The Security Council held its first session on 17 January 1946 at Church House, Westminster, London. Since its first meeting, the Council, which exists in continuous session, has travelled widely, holding meetings in many cities, such as Paris and Addis Ababa, as well as at its current permanent home at the United Nations Headquarters in New York City.
There are 15 members of the Security Council, consisting of five veto-wielding permanent members—China, France, Russia, the United Kingdom, and the United States—based on the great powers that were the victors of World War II, and 10 elected non-permanent members with two-year terms. This basic structure is set out in Chapter V of the UN Charter. Security Council members must always be present at UN headquarters in New York so that the Security Council can meet at any time. This requirement of the United Nations Charter was adopted to address a weakness of the League of Nations since that organization was often unable to respond quickly to a crisis.

The United Nations Security Council is due to vote on a resolution to approve the lifting of international sanctions against Iran in New York on Monday, July 20. The vote follows an agreement being reached at the P5+1 talks in Vienna on July 14.
The deal, signed by representatives from Iran, Russia, Germany, France, UK, US and China, mandates the relief of economic sanctions imposed on Iran in exchange for the country accepting curbs on its nuclear programme.

The United States is proposing the UN Security Council impose an arms embargo on South Sudan. The suggestion came after South Sudan's President Salva Kiir, on Monday, refused to sign a peace deal proposed by regional leaders. Kiir explained that he needed 15 more days to consult before signing the deal. This prompted the US to circulate a draft resolution to council members, yesterday evening, to impose the arms embargo on the young nation. The draft proposes other sanctions, however diplomats have been tight-lipped on who might be targeted. Diplomats say if Kiir fails to sign the peace deal within the 15 days he has requested, the draft resolutions actions would take effect.

There have also been disturbing reports that fighting has resumed in the country - with both the rebels and army accusing each other of being the aggressor. NEW DELHI: India's bid for a permanent seat at the UN Security Council has received a boost in what's guaranteed to be a long and arduous process. The decision-making body, vested with huge power, has 15 members, of which five, including China, Russia and the US, are permanent.

On 19 March 2011, a multi-state coalition began a military intervention in Libya to implement United Nations Security Council Resolution 1973. Air strikes against Libyan Army tanks and vehicles by French jets were since confirmed. The official names for the interventions by the coalition members are Opération Harmattan by France; Operation Ellamy by the United Kingdom; Operation Mobile for the Canadian participation and Operation Odyssey Dawn for the United States.

For more than 20 months, the world watched as the five permanent members of the UN Security Council and Germany hammered out a deal with Iran regarding its nuclear program.
The deal limits Iran’s capabilities to develop nuclear weapons, something the 1970 international Nuclear Non-Proliferation Treaty set out to do globally.
But in recent years four countries that aren’t part of the treaty: Israel, North Korea, Pakistan and India have built their own nukes.

India Bid for Permanent Seat on UN Security Council Hits a Bump
NEW DELHI: India's bid for a permanent seat at the UN Security Council has received a boost in what's guaranteed to be a long and arduous process. The decision-making body, vested with huge power, has 15 members, of which five, including China, Russia and the US, are permanent.
To kickstart a change to add more permanent members, a draft resolution has to be considered by the nearly 200 member countries of the UN. Russia, the US and China have refused to contribute to the text of the reform needed to initiate the discussion which will cover questions like how many more permanent members should be allowed, and whether they should have the right to veto.
Despite their resistance, UN General Assembly President Sam Kutesa has achieved a breakthrough of sorts by circulating a draft that will form the basis for the negotiations.
Once the draft is agreed on, it will be put to vote at the General Assembly, where a two-thirds vote is needed to clear it. Technically, a permanent member of the security council like China can veto it, but officials say that could be isolating since more than 100 countries have already indicated their support for the reform.
Russia, which has also supported India's candidacy as permanent member, has said the "prerogatives of the current Permanent Members of the Security Council, including the use of the veto, should remain intact under any variant of the Council reform". It has also warned against "artificial deadlines".
India has maintained that the process to expand the powerful UN body must be driven by deadlines. Ahead of the UN's 70th anniversary in October, the PM has, on foreign trips and in bilaterals with the heads of other countries, strongly lobbied for support for a permanent seat for India.

Dr Margaret Chan - addressing Council via video-link from Hong Kong - was the lead expert asked to update the Security Council on the response and some of the lesson's learned from an Ebola outbreak described as the largest, longest and most severe ever known. There was also some optimism that the outbreak could be over before the year's end with new cases still prevalent in two of the three worst affected countries.

Lavrov stated that Moscow was concerned with certain resolutions that some members were proposing, which the Russian foreign minister characterised as attempting "to make the UN Security Council an instrument of propaganda."
"We are somewhat concerned in recent times by more intense attempts to provoke confrontation in the UN Security Council by introducing one-sided resolutions on Srebrenica or [on the downing of the] Malaysian Boeing," Lavrov stated. The Russian foreign minister argued that introducing such resolutions was not diplomacy but rather propaganda.

The United Nations Security Council is set to vote on a resolution for establishing a tribunal to prosecute those responsible for the MH17 flight disaster in New York on Wednesday, July 29.
The vote comes after a request was put forward by Australia, Belgium, Malaysia, the Netherlands and Ukraine. Russia is expected to veto the resolution while an investigation into the disaster is still ongoing.
A total of 298 people, 196 of them Dutch citizens, died on July 17 2014 when the MH17 airliner came down in Grabovo, in the Donetsk region, while en route from Amsterdam to Kuala Lumpur. An official investigation is currently being carried out by the Dutch Safety Board.

The United States is proposing the UN Security Council impose an arms embargo on South Sudan. The suggestion came after South Sudan's President Salva Kiir, on Monday, refused to sign a peace deal proposed by regional leaders. Kiir explained that he needed 15 more days to consult before signing the deal. This prompted the US to circulate a draft resolution to council members, yesterday evening, to impose the arms embargo on the young nation. The draft proposes other sanctions, however diplomats have been tight-lipped on who might be targeted. Diplomats say if Kiir fails to sign the peace deal within the 15 days he has requested, the draft resolutions actions would take effect.

On 19 March 2011, a multi-state coalition began a military intervention in Libya to implement United Nations Security Council Resolution 1973. The [http://www.un.org/News/Press/docs/2011/sc10200.doc.htm United Nations Intent and Voting] was to have "an immediate ceasefire in Libya, including an end to the current attacks against civilians, which it said might constitute crimes against humanity" ... "imposing a ban on all flights in the country's airspace – a no-fly zone – and tightened sanctions on the Qadhafi regime and its supporters." The resolution was taken in response to events during the Libyan Civil War, and military operations began, with American and British naval forces firing over 110 Tomahawk cruise missiles, the French Air Force, British Royal Air Force, and Royal Canadian Air Force undertaking sorties across Libya and a naval blockade by Coalition forces. Air strikes against Libyan Army tanks and vehicles by French jets were since confirmed. The official names for the interventions by the coalition members are Opération Harmattan by France; Operation Ellamy by the United Kingdom; Operation Mobile for the Canadian participation and Operation Odyssey Dawn for the United States.

For more than 20 months, the world watched as the five permanent members of the UN Security Council and Germany hammered out a deal with Iran regarding its nuclear program.
The deal limits Iran’s capabilities to develop nuclear weapons, something the 1970 international Nuclear Non-Proliferation Treaty set out to do globally.
But in recent years four countries that aren’t part of the treaty: Israel, North Korea, Pakistan and India have built their own nukes.
On this edition of Global Journalist, we take a look at the lessons learned in the global effort to halt the spread of nuclear weapons. How have other countries been persuaded to give up pursuing the bomb? And will it ever be possible to achieve President Obama’s call for “A nuclear free world?”

NEW DELHI: India's bid for a permanent seat at the UN Security Council has received a boost in what's guaranteed to be a long and arduous process. The decision-making body, vested with huge power, has 15 members, of which five, including China, Russia and the US, are permanent.
To kickstart a change to add more permanent members, a draft resolution has to be considered by the nearly 200 member countries of the UN. Russia, the US and China have refused to contribute to the text of the reform needed to initiate the discussion which will cover questions like how many more permanent members should be allowed, and whether they should have the right to veto.
Despite their resistance, UN General Assembly President Sam Kutesa has achieved a breakthrough of sorts by circulating a draft that will form the basis for the negotiations.
Once the draft is agreed on, it will be put to vote at the General Assembly, where a two-thirds vote is needed to clear it. Technically, a permanent member of the security council like China can veto it, but officials say that could be isolating since more than 100 countries have already indicated their support for the reform.
Russia, which has also supported India's candidacy as permanent member, has said the "prerogatives of the current Permanent Members of the Security Council, including the use of the veto, should remain intact under any variant of the Council reform". It has also warned against "artificial deadlines".
India has maintained that the process to expand the powerful UN body must be driven by deadlines. Ahead of the UN's 70th anniversary in October, the PM has, on foreign trips and in bilaterals with the heads of other countries, strongly lobbied for support for a permanent seat for India.

The raison d'etat of the UN Security Council lies at the heart of the collective security system envisaged at the end of the Second World War in preventing and managing international tension and conflict. Marginalised during the Cold War, the Council came into its own in the early 1990s, following the resolution of hostilities in the Gulf region — its “era of euphoria” — before rapidly declining with the failure to deploy its peacekeeping missions in Haiti, the former Yugoslavia, Rwanda and Somalia. Since then, disagreements among the major powers have not abated, and while the Council plays an active and sometimes effective role on African security challenges, it has been deadlocked on security challenges such as Syria and Crimea. With its legacy, does the Council still have a valuable influence on normative behaviour in security issues today?
