STORYLINE
A government panel on Tuesday selected South Korea's second-largest city, Busan, as the venue for next year's Asia-Pacific Economic Cooperation (APEC) summit.
The coastal port metropolis was host to the Asian Games in 2002 as well as a variety of events surrounding the World Cup football tournament
that same year.
The biannual summit of 21 Asia-Pacific countries is scheduled for November 20-21, 2005.
Since November, South Korea has been reviewing applications from Seoul, Busan, and the southern resort island of Jeju, who wanted to host the
event.
The committee recommended that government allow Jeju and Seoul to host APEC ministerial meetings, also scheduled to take place in 2005, the
Foreign Ministry said in a statement.
South Korea was named the host for next year's APEC meeting during the 2000 summit in Brunei.
In 2000, Seoul presided over a similar high-profile summit, the Asia-Europe or ASEM conference.
The nation was given high marks for providing a modern venue and tight security.
Around APEC, security will be of particular concern, as a plot was discovered to bomb the meeting when it was held in Bangkok last year.
South Korea's foreign minister on Tuesday indicated that regional interests were a large consideration in choosing Busan as the site.
The foreign minister also refused to confirm a news report that his country had decided to send 36-hundred troops to Irbil in the Kurdish region of northern Iraq and was discussing its decision with Kurdish leader.
South Korea's Yonhap news agency, citing a source in Iraq whom it did not identify, reported that South Korea had explained its decision to
Massoud Barzani, head of the Kurdish Democratic Party, and sought the party's opinions.
Barzani's Kurdish Democratic Party controls the western section of the Kurdish autonomous region.
A defence ministry official, speaking on customary condition of anonymity, said the government's National Security Council would likely meet on Thursday to announce a final decision.
The foreign minister said that the decision would be made public after the meeting.

The heads of state and their representatives will have to deal with a host of contentious issues including re-starting W-T-O negotiations and trying to halt soaring oil prices.
Pacific Rim leaders opened their annual summit on Wednesday in Brunei, the tiny, oil-rich sultanate on the Southeast Asian island of Borneo.
Some leaders, including U-S President Bill Clinton, are getting a temporary breather from political uncertainties at home as they talk business at the forum.
He tried to reassure businessmen and politicians that the change in the U-S administration would not diminish its commitment to trade with the Asia-Pacific region.

"One of the things both vice President Gore and Governor Bush agreed on in this election is that the United States should continue its strong leadership for a more integrated global economy and for expanded trade. And as nearly as I can tell there was virtually no disagreement on that except that there were disagreements about the extent we should push the trade plus agenda if you will that I've been talking about for the last several years. And he said he believed APEC's main achievement in the last decade had been to encourage free trade.

The gap between North and South regions are getting bigger. Chinese and Mexican officials are expected to reach a bilateral trade deal during the APEC talks.
A deal with Mexico is the last obstacle for China entering the W-T-O - the Geneva-based body that sets global trade rules.

Finally being accepted will make a big difference for Beijing, enabling it to become more integrated with the global economy.

APEC'S annual summit formally gets underway Monday, after two days of preparatory talks at the ministerial level . The weekend is being given over to bi-lateral meetings between national leaders and their delegations.
Ministers of the 18-nation group closed their meetings with a declaration that set out general goals, principles and themes for cooperation but stopped short of presenting specific projects and resisted U-S pressure to cut tariffs on computers and telecommunications equipment.
The Prime Ministers of Singapore and Malaysia were among the first world leaders to arrive in Manila Saturday.
Prime Minister Goh Chok-tong of Singapore had bi-lateral meetings scheduled with the leaders of Taiwan, Australia, New Zealand, Malaysia , Brunei and Hong Kong.
The territory is maintaining a separate delegation at the forum, headed by Donald Tsang, Hong Kong's Financial Secretary.
Malaysian Prime Minister Mohammed Mahathir's first bi-lateral session was with his Australian counterpart, John Howard.
Neither leader would comment on key issues straining bilateral relations, including problems over a proposal to eliminate telecommunications tariff and Malaysian complaints to Australia of racism.
The U-S Commerce Secretary, Mickey Kantor, discussed a range of bilateral issues during a morning meeting with his Japanese counterpart, International Trade Minister Shinji Sato, including their ongoing dispute over American access to the Japanese insurance market.

"We covered the insurance agreement as you might imagine. We covered the auto agreement, an auto parts agreement , which is working very well right now. We expressed our concerns about the insurance agreement and the need to make sure it's implemented by December 15th in the way in which it was negotiated on September 30th and October the 1st, 1994. We talked also about civil aviation and our concerns on that issue, as well as our request for a panel on restrictive business practises in Japan at the W-T-O."

The U-S and Japan are leading efforts to get APEC to take a clear and united stance at World Trade Organisation (W-T-O) negotiations on freeing up the 500-billion (b) dollars (U-S) a year market for a computers, semiconductors, software and telecommunications.
But opponents, primarily Malaysia, argued that weaker economies should set their own pace.

"If there is work being done now and there is work being done now to us having I-T-A in the W-T-O, then those negotiations must take into account the request from some countries, including Malaysia, for flexibility, such as in the area of time-frame for making the tariff cuts and also on product coverage."

Washington wants all tariffs on information technology products abolished in four years. But under pressure from Malaysia and other developing countries, the final statement from ministers set no deadlines or tariff levels.

2020.
Ministers had no difficulty agreeing the sites for their annual summits up until the turn of the century. Vancouver will host the event next year, followed by Malaysia and New Zealand. Brunei will play host in the year 2000.

Leaders of the Asia-Pacific Economic Cooperation (APEC) forum began arriving in Manila Saturday amid bilateral diplomacy and multi-lateral disagreements.
APEC'S annual summit formally gets underway Monday, after two days of preparatory talks at the ministerial level . The weekend is being given over to bi-lateral meetings between national leaders and their delegations.
Ministers of the 18-nation group closed their meetings with a declaration that set out general goals, principles and themes for cooperation but stopped short of presenting specific projects and resisted U-S pressure to cut tariffs on computers and telecommunications equipment.
The Prime Ministers of Singapore and Malaysia were among the first world leaders to arrive in Manila Saturday.
Prime Minister Goh Chok-tong of Singapore had bi-lateral meetings scheduled with the leaders of Taiwan, Australia, New Zealand, Malaysia , Brunei and Hong Kong.
The territory is maintaining a separate delegation at the forum, headed by Donald Tsang, Hong Kong's Financial Secretary.
Malaysian Prime Minister Mohammed Mahathir's first bi-lateral session was with his Australian counterpart, John Howard.
Neither leader would comment on key issues straining bilateral relations, including problems over a proposal to eliminate telecommunications tariff and Malaysian complaints to Australia of racism.
The U-S Commerce Secretary, Mickey Kantor, discussed a range of bilateral issues during a morning meeting with his Japanese counterpart, International Trade Minister Shinji Sato, including their ongoing dispute over American access to the Japanese insurance market.

"We covered the insurance agreement as you might imagine. We covered the auto agreement, an auto parts agreement , which is working very well right now. We expressed our concerns about the insurance agreement and the need to make sure it's implemented by December 15th in the way in which it was negotiated on September 30th and October the 1st, 1994. We talked also about civil aviation and our concerns on that issue, as well as our request for a panel on restrictive business practises in Japan at the W-T-O."

The U-S and Japan are leading efforts to get APEC to take a clear and united stance at World Trade Organisation (W-T-O) negotiations on freeing up the 500-billion (b) dollars (U-S) a year market for a computers, semiconductors, software and telecommunications.
But opponents, primarily Malaysia, argued that weaker economies should set their own pace.

"If there is work being done now and there is work being done now to us having I-T-A in the W-T-O, then those negotiations must take into account the request from some countries, including Malaysia, for flexibility, such as in the area of time-frame for making the tariff cuts and also on product coverage."

Washington wants all tariffs on information technology products abolished in four years. But under pressure from Malaysia and other developing countries, the final statement from ministers set no deadlines or tariff levels.
The apparent division underlines the difficulties APEC's 18 governments face as they seek to transform the world's fastest-growing economic region into a free trade zone by
2020.
Ministers had no difficulty agreeing the sites for their annual summits up until the turn of the century. Vancouver will host the event next year, followed by Malaysia and New Zealand. Brunei will play host in the year 2000.

APEC ministers wrapped up their annual meetings in Manila Saturday in a show of unity, despite underlying problems over tariffs.
The U-S, in particular, moved to play down differences with other members at the APEC meeting and in remarks at a separate venue afterwards.
A three-hour ministers meeting ended without agreement on a U-S proposal to eliminate tariffs on telecommunications materials.
The group announced only one major agreement, that the meeting in the year 2000 would be held in Brunei.
China and Chinese Taipei, as Taiwan is called in APEC, avoided questions about conflicts.
However, Taiwan did indicate a desire to communicate with China on a variety of issues.
And when the focus turned to China's soon-to-be newest territory, Hong Kong, the colony's representative indicated little change in its APEC future.

One reporter attempted to get U-S Secretary of State Warren Christopher to divulge the name of his successor.

The U-S delegation went out of its way to be nice to everyone represented, playing down a disagreement with Malaysia and Chile over the telecommunications proposal.

STORYLINE
Leaders from 21 Asia Pacific economies gathered on Saturday in the Peruvian capital of Lima to attend the annual APEC summit.
Each of the leaders was greeted by this year's host, Peruvian President Alan Garcia, upon their arrival at the Pentagonito building located within the Defence Ministry compound.
Security was tight across the capital as riot police stood guard at various street corners.
A small group of protesters representing farmers and workers unions gathered in downtown Lima to demonstrate against the Garcia government and against the United States.
APEC member economies include Australia, Brunei, Canada, Chile, China, Chinese Taipei, Hong Kong, Indonesia, Japan, Malaysia, Mexico, New Zealand, Papua New Guinea, Peru, the Philippines, Russia, Singapore, South Korea, Thailand, USA, Vietnam.
Taiwan was only allowed to enter APEC under the name of "Chinese Taipei."
Under the pressure of China, APEC only allows a non-governmental official from Taiwan to attend the leaders' meeting.
The economic grouping account for 49 percent of world trade and represent 55 percent of the world's Gross Domestic Product.

The future ruler of the oil-rich sultanate of Brunei married a 17-year-old commoner in September. The event was seen as Asia's wedding of the year, and was attended by royalty and dignitaries from around the world. Crown Prince Al-Muhtadee Billah Bolkiah, aged 30, son of Sultan Hassanal Bolkiah - the absolute and fabulously wealthy ruler of 350-thousand subjects - wed a half-Swiss commoner in a traditional Malay Muslim ceremony at the Istana Nurul Iman palace. The crown prince will be the 30th sultan in a line stretching back 600 years. His bride's father is a manager at the Public Works Department. He mother, former Suzanne Aeby from a village outside Zurich, came to Brunei in the 1970s as a nurse and worked at the Health Ministry.

In March, the Netherlands bid farewell to former Queen Juliana, burying her with the royal honours that she shunned in her lifetime. Grieved by a nation grateful for her leadership during the difficult post-war years of recovery and social change, Juliana was laid to rest in the vault next to her parents, Queen Welhelmina and Prince Hendrik, in the town of Delft. Reflecting her lifelong distaste for regal privileges, Juliana had requested that her funeral be kept as humble as possible. Juliana won the respect of her subjects in the egalitarian country by rejecting many of the trappings of her station and leading an unassuming life-as much as possible for a monarch. She abdicated in favour of her daughter Beatrix in 1980 after a 32-year reign, and died on 20 March, aged 94.

In March, the Netherlands bid farewell to former Queen Juliana, burying her with the royal honours that she shunned in her lifetime. Grieved by a nation grateful for her leadership during the difficult post-war years of recovery and social change, Juliana was laid to rest in the vault next to her parents, Queen Welhelmina and Prince Hendrik, in the town of Delft. Reflecting her lifelong distaste for regal privileges, Juliana had requested that her funeral be kept as humble as possible. He and Brunei weathered global recession with conservative economic policies and currency pegged to Singapore’s. STORYLINE:
The former legal advisor to Peruvian Government appealed on Monday to the Japanese Government to extradite former Peruvian President Alberto Fujimori, who is wanted for murder.
Jose Carlos Ugaz, who was the Special Prosecutor for the corruption cases of Peru's ex-President Fujimori now heads Proetica, a non-governmental organisation dedicated to fighting corruption.
"This is a struggle we are going to sustain for the years it will take," Ugaz told a press conference in Tokyo.
Fujimori fled to Japan in November 2000 after a corruption scandal toppled his decade-long regime and so far Japan has refused to send Fujimori back to Peru saying it does not extradite its citizens.
Fujimori is considered a Japanese citizen because his parents registered him with consular authorities as an infant.
Last week a Peruvian high court judge recommended that Fujimori be tried on charges of authorising two
massacres over a decade ago.
Supreme Court Justice Jose Luis Lecaros said he found evidence that Fujimori gave the go-ahead to a hit squad to kill suspected sympathizers of the now nearly defunct Maoist Shining Path guerrilla movement.
Fujimori denies any wrongdoing.
On his "From Tokyo" Web site, he claims to be the target of political persecution and says the accusations lack proof.

Al Gore's speech has angered the Malaysian government, in particular, Trade Minister Rafidah Aziz who has accused him of being rude and insulting.
Riot police were on the streets of Kuala Lumpur on Monday night, keeping pro-democracy demonstrators under control.
A short distance away U-S Vice President Al Gore was voicing support for the demonstrators, describing them as brave people and praising their calls for political reform.
He made the comments in a speech to leaders of the world's largest corporations who'd gathered for a business dinner during the APEC summit.
However Al Gore stopped short of mentioning Malaysia's jailed former deputy Prime Minister Anwar Ibrahim by name, but he spoke of the need to uphold impartial justice and the rule of law.
That's a phrase the Americans have repeatedly used in connection with Anwar's present trial on corruption and sodomy charges.

"Democracy confers a stamp of legitimacy that reforms must have in order to be effective. And so, among nations suffering economic crises, we continue to hear calls for democracy, and reform in many languages. People's power, (gui moi) 'reformasi'.

Dr. Christopher Reynolds has been endorsed as the One Nation candidate for the seat of Ipswich West.
Dr. Reynolds, Australian born and 5th generation Australian, has previously held a position as a Senior Professional Staff member for the US Senate Committee on the Judiciary, working under Senators Teddy Kennedy and Mitch McConnell. He is the author of the book “Global Logic” and the soon to be released “In the Shadow of the Crown” – an examination of Australian political history and a proposed rewrite of the Australian Constitution. Chris is the owner and manager of the company Ranald Learning Pty Ltd, and works with teachers and parents to improve children’s intelligence capabilities and academic achievement.
Dr. Reynolds completed his Ph.D. and Masters degrees at Claremont Graduate University. He began his career as a teacher, he has also been Associate Professor in International Business, lecturing in Australia at Bond University and QUT. He has also lectured in Southeast Asia and Brunei. Dr. Reynolds was a member of the Brunei Economic Development Council Subcomittee on Oil and Gas Diversification, and the Chair of APEC 2000 Study Centre Consortium Meeting.

His Majesty Sultan Haji Hassanal Bolkiah Mui’izzaddin Waddaulah, the Sultan and Yang Di-Pertuan of Brunei Darussalam and Inspector General of the Royal Brunei Police Force, made an impromptu visit to the Royal Brunei Police Force headquarters in Gadong this morning, 31st March 2015.
The monarch inspected the guard of honor, then proceeded to the Officers' Mess to deliver a titah calling into question public trust of the Royal Brunei Police Force in light of recent corruption scandals.
His Majesty also queried the rise in the number of crimes and why certain cases went “missing” or were not solved.
During the impromptu visit the monarch had a closer look at facilities such as the new $20 million Royal Brunei Police Force Headquarters Building in Tungku.

Pacific Rim nations are struggling to restore confidence in the world's ailing financial system, wrapping up a summit that focused on guarding against protectionism and resuscitating moribund free-trade talks.
Leaders from 21 Asia-Pacific economies gathered on Sunday in the Peruvian capital of Lima for the second day of the annual APEC (Asia-Pacific Economic Cooperation) summit.
This year's APEC host, Peruvian President Alan Garcia, had a bilateral meeting with US President George W. Bush shortly before the start of the leaders retreat.
Security was tight around the Defence Ministry compound which houses the Pentagonito building.
In two days of meetings, the members of the APEC forum endorsed a blueprint worked out at a summit of top economies in Washington, but stopped short of new proposals to ward off a punishing global recession.
The leaders, who represent more than half the world's economic power, held a last-minute series of bilateral meetings early Sunday before going behind closed doors to finalise a broad 12-point joint declaration.
APEC member economies include Australia, Brunei, Canada, Chile, China, Chinese Taipei, Hong Kong, Indonesia, Japan, Malaysia, Mexico, New Zealand, Papua New Guinea, Peru, the Philippines, Russia, Singapore, South Korea, Thailand, USA, Vietnam.
Taiwan was only allowed to enter APEC under the name of "Chinese Taipei."
Under the pressure of China, APEC only allows a non-governmental official from Taiwan to attend the leaders' meeting.

This Islamic landmark is also a symbol of great wealth and was built in 1958 and was named after the father of the present sultan. Snow white Italian Carrara marble was used as building material, with granite from Shanghai. It commemorates the founder of modern Brunei.
On a classic longboat powered by outboard motor, we travel on the Brunei River and are soon surrounded by mangrove brush. Tropical thunderstorms and monsoon rain create dense vegetation and the ensuing humidity produces lush flora.
At the junction of two muddy-grey waterways of the Brunei River is an historic location, Kampung Ayer, a water village. Each building and adjoining pathway is built on posts yet there is both an electricity and drinking water supply. Plants decorate the terraces, and TV aerials are everywhere and it has a population of around thirty thousand.
Brunei is a land that has almost lost its history while moving into modern times. It is a country that has grown amazingly wealthy since its gas has hissed and its oil has spluttered from deep below the ground. Liquid gold - Allah be praised!

The Night Market (Gadong Pasar Malam) is open year round from 4pm-11pm and is located in the Gadong Fish Market parking lot.
