The systems commands, abbreviated as SysCom or SYSCOM, are the materiel agencies of the United States Department of the Navy, responsible for the design, construction, and maintenance of military systems such as ships, aircraft, and weapons. The systems commands replaced the Navy bureau system in 1966 and report to The current Navy systems commands reporting to the Assistant Secretary of the Navy for Research, Development and Acquisition (ASN RD&A). The current Navy systems commands are:
f the systems commands provides full life-cycle support for a specific category of military hardware or software, including research and development, design, procurement, testing, repair, and in-service engineering and logistics support. NAVSEA is concerned with ships and submarines, NAVAIR naval aircraft, SPAWAR information technology, NAVFAC shore facilities, NAVSUP supply chain management, and MCSC the specific equipment of the Marine Corps.
The Naval Sea Systems Command (NAVSEA) is the largest of the United States Navy's five "systems commands," or materiel (not to be confused with "material") organizations. NAVSEA consists of four shipyards, nine "warfare centers" (two undersea and seven surface), four major shipbuilding locations and the NAVSEA headquarters, located at the Washington Navy Yard, in Washington D.C.
NAVSEA's primary objective is to engineer, build and support the U.S. Navy's fleet of ships and its combat systems. NAVSEA accounts for one quarter of the Navy's entire budget, with more than 150 acquisition programs under its oversight.

The Naval Sea Systems Command was established on 1 July 1974 with the merger of the Naval Ship Systems Command with the Naval Ordnance Systems Command. The Naval Ship Systems Command was established in 1966 replacing the Navy's Bureau of Ships (BuShips). Established in 1940, BuShips succeeded the Bureau of Construction and Repair, which had been responsible for ship design and construction, and the Bureau of Engineering, which had been responsible for propulsion systems.
Marines, also known as a marine corps and naval infantry, are an infantry force that specializes in the support of naval and army operations on land and at sea, as well as the execution of their own operations. In the majority of countries, the marine force is part of the navy, but it can also be under the army like the Troupes de marine (French Marines) and Givati Brigade (Israeli Marines), or form an independent armed service branch like the United States Marine Corps and Royal Marines.
Historically, tasks undertaken by marines have included providing protection from war while at sea, reflecting the pressed nature of the ships' company and the risk of mutiny. Other tasks would include boarding of vessels during combat or capture of prize ships and providing manpower for raiding ashore in support of the naval objectives.
With the industrialization of warfare in the 20th century the scale of landing operations increased; this brought with it an increased likelihood of opposition and a need for co-ordination of various military elements. Marine forces evolved to specialize in the skills and capabilities required for amphibious warfare.
The Black Sea is a sea between Southeastern Europe and Western Asia. It is bounded by Europe, Anatolia and the Caucasus, and drains through the Mediterranean into the Atlantic Ocean, via the Aegean Sea and various straits. The Bosphorus Strait connects it to the Sea of Marmara, and the Strait of the Dardanelles connects that sea to the Aegean Sea region of the Mediterranean. These waters separate eastern Europe and western Asia. The Black Sea is also connected to the Sea of Azov by the Strait of Kerch.
The Black Sea has an area of 436,400 km2 (168,500 sq mi) (not including the Sea of Azov), a maximum depth of 2,212 m (7,257 ft), and a volume of 547,000 km3 (131,000 cu mi). The Black Sea forms in an east-west trending elliptical depression which lies between Bulgaria, Georgia, Romania, Russia, Turkey, and Ukraine. It is constrained by the Pontic Mountains to the south and by the Caucasus Mountains to the east, and features a wide shelf to the northwest. The longest east-west extent is about 1,175 km (730 mi).
The Small Business Innovation Research (or SBIR) program is a United States Government program, coordinated by the Small Business Administration, intended to help certain small businesses conduct research and development (R&D). Funding takes the form of contracts or grants. The recipient projects must have the potential for commercialization and must meet specific U.S. Government R&D needs.
The SBIR program was created to support scientific excellence and technological innovation through the investment of federal research funds in critical American priorities to build a strong national economy ... one business at a time. In the words of program founder Roland Tibbetts: "to provide funding for some of the best early-stage innovation ideas -- ideas that, however promising, are still too high risk for private investors, including venture capital firms." For the purposes of the SBIR program, the term "small business" is defined as a for-profit business with fewer than 500 employees, owned by one or more individuals who are citizens of, or permanent resident aliens in, the United States of America.
