Lobbying (also lobby) is the act of attempting to influence decisions made by officials in the government, most often legislators or members of regulatory agencies. Lobbying is done by many different types of people and organized groups, including individuals in the private sector, corporations, fellow legislators or government officials, or advocacy groups (interest groups). Lobbyists may be among a legislator's constituents, meaning a voter or bloc of voters within his or her electoral district, or not; they may engage in lobbying as a business, or not. Professional lobbyists are people whose business is trying to influence legislation on behalf of a group or individual who hires them. Individuals and nonprofit organizations can also lobby as an act of volunteering or as a small part of their normal job (for instance, a CEO meeting with a representative about a project important to his/her company, or an activist meeting with his/her legislator in an unpaid capacity). Governments often define and regulate organized group lobbying that has become influential.

From 1994 to 2001 he was a top lobbyist for the firm of Preston Gates & Ellis, and then for Greenberg Traurig until March 2004.
After a guilty plea in the Indian lobbying scandal and his dealings with SunCruz Casinos in January 2006, he was sentenced to six years in federal prison for mail fraud, conspiracy to bribe public officials, and tax evasion. He served 43 months before being released on December 3, 2010. After his release from prison, he wrote the autobiographical book Capitol Punishment: The Hard Truth About Corruption From America's Most Notorious Lobbyist which was published in November 2011.
Abramoff's lobbying and the surrounding scandals and investigation are the subject of two 2010 films: the documentary Casino Jack and the United States of Money, released in May 2010, and the feature film Casino Jack, released on December 17, 2010, starring Kevin Spacey as Abramoff.
Abramoff spent 10 years in Hollywood. He wrote and produced, with his brother Robert, the 1989 film Red Scorpion. The film had a $16 million budget and starred Dolph Lundgren playing the Spetsnaz-like Soviet commando Nikolai, sent by the USSR to assassinate an African revolutionary in a country similar to Angola. Nikolai sees the evil of the Soviets and changes sides, becoming a freedom fighter for the African side. The two Abramoff would also produced its 1994 sequel Red Scorpion 2.
The South African government financed the film via the International Freedom Foundation, a front-group chaired by Abramoff, as part of its efforts to undermine international sympathy for the African National Congress. The filming location was in South-West Africa (now Namibia).
On April 27, 1998, Abramoff wrote a letter to the editor of The Seattle Times rebutting an article critical of him and his alleged role as effectively a Public Relations puppet of the then-apartheid South African military. Abramoff rebutted: "The IFF was a conservative group which I headed. It was vigorously anti-Communist, but it was also actively anti-apartheid. In 1987, it was one of the first conservative groups to call for the release of Nelson Mandela, a position for which it was roundly criticized by other conservatives at the time. While I headed the IFF, we accepted funding only from private individuals and corporations and would have absolutely rejected any offer of South African military funding, or any other kind of funding from any government — good or evil."
During this period in South Africa, Abramoff first met South African--born rabbi David Lapin, who would become his religious advisor, and Lapin's brother and fellow rabbi Daniel Lapin, who allegedly introduced Abramoff to Congressman Tom DeLay (R-TX) at a Washington, DC dinner shortly after the Republican takeover of Congress in 1994. Lapin later claimed that he did not recall the introduction.
In November 2011 the book Capitol Punishment: The Hard Truth About Corruption From America's Most Notorious Lobbyist Abramoff wrote after he was released from prison was published. The 300-page memoir is an account of his life in Washington as a lobbyist. In its last chapter, titled "Path to Reform", Abramoff portrays himself as someone who supports genuine reform and lists a number of proposals to eliminate bribery of government officials, such as barring members of Congress and their aides for life from becoming lobbyists.
Abramoff has become a critic of the lobbying industry and has appeared on radio and television, "trying ... to redeem and rebrand himself". He has a Facebook page and game app called "Congressional Jack", and a feature film in the works about the lobbying milieu. He plans to charge for giving talks about corruption in Washington, and has briefed F.B.I. agents on the nature of corruption. He has joined the United Republic anticorruption nonprofit organization and has started in February 2012 as one of the lead bloggers at United Republic′s newly launched Republic Report, described as "an anti-corruption blog focusing on how self-interested dollars are warping the public-interest responsibilities of America's democratic institutions" by the Huffington Post.

In the 2006 election cycle, oil and gas companies contributed over $19 million to political campaigns. 82% of that money went to Republican candidates, while the remaining 18% went to Democrats. In 2004, oil and gas companies contributed over $25 million to political campaigns, donating 80% of that money to Republicans. In the 2000 elections, over $34 million was contributed, with 78% of that money going to Republicans. Electric utilities also heavily favor Republicans; their contributions have recently ranged between $15–20 million.[3][4] From 2003-2006, the energy lobby also contributed $58.3 million to state-level campaigns. By comparison, alternative energy interests contributed around half a million dollars in the same time period. During the United States elections in 2012 which includes the presidential election there was much spending by the lobbies.
Various scandals involving prominent politicians have drawn attention to the close links between the energy lobby and the U.S. government, particularly the influence wielded by the energy lobby in the Bush administration. In June 2005, documents emerged that revealed that the Bush administration had consulted Exxon regarding its stance on the Kyoto protocol. According to The Guardian, "In briefing papers given before meetings to the U.S. Under Secretary of State for Democracy and Global Affairs, Paula Dobriansky, between 2001 and 2004, the administration is found thanking Exxon executives for the company's ‘active involvement’ in helping to determine climate change policy, and also seeking its advice on what climate change policies the company might find acceptable."[10] In November 2005, documents revealed that Vice President Dick Cheney’s Energy Task Force met with executives from large oil companies, although chief executives of those companies denied involvement before the Senate Energy and Commerce committees. Environmentalists were not allowed access to the Energy Task Force’s activities, which was responsible for developing a national energy policy.[11][12] Oil companies also participated with Dick Cheneys task force in a discussion of Iraqi oilfields, refineries and other energy infrastructure, and two charts detailing Iraqi oil and gas projects, and “Foreign Suitors for Iraqi Oilfield Contracts.” The documents are dated two years before the Invasion of Iraq, and six months before the September 11 attacks (9/11).
The energy lobby has a history of conflict with international interests and democratic global governance. According to the International Sustainable Energy Organization for Renewable Energy and Energy Efficiency the second World Climate Conference "was sabotaged by the USA and oil lobbies"[15] whereupon UNISEO proceeded to set up a Global Energy Charter "which protects life, health, climate and the biosphere from emissions." According to the organization, these same "reactionary energy lobby groups tried to boycott this Charter with the help from oil- and coal-producing nations and succeeded to keep energy out of the Rio Conference on Environment & Development (Earth Summit) in 1992, to continue this game in all Climate Conferences in Berlin, Kyoto, The Hague and Marrakech, where the USA boycotted the Kyoto protocol and still ignores the Charter."[15]

According to the International Sustainable Energy Organization for Renewable Energy and Energy Efficiency the second World Climate Conference "was sabotaged by the USA and oil lobbies"[15] whereupon UNISEO proceeded to set up a Global Energy Charter "which protects life, health, climate and the biosphere from emissions." According to the organization, these same "reactionary energy lobby groups tried to boycott this Charter with the help from oil- and coal-producing nations and succeeded to keep energy out of the Rio Conference on Environment & Development (Earth Summit) in 1992, to continue this game in all Climate Conferences in Berlin, Kyoto, The Hague and Marrakech, where the USA boycotted the Kyoto protocol and still ignores the Charter."[15]

How Lobbying Works in Government: Jack Abramoff on Law School, Money, Gifts, Travel, Finance (2011) On January 8, 2001, Abramoff left Preston Gates to join the Government Relations division of the Washington, D.C. law firm Greenberg Traurig, which once described him as directly involved in the Republican party and conservative movement leadership structures and one of the leading fund raisers for the party and its congressional candidates.[45] With the move to Greenberg Traurig, Abramoff took as much as $6 million worth of client business from his old firm, including the Marianas Islands account. At Greenberg Traurig, Abramoff recruited a team of lobbyists known familiarly as Team Abramoff. The team included many of his former employees from Preston Gates and former senior staffers of members of Congress. Around the time he joined Greenberg Traurig, Abramoff's choice of lobbying clients changed to focus much more on Native American tribes. While Abramoff was a registered lobbyist for 51 clients while working at Preston Gates, with only four being tribes, Abramoff would eventually represent 24 clients for whom he was registered lobbyist at Greenberg Traurig, of which seven were tribes. Former White House Deputy Counsel Timothy Flanigan left his job in December 2002 to work as General Counsel for Corporate and International Law at Tyco International. He immediately hired Abramoff to lobby Congress and the White House on matters relating to Tyco's Bermuda tax-exempt status.[46] Flanigan stated to the Senate Judiciary Committee that Abramoff bragged that he could help Tyco avoid tax liability aimed at offshore companies because he had good relationships with members of Congress.[47] Tyco Inc. claimed in August 2005 that Abramoff had been paid $1.7 million for astroturfing, or the creation of a fake grassroots campaign to oppose proposals to penalize US corporations registered abroad for tax reasons. The work allegedly was never performed, and most of the fee Tyco paid Abramoff to lobby against the legislation was diverted to entities controlled by Mr. Abramoff. Abramoff's team represented the government of Malaysia, and worked toward improving Malaysian relations with the United States, particularly with trade relations.[48] Abramoff also met with the government of Sudan, offering a plan to deflect criticism from American Christian groups over the regime's alleged role in the Darfur conflict. Abramoff promised to enlist Reed to assist, as well as starting a grassroots campaign to improve the image of Sudan in America. Abramoff maintained four skyboxes at major sports arenas for political entertaining at a cost of over $1 million a year. Abramoff hosted many fundraisers at these skyboxes including events for politicians publicly opposed to gambling, such as John Doolittle.[53] Then Senate Finance Committee Ranking Member and current Chairman Max Baucus returned $18,892 in contributions that his office found to be connected to Abramoff. Included in the returned donations was an estimated $1,892 that was never reported for Baucus' use of Abramoff's skybox at a professional sports arena and concert venue in downtown Washington in 2001.[54] Abramoff also was co-owner of Signatures Restaurant, a high-end Washington establishment which he used to reward friends and associates. His fellow lobbyist Kevin A. Ring treated Justice Department official Robert E. Coughlin to free tickets to the skyboxes and took him out to Signatures multiple times in exchange for favors.[55] The restaurant, once thriving, was closed once investigations closed in on Abramoff. DeLay, Ney and Florida Republican Representative Tom Feeney have each gone on golf trips to Scotland that were apparently arranged or funded by Abramoff. These trips took place in 2000, 2002 and 2003. Ney and Feeney each claimed that their trips were paid for by the National Center for Public Policy Research, but the group denied this. Spokespeople for Ney and Feeney blamed others for filing errors. Ney later pleaded guilty to knowing that Abramoff had paid for the trip. A former top procurement official in the Bush administration, David H. Safavian, has been convicted of lying and obstruction of justice in connection with the Abramoff investigation. Safavian, who traveled to Scotland with Reed and Ney on a golf outing arranged by Abramoff, was accused of concealing from federal investigators information about Abramoff's plans to do business with the General Services Administration at the time of the golf trip — in particular, seeking help finding property for his private religious school, Eshkol Academy, and for one of his tribal clients. Safavian was then GSA chief of staff.

A group of Peruvian Catholic priests who've rebelled against Catholic doctrine by getting married, are calling for the church to formally allow more priests to be wed as well as to have children.

The Colombian capital, Bogota, is flooded with hundreds of women's clinics providing all kinds of health services, including family planning.
Most women come here looking for advice to prevent an unwanted pregnancy.

In January 24, the Constitutional Court upheld a ban on all abortions, even in cases of rape, incest, or when the pregnant woman's life is in danger.
The practice is punishable in Colombia with a sentence of four months to three years in prison.
Now, women rights activists are lobbying to overturn the court's decision and allow abortion under special circumstances as in the case of rape and incest.
Despite the threat of jail, 300-thousand abortions were performed clandestinely in Colombia last year, said Profamilia, a family planning group which favours legalising abortion.
Abortions are often performed in poor conditions which in many cases result in death of the mother -- over one hundred died last year.

In the last four decades, abortion has increased.

PERU: CATHOLIC CHURCH LOBBIED TO ALLOW PRIESTS TO MARRY

A group of Peruvian Catholic priests who've rebelled against Catholic doctrine by getting married, are calling for the church to formally allow more priests to be wed as well as to have children.
According to one married priest, there are already more than eighty priests throughout Peru with live openly with their wives and children.
The Bishop of Huancayo has vehemently condemned the rebel movement and defended the sacred vows of celibacy that priests are required to take.
Even though he is not allowed in traditional Catholic churches, Jose Zarate is still practising his religion.
The problem is that he is married with three children.
He is one of the leading proponents of a movement currently lobbying the Catholic Church to allow priests to marry.
Although he has openly violated the sacred vows of celibacy imposed by the Church, he continues religious duties outside of official church buildings.
In the open air and with a certain degree of improvisation, he works with rural communities, baptising the children and giving mass.
When not working, he spends much of his time at home with his wife and three children.
He claims that over 80 percent of Catholic Peruvian priests have had clandestine relations with women and many have secret families.
He suggests the movement to allow married priests was born out of a desire for honesty and openness.

De la Rua, currently the mayor of Buenos Aires, will take power on 10 December and has four years to serve as president before Menem can attempt a comeback.
Supporters of President Carlos Menem wasted no time on Monday in publicising their former leader's intent to avenge party defeat in Sunday's elections.
"Menem 2003" posters bearing the slogan "The country needs him" appeared across the capital Buenos Aires, heralding the Peronist's expected bid for office in the next millennium.
For the time being, the man who first took power in 1989, must step aside for Buenos Aires mayor Fernando de la Rua.
De la Rua, who won a landslide victory over the ruling party's chosen candidate, is expected to take office on 10 December.
Argentina's 24 million-strong electorate have dealt Menem and his Peronist party a fierce blow.
But Peronists are still likely to win and control at least 14 of Argentina's 23 provincial governorships, including the powerful Buenos Aires seat won by Carlos Ruckauf.
Ruckauf defeated the Alliance's Graciela Fernandez Meijide when, at first, it seemed Meijide would win.

STORYLINE:
U-S farmers and members of congress have travelled to Cuba this week calling for an end to the trade embargo.
The agricultural delegation, who are lobbying for trade with Cuba, met with President Fidel Castro and leading Cuban officials before returning to the U-S on Friday.
A Republican Congressman from the state of Washington, George Nethercutt, a Republican from the state of Missouri, Joanne Merson, and Democrat Bill Delahunt, joined representatives of U-S rice farmers for the trip.
The group is lobbying for U-S sales of rice and other produce such as wheat, fruit and vegetables, to Cuba.
But Cuba has until now declared it "will not buy a single aspirin" from the U-S under the current terms of trade embargo.
The U-S lobby said at a press conference that it had appealed to Castro to review the small island country's blanket refusal to do business.
Members of the lobby described their four and half hour meeting on Wednesday with Castro as enlightening.
But they added it would take time and patience to recapture a market for US rice exports that was lost at the beginning of the revolution.

STORYLINE:
U-S farmers and members of congress have travelled to Cuba this week calling for an end to the trade embargo.
The agricultural delegation, who are lobbying for trade with Cuba, met with President Fidel Castro and leading Cuban officials before returning to the U-S on Friday.
A Republican Congressman from the state of Washington, George Nethercutt, a Republican from the state of Missouri, Joanne Merson, and Democrat Bill Delahunt, joined representatives of U-S rice farmers for the trip.
The group is lobbying for U-S sales of rice and other produce such as wheat, fruit and vegetables, to Cuba.
But Cuba has until now declared it "will not buy a single aspirin" from the U-S under the current terms of trade embargo.
The U-S lobby said at a press conference that it had appealed to Castro to review the small island country's blanket refusal to do business.
Members of the lobby described their four and half hour meeting on Wednesday with Castro as enlightening.
But they added it would take time and patience to recapture a market for US rice exports that was lost at the beginning of the revolution.

US Secretary of State, Condoleezza Rice, told a pro-Israel lobbying group on Monday that Prime Minister Ariel Sharon's plan to withdraw from Gaza offers an "incredibly delicate opportunity for peace."
In a rousing pro-Israel speech at a policy conference of the American Israel Public Affairs Committee (AIPAC), Rice said that Israel "must take no action that prejudices a final settlement or jeopardises the true viability of the Palestinian state."
She said Palestinians had obligations as well.
Sharon and his government have criticised Palestinian leader Mahmoud Abbas, as not aggressively trying to shut down terrorist operations in Palestinian-held areas of the West Bank and Gaza.
Picking up on this point, and to thunderous applause from the thousands of Israel supporters in the Washington Convention Centre, Rice called on the Palestinian leadership to "advance democratic reforms and dismantle all terrorist networks in its society."
"Arab states must end incitement in their media, cut off all support for terrorism and extremist agitation, and establish normal relations with Israel," Rice added.
Citing a number of changes and reforms in the Middle East, from Syria's withdrawal from Lebanon to Kuwait granting women the right to vote, Rice said it was part of a wider vision where, "Israel is no longer the sole democracy in the Middle East."
As Rice spoke, Israeli Prime Minister Ariel Sharon was in New York, rallying American Jews to support his plan to withdraw all Israeli Jews and troops from Gaza and to turn over the area to the Palestinians - a move endorsed by the Bush administration.
Sharon will give the key-note address to the annual AIPAC conference on Tuesday.
AIPAC, embattled by a possible spy investigation, may also be looking for a boost of support from the prime minister.
A Pentagon analyst has been charged with providing top-secret information to two AIPAC analysts.

Two former employees of a pro-Israel lobbying organisation were indicted Thursday on charges they conspired to obtain and disclose classified U.S. defence information.
An indictment unsealed in the US District Court in Alexandria, Virginia, named Steven Rosen, formerly the Director of Foreign Policy Issues for the American Israel Public Affairs Committee (AIPEC), and Keith Weissman, the organisation's former senior Iran analyst.
The five-count indictment also spells out in greater detail the government's case against Pentagon analyst Lawrence A. Franklin, who already was facing charges that he leaked classified military information to an Israeli official and the AIPAC employees.
Rosen and Weissman disclosed sensitive information as far back as 1999 on a variety of topics that included militant activities in Central Asia, the bombing of the Khobar Towers in Saudi Arabia, al-Qaeda and US policy in Iran, the indictment said.
Among their contacts were US and foreign government officials and reporters, the indictment said.
Lawyers for Rosen and Weissman denied the accusations.
Franklin's relationship with the men dates to 2003, the indictment said.
Franklin pleaded innocent to the charges when his indictment was first unsealed in June.
Paul McNulty, the US attorney in Alexandria, said the men apparently were motivated by a desire to advance their personal agendas and careers by trading on prized information.
"The facts alleged in this indictment tell a story of individuals who put their own interests and views of American foreign policy ahead of America's national security," McNulty said at a news conference.
Although the indictment refers to other US officials who gave Rosen classified materials, McNulty said no other charges are planned, but noted the investigation continues.
Plato Cacheris, Franklin's lawyer, said he had been expecting additional charges.
He said Franklin co-operated with investigators for three months in 2004.
The FBI's long-running investigation has focused on whether Franklin, of Kearneysville, West Virginia, passed classified US material on Iran to AIPAC, the influential main pro-Israel lobbying organisation in Washington, and whether that group in turn passed it on to Israel.
Both AIPAC and Israel deny any wrongdoing.
Franklin has pleaded innocent.
AIPAC fired Rosen and Weissman in April.
Rosen, quoted in The New Yorker magazine last month, denied knowingly receiving classified information.

A day before the crucial vote, New York Senator Hillary Rodham Clinton joined the city's delegation in Singapore on Tuesday for a homestretch round of lobbying aimed at convincing the International Olympic Committee to award the city the 2012 Summer Games.
She added star power to New York's delegation which includes Olympic gold medallists Bob Beamon, Oksana Baiul and Nadia Comaneci, in an attempt to overtake favourites Paris and London down the final stretch.

Our Politicians Are Being Bribed: Jack Abramoff on Lobbying, Corruption & Finance (2012)
Jack Allan Abramoff (born February 28, 1958) is an American former lobbyist, businessman, movie producer and writer. He was at the center of an extensive corruption investigation that led to his conviction and to 21 persons either pleading guilty or being found guilty, including White House officials J. Steven Griles and David Safavian, U.S. Representative Bob Ney, and nine other lobbyists and Congressional aides.
Abramoff was College Republican National Committee National Chairman from 1981 to 1985, a founding member of the International Freedom Foundation, allegedly financed by apartheid South Africa, and served on the board of directors of the National Center for Public Policy Research, a conservative think tank. From 1994 to 2001 he was a top lobbyist for the firm of Preston Gates & Ellis, and then for Greenberg Traurig until March 2004.
After a guilty plea in the Indian lobbying scandal and his dealings with SunCruz Casinos in January 2006, he was sentenced to six years in federal prison for mail fraud, conspiracy to bribe public officials, and tax evasion. He served 43 months before being released on December 3, 2010. After his release from prison, he wrote the autobiographical book Capitol Punishment: The Hard Truth About Corruption From America's Most Notorious Lobbyist which was published in November 2011.
Abramoff's lobbying and the surrounding scandals and investigation are the subject of two 2010 films: the documentary Casino Jack and the United States of Money, released in May 2010, and the feature film Casino Jack, released on December 17, 2010, starring Kevin Spacey as Abramoff.
Abramoff spent 10 years in Hollywood. He wrote and produced, with his brother Robert, the 1989 film Red Scorpion. The film had a $16 million budget and starred Dolph Lundgren playing the Spetsnaz-like Soviet commando Nikolai, sent by the USSR to assassinate an African revolutionary in a country similar to Angola. Nikolai sees the evil of the Soviets and changes sides, becoming a freedom fighter for the African side. The two Abramoff would also produced its 1994 sequel Red Scorpion 2.
The South African government financed the film via the International Freedom Foundation, a front-group chaired by Abramoff, as part of its efforts to undermine international sympathy for the African National Congress. The filming location was in South-West Africa (now Namibia).
On April 27, 1998, Abramoff wrote a letter to the editor of The Seattle Times rebutting an article critical of him and his alleged role as effectively a Public Relations puppet of the then-apartheid South African military. Abramoff rebutted: "The IFF was a conservative group which I headed. It was vigorously anti-Communist, but it was also actively anti-apartheid. In 1987, it was one of the first conservative groups to call for the release of Nelson Mandela, a position for which it was roundly criticized by other conservatives at the time. While I headed the IFF, we accepted funding only from private individuals and corporations and would have absolutely rejected any offer of South African military funding, or any other kind of funding from any government — good or evil."
During this period in South Africa, Abramoff first met South African--born rabbi David Lapin, who would become his religious advisor, and Lapin's brother and fellow rabbi Daniel Lapin, who allegedly introduced Abramoff to Congressman Tom DeLay (R-TX) at a Washington, DC dinner shortly after the Republican takeover of Congress in 1994. Lapin later claimed that he did not recall the introduction.
In November 2011 the book Capitol Punishment: The Hard Truth About Corruption From America's Most Notorious Lobbyist Abramoff wrote after he was released from prison was published. The 300-page memoir is an account of his life in Washington as a lobbyist. In its last chapter, titled "Path to Reform", Abramoff portrays himself as someone who supports genuine reform and lists a number of proposals to eliminate bribery of government officials, such as barring members of Congress and their aides for life from becoming lobbyists.
Abramoff has become a critic of the lobbying industry and has appeared on radio and television, "trying ... to redeem and rebrand himself". He has a Facebook page and game app called "Congressional Jack", and a feature film in the works about the lobbying milieu. He plans to charge for giving talks about corruption in Washington, and has briefed F.B.I. agents on the nature of corruption. He has joined the United Republic anticorruption nonprofit organization and has started in February 2012 as one of the lead bloggers at United Republic′s newly launched Republic Report, described as "an anti-corruption blog focusing on how self-interested dollars are warping the public-interest responsibilities of America's democratic institutions" by the Huffington Post.

How Oil Companies Buy the Government: Lobbying Groups, Spending (2004)
"Fossil fuels lobby" is the umbrella term used to name the paid representatives of large fossil fuel (oil, gas, coal) and electric utilities corporations who attempt to influence governmental policy. So-called Big Oil companies such as ExxonMobil, Royal Dutch Shell, BP, Total S.A., Koch Industries, Chevron Corporation, and ConocoPhillips are amongst the largest corporations associated with the energy lobby. General Electric, Southern Co., First Energy, and the Edison Electric Institute are among the influential electric utilities corporations. Both electric companies and big oil and gas companies are consistently among the ten highest-spending industrial lobbyists.
In the 2006 election cycle, oil and gas companies contributed over $19 million to political campaigns. 82% of that money went to Republican candidates, while the remaining 18% went to Democrats. In 2004, oil and gas companies contributed over $25 million to political campaigns, donating 80% of that money to Republicans. In the 2000 elections, over $34 million was contributed, with 78% of that money going to Republicans. Electric utilities also heavily favor Republicans; their contributions have recently ranged between $15–20 million.[3][4] From 2003-2006, the energy lobby also contributed $58.3 million to state-level campaigns. By comparison, alternative energy interests contributed around half a million dollars in the same time period. During the United States elections in 2012 which includes the presidential election there was much spending by the lobbies.
Various scandals involving prominent politicians have drawn attention to the close links between the energy lobby and the U.S. government, particularly the influence wielded by the energy lobby in the Bush administration. In June 2005, documents emerged that revealed that the Bush administration had consulted Exxon regarding its stance on the Kyoto protocol. According to The Guardian, "In briefing papers given before meetings to the U.S. Under Secretary of State for Democracy and Global Affairs, Paula Dobriansky, between 2001 and 2004, the administration is found thanking Exxon executives for the company's ‘active involvement’ in helping to determine climate change policy, and also seeking its advice on what climate change policies the company might find acceptable."[10] In November 2005, documents revealed that Vice President Dick Cheney’s Energy Task Force met with executives from large oil companies, although chief executives of those companies denied involvement before the Senate Energy and Commerce committees. Environmentalists were not allowed access to the Energy Task Force’s activities, which was responsible for developing a national energy policy.[11][12] Oil companies also participated with Dick Cheneys task force in a discussion of Iraqi oilfields, refineries and other energy infrastructure, and two charts detailing Iraqi oil and gas projects, and “Foreign Suitors for Iraqi Oilfield Contracts.” The documents are dated two years before the Invasion of Iraq, and six months before the September 11 attacks (9/11).
The energy lobby has a history of conflict with international interests and democratic global governance. According to the International Sustainable Energy Organization for Renewable Energy and Energy Efficiency the second World Climate Conference "was sabotaged by the USA and oil lobbies"[15] whereupon UNISEO proceeded to set up a Global Energy Charter "which protects life, health, climate and the biosphere from emissions." According to the organization, these same "reactionary energy lobby groups tried to boycott this Charter with the help from oil- and coal-producing nations and succeeded to keep energy out of the Rio Conference on Environment & Development (Earth Summit) in 1992, to continue this game in all Climate Conferences in Berlin, Kyoto, The Hague and Marrakech, where the USA boycotted the Kyoto protocol and still ignores the Charter."[15]
During the 14th session of the United Nations Commission on Sustainable Development, according to the International Institute for Sustainable Development Bulletin, "One minister is said to have challenged the North’s renewable energy lobby with the words: why not “light up” the dark zones of the world by “extinguishing some of the candles” in yours?"

Colombian women rights activists are lobbying to overturn a Constitutional Court ban on abortions.
They are asking the government to legalise abortion in cases of rape, incest, or when the woman's life is in danger.
Despite the ban, thousands of abortions have been performed clandestinely, often in poor conditions, resulting in hundreds of deaths.
The Colombian capital, Bogota, is flooded with hundreds of women's clinics providing all kinds of health services, including family planning.
Most women come here looking for advice to prevent an unwanted pregnancy.
But those already pregnant and wishing to terminate pregnancy have virtually no support.
Abortions are banned in Colombia.
In January 24, the Constitutional Court upheld a ban on all abortions, even in cases of rape, incest, or when the pregnant woman's life is in danger.
The practice is punishable in Colombia with a sentence of four months to three years in prison.
Now, women rights activists are lobbying to overturn the court's decision and allow abortion under special circumstances as in the case of rape and incest.
Despite the threat of jail, 300-thousand abortions were performed clandestinely in Colombia last year, said Profamilia, a family planning group which favours legalising abortion.
Abortions are often performed in poor conditions which in many cases result in death of the mother -- over one hundred died last year.

"Poverty also means for women less equality when facing abortion, because women don't have the money to afford an abortion in sanitary conditions that wouldn't threaten their lives."

A study by the Centro de Investigaciones de Dinamica Social, Universidad Externa de Colombia, shows that 30.3 percent of Colombian women who have ever been pregnant have had an abortion.
Of those, 79.2 percent had one abortion, 16.2 percent had two abortions, 3.4 percent three and 1.2 more times.
In the last four decades, abortion has increased.

"Statistics are worse than you imagine. Daily, there are three thousand abortions carried out in Bogota. Daily. The number of babies aborted is bigger than the number of babies who are born, because unfortunately, people in the health secretary, --and I know them-- those who have faced those clandestine centres of murder have received bombs, have been threatened and had to shut up."

Foreign ministers from Poland, Hungary and the Czech Republic began lobbying U-S leaders on Monday in an all-for-one, one-for-all bid to approve their NATO membership.
They visited supporters on Capitol Hill before a White House meeting with President Clinton's national security adviser, Sandy Berger.
It was clear the three ministers from Poland, Hungary and the Czech Republic were full of optimism for the outcome of their talks with President Clinton's national security adviser.

"We've come from Poland here with a very simple message. First of all we are convinced that the enlargement of NATO with three East European countries will serve best the interests of Central Europe, Europe, of the U-S and of NATO as a whole."

All three ministers assured U-S policy-makers that their respective countries were increasing military budgets to pay for much of their own modernisation and coordination programmes needed to join NATO.

A group of Peruvian Catholic priests who've rebelled against Catholic doctrine by getting married, are calling for the church to formally allow more priests to be wed as well as to have children.
According to one married priest, there are already more than eighty priests throughout Peru with live openly with their wives and children.
The Bishop of Huancayo has vehemently condemned the rebel movement and defended the sacred vows of celibacy that priests are required to take.
Even though he is not allowed in traditional Catholic churches, Jose Zarate is still practising his religion.
The problem is that he is married with three children.
He is one of the leading proponents of a movement currently lobbying the Catholic Church to allow priests to marry.
Although he has openly violated the sacred vows of celibacy imposed by the Church, he continues religious duties outside of official church buildings.
In the open air and with a certain degree of improvisation, he works with rural communities, baptising the children and giving mass.
When not working, he spends much of his time at home with his wife and three children.
He claims that over 80 percent of Catholic Peruvian priests have had clandestine relations with women and many have secret families.
He suggests the movement to allow married priests was born out of a desire for honesty and openness.

The bishop of Huancayo has vehemently rejected the idea of priests marrying.
He says that as representatives of God, priests must maintain their purity and uphold Catholic morality.
For those priests who have openly rejected Catholic dogma, they believe that the possibility of marriage for priests should be considered.

The Catholic Church argues that priests know they are unable to marry or procreate when choosing to enter the profession.
And that when choosing to live as a man of the cloth they have to renounce the earthly pleasures of other men - which is some these married priests are not prepared to do.

Already posters have appeared lobbying for the return of Argentina's Carlos Menem to power in the year 2003 following his party's defeat in Sunday's elections.
The veteran leader's chosen successor lost to Argentina's opposition figurehead Fernando De la Rua whose landslide victory ended Menem's historic ten years in office.
De la Rua, currently the mayor of Buenos Aires, will take power on 10 December and has four years to serve as president before Menem can attempt a comeback.
Supporters of President Carlos Menem wasted no time on Monday in publicising their former leader's intent to avenge party defeat in Sunday's elections.
"Menem 2003" posters bearing the slogan "The country needs him" appeared across the capital Buenos Aires, heralding the Peronist's expected bid for office in the next millennium.
For the time being, the man who first took power in 1989, must step aside for Buenos Aires mayor Fernando de la Rua.
De la Rua, who won a landslide victory over the ruling party's chosen candidate, is expected to take office on 10 December.
Argentina's 24 million-strong electorate have dealt Menem and his Peronist party a fierce blow.
But Peronists are still likely to win and control at least 14 of Argentina's 23 provincial governorships, including the powerful Buenos Aires seat won by Carlos Ruckauf.
Ruckauf defeated the Alliance's Graciela Fernandez Meijide when, at first, it seemed Meijide would win.

For the next four years De la Rua has the chance to prove that he can do a better job than his predecessor.
But Argentineans, still in the grip of deep economic recession, will want to see results and if little improves some analysts are saying Menem might well still get the chance to return.

STORYLINE:
U-S farmers and members of congress have travelled to Cuba this week calling for an end to the trade embargo.
The agricultural delegation, who are lobbying for trade with Cuba, met with President Fidel Castro and leading Cuban officials before returning to the U-S on Friday.
A Republican Congressman from the state of Washington, George Nethercutt, a Republican from the state of Missouri, Joanne Merson, and Democrat Bill Delahunt, joined representatives of U-S rice farmers for the trip.
The group is lobbying for U-S sales of rice and other produce such as wheat, fruit and vegetables, to Cuba.
But Cuba has until now declared it "will not buy a single aspirin" from the U-S under the current terms of trade embargo.
The U-S lobby said at a press conference that it had appealed to Castro to review the small island country's blanket refusal to do business.
Members of the lobby described their four and half hour meeting on Wednesday with Castro as enlightening.
But they added it would take time and patience to recapture a market for US rice exports that was lost at the beginning of the revolution.

A US organisation opposed to Fidel Castro's leadership in Cuba called on Tuesday for trade and travel sanctions against the country to be maintained.
"Americans for a Free Cuba" is among several groups lobbying the US Congress this week to retain restrictions on the country in response to calls from some congressmen to reduce the sanctions.
US President George Bush has vowed to veto any legislation easing the current law.
Proponents of the sanctions say that business with Cuba helps Fidel Castro remain in power and maintains a low standard of living for ordinary Cubans.
They also claim that Havana accumulates unpaid debts to foreign countries whose taxpayers pick up the bill.

STORYLINE:
Chilean officials met with Haitian leaders on Wednesday to lobby for the top leadership post at the Organisation of American States.
Chilean Foreign Minister Ignacio Walker and Interior Minister Jose Miguel Insulza were in Port Au Prince along with Chilean Ambassador Marcel Young.
Insulza is one of a handful of candidates vying for the OAS secretary general post since former Costa Rican President Miguel Rodriguez quit last
year amid a corruption scandal back home.
During the one-day visit, Walker and Insulza also visited about 200 Chilean troops in Port-au-Prince that are part of the 7,400-member U.N. peacekeeping mission in Haiti.
They also met with UN representative Gabriel Valdez.
Caribbean votes could be crucial in choosing the leader of the Washington-based body that guides diplomacy in the Western Hemisphere. But at a meeting in Suriname last week, Caribbean leaders failed to agree on a candidate.
The United States is backing former El Salvador President Francisco Flores for the OAS leadership.

STORYLINE
US Secretary of State, Condoleezza Rice, told a pro-Israel lobbying group on Monday that Prime Minister Ariel Sharon's plan to withdraw from Gaza offers an "incredibly delicate opportunity for peace."
In a rousing pro-Israel speech at a policy conference of the American Israel Public Affairs Committee (AIPAC), Rice said that Israel "must take no action that prejudices a final settlement or jeopardises the true viability of the Palestinian state."
She said Palestinians had obligations as well.
Sharon and his government have criticised Palestinian leader Mahmoud Abbas, as not aggressively trying to shut down terrorist operations in Palestinian-held areas of the West Bank and Gaza.
Picking up on this point, and to thunderous applause from the thousands of Israel supporters in the Washington Convention Centre, Rice called on the Palestinian leadership to "advance democratic reforms and dismantle all terrorist networks in its society."
"Arab states must end incitement in their media, cut off all support for terrorism and extremist agitation, and establish normal relations with Israel," Rice added.
Citing a number of changes and reforms in the Middle East, from Syria's withdrawal from Lebanon to Kuwait granting women the right to vote, Rice said it was part of a wider vision where, "Israel is no longer the sole democracy in the Middle East."
As Rice spoke, Israeli Prime Minister Ariel Sharon was in New York, rallying American Jews to support his plan to withdraw all Israeli Jews and troops from Gaza and to turn over the area to the Palestinians - a move endorsed by the Bush administration.
Sharon will give the key-note address to the annual AIPAC conference on Tuesday.
AIPAC, embattled by a possible spy investigation, may also be looking for a boost of support from the prime minister.
A Pentagon analyst has been charged with providing top-secret information to two AIPAC analysts.
The group denies any wrongdoing and has not been charged with any crime.
Israeli officials have denied any involvement in the case.

STORYLINE:
Two former employees of a pro-Israel lobbying organisation were indicted Thursday on charges they conspired to obtain and disclose classified U.S. defence information.
An indictment unsealed in the US District Court in Alexandria, Virginia, named Steven Rosen, formerly the Director of Foreign Policy Issues for the American Israel Public Affairs Committee (AIPEC), and Keith Weissman, the organisation's former senior Iran analyst.
The five-count indictment also spells out in greater detail the government's case against Pentagon analyst Lawrence A. Franklin, who already was facing charges that he leaked classified military information to an Israeli official and the AIPAC employees.
Rosen and Weissman disclosed sensitive information as far back as 1999 on a variety of topics that included militant activities in Central Asia, the bombing of the Khobar Towers in Saudi Arabia, al-Qaeda and US policy in Iran, the indictment said.
Among their contacts were US and foreign government officials and reporters, the indictment said.
Lawyers for Rosen and Weissman denied the accusations.
Franklin's relationship with the men dates to 2003, the indictment said.
Franklin pleaded innocent to the charges when his indictment was first unsealed in June.
Paul McNulty, the US attorney in Alexandria, said the men apparently were motivated by a desire to advance their personal agendas and careers by trading on prized information.
"The facts alleged in this indictment tell a story of individuals who put their own interests and views of American foreign policy ahead of America's national security," McNulty said at a news conference.
Although the indictment refers to other US officials who gave Rosen classified materials, McNulty said no other charges are planned, but noted the investigation continues.
Plato Cacheris, Franklin's lawyer, said he had been expecting additional charges.
He said Franklin co-operated with investigators for three months in 2004.
The FBI's long-running investigation has focused on whether Franklin, of Kearneysville, West Virginia, passed classified US material on Iran to AIPAC, the influential main pro-Israel lobbying organisation in Washington, and whether that group in turn passed it on to Israel.
Both AIPAC and Israel deny any wrongdoing.
Franklin has pleaded innocent.
AIPAC fired Rosen and Weissman in April.
Rosen, quoted in The New Yorker magazine last month, denied knowingly receiving classified information.

STORYLINE:
A day before the crucial vote, New York Senator Hillary Rodham Clinton joined the city's delegation in Singapore on Tuesday for a homestretch round of lobbying aimed at convincing the International Olympic Committee to award the city the 2012 Summer Games.
She added star power to New York's delegation which includes Olympic gold medallists Bob Beamon, Oksana Baiul and Nadia Comaneci, in an attempt to overtake favourites Paris and London down the final stretch.
The former First Lady said: "New York City exemplifies Olympic values every single day. Living in New York is like living in an Olympic Village - you have every language from every corner of the globe."
