An Islamic state (Arabic: الدولة الإسلامية, al-dawla al-islamiyya) is a type of government, in which the primary basis for government is Islamic religious law. From the early years of Islam, numerous governments have been founded as "Islamic", beginning most notably with the Caliphate established by Mohammad himself and including subsequent governments ruled under the direction of a caliph (meaning, "successor" to the prophet Mohammad).
However, the term "Islamic state" has taken on a more specific modern connotation since the 20th century. The concept of the modern Islamic state has been articulated and promoted by ideologues such as Abul Ala Maududi, Ayatollah Ruhallah Khomeini, and Sayyid Qutb. Like the earlier notion of the caliphate, the modern Islamic state is rooted in Islamic law. It is modeled after the rule of Mohammad. However, unlike caliph-led governments which were imperial despotisms or monarchies (Arabic: "mulk"), a modern Islamic state can incorporate modern political institutions such as elections, parliamentary rule, judicial review, and popular sovereignty.

The Islamic State, a hardline Sunni jihadist group that formerly had ties to al Qaeda, has conquered large swathes of Iraq and Syria. Previously known as the Islamic State of Iraq and Syria (ISIS), the group has announced its intention to reestablish the caliphate and has declared its leader, the shadowy Abu Bakr al-Baghdadi, as the caliph.
The lightning advances the Islamic State made across Syria and Iraq in June shocked the world. But it's not just the group's military victories that have garnered attention — it's also the pace with which its members have begun to carve out a viable state.
Flush with cash and US weapons seized during its advances in Iraq, the Islamic State's expansion shows no sign of slowing down. In the first week of August alone, Islamic State fighters have taken over new areas in northern Iraq, encroaching on Kurdish territory and sending Christians and other minorities fleeing as reports of massacres emerged.

The Girls Who Fled To Syria: Groomed By The Islamic State
In February 2015, three teenage schoolgirls left the comfort of their homes in East London and traveled to Syria to join the self-styled Islamic State (IS). Around 60 women and girls are thought to have made the same journey from Britain.
The story of their disappearance dominated the UK press for weeks and the blame game inevitably began to hunt out whose fault it was. When the families of Amira Abase, Shamima Begum, and Kadiza Sultana found out that the police had been interviewing the trio about another girl from their school who had already joined IS, the case was picked up for investigation by the government. But soon certain sections of the press would turn on the families themselves.
VICE News gained intimate access to the father of one girl, Amira, and joined him as he dealt with the press and parliament to find out what it's like for those left behind by the tragic choices of their loved ones.

Last summer, the group known as the Islamic State of Iraq and Syria (ISIS) swept from Syria into northern Iraq, routing Iraqi security forces and seizing the city of Mosul. Soon afterward, the group declared the establishment of a dubious "caliphate" in the area it controls and rebranded itself the Islamic State. With Iraq's army weakened and radical militants advancing on Baghdad, the country's Iran-backed Shia militias — which have their own history of sectarian abuses — fought back, halting the Islamic State's progress.
The militias have successfully combated Islamic State fighters on the ground with the assistance of air strikes from a US-led military coalition. But their growing influence within Iraq's government amid accusations that they have harmed Sunnis in areas that they control has led many to fear that the militias threaten the country's fragile sectarian and political balance.
VICE News traveled to Iraq in December to witness firsthand how Shia militias are taking the fight to the Islamic State, and to document the fallout of their controversial rise to power.

Night Operation Against the Islamic State: The Battle for Rojava (Dispatch 2)
The northeastern city of Hasakah is one of the most ethnically and culturally diverse in Syria. Its population of Kurds, Sunni Arabs, and Christians was until recently politically divided between equal zones of Kurdish and Assad regime control. Immediately following the fall of the strategic border town of Tal Abyad from Islamic State (IS) fighters to Kurdish YPG forces in June, however, IS hit back with a sudden shock offensive on the regime-held half of Hasakah, causing regime forces to crumble in a matter of days.
As the Syrian army and loyalist militias relinquished control to IS, the YPG entered the battle, first encircling IS positions and then launching a ground offensive supported by pounding coalition airstrikes. Despite IS using their elite forces in the offensive, the combination of airstrikes and YPG ground troops proved too much and IS fled its recent gains in the city, leaving behind only ruined buildings and mangled bodies.
VICE News followed a YPG detachment on a night operation, providing support from Hasakah's Red Villas district to advancing Kurdish forces against IS fighters trying to defend the strategic al-Zuhor neighborhood, under waves of constant airstrikes from both the coalition and the Syrian regime's air force.

Canadian authorities have reported that at least 130 citizens are involved extremist activities abroad, with 30 in Syria alone. In Calgary, five youths who attended the 8th & 8th Musallah mosque are known to have joined the Islamic State, leading the Canadian media to emphatically label Calgary a hotbed of terrorism.
In response to two so-called "lone wolf" attacks last year, Canada’s Conservative government introduced controversial anti-terrorism legislation, which some fear will only further marginalizethe country’s Muslim population. The Islamic State, a hardline Sunni jihadist group that formerly had ties to al Qaeda, has conquered large swathes of Iraq and Syria. Previously known as the Islamic State of Iraq and Syria (ISIS), the group has announced their intention to reestablish the caliphate and declared their leader, the shadowy Abu Bakr al-Baghdadi, as the caliph.
Flush with cash and US weapons seized during recent advances in Iraq, the Islamic State’s expansion shows no sign of slowing down. In the first week of August alone, Islamic State fighters have taken over new areas in northern Iraq, encroaching on Kurdish territory and sending Christians and other minorities fleeing as reports of massacres emerged.
Elsewhere in territory it has held for some time, the Islamic State has gone about consolidating power and setting up a government dictated by Sharia law. While the world may not recognize the Islamic State, in the Syrian city of Raqqa, the group is already in the process of building a functioning regime.
VICE News reporter Medyan Dairieh spent three weeks embedded with the Islamic State, gaining unprecedented access to the group in Iraq and Syria as the first and only journalist to document its inner workings. In part one, Dairieh heads to the frontline in Raqqa, where Islamic State fighters are laying siege to the Syrian Army’s division 17 base.

Pushing Back the Islamic State: The Battle for Rojava (Dispatch 1)
The northeastern city of Hasakah is one of the most ethnically and culturally diverse in Syria. Its population of Kurds, Sunni Arabs, and Christians was until recently politically divided between equal zones of Kurdish and Assad regime control. Immediately following the fall of the strategic border town of Tal Abyad from Islamic State (IS) fighters to Kurdish YPG forces in June, however, IS hit back with a sudden shock offensive on the regime-held half of Hasakah, causing regime forces to crumble in a matter of days.
As the Syrian army and loyalist militias relinquished control to IS, the YPG entered the battle, first encircling IS positions and then launching a ground offensive supported by pounding coalition airstrikes. Despite IS using their elite forces in the offensive, the combination of airstrikes and YPG ground troops proved too much and IS fled its recent gains in the city, leaving behind only ruined buildings and mangled bodies.
For the first time, the YPG now finds itself in almost total control of Hasakah, with the regime squeezed into the central government district and IS cornered in the city's southern outskirts. VICE News secured exclusive access to YPG fighters as they cleared southern Hasakah of Islamic State militants.

A year after the Islamic State's lightning conquest of Iraq's second city of Mosul, the poorly-trained and equipped Kurdish peshmerga forces are the international coalition's only reliable boots on the ground in northern Iraq.
The Pentagon's hopes of recapturing the city by spring 2015 have been dashed by the military failures of the Iraqi Army further south, leaving the peshmerga to defend a 600-mile long frontline almost encircling Mosul, fending off constant Islamic State (IS) assaults with insufficient supplies of ammunition and modern weapons.
When the peshmerga captured Iraq's strategic junction of Keske in January 2015, they cut the main IS supply line between their strongholds of Mosul and Raqqa.
In the conclusion to our three-part series, VICE News follows legendary peshmerga colonel Abu Rish as he defends a vital base overlooking the junction from against any potential IS counterattack.

ISIS execution: Two men shot in the head as Islamic State threatens Europe - TomoNews
PALMYRA, SYRIA — Video of a gruesome execution surfaced on the web Wednesday showing ISIS militants executing two men by shooting them in the head.
The almost five-minute and 30 seconds long video shows Austrian fighter Mohamed Mahmoud and a German-speaking militant calling on muslims in their home nations to join them in the Islamic state or to cause chaos where they live.
They also threaten vengeance against German Chancellor Angela Merkel for shipping arms to rebels in the region.
During the final seconds of the clip, the militants approach the hostages from behind and fire multiple shots at their heads, instantly killing them.
The video was released by Mandate of Homs, a media wing of the Islamic State.

Two of them were reportedly detained when they returned from Dubai to Thiruvananthapuram. Facebook catches vulnerable users trying to contact ISIS

Young people at risk of being radicalized online have been identified by a Facebook scanning tool and put in contact with reformed extremists in an attempt to stop them travelling to join Islamic State (IS, formerly ISIS/ISIL).
The tool was used by researchers from the Institute for Strategic Dialogue (ISD), who tracked down individuals at risk of leaving the country and put them in touch with former extremists. These people send messages offering support and personal accounts of their experiences.
A report on the pilot scheme, seen by the Times, displayed the methods used by counter-terror organizations to disrupt the extremist narrative online.
During the pilot scheme, which took place earlier in 2015, the organization was able to locate individuals who were thought to be planning to travel to join the extremist group in Iraq and Syria and passed on their details to police.
Software used by the ISD trawled the social networking site for people “falling into the orbit” of extremism. It examined how often they posted radical ideas and how regularly they engaged in jihadist circles.
It also looked at the types of pages the user “liked” as well as the groups they had joined.
Senior Program Manager at the ISD, Zahed Amanullah, told the newspaper that Western countries were currently losing the digital war against Islamic State.
“If [British radical preacher] Anjem Choudary is allowed to say what he says in the mainstream media, imagine what people can do online,” he said. “ISIS uses the best technology. They understand the psychology of propaganda. We’re not doing the same.
“People who went to join ISIS in the early days might have been naive. Now everyone knows what they’re up to and people are still going. It just shows you the depths of the problem. People are still convinced by the propaganda.
“Our research into how people become deradicalized suggests that often an extremist will have a seed of doubt put in their head by someone they trust, and then that seed grows.”
The ISD also suggested the software could be put to good use on other social networking sites such as Twitter.
They have also collaborated with Google to modify the search results for people attempting to flee to Syria and present them with counter-extremist videos.
Any users trying to search key phrases such as “join ISIS in Syria,” for example, would be directed to a video made by a former extremist which criticizes the terrorist group.
According to figures from the ISD, more than 50,000 individuals who had shown an interest in the extremist group had watched the video, during one six-week period.

The French president said last week that Paris was considering air strikes in Syria, given the expansion of the Islamic State group's control over Syrian territory over the past year and the threat the militants pose to French interests at home and abroad.
But he ruled out sending ground forces to Syria, calling such a move “ineffective and unrealistic”.
Foreign Minister Laurent Fabius announced last week that France had carried out its first surveillance flights over Syrian territory to prepare for possible strikes on Islamic State group jihadists.
"These surveillance flights will determine what action can be taken when the time comes," Fabius told reporters on September 8.
The reconnaissance flights were carried out by two of France’s Rafale fighter jets equipped with photo and video cameras, a French military source told the AFP news agency.

The Kerala police have detained four suspected supporters of Islamic State or Isis in Thiruvananthapuram and Kozhikode in Kerala.
Two of them were reportedly detained when they returned from Dubai to Thiruvananthapuram. Kerala special branch police and intelligence bureau are reportedly interrogating the duo for alleged connections with the Isis. The incident comes just days after the the United Arab Emirates (UAE) deported two Indians to Kochi in Kerala on suspicion that they were radicalised by the Islamic State and were sympathisers of the jihadist group.
However, the Intelligence Bureau had allowed them to return to their home after questioning them.

To understand the Middle East, a region riven by conflict, you need an expert "geopolitician" to explain the chessboard -- for example, in finding the balance to our interest in defeating the
Islamic State with our interest in preventing Iran from becoming a nuclear weapons state or in exercising hegemony over the region. Few analysts are better able to explain the sources of conflict or their potential resolution in their larger historical, cultural, and geographical contexts than Adam Garfinkle.
In this year of our 60th anniversary, we take special note of those, like Adam, who got their start in this field at the Foreign Policy Research Institute. Adam went on to serve on the staff of the US National Security Commission/21st Century, then as principal speechwriter to the Secretary of State (Colin Powell). He has also been editor of The National Interest magazine and is now editor of The American Interest magazine, both significant sources of analysis and understanding of American foreign policy choices today. He received his Ph.D. in international relations from the University of Pennsylvania and serves on FPRI's Board of Advisors.

The Islamic State, a hardline Sunni jihadist group that formerly had ties to al Qaeda, has conquered large swathes of Iraq and Syria. The lightning advances the Islamic State made across Syria and Iraq in June shocked the world. But it's not just the group's military victories that have garnered attention — it's also the pace with which its members have begun to carve out a viable state.
Flush with cash and US weapons seized during its advances in Iraq, the Islamic State's expansion shows no sign of slowing down. The Pentagon's hopes of recapturing the city by spring 2015 have been dashed by the military failures of the Iraqi Army further south, leaving the peshmerga to defend a 600-mile long frontline almost encircling Mosul, fending off constant Islamic State assaults with insufficient supplies of ammunition and modern weapons.

In February 2015, three teenage schoolgirls left the comfort of their homes in East London and traveled to Syria to join the self-styled Islamic State (IS). Around 60 women and girls are thought to have made the same journey from Britain.
The story of their disappearance dominated the UK press for weeks and the blame game inevitably began to hunt out whose fault it was. When the families of Amira Abase, Shamima Begum, and Kadiza Sultana found out that the police had been interviewing the trio about another girl from their school who had already joined IS, the case was picked up for investigation by the government. But soon certain sections of the press would turn on the families themselves.
VICE News gained intimate access to the father of one girl, Amira, and joined him as he dealt with the press and parliament to find out what it's like for those left behind by the tragic choices of their loved ones.

Last summer, the group known as the Islamic State of Iraq and Syria (ISIS) swept from Syria into northern Iraq, routing Iraqi security forces and seizing the city of Mosul. Soon afterward, the group declared the establishment of a dubious "caliphate" in the area it controls and rebranded itself the Islamic State. With Iraq's army weakened and radical militants advancing on Baghdad, the country's Iran-backed Shia militias — which have their own history of sectarian abuses — fought back, halting the Islamic State's progress.
The militias have successfully combated Islamic State fighters on the ground with the assistance of air strikes from a US-led military coalition. But their growing influence within Iraq's government amid accusations that they have harmed Sunnis in areas that they control has led many to fear that the militias threaten the country's fragile sectarian and political balance.
VICE News traveled to Iraq in December to witness firsthand how Shia militias are taking the fight to the Islamic State, and to document the fallout of their controversial rise to power.

The brutal beheadings of Japanese nationals Kenji Goto and Haruna Yukawa by the Islamic State in January have shocked the island nation and lent momentum to an effort to expand the limitations imposed on its constitution and military after its defeat by the United States in World War II.
Leftists in Japan fear that the incident will encourage a departure from the country's pacifist constitution, whose Article 9 states that "the Japanese people forever renounce… the threat or use of force as a means of settling international disputes." Right-wingers, meanwhile, see an opportunity to allow Japan to assert itself as a truly sovereign state.
VICE News reports from Japan as its prime minister and right wing are pushing for re-militarization of the pacifist nation, amid protests from the left who staunchly oppose any changes to Article 9 of the constitution.

The northeastern city of Hasakah is one of the most ethnically and culturally diverse in Syria. Its population of Kurds, Sunni Arabs, and Christians was until recently politically divided between equal zones of Kurdish and Assad regime control. Immediately following the fall of the strategic border town of Tal Abyad from Islamic State (IS) fighters to Kurdish YPG forces in June, however, IS hit back with a sudden shock offensive on the regime-held half of Hasakah, causing regime forces to crumble in a matter of days.
As the Syrian army and loyalist militias relinquished control to IS, the YPG entered the battle, first encircling IS positions and then launching a ground offensive supported by pounding coalition airstrikes. Despite IS using their elite forces in the offensive, the combination of airstrikes and YPG ground troops proved too much and IS fled its recent gains in the city, leaving behind only ruined buildings and mangled bodies.
VICE News followed a YPG detachment on a night operation, providing support from Hasakah's Red Villas district to advancing Kurdish forces against IS fighters trying to defend the strategic al-Zuhor neighborhood, under waves of constant airstrikes from both the coalition and the Syrian regime's air force.

Islamic State stands with al-Qaeda as one of the most dangerous jihadist groups, after its gains in Syria and Iraq.
Under its former name Islamic State in Iraq and the Levant (Isis), it was formed in April 2013, growing out of al-Qaeda in Iraq (AQI).
It has since been disavowed by al-Qaeda, but has become one of the main jihadist groups fighting government forces in Syria and Iraq.
Its precise size is unclear but it is thought to include thousands of fighters, including many foreign jihadists.
The organisation is led by Abu Bakr al-Baghdadi. Little is known about him, but it is believed he was born in Samarra, north of Baghdad, in 1971 and joined the insurgency that erupted in Iraq soon after the 2003 US-led invasion.
In 2010 he emerged as the leader of al-Qaeda in Iraq, one of the groups that later became Isis.
The group has seen considerable military success. In March 2013, it took over the Syrian city of Raqqa - the first provincial capital to fall under rebel control.In January 2014, it capitalised on growing tension between Iraq's Sunni minority and Shia-led government by taking control of the predominantly Sunni city of Fallujah, in the western province of Anbar.

Young people at risk of being radicalized online have been identified by a Facebook scanning tool and put in contact with reformed extremists in an attempt to stop them travelling to join Islamic State (IS, formerly ISIS/ISIL).
The tool was used by researchers from the Institute for Strategic Dialogue (ISD), who tracked down individuals at risk of leaving the country and put them in touch with former extremists. These people send messages offering support and personal accounts of their experiences.
A report on the pilot scheme, seen by the Times, displayed the methods used by counter-terror organizations to disrupt the extremist narrative online.
During the pilot scheme, which took place earlier in 2015, the organization was able to locate individuals who were thought to be planning to travel to join the extremist group in Iraq and Syria and passed on their details to police.
Software used by the ISD trawled the social networking site for people “falling into the orbit” of extremism. It examined how often they posted radical ideas and how regularly they engaged in jihadist circles.
It also looked at the types of pages the user “liked” as well as the groups they had joined.
Senior Program Manager at the ISD, Zahed Amanullah, told the newspaper that Western countries were currently losing the digital war against Islamic State.
“If [British radical preacher] Anjem Choudary is allowed to say what he says in the mainstream media, imagine what people can do online,” he said. “ISIS uses the best technology. They understand the psychology of propaganda. We’re not doing the same.
“People who went to join ISIS in the early days might have been naive. Now everyone knows what they’re up to and people are still going. It just shows you the depths of the problem. People are still convinced by the propaganda.
“Our research into how people become deradicalized suggests that often an extremist will have a seed of doubt put in their head by someone they trust, and then that seed grows.”
The ISD also suggested the software could be put to good use on other social networking sites such as Twitter.
They have also collaborated with Google to modify the search results for people attempting to flee to Syria and present them with counter-extremist videos.
Any users trying to search key phrases such as “join ISIS in Syria,” for example, would be directed to a video made by a former extremist which criticizes the terrorist group.
According to figures from the ISD, more than 50,000 individuals who had shown an interest in the extremist group had watched the video, during one six-week period.

China's Foreign Ministry has said that the Chinese national, reportedly being held hostage by the Islamic State group, matches the characteristics of one who has gone overseas. The ministry's spokesman, Hong Lei said China has mobilised the emergency mechanisms to handle the case. He added that Beijing reiterates its firm opposition to any violence against innocent civilians.
ISIL claimed on Wednesday that its fighters had captured a Chinese consultant and a Norwegian national. The group released the report on its online magazine, giving no details about where or when the two hostages were captured, or where they are being held. The group asked for an unspecified ransom for their release.

The Foreign Ministry says a Chinese national reported as being held hostage by Islamic State insurgents matches the "characteristics" of a Chinese citizen who has gone overseas.
Foreign Ministry spokesman Hong Lei told a regular briefing in Beijing that the government had initiated an "emergency response" on this issue.
"After initial verification of the relevant media reports of the two hostages, one of them matches the characteristics of a Chinese citizen who has gone missing overseas. After finding out about the incident in question, the relevant Chinese departments have instigated emergency support and begun related works," Hong Lei said.

To understand the Middle East, a region riven by conflict, you need an expert "geopolitician" to explain the chessboard -- for example, in finding the balance to our interest in defeating the
Islamic State with our interest in preventing Iran from becoming a nuclear weapons state or in exercising hegemony over the region. Few analysts are better able to explain the sources of conflict or their potential resolution in their larger historical, cultural, and geographical contexts than Adam Garfinkle.
In this year of our 60th anniversary, we take special note of those, like Adam, who got their start in this field at the Foreign Policy Research Institute. Adam went on to serve on the staff of the US National Security Commission/21st Century, then as principal speechwriter to the Secretary of State (Colin Powell). He has also been editor of The National Interest magazine and is now editor of The American Interest magazine, both significant sources of analysis and understanding of American foreign policy choices today. He received his Ph.D. in international relations from the University of Pennsylvania and serves on FPRI's Board of Advisors.
