Hillary now THERE’S someone with the experience in government and foreign policy that we can count on and trust to get the job done. Well I call BS on that. Let me show you that Bernie Sanders has been governing for over 30 years and is the most qualified to be out next president because not only does he KNOW what he is doing, but he has been fighting for folks like you and me for decades. In fact Bernie began fighting for the little guy in the early 1960s in the civil right struggle with people like Elijah Cummings and Martin Luther King down in Selma. This video shows three segments from 1985, 2000, and 2002 showing you how Bernie has stood up against Ronald Reagan and the military industrial complex, the 1% Billionaires and their hired help, (Alan Greenspan) and President GW Bush and his rush to the Iraq war. And everything Bernie warned us about becoming involved in that war and the heavy price we would pay for it has come to pass. There is no such video of Hilary fighting for YOUR rights with the depth of understanding and passion Bernie displays in these historical records. And as far as the Clintons go their trust index is off the radar screen for me because they BOTH have succumbed to the political malaise of Million-Dollar greed. Hillary has loaded her campaign with Wall Street insiders (like Alan Blinder former Dep. Director of the FED) WHO HAS STATED PUBLICLY that the reinstatement of Glass-Steagall (Google it if you do not know what that was before Bill Clinton killed it in 1999) act will not happen on HER watch. Additionally Hillary has and industrial lobbyists, like Jerry Crawford former top Lobbyist for Monsanto and Jeff Berman top gun for the Keystone XL pipeline for Trans Canada. This is all public record people. AND as they say in every good cop show follow the money. Hillary gets hers for the big bank and big business, Bernie has been and will be supported but the little guys who BELIEVE it is time for real change, 400,000 of us so far. So do yourself and your country a favor, take 20 minutes and watch this video, because this vote maybe the most important you ever cast for you, your kids and grandkids. In the days immediately following 9/11, the Bush Administration national security team actively debated an invasion of Iraq. A memo written by Sec. Rumsfeld dated Nov 27, 2001 considers a US-Iraq war. One section of the memo questions "How start?", listing multiple possible justifications for a US-Iraq War.
During 2002 the amount of ordnance used by British and American aircraft patrolling the no-fly zones of Iraq increased compared to the previous years and by August had "become a full air offensive". Tommy Franks, the allied commander, later stated that the bombing was designed to "degrade" the Iraqi air defense system before an invasion.
In October 2002, a few days before the U.S. Senate voted on the Joint Resolution to Authorize the Use of United States Armed Forces Against Iraq, about 75 senators were told in closed session that Iraq had the means of attacking the Eastern Seaboard of the U.S. with biological or chemical weapons delivered by unmanned aerial vehicles (UAVs.) On 5 February 2003, Colin Powell presented further evidence in his Iraqi WMD program presentation to the UN Security Council that UAVs were ready to be launched against the United States. At the time, there was a vigorous dispute within the U.S. military and intelligence communities as to whether CIA conclusions about Iraqi UAVs were accurate and other intelligence agencies suggested that Iraq did not possess any offensive UAV capability, saying the few they had were designed for surveillance and intended for reconnaissance. The Senate voted to approve the Joint Resolution with the support of large bipartisan majorities on 11 October 2002, providing the Bush administration with a legal basis for the U.S. invasion under U.S. law.
The resolution granted the authorization by the Constitution of the United States and the United States Congress for the President to command the military to fight anti-United States violence. Citing the Iraq Liberation Act of 1998, the resolution reiterated that it should be the policy of the United States to remove the Hussein regime and promote a democratic replacement. The authorization was signed by President George W. Bush on 16 October 2002.
Chief UN weapons inspector Hans Blix remarked in January 2003 that "Iraq appears not to have come to a genuine acceptance—not even today—of the disarmament, which was demanded of it and which it needs to carry out to win the confidence of the world and to live in peace." Among other things he noted that 1,000 short tons (910 t) of chemical agent were unaccounted for, information on Iraq's VX nerve agent program was missing, and that "no convincing evidence" was presented for the destruction of 8,500 litres (1,900 imp gal; 2,200 US gal) of anthrax that had been declared.
In the 2003 State of the Union address, President Bush said "we know that Iraq, in the late 1990s, had several mobile biological weapons labs". On 5 February 2003, Secretary of State Colin Powell appeared before the UN to present American evidence that Iraq was hiding unconventional weapons. The French government also believed that Saddam had stockpiles of anthrax and botulism toxin, and the ability to produce VX. In March, Blix said progress had been made in inspections, and no evidence of WMD had been found. Iraqi scientist Rafid Ahmed Alwan al-Janabi codenamed "Curveball", admitted in February 2011, that he lied to the CIA about biological weapons in order to get the US to attack and remove Hussein from power.

Getting There: Iraqi Kurdistan has two international airports, Erbil and Sulaimany. Currently there are direct international flights from Kurdistan to Dubai, Amman, Beirut and Frankfort.
There is the option to reach to Kurdistan by flying to Turkey: - Purchase a ticket to Diyarbakir (the nearest large city to the Turkish / Iraqi Kurdistan border). Upon arrival to the Diyarbakir airport, you will need to take a taxi to the border (Ibrahim Khalil / Habur). Once you have crossed the Turkish border into Iraqi Kurdistan (Ibrahim Khalil/Habur), you will be greeted by the Kurdish customs officials who will issue you a visa and further information on your destination.
Getting Around Iraqi Kurdistan: Taxi, Bus, and Private Car Hire. If you are mainly interested in staying in a city, taxi is reliable and good value for money. An average charge within a city drive is 2 dollers, as for the Bus it is definitely cheaper. To hire a car with or without driver could be the option for you. You can have your own chauffeur at your disposal throughout your stay. This will offer you the choice to travel short or long distances. A local driver has the knowledge and will advise you throughout your visit.

This city is regarded as one of the most deep-rooted Governorate in the area, its history begins before A.D. The city was established 6000 prior to A.D. The name of Erbil city has been found in the Somarian transcripts. The city was the main station for The God Ashtar which was the main goddess which was worshiped at that era. The city is a key element for eastern part and Kurdistan Region defining. Geographical Data: Erbil city is located east to Sulaymanyah Governorate and it is only 350 km from Baghdad. The city is surrounded by Nineveh from west and Kirkuk city from east and Iran and Turkey from North. There are two Museum, Erbil citadel museum, which is located in the citadel. It contains about 40 antique parts and anc-ient heritages. The second one is Erbil museum which includes about 5000 ancient parts, which deep-rooted in the history.
Sulaimani City, One of the major cities in both Kurdistan region and Iraq, situated 385 Km north Baghdad and 198 Km north east Erbil the capital of Iraqi Kurdistan Region. The city sits between two chains of mountains (Goyzha & Glazarda), The city was founded by Ibrahim Pasha in the year 1784. Today Sulaimani has developed in most modern life aspects, hotels, motels, supermarkets & Malls, theatres, restaurants & Parks. From the cultural perspective, Sulaimani is considered to be the capital of Kurdish culture, the famous old Saray situates at the center of the city, while many museums are distributed. Sulaimani Embrace several universities & Educational Institutions both Public & Private, in addition to the American University.
Duhok City is the center of Duhok prefecture (governorate) one of main cities in Kurdistan Region. It situates north Iraq, close to both Syrian & Turkish borders. Duhok city is on plane ground between 2 mountain chains, Shandukha from the south and Spi from the north, while mountain Seen stands on the east. On the west side a plane area could be seen with a tourism environment. The majority of citizens are Kurds; they live peacefully with Chaldean, Assyrian, Armenian and Yazidi minorities. Duhok city is famous with historical sites in which sculptures could be seen on the rocks. Yazidic cultural museum, playground for kids, small zoo. The city embraces Duhok University and many cultural centers. Some most important tourist sites inside the city include Masjed Haj Ahmad considered to be the the biggest Masjed of Duhok and Mart Alaha Church the oldest church in Duhok
Kalar, is the administrative center of Garmyan district. It lies 140 Km southeast of Sulaimani prefecture and 30 Km from the Iranian border. Kalar consists of 27 quarters of a population of about 250,000 residents. Kalar is located on a large plain area embracing many historical sites related to different periods; BC, AD, and Islamic periods. Shirwana Citadel, Pasha Citadel and Christian Canal are examples of AD historical sites. In winter, temperatures may reach 2˚C.

To achieve stability, Iraq must be supported to achieve meaningful reforms and strong central government. Corruption, quota system and foreign intervention are among the illnesses of the country. What are the prospects of Iraq’s transformation into a sovereign, democratic and stable power? These challenges will be debated at this seminar.

*Chris Doyle is the Director of Caabu. He has worked with the Council since 1993 after graduating with a first class honours degree in Arabic and Islamic Studies at Exeter University. As part of this course he spent a year in Alexandria. Since then he has travelled widely in the Middle East and North Africa. In 1996 Chris moved to work for a professional government relations firm but returned to a more senior role at CAABU in 1997. In November 2002, he was made full-time Director.
As the lead spokesperson for Caabu and as an acknowledged expert on the region, Chris is a frequent commentator on TV and Radio, having given over 148 interviews on the Arab world in in 2012 alone. He gives numerous talks around the country on issues such as the Arab Spring, Libya, Syria, Palestine, Iraq, Islamophobia and the Arabs in Britain. He regularly has articles published in the British and international media. He has travelled to nearly every country in the Middle East. He has organised and accompanied numerous British Parliamentary delegations to Arab countries.
** Dr Zuhair AlNaher is the Spokesperson for the Islamic Da’wa Party in UK. He started his political activity in 1980 among the ranks of the Islamic Union of Iraqi Students, joining the Party in 1982. He became active in political and media activities during the 80s and 90s organising demonstrations, pickets and media relations. In 1997 he was appointed to the Leadership Committee of the Dawa Party in the UK. In 2000 Dr AlNaher became spokesperson for the Party in the UK. He was the Political Representative of the Iraqi PM in UK 2005-2007. In 2008 he became Director of the International relations office of the Dawa party, and liaised with the administration of Prime Minister Nori Al-Maliki. Activities included communications and meetings with MPs, the Foreign Office and political representatives in the UK and Europe.
***Karen Dabrowska is a freelance journalist who has been writing about the Middle East and Islamic Affairs for over 20 years. She is currently London correspondent of the Arab Weekly and has contributed articles to the Guardian and Middle East Magazine. Domestic traffic, as well as regional traffic throughout the expansive Middle East, is growing. Kurdistan's great natural resources of oil, natural gas and other minerals are creating a flourishing and rapidly growing business environment. An estimated 17 million pilgrims including Shia Muslims - as well as some Sunnis, Christians, Yazidi and other faiths - are on their visited Karbala in Iraq to participate in the world's largest annual gathering of people, the religious pilgrimage of Arbaeen.
The pilgrims reached Karbala, south of Baghdad, by 12th December, a date which marks the end of 40 days' of commemorating Ashura, the ritual which marks the martyrdom of Mohammad's grandson Imam Hussein.

My name is Zahi Shaked
In 2000 I became a registered liscenced tourist guide.
My dedication in life is to pass on the ancient history of the Holy Land.
Following upon many years of travel around the world, which was highlighted by a very exciting emotional and soul-searching meeting with the Dalai Lama, I realized that I had a mission. To pass on the the history of the Holy Land, its religions, and in particular, the birth and development of Christianity.
In order to fulfill this "calling" in the best way possible, I studied in depth, visited, and personally experienced each and every important site of the ancient Christians. I studied for and received my first bachelors degree in the ancient history of the Holy Land, and am presently completing my studies for my second degree.(Masters)
Parralel to my studies, and in order to earn a living, I was employed for many years in advertising. What I learned there was how to attract the publics attention, generate and, increase interest, and assimilate information. All this I use as tools to describe, explain and deepen the interest in the sites that we visit. From my experience, I have learned that in this way, the Holy Land becomes more than just history, and that the large stones that we see scattered about in dissaray, join together one by one until they become - a Byzantine Church. This also happens when I lead a group of Pilgrims in the Steps of Jesus. We climb to the peak of Mount Precipice, "glide" over the land to the Sea of Galilee, land on the water and "see" the miracle which enfolds before us. This is a many faceted experience. Not only history which you will remember and cherish, but an experience which I hope will be inplanted in your hearts and minds, and will accompany you all the days of your life.

Flush with cash and US weapons seized during its advances in Iraq, the Islamic State's expansion shows no sign of slowing down. In the first week of August alone, Islamic State fighters have taken over new areas in northern Iraq, encroaching on Kurdish territory and sending Christians and other minorities fleeing as reports of massacres emerged.
VICE News reporter Medyan Dairieh spent three weeks embedded with the Islamic State, gaining unprecedented access to the group in Iraq and Syria as the first and only journalist to document its inner workings.

STORYLINE:
UN Secretary General Annan believes it's time for a "concrete understanding on the return of inspectors" who have been barred from Iraq for over 3 years.
That's according to the UN spokesman Fred Eckhard who was speaking ahead of new talks between Annan and Iraqi officials starting on Thursday in the Austrian capital Vienna.
Iraq's UN ambassador, Ambassador Mohammad Al-Douri, has said that there will be "concrete results" from the talks but whether they include a return of UN weapons inspectors to Baghdad depends on what the UN chief has to offer.
But Iraq has a broader agenda and al Douri says the outcome of the meeting will depend on how two key Iraqi concerns- the lifting of sanctions and US threats to topple Saddam Hussein- are addressed.
But Annan is not authorised to offer anything to the Iraqis on these issues because the UN Security Council has opted not to answer a list of political questions presented by the Iraqis.
The meeting at the UN office in Vienna, Austria, will be the third since early March between Annan and Iraqi Foreign Minister Naji Sabri.
Annan reported progress but no breakthrough on the return of inspectors at the end of their last meeting in early May and said he hoped Iraq would have "some positive news" at the next round.

Iraq played its first home soccer game since 2002 on Friday night, defeating Palestine 3-0 in a match that was as much about the nation's struggle for stability as it was about sports.
A sellout crowd of about 25,000 attended the exhibition game at Fransou Hariri Stadium, many waving Iraq and Palestine flags and chanting "Iraq, Iraq."
Some fans sat on the roofs of nearby buildings to catch a glimpse of the game in the capital of a Kurd-ruled region that was safer than many other parts of the country.
Palestine planned to fly to Baghdad for a second game on Monday despite a deadly wave of bombings in the capital on Thursday.
Iraq last played at home on July 22, 2002, when it beat Syria 2-1 in Baghdad.
The country sank into chaos after the US-led invasion that toppled Saddam Hussein in 2003 but has made gains in security after years of insurgent attacks and sectarian violence.
Iraq opened the scoring in the 20th minute on a goal by Hawar Mulla Mohammed. Ahmed Younis made it 2-0 with a header.
Louai Salah capped the scoring in the second half.
Iraq reached the Asian Cup final in 2007 and scored a 1-0 upset of three-time champion Saudi Arabia.
The victory set off wild rejoicing in Iraq, which at that time was experiencing some of the worst violence of its long war.

A group of Iraqi children left for Austria on Tuesday to receive medical treatment the Iraqi government says it is unable to provide due to crippling trade embargoes in place since the Gulf War.
The 12 children left with a team of 20 Austrian doctors who had arrived on Monday and spoke with Olympic hospital to meet with patients and staff who had arranged the mercy tour.
It's not the first time the hospital has sent sick children abroad for treatment, with patients previously sent to Italy and Turkey for medical assistance.
United Nations trade sanction were placed on Iraq following it's invasion and 7-month-long occupation of Kuwait, from which it was expelled by US-led forces in 1991.
Baghdad says tens of thousands of people died of various diseases in 2001 due to the embargo, 80-thousand of which were children under the age of five.

In an exclusive interview with APTN, General Hossam Mohammed Amin said he saw nothing to justify the criticisms expressed last week by chief U-N inspector Hans Blix and Mohammed ElBaradei, head of the International Atomic Energy Agency.

STORYLINE:
The former United Nations weapons inspector, Scott Ritter, has been giving his reaction to Friday's unanimous Security Council vote to force the disarmament of Iraq.
He accused the United States of just wanting to use the resolution as a trigger for war. He called on President George W. Bush to provide evidence for his claims about Baghdad possessing weapons of mass destruction.
Ritter recently visited Iraq and, in an address to the Iraqi parliament he criticised the United States for looking to change the principle of international law that looks for the peaceful resolution of problems between nations.
He resigned from the UN weapons inspection team four years ago and has since been a strong critic of US policy towards Baghdad.
He has also argued that the former inspection team contained US spies.

President Bush spoke on the importance of diversity, on his desire to see his nominations of Hispanics confirmed by the Senate and on Saddam Hussein.
Hispanic leaders from all sectors of society were present during the gathering as well as representatives from the Bush administration, from the military and from different cultural backgrounds.
President Bush reiterated his determination to see the nomination of Miguel Estrada to the US Appeals Court in the District of Columbia passed by the Senate.
The nomination of Estrada, a private attorney in Washington, DC, has provoked a storm of controversy with critics accusing Bush of trying to pack the courts with right-wing ideologues.
Bush has nominated 126 US Appeals Court and US District Court nominees, and the Senate has confirmed 80: 14 judges to appeals courts and 66 to district courts.
And on Iraq, the Bush administration hopes a strong congressional vote will give it leverage with the UN Security Council.
But despite Bush's call for a quick UN resolution, the five veto-wielding members of the Security Council remained divided on whether to authorise military action if Iraq doesn't comply with UN weapons inspectors.
The United States and Britain have demanded a green light to attack Iraq in case it blocks inspectors again, while France, Russia and China insist that Saddam Hussein should first be given a chance to cooperate.
France has sponsored a rival draft that would give Iraq a chance to cooperate with inspectors, and Bush planned to call French President Jacques Chirac on Wednesday.

The Democratic People's Republic of Korea (DPRK; Chosŏn'gŭl: 조선민주주의인민공화국; Chosŏn Minjujuŭi Inmin Konghwaguk), commonly called North Korea, is a country in East Asia, in the northern half of the Korean Peninsula. Its capital is Pyongyang, the country's largest city by both land area and population. The Amnok River and the Tumen River form the international border between North Korea and China. The Korean peninsula was divided into two occupied zones in 1945, with the northern half of the peninsula occupied by the Soviet Union and the southern half by the United States. A United Nations--supervised election held in 1948 led to the creation of separate Korean governments for the two occupation zones: the Democratic People's Republic of Korea in the north, and the Republic of Korea in the south. The conflicting claims of sovereignty led to the Korean War in 1950. An armistice in 1953 committed both to a cease-fire, but the two countries remain officially at war because a formal peace treaty was never signed.[8] Both states were accepted into the United Nations in 1991.[9]
North Korea's political parties include the Workers' Party of Korea, the Korean Social Democratic Party and the Chondoist Chongu Party; there are also some independent deputies. The three political parties participate in the Democratic Front for the Reunification of the Fatherland led by the Workers' Party of Korea.[10] The government follows the Juche ideology of self-reliance, initiated by the country's first President, Kim Il-sung. After his death, Kim Il-sung was declared the country's Eternal President. Juche became the official state ideology, replacing Marxism--Leninism, when the country adopted a new constitution in 1972.[11][12] In 2009, references to Communism (Chosŏn'gŭl: 공산주의) were removed from the country's constitution.[13]
Education in North Korea is universal and state funded, with a national literacy rate of 99%.[14] The country has a national medical service and claims to offer free healthcare. Conflicting accounts report that patients must pay.[14] Many hospitals lack basic medicine, equipment, running water, and electricity due to economic problems and minimal budget allocation; at approximately 1 dollar per person per year, lower than that of most African countries.[15] Housing and food rations traditionally have been heavily subsidized.[14] The means of production are owned by the state through state-run enterprises and collectivized farms.[14] Food output is one of the lowest worldwide, with the UN estimating 16 million people requiring food aid.[16][17]

A Long Short War: The Postponed Liberation of Iraq is a collection of twenty two articles written by Christopher Hitchens for the online magazine Slate. The articles support the impending American led invasion of Iraq and were written between November 7, 2002 and April 18, 2003. In the preface, Hitchens is typically unapologetic about his pro-invasion stance (a stance which solidified the author's break with the anti-war leadership of modern American left), stating:
"I began from the viewpoint of one who took the side of the Iraqi and Kurdish opposition to Saddam Hussein, who hoped for their victory, and who had come to believe that the chiefest and gravest mistake of Western and especially American statecraft had been to reconfirm Saddam Hussein in power in 1991" (Hitchens, v).
Among the many individuals credited in the introduction are Barham Salih (a member of the Iraqi National Assembly and former prime minister of the Patriotic Union of Kurdistan), Kanan Makiya (author of a number of books, including 1989's best-selling Republic of Fear) and Ahmad Chalabi (former deputy Prime Minister of Iraq).
The essays are constructed in polemical, often vitriolic prose, and heap especial scorn on what Hitchens sees as the sickly masochism of the dovish Left, systematically addressing and dismissing the most popular of the antiwar arguments while tendering ordered expostulations of his own position. Turkey and France were heavily chastised, while a qualified defence of George W. Bush is mounted, in one essay against the charge that the US President merits the appellative "cowboy" and in another that he rushed his nation into war.
"I used to call myself a single-issue voter on the essential question of defending civilization against its terrorist enemies and their totalitarian protectors," wrote Hitchens in 2008, "and on that 'issue' I hope I can continue to expose and oppose any ambiguity."[1]
Hitchens is seen by many as a "liberal hawk" comprising left-leaning commentators who supported the 2003 Invasion of Iraq.[2][3] This informal grouping includes the British writers Nick Cohen, Johann Hari, David Aaronovitch, Norman Geras, Julie Burchill, and the Canadian Michael Ignatieff (see Euston Manifesto).[citation needed] Neoconservatives of the last decade are hesitant to embrace Hitchens as one of their own, in part because of his harsh criticisms of Ronald Reagan[4][5] and his refusal to associate himself as such.[6]

[2] Franks writes, "At the time I was working with… operations staff on air support for Afghan units pushing into the spin mountains around Tora Bora." Id. The Tora Bora fortress was where intelligence placed Bin Laden; December 7, 2001, after bin Laden was sighted near Tora Bora, CIA operative Gary Berntsen, made repeated requests for 800 rangers to block bin Laden's escape but they were refused.[3] Shortly after Christmas, General Franks (having toured Afghanistan shortly before Christmas) was called to Texas to meet President Bush. President Bush briefly asked about Afghanistan--and whether Bin Laden had been killed. General Franks then fully briefed Bush, Rumsfeld, Cheney and the other members of the Cabinet on plans for Desert Storm II, another Iraq invasion, which he had been updating since the end of November. Beginning at his January 29, 2002 State of the Union address, President Bush began publicly focusing attention on Iraq, which he labeled as part of an "axis of evil" allied with terrorists and posing "a grave and growing danger" to U.S. interests through possession of "weapons of mass destruction".[5] In the later half of 2002, Central Intelligence Agency reports requested by the Administration contained assertions that Saddam Hussein was intent on reconstituting nuclear weapons programs, had not properly accounted for Iraqi biological weapons and chemical weapons material in violation of UN sanctions, and that some Iraqi missiles had a range greater than allowed by the UN sanctions.[6] In particular, the CIA drew together an October 1, 2002 National Intelligence Estimate on Iraq's Weapons of Mass Destruction, pulling together the intelligence, estimations, opinions and judgments of 16 different U.S. intelligence services, including dissenting views or challenges to various assertions. Several versions of this report were or have been produced with varying levels of declassification, inclusion of dissenting opinions, and completeness.[7] President Bush received a one-page summary of the National Intelligence Estimate.[8] The question of whether the Bush Administration manipulated or exaggerated the threat and evidence of Iraq's Weapons of Mass Destruction capabilities or attempted to create a tie between Sadaam Hussein and the al Qaeda terrorists who carried out the September 11, 2001 attacks would eventually become a major point of criticism and controversy for the President.
In late 2002 and early 2003, President Bush urged the United Nations to enforce Iraqi disarmament mandates, precipitating a diplomatic crisis. On November 13, 2002, under UN Security Council Resolution 1441, Hans Blix and Mohamed ElBaradei led UN weapons inspectors in Iraq. There was controversy over the efficacy of inspections and lapses in Iraqi compliance. UN inspection teams departed Iraq upon U.S. advisement given four days prior to the U.S. invasion, despite their requests for more time to complete their tasks.[10] The U.S. initially sought a UN Security Council resolution authorizing the use of military force pursuant to Chapter VII of the United Nations Charter.[11] Upon facing vigorous opposition from several nations (primarily Russia and China), however, the U.S. dropped the bid for UN approval and began to prepare for war; Benjamin Ferencz, a former chief prosecutor of the Nuremberg Trials and an anti-American proponent argued that for these actions Bush, with his Administration, could be prosecuted for war crimes. After the September 11, 2001 attacks, the Federal Open Market Committee voted to reduce the federal funds rate from 3.5% to 3.0%.[65] Then, after the accounting scandals of 2002, the Fed dropped the federal funds rate from then current 1.25% to 1.00%.[66] Greenspan stated that this drop in rates would have the effect of leading to a surge in home sales and refinancing, adding that "Besides sustaining the demand for new construction, mortgage markets have also been a powerful stabilizing force over the past two years of economic distress by facilitating the extraction of some of the equity that homeowners have built up over the years".[66]
According to some, however, Greenspan's policies of adjusting interest rates to historic lows contributed to a housing bubble in the United States.[67] The Federal Reserve acknowledged the connection between lower interest rates, higher home values, and the increased liquidity the higher home values bring to the overall economy: "Like other asset prices, house prices are influenced by interest rates, and in some countries, the housing market is a key channel of monetary policy transmission".[68]
In a February 2004 speech,[69] Greenspan suggested that more homeowners should consider taking out adjustable-rate mortgages (ARMs) where the interest rate adjusts itself to the current interest in the market.[70] The Fed own funds rate was at a then all-time-low of 1%. A few months after his recommendation, Greenspan began raising interest rates, in a series of rate hikes that would bring the funds rate to 5.25% about two years later.[71] A triggering factor in the 2007 subprime mortgage financial crisis is believed to be the many subprime ARMs that reset at much higher interest rates than what the borrower paid during the first few years of the mortgage.
In 2008, Greenspan expressed great frustration that the speech he made on February 23, 2004, was used to criticize him on ARMs and the subprime mortgage crisis, and stated that he had made countervailing comments eight days after it that praised traditional fixed-rate mortgages.[72] In that speech, Greenspan had suggested that lenders should offer to home purchasers a greater variety of "mortgage product alternatives" other than traditional fixed-rate mortgages.[69] Greenspan also praised the rise of the subprime mortgage industry and its tools for assessing credit-worthiness:
Innovation has brought about a multitude of new products, such as subprime loans and niche credit programs for immigrants. Such developments are representative of the market responses that have driven the financial services industry throughout the history of our country ... With these advances in technology, lenders have taken advantage of credit-scoring models and other techniques for efficiently extending credit to a broader spectrum of consumers. ... Where once more-marginal applicants would simply have been denied credit, lenders are now able to quite efficiently judge the risk posed by individual applicants and to price that risk appropriately. These improvements have led to rapid growth in subprime mortgage lending; indeed, today subprime mortgages account for roughly 10 percent of the number of all mortgages outstanding, up from just 1 or 2 percent in the early 1990s.[73]
The subprime mortgage industry collapsed in March 2007, with many of the largest lenders filing for bankruptcy protection in the face of spiraling foreclosure rates. For these reasons, Greenspan has been criticized for his role in the rise of the housing bubble and the subsequent problems in the mortgage industry, as well as "engineering" the housing bubble itself.
