This year’s annual session of the National People’s Congress (NPC), held during the first two weeks of March, comes at a critical time: China’s economy has slowed, the anti-corruption campaign is in high gear, concern about the environment is at an all-time high, and relations with the US, Japan, and others are not very stable. Moreover, Xi Jinping and Li Keqiang have promised that 2015 will be the year of going beyond talk and carrying out economic reforms. All of these issues will come up at the NPC. Although an orchestrated event, there is always room for surprises and unexpected developments. Veteran China watcher Dali Yang will help us analyze the major developments of the NPC and the upcoming policy agenda for the top leadership. CSIS Freeman Chair Christopher K. Johnson will analyze what the NPC session shows about the evolution of leadership politics and the trajectory of China’s foreign policy. It’s been a busy week here at Equality Texas: On Monday we were very proud to co-sponsor students from the Texas Gay/Straight alliance at their advocacy day at the capitol! Several dozen LGBT and allied students from around the state came to Austin to talk to their lawmakers about how the law affects them. On Wednesday we were proud to host another group of students and adult allies as transgender activists from the Houston area came to the capitol to talk about the potential negative effects of Rep. Pena’s HB 2801 and HB 2802, the bathroom bounty bills. Also on Wednesday the House State Affairs Committee heard HB 537 by Rep. Rafael Anchia – his bill to ensure accurate supplementary birth certificates for adopted children with two legal moms or two legal dads. You can watch the full hearing on our YouTube channel. It’s been a good week! This legislative session has had more pro-LGBT bills filed than any other in the history of state of Texas. While the opponents of equality have grown more isolated, more reactionary and more vocal our supporters have become more outspoken, better educated on our issues and even more vocal. In addition to more than two dozen other pro-LGBT bills, There are 9 non-discrimination bills filed in the Legislature this session: HB 70 by Mary Gonzalez would ensure that all Texas children have equal access to quality education, regardless of their sexual orientation or gender identity or expression HB 627 by Eric Johnson, Joint Authored by Elliott Naishtat and co-authored by Chris Turner, would empower the Texas Workforce Commission's Civil Rights Division to investigate claims of employment discrimination based on sexual orientation or gender identity or expression in the same way that it investigates claims of discrimination based on a person’s race, religion, gender, national origin, age, or disability. HB 1522 by Jessica Farrar would prohibit discrimination in Public Accommodation. HB 2860 by Diego Bernal would prohibit discrimination in Housing. HB 582 by Chris Turner would require any company benefiting from tax-payer dollars through a state contract to adopt an inclusive employment non-discrimination policy or risk losing the contract. SB 856 by Jose Rodriguez, Joint-Authored by Senators Ellis, Garcia, Watson and Whitmire would prohibit discrimination in Employment, Housing, Public Accommodation and State Contracting. And HB 543 by Roberto Alonzo, HB 304 by Senfronia Thompson and SB 76 by Rodney Ellis would prohibit discrimination in insurance. That’s the most comprehensive set on non-discrimination bills, filed by the most diverse set of authors, ever, in the history of the Texas Legislature. You can help these lawmakers by contacting your electeds and asking them to support these bills using our ACTION CENTER. Next week, on Monday families from around the state will be in Austin for Equality Texas Family Advocacy Day – We’re expecting a big turnout and we can’t wait to see everyone who’s registered. On Thursday the House will consider a bill to significantly reorganize 12 state agencies that provide health and human services. It’s sure to be a long day on the floor and there’s a strong possibility that some surprises that could affect the LGBT community may come up – so stay tuned and we’ll let you know. Join us on April 13th for Freedom Advocacy day at the capitol, sign up on our website under the “events calendar” tab before the registration deadline on April 6. Until next week, I’m Daniel Williams with Equality Texas.

SACRAMENTO - Mobilizing state resources to face another year of extreme dry conditions, Governor Edmund G. Brown Jr. joined Senate President pro Tempore Kevin de León, Assembly Speaker Toni Atkins, and Republican Leaders Senator Bob Huff and Assemblymember Kristin Olsen to announce legislation to help local communities cope with the ongoing, devastating drought. The $1 billion package will expedite bond funding to make the state more resilient to the disastrous effects of climate change and help ensure that all Californians have access to local water supplies. The legislation includes more than $1 billion for local drought relief and infrastructure projects to make the state's water infrastructure more resilient to extreme weather events. The package accelerates $128 million in expenditures from the Governor's budget to provide direct assistance to workers and communities impacted by drought and to implement the Water Action Plan. It also includes $272 million in Proposition 1 Water Bond funding for safe drinking water and water recycling and accelerates $660 million from the Proposition 1E for flood protection in urban and rural areas. The Sierra Nevada snowpack, which Californians rely on heavily during the dry summer months for their water needs, is at a near record low. The March snowpack measurement came in at 0.9 inches of water content in the snow, just 5 percent of the March 3rd historical average for the measurement site. The overall water content for the Northern Sierra snowpack came in at 4.4 inches, just 16 percent of average for the date. Central and southern Sierra readings were 5.5 inches (20 percent of average) and 5 inches (22 percent) respectively. Only in 1991 has the water content of the snow been lower. Taking action to further strengthen water conservation in the state, the State Water Resources Control Board on Tuesday voted to expand and extend an emergency regulation to prohibit certain water use, such as washing down sidewalks, and create a minimum standard for outdoor irrigation restrictions by urban water suppliers. Since last February, the state has pledged over $870 million to support drought relief, including money for food to workers directly impacted by the drought, funding to secure emergency drinking water supplies for drought impacted communities and bond funds for projects that will help local communities save water and make their water systems more resilient to drought. Last month, Governor Brown met with U.S. Secretary of the Interior Sally Jewell in Sacramento to announce nearly $20 million in federal drought relief for California's Central Valley Project. In December 2013, the Governor formed a Drought Task Force to closely manage precious water supplies, to expand water conservation wherever possible and to quickly respond to emerging drought impacts throughout the state. The following month, the administration finalized a comprehensive Water Action Plan that charts the course for California to become more resilient in the face of droughts and floods and the Governor declared a drought state of emergency. In April 2014, the Governor called on the state to redouble their efforts at combating drought. Last fall, the Governor signed legislation requiring local, sustainable groundwater management as well as legislation to put a water bond before voters, which won bipartisan approval in the Legislature and was approved overwhelmingly at the polls. He also issued an Executive Order streamlining efforts to provide water to families in dire need as the extreme drought continues to grip the state by making funding available through the California Disaster Assistance Act to provide water for drinking and sanitation to households currently without running water. Governor Brown has called on all Californians to reduce their water use by 20 percent and prevent water waste. Visit SaveOurWater.com to find out how everyone can do their part and Drought.CA.Gov to learn more about how California is dealing with the effects of the drought.

Philadelphia Daily News 2015-04-17A legislature is a kind of deliberative assembly with the power to pass, amend, and repeal laws. The law created by a legislature is called legislation or statutory law. In addition to enacting laws, legislatures usually have exclusive authority to raise or lower taxes and adopt the budget and other money bills. Legislatures are known by many names, the most common being parliament and congress, although these terms also have more specific meanings.
In parliamentary systems of government, the legislature is formally supreme and appoints a member from its house as the prime minister which acts as the executive. In a presidential system, according to the separation of powers doctrine, the legislature is considered an independent and coequal branch of government along with both the judiciary and the executive.
The primary components of a legislature are one or more chambers or houses: assemblies that can debate and vote upon bills. A legislature with only one house is called unicameral. A bicameral legislature possesses two separate chambers, usually described as an upper house and a lower house, which often differ in duties, powers, and the methods used for the selection of members. Much rarer have been tricameral legislatures; the Massachusetts Governor's Council still exists, but the most recent national example existed in the waning years of caucasian-minority rule in South Africa.
