At least four Ukrainian fighters have been reported killed and several wounded during a battle in the Donbas region. Among those wounded was Ukrainian MP and founder of the Donbas Battalion, Semen Semenchenko. The extent of Semenchenko's injuries were not initially clear. He was wounded in August of last year during the battle for the city of Ilovaysk during a mortar attack. Russia's central bank has raised its key interest rate by one percentage point to 10.5% as it steps up the fight to tackle inflation. It comes just six weeks after it raised the rate to 9.5% from 8%. The bank's official website added that it would continue raising the rate "in case of further aggravation of inflation risks". In its monthly economic update the Bank of Russia also said that, as of 8 December, annual inflation was 9.4%. A weak rouble and a ban on western food imports has kept inflation high. 'Brink' "The hope is that [interest rate rises] will cut consumption and stop prices rising so fast," said the BBC's Moscow correspondent Steven Rosenberg." But there's a downside to that; raising interest rates slows economic growth - and that's not good, with Russia on the brink of recession. "As for the rouble, it has continued to slide and has fallen to a new low against the dollar." The rouble hit new lows after the rates decision, and was trading at 55.45 against the dollar and 68.98 against the euro not long after the bank's announcement. The rate hike comes a day after the bank admitted it had intervened to support the rouble in foreign currency markets last week, spending a total of $4.53bn (£2.9bn). It has spent more than $70bn supporting the rouble since the start of the year. The Bank of Russia also said on Thursday that GDP growth would be weak during 2015-16, as consumer activity weakened. Analysis: Andrew Walker, BBC economics correspondent There were no easy options for the Russian central bank. Rising inflation and weakening economic activity call for opposite moves in interest rates. The bank chose to focus on the inflation problem and used the standard response from the central bankers' toolkit. The sharpness of the dilemma has a lot to do with sanctions. The west's economic response to the conflict in Ukraine has aggravated both inflation and the economic weakness. The impact on inflation is through the value of the Russian currency. It has been undermined by nervous Russians and others getting their money out due to fear of the impact of sanctions. The precipitous fall in the Rouble's value in turn pushes up the price of imported goods. If the west wanted evidence that sanctions are making a difference, it's plain to see in the conflicting pressures facing Russia's central bank. Indian deal The World Bank has previously warned that the Russian economy will shrink by at least 0.7% in 2015 if oil prices do not recover. The drop in the price of oil has also hurt the Russian economy. The World Bank's estimate is based on a scenario of crude prices averaging at $78 in 2015. But if oil prices fell to $70 on average, Russia's output would shrink by 1.5%, it said. In late morning trade, North Sea Brent crude rose 63 cents to $64.87, up from Wednesday's low of $63.56 - the weakest in five years. Meanwhile, US crude, which also hit a five-year low on Wednesday, rose 48 cents to $61.42. Also on Thursday, Russia's top crude oil producer Rosneft said it had reached a preliminary agreement to supply India's Essar Group with 10 million tonnes of oil over a 10-year period.

There are concerns about the shrinking D.C. police force. Police Chief Cathy Lanier told the D.C. City Council this week that the department is losing officers faster than they can be replaced. Meanwhile, the city continues to grow. According to Lanier, 309 officers left the force in fiscal year 2014. 163 of them retired. In fiscal year 2015, Lanier says 400 or more officers will leave the force. That's more than double the rate in the last 13 years. The chief says she needs more civilians. "One of the best ways to deal with the impending shortage of officers is by reassigning functions that do not require police authority--some options include how the city handles security alarms--expanding the mission of civilian regulatory inspectors. In fact, hiring more civilians is how to address this shortage. In MPD and other agencies, civilians can do many of the jobs that officers right now are doing," said Lanier. Ukraine also experienced the largest currency devaluation since the 2007 World Financial Crisis with the official exchange rate devaluated by 70 percent. In an effort to strengthen the national currency, the government has prohibited banks to sell more than $200 to a single person. Fears of a looming bankruptcy in Ukraine have caused panic and fear among investors. Investors are now hurriedly selling off government bonds pushing their value to record lows this week. The country's foreign reserve's has also decreased by half over the last year to less than 10 billion dollars. Ukraine’s currency, Hryvna has also devalued by over 100 percent since last year. And many believe more trouble is still ahead. The former Soviet Republic has so far received 4.6 billion dollars under the 17 billion IMF bailout program which was approved in May. Now, experts say Kiev needs an additional 15 billion dollars as the GDP decline is expected to be twice bigger than the IMF team assumed in spring. People on Kiev streets are angry over government’s economic plans and austerity policies. Experts believe The Reanimation Package of Reforms is one of the biggest platforms to resuscitate civic and economic activities. But many are skeptical about the ability of Ukrainian leaders to steer the economy out of the current crisis. Experts say up to 15 billion dollars from the Ukrainian budget were evaded through tax holes last year. Kiev is also set to pay 10 billion dollars for its internal and external debts in 2015. The amount is equal to 30 percent of Ukraine's budget. While Ukraine is asking for more and more money, its western creditors are questioning a push in the country's snail-like reforms. But for now the government has been only promising landslide reforms without taking any concrete action. The IMF acknowledged that EU methods of pulling the Ukrainian economy out from the crisis were wrong. Indeed, prescribing the medications that would heal Greece or Spain is impossible as Ukraine is not a member of the EU, and its economy is based on different rules, let alone the fact that the national strategy and mentality of Ukraine is too far from Europe. Sergei Silvestrov, Vice Rector for Innovative Development of Finance University under the Government of the Russian Federation: "Ukraine is not a member of the EU, so it does not comply with all the rules that all EU members abide to. It goes about at least tens of thousands of so-called common rules that operate in different industries, types of services, production of goods, standards and regulations in relation to activities of administrations, and so on. Europe's banking regulations do not apply to Ukraine either. The signed association agreement only outlines main directions for Ukraine's accession to the European Union. This is a preliminary agreement that needs to be studied for a few years on the subject of all conditions that the legislation of Ukraine must comply with for its future membership in the European Union. This is a long process. "This is a popular illusion - once you sign the Association Agreement, then you become a member at once. The Europeans are pettifoggers, and they need all of those rules to be observed. Ukraine has absolute chaos in economic management. The political leadership of the country is alienated from economic activities, all kinds of industries are monopolized, there are no concepts of economic development of the country. Therefore, the recipes that are suitable for EU countries are not applicable to Ukraine at all.

The United States public debt is the outstanding amount owed by the federal government of the United States from the issue of securities by the Treasury and other federal government agencies. US public debt consists of two components: Debt held by the public includes Treasury securities held by investors outside the federal government, including that held by individuals, corporations, the Federal Reserve System and foreign, state and local governments. Debt held by government accounts or intragovernmental debt includes non-marketable Treasury securities held in accounts administered by the federal government that are owed to program beneficiaries, such as the Social Security Trust Fund. Debt held by government accounts represents the cumulative surpluses, including interest earnings, of these accounts that have been invested in Treasury securities. Public debt increases or decreases as a result of the annual unified budget deficit or surplus. The federal government budget deficit or surplus is the difference between government receipts and spending, ignoring intra-governmental transfers. However, some spending that is excluded from the deficit (supplemental appropriations) also adds to the debt. Historically, the US public debt as a share of GDP increased during wars and recessions, and subsequently declined. For example, debt held by the public as a share of GDP peaked just after World War II (113% of GDP in 1945), but then fell over the following 30 years. In recent decades, however, large budget deficits and the resulting increases in debt have led to concern about the long-term sustainability of the federal government's fiscal policies. On April 2, 2013, debt held by the public was approximately $11.959 trillion or about 75% of GDP. Intragovernmental holdings stood at $4.846 trillion, giving a combined total public debt of $16.805 trillion. As of January 2013, $5.6 trillion or approximately 47% of the debt held by the public was owned by foreign investors, the largest of which were the People's Republic of China and Japan at just over $1.1 trillion each. The CBO has summarized the cause of change between its January 2001 estimate of a $5.6 trillion cumulative surplus between 2002 and 2011 and the actual $6.1 trillion cumulative deficit that occurred, an unfavorable "turnaround" or debt increase of $11.7 trillion. Tax cuts and slower-than-expected growth reduced revenues by $6.1 trillion and spending was $5.6 trillion higher. Of this total, the CBO attributes 72% to legislated tax cuts and spending increases and 27% to economic and technical factors. Of the latter, 56% occurred from 2009 to 2011. The difference between the projected and actual debt in 2011 can be largely attributed to: $3.5 trillion -- Economic changes (including lower than expected tax revenues and higher safety net spending due to recession) $1.6 trillion -- Bush Tax Cuts (EGTRRA and JGTRRA), primarily tax cuts but also some smaller spending increases $1.5 trillion -- Increased defense baseline budget and non-defense discretionary spending under both the Bush and Obama administrations $1.4 trillion -- Wars in Afghanistan and Iraq $1.4 trillion -- Incremental interest due to higher debt balances $0.9 trillion -- Stimulus and tax cuts since 2008 (Economic Stimulus Act of 2008, ARRA and Tax Act of 2010) Several other sources have used CBO data to summarize the results in various ways. http://en.wikipedia.org/wiki/Us_debt

Ukraine borders the Russian Federation to the east and northeast, Belarus to the northwest, Poland, Slovakia and Hungary to the west, Romania and Moldova to the southwest, and the Black Sea and Sea of Azov to the south and southeast, respectively. It has an area of 603,628 km², making it the second largest contiguous country on the European continent, after the Russian Federation.
According to a popular and well established theory, the medieval state of Kievan Rus was established by the Varangians in the 9th century as the first historically recorded East Slavic state which emerged as a powerful nation in the Middle Ages until it disintegrated in the 12th century. By the middle of the 14th century, Ukrainian territories were under the rule of three external powers—the Golden Horde, the Grand Duchy of Lithuania, and the Kingdom of Poland. After the Great Northern War (1700–1721) Ukraine was divided between a number of regional powers and, by the 19th century, the largest part of Ukraine was integrated into the Russian Empire with the rest under Austro-Hungarian control. A chaotic period of incessant warfare ensued, with several internationally recognized attempts at independence from 1917 to 1921, following World War I and the Russian Civil War. Ukraine emerged from its own civil war, and on December 30, 1922 Ukrainian Soviet Socialist Republic became one of the founding republics of the Soviet Union. The Ukrainian SSR's territory was enlarged westward during the civil war shortly before, and after World War II, and further south in 1954 with the Crimea transfer. In 1945, the Ukrainian SSR became one of the founding members of the United Nations.
