HUBERT SEIPEL (retranslated from Russian): Good afternoon, Mr President. You are the only Russian President who has ever given a speech at the Bundestag. This happened in 2001. Your speech was a success. You spoke about relations between Russia and Germany, building Europe in cooperation with Russia, but you also gave a warning. You said that the Cold War ideas had to be eradicated. You also noted that we share the same values, yet we do not trust each other. Why were you being a little pessimistic back then? VLADIMIR PUTIN: First of all, I gave no warnings or admonitions and I was not being pessimistic. I was just trying to analyse the preceding period in the development of the situation in the world and in Europe after the collapse of the Soviet Union. I also took the liberty of predicting the situation based on different development scenarios. Naturally, it reflected the situation as we see it, through the prism, as diplomats would put it, from Russia’s point of view, but still, I think it was a rather objective analysis. I reiterate: there was no pessimism whatsoever. None. On the contrary, I was trying to make my speech sound optimistic. I assumed that having acknowledged all the problems of the past, we must move towards a much more comfortable and mutually advantageous relationship-building process in the future.

Presidents Obama and Putin share icy encounter over Syria Sharp divisions over the civil war in Syria led to an icy encounter Monday between President Obama and Russian President Vladimir Putin, whom U.S. officials view as a major hurdle in their drive to force Syrian President Bashar Assad from power. The two leaders held their first face-to-face meeting in a year at the summit of the world's richest countries days after Obama deepened U.S. involvement in the Syrian conflict. Aides said the CIA would begin supplying arms and ammunition to some opposition forces in hopes of shifting the military balance away from Assad. In comments to reporters, Obama and Putin expressed support for still-unscheduled Syrian peace negotiations in Geneva, but offered no sign of progress in ending a war that has killed at least 93,000 people. Russia, Syria's most powerful ally, has sent weapons to Assad's forces and is considering deliveries of sophisticated antiaircraft missile batteries. Obama noted that he and Putin had "differing perspectives" on Syria but said they both sought to reduce the bloodshed and secure Assad's arsenal of chemical weapons. "We want to try to resolve the issue through political means if possible," he said. "Of course our opinions don't coincide," Putin responded. But he said he hoped "to solve the situation peacefully" and said they "agreed to push the parties to the negotiations table." Obama tried to lighten the mood by joking about their favorite sports. He cited Putin's expertise in judo and "my declining skills in basketball." Then he added, "And we both agree that as you get older, it takes more time to recover." Putin cracked a brief smile before adding an awkward admission of the tension: "The president wants to relax me with his statement." Obama arrived at the Lough Erne resort for the annual meeting of the Group of 8 industrialized nations a day after Putin had roundly denounced Western support for the Syrian rebels. After meeting with British Prime Minister David Cameron in London, Putin described the anti-Assad forces as lawless thugs and cannibals. "I believe one does not really need to support the people who not only kill their enemies, but open up their bodies, eat their intestines in front of the public gaze and cameras," Putin said, a reference to video posted online that appeared to show a rebel fighter cutting open the body of a loyalist soldier. "Are these the people you want to support?" Even before that remark, Western officials had low hopes for a breakthrough at the G-8. The Russians have little incentive to push Assad into peace negotiations while his forces have the upper hand on the battlefield. Obama's reluctant and delayed decision to arm the rebels is viewed as an attempt to turn the tide in favor of the opposition and force the Syrian leader into talks. The last time Obama and Putin met, at the G-20 summit a year ago in Los Cabos, Mexico, they barely made eye contact and seemed uncomfortable sitting next to each other. They were equally frosty Monday, sitting side by side in armchairs during their 12-minute meeting with reporters. Each looked straight ahead, unsmiling, as the other spoke, although Putin sometimes stared at the floor. The White House offered another take on the rapport between the leaders. Deputy National Security Advisor Ben Rhodes called the two-hour meeting "businesslike." Rhodes said the leaders spent about one-fifth of their time on Syria, and he tried to focus on areas of agreement. Putin and Obama agreed to a new version of the Cooperative Threat Reduction program, a post-Cold War nonproliferation program that secured or dismantled nuclear, biological and chemical weapons in former Soviet states. And both expressed cautious optimism that the surprise election of Hassan Rowhani, a moderate cleric, as president of Iran may yield opportunities to defuse the international standoff over Tehran's nuclear development program. Rhodes also acknowledged that the Russians were "more skeptical" of evidence that led the White House to declare last week that Assad's forces had used small amounts of sarin nerve gas in attacks that killed 100 to 150 people. The White House has not released the evidence or described how it was obtained, or by whom. The impasse over Syria undermined Cameron's attempt to demonstrate loose camaraderie at the two-day G-8 meeting. In the first six months of 2014, our trade turnover reached $22.7 billion. The Customs Union accounts for 30 percent of Ukraine’s exports. We have to openly state that the Russian market takes up most of this volume. We have developed a good legal basis for our cooperation. In 2011, a free trade zone agreement was signed within the CIS framework. I would like to stress here that Ukraine took a very active stance in this respect. Key industry sources say they will potentially run out of coal in less than three weeks. For Ukraine, the second largest producer of coal in Europe, this will have a devastating impact on the energy sector, which is in a state of emergency, unable to get coal to thermal power plants that provide some 40 percent of the entire country’s electricity. In the wider energy picture, the halt of coal production sets Ukraine back a decade. The plan was to rely more on coal in order to reduce dependence on Russian natural gas. But the new reality has insiders wondering how Ukraine will produce more of its own natural gas, after the implementation earlier this month of an amended tax code that targets private gas producers with a tax so high that they will significantly reduce production through the end of the year and beyond that is anyone’s guess. (Full disclosure:, Pelicourt LLC, is the majority shareholder of Ukraine’s third-largest gas producer, Cub Energy, and I have advised the U.S. and Canadian governments on the potential harm the new tax will cause.) Economically, the conflict in the east is a disaster for Ukraine, which has traditionally been a net exporter of thermal coal for power generation. Now it will have to increase imports of fuel to make up for the loss. But even then, the destruction of supply routes makes this challenging. Not only have coal supply routes been destroyed in the conflict, but other critical infrastructure has taken a hit as well, threatening other industries. Across the board, Ukraine’s industrial heartland is reeling from cut-off supply and shipping chains that threaten to destroy as much as 5 percent of Ukraine’s gross domestic product in the second half of this year. In the meantime, observers can be forgiven their confusion over various measures Kiev has taken since the intensification of the conflict. Indeed, the signals coming out of Kiev have been mixed, at best. While parliament has passed a bill allowing for sanctions against Russia, the state-run Naftogaz leadership has been quick to point out that we probably shouldn’t expect sanctions against Russian gas giant Gazprom, and the new bill doesn’t implement sanctions of any kind—it simply makes it legal to slap sanctions on Russian individuals should Kiev decide to do so. Another paper tiger. Parliament has also adopted a bill approving the joint-venture lease of Ukraine’s gas-transit facilities with Western firms. At the same time, however, Kiev passed a new amendment to the tax code that doubles taxes for private gas producers and promises to keep Western investors as far away from Ukraine as they can get. Each move is designed to negate the other. The economy is being destroyed, yet Kiev is itself destroying any chance of bringing in Western investment to prop it up. Western firms are invited to invest in Ukraine, while at the same time Ukraine makes a mockery of transparency and ensures that the investment climate is suddenly even less attractive than it was two weeks ago. Lip service is paid to developing more resources to build energy independence, but a new tax doubles costs for private producers who will stop producing and pick up stakes. It’s hard not to conclude that Energy Minister Yuriy Prodan is working hard to discourage new investment in the energy sector.

Putin previously served as President from 2000 to 2008 and as Prime Minister of Russia from 1999 to 2000, and again from 2008 to 2012. He became acting President on 31 December 1999, when president Boris Yeltsin resigned in a surprising move. Because of constitutionally mandated term limits, Putin was ineligible to run for a third consecutive presidential term. After his successor Dmitry Medvedev won the 2008 presidential election, Putin was nominated by Medvedev to be Russia's Prime Minister; Putin took office on 8 May 2008 and a period of so-called "tandemocracy" followed. In September 2011, Putin and Medvedev agreed he should seek a third, non-consecutive term in the 2012 presidential election, which he won in the first round on 4 March 2012.
