncertainties.

"Recent reports and analysis indicate that the world's worst financial crisis has bottomed out. The then prevailing sense of helplessness has been replaced by one of increased optimism. But we must not be complacent. We need to remain vigilant to the challenges and risks that remain."
SUPER CAPTION: Daim Zainuddin, Malaysian Finance Minister
Malaysia views foreign currency traders as marauders looking to attack weaker economies to make a quick profit.
Because of this, they would particularly like to see curbs imposed on hedge funds and currency traders.
SOUNDBITE: (English)
"Improving the stability of the global system should be the core of our discussions here in Langkawi. Resolving financial architecture issues remains essential to the process to return confidence, promote recovery, revitalize the return of capital flows and more importantly, improve the standards and quality of life of our people."
SUPER CAPTION: Daim Zainuddin, Malaysian Finance Minister
The new U-S Treasury Secretary-designate - Lawrence Summers - is expected to resist any calls for regulating world capital markets.
The Chinese Minister of Finance said he was looking forward to meeting with him.
SOUNDBITE: (Mandarin)
"Maybe he's coming in the morning. When he comes, I will see him."
SUPER CAPTION: Xiang Huai-Cheng, Chinese Minister of Finance
The finance ministers will make recommendations for APEC to the heads of state scheduled to meet in New Zealand in September.
SOUNDBITE: (English)
"Well right now the world financial leaders are basically discussing how to make sure another crisis doesn't happen. This one has abated somewhat and we have to make sure that we don't fall back down. So there's a lot of discussion about how to make reforms about how economies should reform themselves, how maybe we should regulate hedge funds so that this doesn't happen again."
SUPER CAPTION: Ted Bardacke, Financial Times Correspondent
Although the World Bank and the IMF have praised Malaysia's economic recovery, they have not approved of the capital controls Malaysia imposed in its own economy in the depth of the crisis.
APEC comprises Australia, Brunei, Canada, Chile, China, Hong Kong, Indonesia, Japan, Malaysia, Mexico, New Zealand, Papua New Guinea, Peru, the Philippines, Russia, Singapore, South Korea, Taiwan, Thailand, the U-S and Vietnam.

Natural Sound
APEC leaders wrapped up their two-day summit in Canada on Tuesday with a pledge to help bail out Asian countries hit by plunging markets.
At the end of their meeting, they declared it "critically important" to move quickly and globally to stem the financial turmoil that has swept across the region.
The leaders of the 18 APEC nations also agreed on a package of measures to liberalise trade and the admission of three new members next year.
Malaysia's Prime Minister Mohamad Mahathir concluded that he was "satisfied" by the response of the other APEC leaders to the currency turmoil in Asia.
The leaders endorsed plans to put the International Monetary Fund at the centre of any international bailout, with financing from individual countries as a backup.
Prime Minister Mahathir would have liked APEC to clamp down on the currency speculators whom he blames for the crisis.
At a news conference he warned there might be more pain to come.
SOUNDBITE: (English)
"I cannot really say the worst is over, because these people with 3.6 trillion dollars (reference to U-S billionaire and currency speculator George Soros) can play around in the market, anything can happen. You may recover but they may come back. As you know they can attack any country, any time, any where. Everywhere they go they left a trail of shattered economies and I can't imagine why people support that kind of achievement."
SUPER CAPTION: Mahathir Mohamad, Malaysian Prime Minister
Mahathir welcomed the inclusion of Russia into the APEC group.
Russia - and also Vietnam and Peru - will join the forum next year.
SOUNDBITE: (English)
"It is about time that Russia becomes involved in the affairs of Asia, especially East Asia. Therefore I think there maybe difficulties, perhaps different cultures. Russia's participation would add spice to the discussions."
SUPER CAPTION: Mahathir Mohamad, Malaysian Prime Minister
Speaking to U-S consular staff before flying back to the White House, President Clinton stressed the currency crisis was not just an Asian problem.
SOUNDBITE: (English)
"We also supported an action plan to meet the financial challenges that we all face in Asia and I say that advisedly - we all face them because Canada and the United States will not be unaffected unless we can restore confidence and growth and forward progress throughout the Asian area."
SUPER CAPTION: Bill Clinton, US President
Philippine's President Fidel Ramos declared himself pleased with the progress in Vancouver.
SOUNDBITE: (English)
"These collaborative measures and the cooperative way in which APEC members are addressing the financial situation are outstanding examples of the economic and technical cooperation of which APEC is capable."
SUPER CAPTION: Fidel Ramos, President of the Philippines
China announced it would host the 2001 APEC summit in Shanghai and rejected any notion that Taiwan could someday host a summit.
Beijing considers Taiwan a renegade province.
As for trade liberalisation, Chinese Foreign Minister Qian Qichen underlined Beijing's commitment to reduce its barriers to trade.
SOUNDBITE: (Mandarin)
"One more point is that China will decrease tariffs to an average of 10 percent by the year 2005 which is a step forward to free investment and free trade."
SUPER CAPTION: Qian Qichen, Chinese Foreign Minister
Hong Kong's Chief Executive, Tung Chee-hwa, was hopeful of a positive turn around in Asia's financial markets.

XFA
U-S President Bill Clinton has arrived in Brunei for his eighth and final visit to the Asia-Pacific Economic Cooperation forum.
He was followed closely by Jiang Zemin, the Chinese President.
During the summit, Pacific Rim leaders face an array of economic problems - cutting oil prices, starting new world trade talks and finding ways to regulate the global expansion of e-commerce.
Asia is well on the road to recovery from the economic crisis that shook it in 1997-98, but leaders must grapple with some cracks that may be re-emerging as they also seek to push forward on the major question of getting China into the World Trade Organisation.
That's the message from the bigger nations of APEC meeting in Brunei.
APEC leaders including President Clinton arrived throughout Tuesday, with a few more due on Wednesday for the annual summit.
They will have the final say on APEC's position on free-trade issues.
Restarting trade talks and discussing China's entry into the W-T-O has been a U-S priority since last year's disastrous W-T-O meeting in Seattle, which ended with rich and poor nations divided and anti-globalization riots outside the conference hall.
Delegates at Brunei accept that there are many hurdles to overcome.
SOUNDBITE: (English)
"It's good to have so many heads put together to discuss common interests. Really we have very good achievement but we still have many problems to tackle. "
SUPER CAPTION: Qian Benyuan, CEO, China National Electronics
APEC leaders are worried about issues such as the high price of oil, which threatens to slow economic growth in the majority of the group's economies that are net importers of energy.
China has been fighting for years to get into the W-T-O and has reached necessary deals with all other key trading partners, including the United States and the European Union.
Managers of global businesses are optimistic that despite setbacks and inertia, APEC will help progress towards standardising global trade.
SOUNDBITE: (English)
"In South East Asia, businesses have really been concentrating on surviving in the past couple of years. And the trade agenda hasn't really been at the top of their agenda. Now, as business gets back on its feet and starting to look forward, they are becoming more interested again in progressing and demanding about trade. If APEC didn't exist, leaders of the Asia Pacific probably wouldn't meet regularly. And you know, when you get into tough negotiating situations at the end of the day you have to cut a deal, it really helps if you have personal relationships and that a real plus that APEC gives us."
SUPER CAPTION: Kenneth Courtis, Vice Chairman, Goldman Sachs
APEC members are Australia, Brunei, Canada, Chile, China, Hong Kong, Indonesia, Japan, Malaysia, Mexico, New Zealand, Papua New Guinea, Peru, the Philippines, Russia, Singapore, South Korea, Taiwan, Thailand, the United States and Vietnam.

Police have moved in with tear gas to hold back student protestors who tore down security fences and tried to gate crash the summit of Asian Pacific leaders in Vancouver.
Around a thousand activists marched on the Museum of Anthropology where leaders of the 18 APEC nations are meeting to find solutions to a region financial meltdown.
Ahead of the march, government ministers from Indonesia and the Philippines told APTV that this summit needed to be seen to be helping the Asian currency crisis thus preventing a feared global money meltdown.
As the leaders lunched, the demonstrators tore down chain mail fences to try and break through police lines and take their protest to the heart of APEC.
For a week, part of the campus at the University of British Columbia has been turned into "Demoville" - by protestors who are against everything APEC stands for.
Their aim is to "crash the summit" - where the leaders are debating a range of economic and environmental issues but not human rights.
As the police tried to push the students back, dousing them with water and pepper spray, a couple were dragged through their lines, held to the ground, handcuffed and arrested.
One demonstrator who got hit by the pepper spray lay on the ground in distress as the police tried to ease his evident pain.
Clearly unaware of the drama unfolding outside, the leaders continued their meeting inside the Museum of Anthropology.
They are preoccupied with the financial meltdown that has wrecked economies across Asia and claimed its biggest prize so far - South Korea.
At a news conference, Indonesia's Foreign Minister Ali Alatas warned the turmoil might not stop there.
SOUNDBITE: (English)
"If South Korea's problems cannot be resolved, I would not be surprised that the contagion effect will also affect Japan. And once Japan is affected and South Korea - these are two very big economies. I'm sure the rest of the world would not be spared of the contagion effect."
SUPER CAPTION: Ali Alatas, Indonesia's Foreign Minister
A view echoed by the Philippines Finance Secretary.
SOUNDBITE: (English)
"While it is not a cause for panic, it is a cause for addressing the problem with urgency since everyone now acknowledges that this is not an Asian phenomenon alone and that this has global implications."
SUPER CAPTION: Roberto De Ocampo, Philippines Finance Secretary
As the Pacific Rim leaders continued their meeting, their wives met for lunch, posing for photos outside one of Vancouver's best restaurants.

Leaders from 18 Asian Pacific countries meet Monday in Vancouver to endorse a strategy for avoiding further global financial turmoil.
They are searching for a cure for Asia's currency and market chaos, but there is no magic remedy in site -- only grim warnings that soothing words are not enough to restore economic health.
As leaders shuttled between preparatory meetings Sunday, thousands of demonstrators took to the streets protesting that human rights are being ignored at this trade forum.
Civil liberties -- not financial liabilities -- was the main concern for this group of demonstrators in Vancouver on Sunday.
Thousands converged on the city to demonstrate at the presence of China's leader, Jiang Zemin, in Canada.
The protesters accuse Beijing of wholesale human rights abuses in Tibet.
While they besieged the convention centre -- where APEC leaders are due to open their summit Monday -- the Chinese president held trade talks with New Zealand's Prime Minister, Jim Bolger.
By the time Jiang Zemin had left for an evening speech engagement, the activists had lined up along one of Vancouver's main streets - forcing his motorcade to run a gauntlet of jeers.
Jiang assured his audience that China was going to push towards liberalising trade -- but at its own, measured, pace.
SOUNDBITE: (Mandarin)
"As required by reform and development, we will continue to open the market steadily and speed up the process of open reform on infrastructure - such as energy and communications - and the opening of the service sector - such as banking and insurance - with measured steps. In order to protect the interests and rights of foreign funded enterprises, we will grant them equal opportunities as other Chinese enterprises, they are subject to the same law. We will also improve trade and investment. "
SUPER CAPTION: Jiang Zemin, Chinese President
As the anti-Beijing protests continued downtown, the Chinese Foreign Ministry defended its position on Tibet.
SOUNDBITE: (Mandarin)
"The United States and most of the United Nations members acknowledge Tibet as part of China. As a matter of fact, history tells us that Tibet has been a part of China. Our central government has always had the intention to start negotiation with the Dalai Lama, provided that he acknowledges the fact that Tibet is a part of China."
SUPER CAPTION: Shen Guofang, spokesman, Chinese Ministry of Foreign Affairs
Malaysia's Prime Minister Mahathir bin Mohamad knows the APEC stakes have never been higher.
Addressing a summit of business leaders from APEC countries, he was direct and to the point -- that governments and businesses must work together more responsibly in the future.
SOUNDBITE: (English)
"As a result of currency devaluation and assaults on the stock markets, vibrant economies have been reduced to begging for aid from the IMF."
SUPER CAPTION: Mahathir Mohamad, Malaysian Prime Minister
His Australian opposite number, John Howard, used a keynote address to the same summit to stress that APEC leaders must act now to halt the freefall in Asia's currency markets.
SOUNDBITE: (English)
"This meeting, then, is something of a watershed for APEC. Governments will need to act decisively and expeditiously to help remedy the region's problems. It is APEC's vision of a regional community and the goals of free trade and investment in the region that offer the best way out of our present difficulties."
SUPER CAPTION: John Howard, Australian Prime Minister
It was a sentiment echoed by Philippine President Fidel Ramos at a separate business luncheon.

Economic and foreign ministers from 21 Pacific Rim economies met in Brunei, the oil-rich enclave on Borneo island, on Sunday to discuss trade liberalization.
The ministers opened a two-day meeting to prepare a summit of their leaders in the Asia-Pacific Economic Cooperation forum on Wednesday and Thursday, which will be the last attended by one of the loose trade grouping's biggest supporters, U-S President Bill Clinton.
The summit comes at a time of turbulence on both sides of the Pacific, with last week's U.S. election still undecided, Canada voting Nov. 27, the leaders of Taiwan and
the Philippines facing calls for their impeachment, and leaders from Peru, Indonesia and Japan all under fire.
APEC leaders are expected to issue a declaration on the slackening pace of economic reforms in Asian economies struck by crisis in 1997-98, on high oil prices and the
threat posed to regional growth, and on spreading the benefits of the information age to all APEC countries.
APEC comprises the United States, Indonesia, Japan, South Korea, China, Australia, New Zealand, Brunei, Canada, Chile, Hong Kong, Malaysia, Mexico, Papua New Guinea, Peru,
the Philippines, Russia, Singapore, Taiwan, Thailand and Vietnam.

"Obviously it will have to be up to a new administration when that is established to become involved in participating in what needs to be done to prepare the ground for the launch of the new round and that in itself needs and that in itself is giving us a lot of interesting television to watch but certainly both sides in American politics both Republican and Democrats have indicated their commitment in moving forward in the multilateral scene."

The international community is willing to help ease the Asian currency crisis - but aid must be under the banner of the International Monetary Fund.
And, it will be conditional on the worst affected nations implementing sound economic policies - no matter how painful - to help themselves out of the financial free fall.
That's the tone of a speech on the fringes of the Vancouver APEC economic
summit by US Secretary Madeleine Albright.
Her comments came as the last of the leaders - Japan's Prime Minister Ryutaro Hashimoto - arrived in British Columbia's capital.
Japanese Prime Minister Ryutaro Hashimoto left behind him a country dogged by economic stagnation and reeling from the collapse of the Yamaichi Securities brokerage.
But he arrived in Vancouver Monday with a message that Japan is acting to help itself out of its economic malaise. That was a sentiment echoed by Thailand premier Chuan Leekpai.
SOUNDBITE: (English)
We are ready to tackle head on our economic problems so that to restore the rest of the viability and dynamism of our economy.
SUPER CAPTION:Chuan Leekpai, Thai Prime Minister
Thailand has been one of the worst hit nations
SOUNDBITE: (Thai)
I believe that if the crisis didn't happen in Thailand it would have happened elsewhere in the region. It is now clear that it is not a problem of individual countries.
SUPER CAPTION: Chuan Leekpai, Thai Prime Minister
Malaysia's Prime Minister has already told APEC colleagues that he fears things are going to get worse before they get better and has called for APEC to regulate and tax currency speculators.
Philippines President Fidel Ramos - who met host Prime Minister Jean Chretien - is also a worried man. His country's currency hit rock bottom affecting trade with countries like Chile on the other side of the Pacific.
Chilean President Eduardo Frei also saw Chretien to confirm that a headlong rush into trade liberalisation was something his Government would not support.
U-S Secretary of State Madeleine Albright is telling the worst affected nations like Indonesia - who's foreign minister she met this morning - that they must help themselves out of the turmoil by implementing sound economic policies - regardless of how painful. That way the International Monetary Fund could step in backed by the international community with a rescue package.
SOUNDBITE: (English)
To find a way forward the United States is emphasising two core points. First, each country in the region must take responsibility for implementing sound economic policy. This is true no matter how difficult or painful the choices may be. There is simply no other way to ensure long term economic expansion.
SUPER CAPTION:Madeleine Albright, US Secretary of State
Indonesia's President Suharto is under the spotlight here not just for economic policies but also for his approach to human rights - an area down for discussion when he met Jean Chretien.
The human rights record of China's Jiang Zemin has also been questioned on the fringes of this summit. But it was economic issues which occupied his mind in a speech to a summit of business leaders in Vancouver.
SOUNDBITE: (English)
All the good fundamentals are there. There needs to be some correction in the financial supervision and banking management but I'm sure that corrections will be made and they will come out stronger than before.
SUPER CAPTION: Jiang Zemin, Chinese President
Hong Kong's Chief Executive Tung Chee-hwa is lobbying hard to persuade the financial sector that the basics of Asian economies are still strong.

South Korea is seeking to play down its economic ills; claiming the decision to ask for a 20 (b) billion dollar-plus International Monetary Fund bail out package is to solve a temporary liquidity problem.
News of Seoul's request for an I-M-F lifeline dominated the day's events at the APEC summit in Vancouver and put paid to the last vestiges of hope that the gathering can be about free trade not free fall in the currency markets.
Tonight South Korea's foreign minister Yoo Chong-Ha maintained at a news conference that his country still fundamentally enjoyed a strong, healthy economy.
The APEC summit is now under full sail in Vancouver's impressive convention centre.
But is has always threatened to be blown off course by the currency crisis which has jolted Asia's money markets.
Ministers arriving for their first informal session were tight-lipped about what, if any action, will be taken here to alleviate the currency turmoil.
But the blueprint worked out by finance ministers earlier this week in Manila will be the basis for discussion.
The South Korean current situation has brought the whole crisis into even sharper focus.

U-S Secretary of State Madeleine Albright - meeting her Canadian counterpart this morning (Friday) - knows that the temperature has hotted up after South Korea's decision to ask for I-M-F assistance.
That will reverberate around the region - affecting Japan in particular.

"We obviously are concerned about the financial crisis. It's going to be a subject of discussion here at APEC. It is appropriate that the leaders of the region be here together and that we together talk about the best way to assure and regain some stability for the

The crisis did not feature at the informal first session of Ministers.
Instead debate was on how fast and in which areas free trade should be voluntarily introduced.

Calling turmoil in Asian markets "a few little glitches in the road", U-S President Bill Clinton said on Sunday world nations must band together to stabilise the region's financial crisis.
He was speaking in Vancouver where the Asia-Pacific Economic Cooperation (APEC) forum opens on Monday.
Clinton said a financial rescue proposal put together in Manila last week would provide support from wealthy countries to bolster the resources of the International Monetary Fund.
Chinese President Jiang Zemin flew in to Vancouver on Sunday for the two-day APEC summit.
The red carpet welcome included a handshake with Hong Kong's chief executive Tung Chee-hwa.
The smiles masked concerns that Hong Kong -- now under Chinese sovereignty -- could be the next economy to stumble.
American prosperity hinges on finding a way out of Asia's financial turmoil, according to President Bill Clinton -- who greeted host, Canadian Prime Minister Jean Chretien, at a breakfast meeting.
SOUNDBITE: (English)
"I think this is a time for confidence in the future of Asia and confidence
in the future of our relationship with them. We have a few little glitches in the road here -- we are working through them."

The leader of one of the worst affected nations -- Thailand -- met with one of the least affected -- Singapore.
But Singapore Prime Minister, Goh Chok Tong, knows that even though his country's markets are tightly controlled, Singapore needs regional prosperity to flourish.
Chile's Eduardo Frei is as anxious as anyone to find solutions to the
problem -- though he is less willing to rush headlong into trade liberalisation.
South Korea's Kim Young Sam saw his only solution as securing a 20 (b)
billion dollar plus rescue package from the International Monetary Fund
to bale out his country.
On Sunday he met Canadian veterans who had fought in the Korean War to thank them.
But whether the next sacrifice North American nations will make to South
Korea is a blank cheque to further help the I-M-F rescue package remains uncertain.
President Clinton wasn't being drawn on cash handouts, instead seeking to play up Seoul's economic potential in the long-term.

"Certainly I don't see how anyone could be less than hopeful about the long-term prospects for the South Korean economy, given their remarkable achievements over the last few decades."

But it was events in the past few decades in Tibet which captured
attention on the fringes of this summit.
China's human rights record in the Himalayan kingdom has been widely criticised.
Hundreds of protesters are expected to march through Vancouver in the next few hours to demonstrate against the presence at this summit of China's Jiang Zemin and Indonesia's ruler, President Suharto.

Welcome to Montreal, Canada. This extraordinary city, which began life as a French colony in the 1600s, is now a stunning metropolis combining old-world architecture with modern dashes.
When Mark Twain visited Montreal in the 19th century, he was so taken by its many churches that he nicknamed it “The City of 100 Bell Towers.” These numerous buildings are often part of Montreal sightseeing; marvel at the imposing stone façade of Christ Church Cathedral, or stand beneath the great arched ceiling of the beautiful Notre Dame Basilica. You can spend days exploring the city’s many sacred spaces, but Montreal tourism is so much more than that; if you’re a foodie, you’re in luck, because the residents of Montreal adore a good meal, whether it’s poutine from a streetside bistro or fresh produce from the farmers market.
A tour of Montreal will take you across cobblestone streets and through architecture that dates back to the 1600s, but one thing you must remember to do is to walk and play in its numerous green spaces. The city’s inhabitants take great pride in Montreal’s natural beauty, and hikes up Mont Royal or along the St. Lawrence River are frequent activities for locals. Remember to bring your camera, as the riverfront and the mountain are full of striking photo opportunities.

Welcome to Toronto, the largest city in Canada and a hub of trade and culture.
“The City That Works” is full of a can-do spirit that is reflected in its buildings. From the famous CN Tower to the castle-like Casa Loma, there’s all sorts of eye candy for the architecture enthusiast. Your Toronto tour should include a trip to Edward Gardens in Hyde Park, or one of the many other green spaces located in the city. Take a bike ride along the trails, or enjoy a picnic while the local chipmunks look on. Don’t drop anything; they’ll grab it.
Your Toronto sightseeing can continue at the Harborfront Center. Go for a walk along the marina, or grab a pint at a brewhouse. And no trip to Toronto is complete without a visit to the Hockey Hall of Fame, so make sure you’ve got your team paraphernalia in order before you venture inside. Looking for shopping? You’ll find the Underground City and Kensington Market ready to welcome you and your credit card – or several credit cards, as the case may be. After a day of madcap purchasing, why not stock up on fresh, healthy food at the St. Lawrence Market? You’ll have worked up quite an appetite for delicious local produce.
Before you leave, head to Niagara Falls and take in the spectacle of nature’s power. You’ll never forget the sight and sound of all that water pouring over the falls, nor will you ever forget your trip to Toronto.

Niagara Falls has long been a symbol of natural power and beauty. Visit this hallmark of Canadian and American tourism and see its majesty from a helicopter, boat, or walkway.
Your Niagara Falls tour begins with a little bit of information: more than six million cubic feet of water spill over the sides per minute. You can explore three waterfalls, the most famous being the Canadian Horseshoe Falls, which are the widest and most powerful. Take a half-hour boat cruise and bask in the falls’ mist, or enter a special set of walkways behind the falls and see the strength and might of the rushing water right in front of you.
No Niagara Falls sightseeing trip is complete without exploring the Botanical Gardens or Niagara on the Lake. The latter attraction offers boutiques, eateries, and picturesque views of the water you won’t soon forget.

Ottawa is the capital of Canada, and the fourth largest city in the country. Ottawa is situated on the south bank of the Ottawa River, and contains the mouths of the Rideau River and Rideau Canal. The older part of the city (including what remains of Bytown) is known as Lower Town, and occupies an area between the canal and the rivers.
The most important places to visit in Ottawa are: Parliament building (undoubtedly among the most beautiful parliament buildings in the world. It should be a must see for all visitors to Ottawa), Chateau Laurier (now part of a hotel. This famous Ottawa landmark retains much of its grandeur, inside you'll find luxurious settings and ornate decor), Supreme Court of Canada (take a tour of this important building. You can even attend the hearings here), Notre Dame Basilica (constructed in the 19th century this beautiful church is among the surviving churches of Ottawa), Rideau Canal (it's a UNESCO world heritage site. The canals offers excellent views of the city. In winter time, it's transformed into a massive skating rink) and many more.
This video offers a lot of tips to help you plan the perfect vacation. Welcome to Ottawa, Ontario, where you’ll find charming old-world buildings surrounded by picturesque natural beauty.
The first stop on an Ottawa tour should be the Rideau Canal. This waterway cuts the city in half, and it provides places for boating and paddleboarding during the summer. Visiting in winter? Not a problem—you can go ice skating along the Rideau when it ices over. On the south side of the river, you can see the Changing of the Guard Ceremony at Parliament Hill. A few blocks to the north is the National Gallery of Canada, a stunning glass-and-granite building full of art from Canadian, European, and other North American artists.
You’ll be hungry after all this walking around, so head to ByWard Market. If you see beavertails, don’t worry; they’re a pastry, not part of an actual beaver—and they’re delicious. ByWard Market also has some of the best fresh produce you’ll ever taste, so stock up on fruits and vegetables while you’re there.
After sampling the fare at ByWard Market, cross the river to visit the Canadian Museum of History in Quebec. This is where you can tour recreations of Old Canada: explore 1800s storefronts, wander into log cabins, and learn about the First Nations people who inhabited Canada for thousands of years prior to European settlement.
Round out your trip with a venture to Gatineau Park, where you can relax by the lake or take tea in the MacKenzie King estate.
What’s your favorite part of Ottawa?

http://www.expedia.com/Quebec.d180017.Destination-Travel-Guides
When you arrive in Quebec, you’ll immediately notice its unique combination of old-world architecture, French elegance, and North American friendliness. Throw in a penchant for winter sports and a rich historical past, and you’ll have plenty to do in its capital, Quebec City.
The walled Upper Town is on the to-see list of most Quebec tours. This is part of the historic Old Quebec, first settled by Europeans in 1608. You’ll find a fantastic view of the St. Lawrence River, along with winding streets filled with historic buildings housing restaurants, pubs, and small shops.
Venture out into the oldest retail center on the continent and enjoy a croissant and a coffee, then go for a bike ride along the Old Port. This used to be one of the world’s largest shipping thoroughfares, though now it’s known primarily as a cruise ship destination.
If you’re in the mood to meet some of the local wildlife, head to the Quebec Aquarium, where you can see polar bears, seals, and other animals that inhabit the Arctic. Feeling like reaching great heights? Stop by Montmorency Falls, where you can hike up to an observation point and marvel at the beauty of the natural landscape.
All this walking and hiking will make you hungry, so at dusk, visit Rue St. Paul’s many restaurants to pick out the perfect place for dinner. The city is buzzing late into the night; if you’re up for dancing, a drink, or a cup of coffee after dinner, you’ll be in good company.

Toronto is the largest city in Canada and the provincial capital of Ontario. It is located in Southern Ontario on the northwestern shore of Lake Ontario. The history of Toronto began in the late 18th century when the British Crown purchased its land from the Mississaugas of the New Credit. The British established a settlement there, called the Town of York, which its lieutenant governor, John Graves Simcoe, designated as the capital of Upper Canada. The city was ransacked in the Battle of York during the War of 1812. In 1834, York was incorporated as a city and renamed Toronto.
The most important places to visit in Toronto are: Niagara Falls (located an hour and a half away from Toronto, awe-inspiring Niagara Falls attracts visitors from around the world), CN Tower (dominating Toronto's skyline, this communication tower stands at a staggering 1,815 feet. Spectacular Toronto views await you at the top), Old City Hall (an important historic landmark of Toronto. It too nearly 20 years to complete its construction in 1899), Royal Ontario Museum (Canada's largest museum of world culture. You can see impressive artifacts and archeological objects from around the world), Casa Loma (a magnificent castle on a hill in the north end of Toronto. Visitors are treated well in restored rooms and gardens) and many more.

Travel video about destination Montréal in Canada.
Canada's second largest city, Montreal is a fascinating blend of European charm and the American way of life.
In Vieux-Montreal, narrow lanes and small houses recall the past and also the lifestyle of the original settlers. In the old fire station at Place d'Youville - one of the oldest markets in Montreal -- is the Centre d'Histoire in which the 350 year cultural history of the city is on display, from the development of the Irokese Settlement, its prolific fur trade, and right up to today's shining, energetic Metropolis.
Although Montreal is located 1,600 kilometres from the open sea, it owes its wealth to its waterways which stretch from the country's interior, to the ocean. A trip on the Saint Lawrence River with the pleasure boat, BATEAU-MOUCHE, contrasts old, historic warehouses with the highly contemporary apartment block of the Cité du Havre Habitat.
Le Tour Olympique, Montreal's "Crooked Tower", offers panoramic views which extend more than 80 kilometres from its 175 metre tall viewing platform. Next to the Olympic Stadium, the Biodome, in which exotic animals from many corners of the world roam among waterfalls and tropical forests.
Next to the gleaming skyscrapers of the inner city, there are museums, churches and art galleries and in the old quarter, there are more historic buildings than in any other North American city, not forgetting the parks and the romantic harbor. Montreal is a gem!

When visiting Montreal consider the following top 35 things to do in Montreal as a travel video guide for all of the best attractions in the city. There is no other city in Canada or the United States of America that can compare with Montreal in terms of its diversity and European flare. As a city of festivals (during the winter, fall, spring and summer) you're left with an inexhaustible amount of things to see and do in the city during all four seasons. Compared to other Canadian cities, Montreal offers world class arts, dining, architecture, entertainment, arts and festivals showcasing the best of Canadian culture and Canadian food. Eating poutine, watching a Montreal Canadiens hockey game for fun and taking in a mesmerizing Cirque du Soleil were the highlights of our visit. If you only have time to one destination in Canada let it be Montréal, Québec:

Travel video about destination Toronto in Canada.
Toronto is a sensational city. Canada’s ‘secret’ capital: boomtown, show town and financial metropolis, clean, safe and with five million inhabitants.Gigantic skyscrapers and with a frenetic lifestyle, Toronto is where many Canadian banks and multi-national companies have their palatial offices of steel and glass built in what was once a waterfront wilderness. The old City Hall was built in 1899 in Victorian style and consists mainly of sandstone. Its Venetian clock tower faces an array of modern skyscrapers and almost opposite is the futuristic looking new City Hall, a symbol of the city’s cosmopolitan flair. It’s easy to become disorientated in Toronto’s Underground City. Most of this subterranean complex extends beneath the financial district and is the largest of its type in the world with countless shops, restaurants and subway stations. An endless network of corridors and passages connects these vast shopping centres and offices to the Central Business District.Since 1975 the city has possessed a unique monument, the Canadian National Tower or, the C.N.Tower. At a speed of six metres a second four external elevators zoom to the top of the building and it takes only fifty-eight seconds to reach the Skypod platform. The massive Skydome stadium is home to the Blue Jays baseball team. The huge pitch contains a hundred and six rolls of light green turf and is illuminated by more than seven hundred two thousand watt spotlights. The building is multi-functional and has a movable dome that can be opened and closed as necessary depending upon the weather. Niagara Falls, although extremely touristy, is an unforgettable experience. For the adventurous there are bridges and platforms close to the raging waters and the roar of the mighty torrent can be heard from a great distance while the awe-inspiring view of the waterfalls make it easy to forget the surrounding hustle and bustle of fellow sightseers. The Indian meeting place of bygone times has been transformed into a huge city that is a true gem among Canada’s other great cities. Toronto is without a doubt the most multicultural city in the world!

http://bookinghunter.com
Niagara Falls is the collective name for three waterfalls that straddle the international border between Canada and the United States; more specifically, between the province of Ontario and the state of New York. They form the southern end of the Niagara Gorge.
From largest to smallest, the three waterfalls are the Horseshoe Falls, the American Falls and the Bridal Veil Falls. The Horseshoe Falls lie on the Canadian side and the American Falls on the American side, separated by Goat Island. The smaller Bridal Veil Falls are also located on the American side, separated from the other waterfalls by Luna Island. The international boundary line was originally drawn through Horseshoe Falls in 1819, but the boundary has long been in dispute due to natural erosion and construction.
Located on the Niagara River, which drains Lake Erie into Lake Ontario, the combined falls form the highest flow rate of any waterfall in the world, with a vertical drop of more than 165 feet (50 m). Horseshoe Falls is the most powerful waterfall in North America, as measured by vertical height and also by flow rate. The falls are located 17 miles (27 km) north-northwest of Buffalo, New York and 75 miles (121 km) south-southeast of Toronto, between the twin cities of Niagara Falls, Ontario, and Niagara Falls, New York.
This video offers a lot of tips to help you plan the perfect vacation. If you want to save time and money, the most important Niagara Falls travel tip is to compare prices before booking a hotel room or a flight. You can do this for free on http://bookinghunter.com, a site that searches through hundreds of other travel websites in real time for the best travel deals available.

Travel video about destination Vancouver in Canada.
Vancouver is the third largest city in Canada and one of the most beautiful on the American continent, a dynamic metropolis set in a beautiful location with a temperate climate throughout the year.
Close to the harbor area, the city's skyscrapers have proliferated in recent years. The capital of the southwestern province of British Columbia has developed into an economic centre of renown.
The city's oldest buildings were built less than 100 years ago because the former wooden houses of old Vancouver were destroyed by fire. Several buildings reflect the origin of their inhabitants and are similar to those in the United States and Europe.
Inspired by the Colosseum in Rome, an elegant structure of pink stone and glass, Canada Place, is located in the busy centre of the new harbor district and is also the city's most recent landmark. Close by is Harbor Centre, a modern skyscraper complex with a shopping centre and a Skylift to the top floor. A glass elevator transports visitors to a 167-metre high observation platform where the view across the city, harbor and bay is overwhelming.
The exciting Skytrain is the city's most popular means of transport, an ultra-modern train built on posts that zig zags its way through the city. Each of the city's most important destinations are easily accessible and it has reduced the city's traffic problems considerably.
For the World Exhibition of 1986, on the edge of Chinatown, gardeners and craftsmen from Suzhou, China established Canada's first classical Chinese garden, the Doctor Sun Yat Sen Garden. Its ponds, bridges and small pavilions are similar to those in China, masterpieces of Far Eastern garden design.
Everything in Vancouver is youthful, attractive and dynamic, a place in which Canadian politeness unites with the Pacific way of life!
