China sends troops to South Sudan as part of UN peacekeeping mission
China said on Monday that it will begin sending soldiers to South Sudan next month, an announcement made on the same day that China National Petroleum said it had signed a memorandum of understanding with South Sudan to boost oil production in the war-torn country.
China will send 700 troops, including 13 women, to South Sudan to join a UN peacekeeping mission, Xinhua News reported. 180 Chinese troops will fly to South Sudan in January, while the rest will arrive in March by sea and air. The troops will bring drones, armoured personnel carriers, mortars and other weapons.

CNPC said it would send engineering and service teams to South Sudan and conduct training on oil recovery technologies to help boost production, Reuters reported.
Oil is South Sudan’s major source of revenue, but production has decreased by a third since a civil war broke out nine months ago, the Wall Street Journal reported.

In her address at the 2015 Leaders′ Summit on Peacekeeping at the United Nations, President Park Geun-hye discussed ways to increase capacities in the peacekeeping operations (PKO) and other activities of the U.N. under today′s rapidly changing security environment around the globe.
President Park paid her respect to those from all over the world who are dedicated to participating in the U.N. peacekeeping activities for global peace and security.
Recalling that the Republic of Korea went through a devastating war and post-war years, the president noted that Korea has become acutely aware of the importance of peace and will continue its active participation to support the U.N. in maintaining peace.
As this year′s peacekeeping summit marked the 70th anniversary of the United Nations, the gathering of world leaders played an important role in helping meet the key objective of the U.N. Charter "to unite our strength to maintain international peace and security".
The program represents the significance of the summit as it served as a valuable opportunity for global cooperation and showed the enhanced status of Korea in the international community.

China will contribute 8,000 troops for a United Nations peacekeeping standby force, China's President Xi Jinping told the United Nations General Assembly on Monday (September 28).
Xi also said China would provide $100 million (USD) in military assistance to the African Union in the next five years to support the establishment of an African standby force and to boost its capacity for crisis response.

Chinese peacekeepers in Lebanon has held celebrations for China's National Day.
Since 2006, China has sent 14 teams of peacekeepers with a total number of more than 4,800 to Lebanon.
These Chinese peacekeepers have cleared mine zones of nearly 2 million square meters and dealt with more than 15,000 unexploded bombs.
In addition, they also offer medical helps to over 12,600 local people.

Peacekeeping missions should be deployed prudently, with full recognition of their limitations and in support of political solutions.
We are pleased that the High-level Independent Panel on Peace Operations has recognized these issues. We thank UN Secretary General for his prompt report on the Panel’s recommendations. We look forward to their early consideration.
India’s commitment to UN Peacekeeping remains strong and will grow.
We have announced new intended contributions that to the UN Peacekeeping Operations.
These include additional battalion of up to 850 troops in existing or new operations; additional 03 Police units with higher representation of female peacekeepers; commitment to provide critical enablers; deployment of technical personnel in UN missions; and, additional training for peacekeepers at our facilities in India and in the field.
In conclusion, l wish to emphasise that the success of UN peacekeeping ultimately depends not on the weapons that the soldiers carry, but on the moral force that decisions of the UN Security Council command.

It is generally considered that the UN Security Council has been galvanised since the end of the Cold War. However, the existence and development of armed conflicts remain the reality in the international scene. Is the upsurge in instances of invoking Chapter VII of the UN Charter truly a sign of the invigoration of the Security Councila (TM)s authority or mere evidence of its failure to prevent the aggravation of armed conflicts? To what extent is the Security Council authorised to exercise the peacekeeping power in order to take a more flexible approach to conflict management from an earlier stage of conflict? This book explores the potential of the UN peacekeeping power, placing Article 40 of the UN Charter at the centre of the legal regime governing peacekeeping measures. It traces the origins of peacekeeping measures primarily in the experience of the League of Nations and identifies Article 40 of the Charter as the primary legal basis for, and the legal restraints upon, the exercise of the peacekeeping power. It examines the regulatory framework within which the United Nations, particularly the Security Council, is authorised and may even be required to direct peacekeeping measures to prevent the aggravation of armed conflicts. It suggests that the legal accountability of the Security Council in directing peacekeeping measures will be enhanced by utilising procedural mechanisms for self-regulation

China to commit 8,000 troops to peacekeeping force, Xi tells UN.
China will contribute 8,000 troops for a United Nations peacekeeping standby force, China's President Xi Jinping told the United Nations General Assembly on Monday (September 28).
Xi also said China would provide $100 million (USD) in military assistance to the African Union in the next five years to support the establishment of an African standby force and to boost its capacity for crisis response.
"I also wish to announce that China will join the new U.N. Peacekeeping Capability Readiness system and has thus decided to take the lead in setting up a permanent peacekeeping police squad and build up a peacekeeping standby force of 8,000 troops. I also wish to announce that China will provide a total of $100 million (USD) of free military assistance to the African Union in the next five years to support the establishment of the African standby force and the African capacity for immediate response to crisis."
Xi said China will do more to enhance the voice of developing countries in the United Nations, particularly African nations.
He called on all nations to respect the right to sovereignty and pointed at "big, strong and rich" countries "not to
bully the weak and poor."
Xi said no matter how large the world's second largest economy becomes, he vows that China will not misuse its power to seek to influence or dominance over other countries.
Following an announcement made last week with U.S. President Barack Obama on a shared vision for a global climate change agreement, Xi reiterated China's commitment to slash their greenhouse gas emissions.
China is the world's largest carbon emitter, but its status as a developing country has meant it is under no obligation to promise carbon cuts, a situation that has irked other nations.

With assistance and guidance from the Kansas National Guard through the National Guard Bureau's State Partnership Program, Soldiers with the Armenian Armed Forces Peacekeeping Brigade received certification as a NATO partner following an exercise in the Republic of Armenia Sept. 15-18, 2015. Chinese peacekeepers celebrate National Day in Lebanon
This year marks the 70th anniversary of the establishment of the United Nations and also the 25th year since China started to join the world body's peacekeeping mission globally.
Chinese peacekeepers in Lebanon has held celebrations for China's National Day.
Since 2006, China has sent 14 teams of peacekeepers with a total number of more than 4,800 to Lebanon.
These Chinese peacekeepers have cleared mine zones of nearly 2 million square meters and dealt with more than 15,000 unexploded bombs.
In addition, they also offer medical helps to over 12,600 local people.

Their job is to protect the most vulnerable people in what are often impoverished and war-torn regions of the world.
But the UN's peacekeepers are facing serious allegations of wide-spread sexual abuse, exploitation and gross misconduct.
The latest is in Central African Republic, over the killing of a teenager and his father, and the alleged rape of a 12-year-old girl.
UN Secretary General Ban Ki-moon says he is "angered and ashamed" by the allegations and described them as "a cancer in our system".
There are around 118,000 military, police and civilian staff involved in UN peacekeeping.

In Windeseile setzt sich der Imperialist Sigmar Gabriel (SPD) für die Aufhebung der Sanktionen gegen Russland ein. Man spricht in diesem Augenblick von einer Mehrheit, die Gabriel bereits vereint zu haben scheint. Man frage sich aber warum, so hastig, wohin des Weges? Für die Aufhebung der Sanktionen will man euch eine neue Militär-Intervention in Syrien unterbreiten, die natürlich lange geplant ist. Vorwand sind die Flüchtlinge. Wir dürfen also gespannt sein auf die "wilde Story" aus dem Mainstream, die man uns da bieten wird. In Kürze...
Die Bundesregierung versucht sich mit einem BONUS, bei euch Deutschen ein zu schleimen. Man tut euch einen Gefallen und stellt sich mit den Russen gut dar. Man erlässt die Sanktionen und alle sind HAPPY. Danach kommt dann das notleidende Lied über die Flüchtlinge, womit gleichzeitig die Militär-Intervention eingetütet wird. An der genauen Strategie wird aber noch gearbeitet, innerhalb der Arbeitsgruppe.

In this seminar Hilde Frafjord Johnson , former Special Representative of the Secretary-General in South Sudan and Senior Visiting Fellow at NUPI, will shed light on the role of the UN peacekeeping mission in South Sudan (UNMISS) and the response to the crisis triggered by the December 2013 relapse into violent conflict. A particular focus will be on the protection of civilians within the mission’s bases. UNMISS is unique in this regard. As of August 2014, 100 000 people were still remaining in UNMISS-bases, without any prospect of leaving.

Are UN peacekeepers doing more harm than good?
Their job is to protect the most vulnerable people in what are often impoverished and war-torn regions of the world.
But the UN's peacekeepers are facing serious allegations of wide-spread sexual abuse, exploitation and gross misconduct.
The latest is in Central African Republic, over the killing of a teenager and his father, and the alleged rape of a 12-year-old girl.
UN Secretary General Ban Ki-moon says he is "angered and ashamed" by the allegations and described them as "a cancer in our system".
There are around 118,000 military, police and civilian staff involved in UN peacekeeping.
They work across 16 missions.
The operations spread from Haiti, Africa, Kosovo, Cyprus, the Middle East and across to India and Pakistan.
Military and police personnel have been contributed from 128 countries.
