A capital city (or just, capital) is the area of a country, province, region, or state considered to enjoy primary status; although there are exceptions, a capital is typically a city that physically encompasses the offices and meeting places of the seat of government and is usually fixed by law or by the constitution. An alternative term is political capital, but this phrase has a second meaning based on an alternate sense of the word capital. The capital is often, but not necessarily, the largest city of its constituent area.
The word capital derives from the Latincaput meaning "head".
The seats of government in major sub-state jurisdictions are often called "capitals," but this is typically only the case in countries with some degree of federalism, where major sub-state legal jurisdictions have elements of sovereignty. In unitary states, an "administrative centre" or other similar term is typically used for such locations besides the national capital city. For example, the seat of government in a state of the United States is usually called its "capital", but the main city in a region of the United Kingdom is usually not called such, even though in Ireland, a county's main town is usually called its "capital". On the other hand, the four countries of the United Kingdom do have capital cities: Scotland – Edinburgh, Wales – Cardiff, Northern Ireland – Belfast, and England – London. Counties in England, Wales and Scotland have historic county towns, which are often not the largest settlement within the county and often are no longer administrative centres, as many historical counties are now only ceremonial, and administrative boundaries are different.

On the eve of the final round of voting in Senegal's presidential election, both candidates took to the streets in an effort to bolster support.
The incumbent, Abdoulaye Wade, greeted thousands of supporters at a rally called the "Marche Bleue" in the capital Dakar on Friday.
The president stood in a moving car and waved at the cheering crowds who followed his convoy.
Senegal's aging leader had boasted that he would win the race outright.
But he now faces faces his former protege - former prime minister Macky Sall - in a runoff election on Sunday after neither candidate received more than 50 percent of the vote in the first-round ballot.
Sall - the apparent favourite to win - attended a rally held by thousands of his supporters in Dakar on Friday.
Political analyst Abdou Lo, told the Associated Press that the fact that voting has gone to a second round has given the people hope that they can "get rid" of Wade.
"Even though the majority of people expect Macky Sall to win, there is a lot of tension because the whole economy is on hold for the time being," he added.
Lo also said there is "some fear of violence because the head of state's (Wade's) camp is not giving assurance to people that everything will be calm."
Sall spoke to his supporters at a meeting of his Benno Bokk Yaakaar coalition on Saturday telling them that he will not accept "a confiscation" of victory should he win the popular vote.
He also promised institutional reforms and major anti-corruption policies should he reach office.
Senegal's electoral code calls for a runoff if no candidate wins more than 50 percent of the vote in the first round.
The Constitutional Court revealed that Wade received 942,327 votes, or 34.81 percent.
It said Macky Sall finished second with 719,367 votes, or 26.58 percent.
The race has been marred by violence, and for weeks leading up to the first-round vote on February 26 police battled rock-throwing youths calling for Wade's departure.

Ukrainian President Viktor Yushchenko said Wednesday his party was not likely to join the pro-Russian parliamentary coalition headed by his former Orange Revolution rival, noting that it would be too difficult to explain such a union to his supporters.
Yushchenko spoke after holding crisis talks with Viktor Yanukovych, whom he defeated in 2004 for the presidency, amid continuing political turmoil following the inconclusive March parliamentary election that reinforced deep fault lines between the country's largely-Russian speaking east and the nationalist, Ukrainian-speaking west.
The pro-Russian coalition combines Yanukovych's pro-Russian party, which won the most votes in March elections, with the Communists and the Socialists.
It was formally formed this week, after Socialist Party leader Oleksandr Moroz abandoned his former Orange Revolution allies, saying their constant bickering would have spelled doom for a new government led by them.
The new coalition, which would control at least 236 seats in the 450-member parliament, immediately proposed Yanukovych to become premier.
Its attempts to start work in parliament Tuesday, however, led to brawls and noisy disruptions by the pro-Western reformers who helped Yushchenko lead the protests against Yanukovych's initial, fraud-marred presidential victory
in 2004.
Those protests, known as the Orange Revolution, led to a court-ordered revote that brought Yushchenko to power.
Asked if he would support Yanukovych's nomination for the premiership, Yushchenko said he wanted a candidate who would consolidate the nation. When pressed to give a yes or no reply, Yushchenko refused to answer.
A government led by Yanukovych would likely draw Ukraine back under Moscow's influence and obstruct Yushchenko's goal of drawing this former Soviet nation of 47 million closer to Europe and seeking NATO and EU
membership.
Yushchenko insisted the country's pro-European choice would not change.

STORYLINE:
As Kyrgystan's interim prime minister Kurmanbek Bakiyev attempts to bring stability into the lawless capital of Bishkek, many locals in the country's poor rural areas remain sceptical that a change in government will do much to improve their lives.
The village of Strelnikovo in the south of Kyrgyzstan, is one such area - crippled by endemic poverty and unemployment.
Tabuyldy Bayboldzhoyev, unemployed, said if there was work then the peasants could survive "but if not it becomes very difficult to cope.''
"The people have run out of patience and this is why they rebelled,'' Bayboldzhoyev said.
The tumultuous political events of the last few days in Bishkek have given hope to many, but the opposition will need to act quickly to satisfy the demands of the protestors and the desperate needs of the rural communities.
On Friday, Bakiyev emerged from the Parliament building in Bishkek and said he had been named Kyrgyzstan's acting leader.
Bakiyev's appointment as acting president was endorsed by a newly restored parliament of lawmakers who held seats before the elections, which fuelled protests against long time leader Akayev and his government.

STORYLINE:
As Kyrgystan's interim prime minister Kurmanbek Bakiyev attempts to bring stability into the lawless capital of Bishkek, many locals in the country's poor rural areas remain sceptical that a change in government will do much to improve their lives.
The village of Strelnikovo in the south of Kyrgyzstan, is one such area - crippled by endemic poverty and unemployment.
Tabuyldy Bayboldzhoyev, unemployed, said if there was work then the peasants could survive "but if not it becomes very difficult to cope.''
"The people have run out of patience and this is why they rebelled,'' Bayboldzhoyev said.
The tumultuous political events of the last few days in Bishkek have given hope to many, but the opposition will need to act quickly to satisfy the demands of the protestors and the desperate needs of the rural communities.
On Friday, Bakiyev emerged from the Parliament building in Bishkek and said he had been named Kyrgyzstan's acting leader.
Bakiyev's appointment as acting president was endorsed by a newly restored parliament of lawmakers who held seats before the elections, which fuelled protests against long time leader Akayev and his government.

"At the moment this reminds me of an anarchic state, so that's why I'm here, both in principle and in solidarity with the people," local resident, Victor, told AP Television.
"We support Yanukovych because he's closest to the people," another resident, Valyan, said. "I've been voting for him for many years now."
President Yushchenko, who favours closer ties with the west, appealed on Tuesday night for support from foreign ambassadors, law enforcement officials and governors as his stand-off with Russia-orientated Prime Minister Yanukovych escalated.

Several thousand Ukrainians held rival rallies in the centre of Kiev on Saturday as a political feud between the president and premier deepened, increasing the likelihood that President Viktor Yushchenko will dissolve parliament and call new elections.
Yushchenko laid out his case against his political rival, Prime Minister Viktor Yanukovych, accusing the ruling coalition of breaking promises and trying to usurp power, and he threatened to dissolve the 450-seat Verkhovna Rada (parliament) if the situation did not change.
Such a move could throw this ex-Soviet republic into political crisis, particularly if Yanukovych's coalition, which denies Yushchenko's allegations and argues that dissolution of parliament would be un-constitutional, refused to accept the president's decision.
But if Yushchenko backs down, he could find himself politically weakened and isolated.
On Saturday, his party passed a resolution appealing to the president to dissolve parliament and his former Orange Revolution allies began
gathering supporters on Kiev's Independence Square to press the president.
The stand off arose after a group of about a dozen lawmakers allied with the president defected and crossed over into Yanukovych's coalition, in violation of a new law that prohibits such switches of allegiance.
Also under the constitution, the coalition can only be formed on the basis of factions - not individual lawmakers or small groups of lawmakers.
Yanukovych now boasts 260 lawmakers in the 450-seat house, and his party has suggested they will soon reach 300, enough to overturn presidential vetoes and make changes to the constitution.
Thousands of Yanukovych's supporters filled Ukraine's European square, waving the party's blue banners and flags of his coalition partners, the Communists and Socialists.
Some 300 metres (1,000 feet) away, supporters of the former Orange Revolution allies began filling Independence Square, where rock music blared from speakers beside a giant stage. Opposition leader Yulia Tymoshenko and the new head of Yushchenko's party, Vyacheslav Kyrylenko, were expected to address the crowd later.
Police in bullet-proof vests manned barricades to separate the two competing rallies. They asked people passing from one square to another to put away political flags and scarves but made no attempt to restrict people's movement.
Yushchenko accused Yanukovych's parliamentary majority of violating the constitution by taking away presidential powers and failing to fulfil a unity agreement that Yanukovych signed before Yushchenko agreed to accept him as premier.
Yushchenko also accused the coalition of politicising the country's police force, carrying out murky privatisations, and failing to act on his proposals.
Yushchenko came to power after hundreds of thousands of Ukrainians flooded onto Independence Square to protest about Yanukovych's fraud-marred presidential victory in 2004.
The Supreme Court overturned Yanukovych's victory and called for new elections, won by Yushchenko.

STORYLINE:
On the eve of the final round of voting in Senegal's presidential election, both candidates took to the streets in an effort to bolster support.
The incumbent, Abdoulaye Wade, greeted thousands of supporters at a rally called the "Marche Bleue" in the capital Dakar on Friday.
The president stood in a moving car and waved at the cheering crowds who followed his convoy.
Senegal's aging leader had boasted that he would win the race outright.
But he now faces faces his former protege - former prime minister Macky Sall - in a runoff election on Sunday after neither candidate received more than 50 percent of the vote in the first-round ballot.
Sall - the apparent favourite to win - attended a rally held by thousands of his supporters in Dakar on Friday.
Political analyst Abdou Lo, told the Associated Press that the fact that voting has gone to a second round has given the people hope that they can "get rid" of Wade.
"Even though the majority of people expect Macky Sall to win, there is a lot of tension because the whole economy is on hold for the time being," he added.
Lo also said there is "some fear of violence because the head of state's (Wade's) camp is not giving assurance to people that everything will be calm."
Sall spoke to his supporters at a meeting of his Benno Bokk Yaakaar coalition on Saturday telling them that he will not accept "a confiscation" of victory should he win the popular vote.
He also promised institutional reforms and major anti-corruption policies should he reach office.
Senegal's electoral code calls for a runoff if no candidate wins more than 50 percent of the vote in the first round.
The Constitutional Court revealed that Wade received 942,327 votes, or 34.81 percent.
It said Macky Sall finished second with 719,367 votes, or 26.58 percent.
The race has been marred by violence, and for weeks leading up to the first-round vote on February 26 police battled rock-throwing youths calling for Wade's departure.

STORYLINE:
Ukrainian President Viktor Yushchenko said Wednesday his party was not likely to join the pro-Russian parliamentary coalition headed by his former Orange Revolution rival, noting that it would be too difficult to explain such a union to his supporters.
Yushchenko spoke after holding crisis talks with Viktor Yanukovych, whom he defeated in 2004 for the presidency, amid continuing political turmoil following the inconclusive March parliamentary election that reinforced deep fault lines between the country's largely-Russian speaking east and the nationalist, Ukrainian-speaking west.
The pro-Russian coalition combines Yanukovych's pro-Russian party, which won the most votes in March elections, with the Communists and the Socialists.
It was formally formed this week, after Socialist Party leader Oleksandr Moroz abandoned his former Orange Revolution allies, saying their constant bickering would have spelled doom for a new government led by them.
The new coalition, which would control at least 236 seats in the 450-member parliament, immediately proposed Yanukovych to become premier.
Its attempts to start work in parliament Tuesday, however, led to brawls and noisy disruptions by the pro-Western reformers who helped Yushchenko lead the protests against Yanukovych's initial, fraud-marred presidential victory
in 2004.
Those protests, known as the Orange Revolution, led to a court-ordered revote that brought Yushchenko to power.
Asked if he would support Yanukovych's nomination for the premiership, Yushchenko said he wanted a candidate who would consolidate the nation. When pressed to give a yes or no reply, Yushchenko refused to answer.
A government led by Yanukovych would likely draw Ukraine back under Moscow's influence and obstruct Yushchenko's goal of drawing this former Soviet nation of 47 million closer to Europe and seeking NATO and EU
membership.
Yushchenko insisted the country's pro-European choice would not change.

STORYLINE:
A series of bombs exploded outside the houses and offices of prominent political lawmakers across Baghdad on Saturday night and at least 11 people were wounded, Iraqi police said.
Police officials said the bombs struck outside the offices or homes of leaders of at least five political groups - four of which were Sunni.
No deaths were immediately reported.
Police said the 11 injured were mostly bystanders or passing civilians.
The officials spoke on condition of anonymity because they were not authorised to release the information.
The attacks came as tensions escalate between the Shiite-led government and Sunnis, following the barring of hundreds of candidates from the March 7 parliamentary elections because of ties to the former leader Saddam Hussein.
The back-and-forth political wrangling over the ban on more than 450 candidates has threatened to undermine Iraq''s political stability, worrying US officials that it could throw the credibility of the elections into question and undo security gains.
