Per capita, Estonia has the most start-ups; internet access is considered a human right and all Estonians have free wifi. Whatever is new in the field of digital society has been tried out and used here first. The first e-residents have given their fingerprints for a virtual residence permit. The eyes of cosmopolitans, entrepreneurs and Silicon Valley venture capitalists are on it.
After the collapse of the Soviet Union in 1992, independent Estonia had a very young government, right out of the cradle. The planned economy was swiftly reformed and Estonia was the first European country to introduce a flat tax. Import rates were scrapped. The country decided to become the first e-society in the world: government services, education and health care are all online; government spending is transparent and everyone owns their own data. It isn’t strange that this should be the country of disruptive technology companies such as Kazaa, Skype and Transferwise, that, with their peer-to-peer structures, have skilfully sailed clear of the power of the telecom and banking sectors.
However, this digital development makes the country vulnerable to cyber attacks. In 2007, the first cyber war was fought in Estonia; most studies say it was started by hackers from Russia. Servers of banks, newspapers and ministries were shut down by so-called DDos attacks. Since then the country has been a forerunner in cyber security. NATO’s Cyber Defence Centre of Excellence has been set up in the capital city of Tallinn and Backlight is allowed to take a look inside. At a hackathon we meet young cyber security specialists who volunteer for the Estonian army.
In London we meet the very first Estonian e-resident, journalist Edward Lucas. From his home in London he can use his Estonian ID card to send encrypted e-mails. We also meet an Iranian-American Skype worker who signs all his contracts with a digital signature which will soon be acknowledged in the entire EU. We dive into the successful start-up scene where young Estonian entrepreneurs ponder ideas for the next Skype. In an interview, Estonian president Ilves encourages Europe to keep on running and not hide from the rest of the world; technology develops fast and in a digital world it doesn’t matter if your country is at a short tank distance from Russia because cyberspace doesn’t concern itself with geographical borders.
President Ilves doesn’t see why only one sovereign state should be able to validate a citizen’s identity. By now, the 1.3 million citizens of the small Baltic state not only have digital identities but they also self-assuredly take up the competition of other countries for interesting new virtual inhabitants. Wisdom is better than strength, so Estonia is striving for 10 million virtual citizens from all over the world. Then, through digitalisation, Estonia has become a much larger country.

In 2020, information and communication technology has proven itself as an irreplaceable tool for increasing economic growth, improving the quality of life and making public administration and governance smarter.
In 2020, smart use of ICT has created new high value-adding jobs in many sectors of the economy – the number of highly qualified specialists in Estonia has grown from 9.3% to 12% and in comparison to year 2013, twice as many people work in the ICT sector.
The image of Estonia as an advanced e-state supports the endeavors of our entrepreneurs in entering foreign markets as well as in attracting foreign investments to Estonia. We are the first country in the world to offer virtual residency that allows citizens of other countries to use the services provided in Estonia without actually travelling here.
In 2020, the whole Estonia is covered with the basic infrastructure for a broadband connection and all residents of Estonia have access to ultrafast internet. High level skills for using the internet has improved people’s quality of life: with the help of e-learning, it is possible to gain new knowledge and skills without leaving home and consumption has become smarter as a large number of purchases are made online.
Despite the increase in volume and use of data, Estonians have not lost trust in technology, as everyone can easily check who, when and for which purpose has viewed their data in state information system.
In 2020, common quality requirements have been established for public services, which help to improve the assessment of cost-effectiveness and reliability of services as well as the satisfaction of the end-users. Thereby, domestic services can be successfully improved and cross-border e-solutions developed.
In 2020, policy decisions are smarter, as decision-making in the public sector relies increasingly on data and data analysis. The “no-legacy” policy means that no significant information system can be older than 13 years, which helps to control the government’s ICT administration costs.
The Data Embassy concept, which has been completed by 2020, means that digital copies of data from registers critical for the functioning of the state will be securely preserved in the so-called virtual embassies located in other countries. This means that the functioning and continuity of the Estonian state is secured in all possible emergency situations.
In addition, we have reached a point where:
• 60% of all the households in Estonia have a fixed broadband connection with a speed of 100 Mbit/s or more
• The share of internet users in the population is above 95%
• According to the Freedom on the Net report, Estonia is among the top 5 countries proving to be one of the best in internet freedom in the world
