How can we be sure our aid dollars reach their destination? Some believe that aid traps communities in a cycle of dependence, holding them back from developing their own systems and managing their own issues. So on balance, do those dollars hurt more than they help?
And with endemic poverty in Australia’s indigenous communities and natural disaster breaking Queensland’s budget – should we ‘take care of our own’ first?
Arguing that the aid dollar is a waste of money is Greg Sheridan, the Australian’s foreign editor; James Goodman, Associate Professor at UTS’ Social and Political Change group and Tim Wilson, currently director of the Intellectual and Free Trade Unit at the Institute of Public Affairs.
And on the opposing team, arguing that aid is anything but a waste, is Samah Hadid, a human rights activist; Andrew Hewett, Executive Director of Oxfam Australia and Martin Thomas of World Vision, Australia.
Simon Longstaff, from the St James Ethics Centre, acts as moderator.

As government officials and political activists are becoming increasingly aware, international nonprofit agencies have an important political dimension: although not self-serving, these private voluntary organizations (PVOs) and nongovernmental organizations (NGOs) seek social changes of which many of their financial contributors are unaware. As PVOs and NGOs receive increasing subsidies from their home governments in the United States, Canada, and Europe, they are moving away from short-term relief commitments in developing countries and toward longer-term goals in health, education, training, and small-scale production. Showing that European and Canadian NGOs focus more on political change as part of new development efforts than do their U.S. counterparts, Brian Smith presents the first major comparative study of the political aspect of PVOs and NGOs. Smith emphasizes the paradoxes in the private-aid system, both in the societies that send aid and in those that receive it. Pointing out that international nonprofit agencies are in some instances openly critical of nation-state interests, he asks how these agencies can function in a foreign-aid network intended as a support for those same interests. He concludes that compromises throughout the private-aid networkand some secrecymake it possible for institutions with different agendas to work together. In the future, however, serious conflicts may develop with donors and nation states.

And yet accompanying the call for more foreign aid is an almost universal discontent with the effectiveness of the existing aid system. In Reinventing Foreign Aid, development expert William Easterly has gathered top scholars in the field to discuss how to improve foreign aid. Rather, they take on specific problems and propose some hard-headed solutions. What's wrong with foreign aid? Many policymakers, aid practitioners, and scholars have called into question its ability to increase economic growth, alleviate poverty, or promote social development. At the macro level, only tenuous links between development aid and improved living conditions have been found. At the micro level, only a few programs outlast donor support and even fewer appear to achieve lasting improvements. The authors of this book argue that much of aid's failure is related to the institutions that structure its delivery. These institutions govern the complex relationships between the main actors in the aid delivery system and often generate a series of perverse incentives that promote inefficient and unsustainable outcomes. In their analysis, the authors apply the theoretical insights of the new institutional economics to several settings. First, they investigate the institutions of Sida, the Swedish aid agency, to analyze how that aid agency's institutions can produce incentives inimical to desired outcomes, contrary to the desires of its own staff. Second, the authors use cases from India, a country with low aid dependence, and Zambia, a country with high aid dependence, to explore how institutions on the ground in recipient countries also mediate the effectiveness of aid. Throughout the book, the authors offer suggestions about how to improve aid's effectiveness. These suggestions include how to structure evaluations in order to improve outcomes, how to employ agency staff to gain from their on-the-ground experience, and how to engage stakeholders as "owners" in the design, resource mobilization, learning, and evaluation processes of development assistance programs.

The phenomenon of foreign aid began at the end of World War II and has survived the Cold War. How should the USA now spend its foreign aid to support its interests and values in the 21st century? In this study, Carol Lancaster takes a look at all US foreign aid programmes and asks whether their purposes, organization and management are appropriate to US interests and values in the world of the 21st century. Lancaster finds that US aid in the 21st century, if it is to be an effective tool of US foreign policy, needs to be transformed. Its purposes need to be refocused and its organization and management brought into line with those purposes. Those purposes include support for peacemaking, addressing transnational issues, providing for humane concerns, and responding to humanitarian emergencies. Traditional programmes aimed at promoting development, democracy, and economic and political transitions in former socialist countries will not disappear but they will have less priority than in the past. These new sets of purposes, promoting both US interests and values abroad, also offer a policy paradigm around which a new political consensus can be created that will support US aid in the 21st century.

In 1993, in order to stop an economic freefall on the island of Cuba, Fidel Castro’s government reluctantly instituted a series of reforms to compensate for the demise of foreign aid from Moscow. These policies ushered in a broad spectrum of national and international consumer products and services previously unknown to islanders. In a few short years, Cubans were seeing foreign brands among consumer durables and a broad array of logos brought in by tourists. Today, nearly two decades into these limited market reforms, no systematic research has explored consumer brand awareness among 11 millions Cubans living just 90 miles from the United States. The paucity of academic research stems from the challenges of conducting public/consumer opinion, and official state policy contends that consumer wants and needs are satisfied by either a series of generic and Cuban-made brands, or by independent entrepreneurs who provide brandless products and services. Marketing without Advertising analyzes the role, narratives, and behaviour of consumption in Cuba since 1959. It documents how consumer behaviour has changed since the pre-revolutionary period, with special focus on the early 1990s. The book documents the shift from moral-based rewards in the early years of the Revolution, to the rise of material-based incentives. Cubans have long been exposed to foreign mass media in the form of movies, music videos, cable television shows. Although the Internet is highly regulated, the Cuban Diaspora in exile brings back clothing, personal care products, electronic goods, and magazines that increase the awareness of brand logos, jingles, products, and services. These and related findings from the authors' primary research are ripe with marketing implications such as substitution effects, price elasticity, latent demand for certain products and services, and consumer behaviour.

To the usual suspects, mostly -- Israel ($3.1B) and Egypt ($1.3B) received roughly 75% of all foreign military aid money handed out by the U.S. last year.
This map from the cost-information website howmuch.net shows the relative size of countries based on how much U.S. military aid they receive.
The top five recipients of foreign military financing in 2014, according to the report:
1. Israel: $3.1 billion
2. Egypt: $1.3 billion
3. Iraq: $300 million
3. Jordan: $300 million
5. Pakistan: $280 million
What also stands out from the report is the regional distribution -- the Middle East (64%) and Africa (23%) account for 86% of all U.S. foreign military financing last year.

The $5.9 billion for military funding represents 17% of the roughly $35 billion the U.S. spent on foreign aid in 2014, according to the report.

The author argues that the international aid industry is a big business more concerned with winning its next big government contract than helping needy people. The focus of the book is Somalia. Among the organizations criticized are World Vision, Save the Children, Christian Children's Fund, UNICEF, CARE, Catholic Relief Services, and USAID. The book argues that relief aid helped bolster the regime of Siad Barre. The book has been cited by some academics as evidence that violent competition for control over large-scale food aid contributed to the breakdown of government in Somalia.

The Somali Civil War is an ongoing civil war taking place in Somalia. It began in 1991, when a coalition of clan-based armed opposition groups ousted the nation's long-standing military government.
Various factions began competing for influence in the power vacuum that followed, which precipitated an aborted UN peacekeeping attempt in the mid-1990s. A period of decentralization ensued, characterized by a return to customary and religious law in many areas as well as the establishment of autonomous regional governments in the northern part of the country. The early 2000s saw the creation of fledgling interim federal administrations, culminating in the establishment of the Transitional Federal Government (TFG) in 2004. In 2006, the TFG, assisted by Ethiopian troops, assumed control of most of the nation's southern conflict zones from the newly formed Islamic Courts Union (ICU). The ICU subsequently splintered into more radical groups, notably Al-Shabaab, which have since been fighting the Somali government and its AMISOM allies for control of the region. In 2011, a coordinated military operation between the Somali military and multinational forces began, which is believed to represent one of the final stages in the war's Islamist insurgency.
UN Security Council Resolution 733 and UN Security Council Resolution 746 led to the creation of UNOSOM I, the first mission to provide humanitarian relief and help restore order in Somalia after the dissolution of its central government.
United Nations Security Council Resolution 794 was unanimously passed on December 3, 1992, which approved a coalition of United Nations peacekeepers led by the United States. Forming the Unified Task Force (UNITAF), the alliance was tasked with assuring security until humanitarian efforts aimed at stabilizing the situation were transferred to the UN. Landing in 1993, the UN peacekeeping coalition started the two-year United Nations Operation in Somalia II (UNOSOM II) primarily in the south.[15] UNITAF's original mandate was to use "all necessary means" to guarantee the delivery of humanitarian aid in accordance to Chapter VII of the United Nations Charter,[16] and is regarded as a success.
Some of the militias that were then competing for power interpreted the UN troops' presence as a threat to their hegemony. Consequently, several gun battles took place in Mogadishu between local gunmen and peacekeepers. Among these was the Battle of Mogadishu in 1993, an unsuccessful attempt by US troops to apprehend faction leader Aidid. UN soldiers eventually withdrew altogether from the country on March 3, 1995, having incurred more significant casualties.

The African Development Bank tells us that foreign investment is outpacing foreign aid. What use to be a continent dependent on hand-outs from donor countries is now a place that those same countries are looking to, to invest? But despite the positive outlook Africa is still a poor continent; it is unlikely the Millennium Development Goal to reduce poverty by half by 2015 will be met. From where we sit today the resource rich continent still has a way to go to achieve its potential, but it's this potential that's attracting foreign currency to these shores.
