PALMYRA, Pa. -- The Lebanon County District Attorney's office says Palmyra Area School District employee Phillip Welch was arrested on child pornography charges on Friday, April 24.
In a press release on Monday, Palmyra Area School District Superintendent Lisa Brown says Welch was a staff support employee. Welch was immediately suspended without pay pending the investigation, Brown said.
Brown went on to say the school district has cooperated with Lebanon County Detectives and will continue to do so.
"Student safety is the school district's paramount interest," Brown said.
Welch has been suspended from his position without pay, Brown said.
Welch faces 25 counts of possession of child pornography, one count of dissemination of child pornography, and one count of criminal use of a communication facility, the district attorney's office said.
Welch remains in the Lebanon County Prison on $75,000 bail.

An activist in Palmyra who goes by the name Nasser al-Thaer said at least eight airstrikes struck the area of the Islamic-era castle, sending smoke and clouds of dust rising from the hill where the castle is located. An earlier round of airstrikes on Sunday hit behind the castle, al-Thaer told The Associated Press in a series of telephone messages.
He said it was difficult to assess damage because of the ongoing airstrikes.
The Britain-based Syrian Observatory for Human Rights said 10 suspected Russian airstrikes targeted the castle area in Palmyra, causing damage. The group, which relies on a network of activists inside Syria, did not provide further details.
Palmyra, seized by the IS group in May, is home to world-famous Roman ruins and was one of Syria's most attractive tourist destinations. The Islamic State group has destroyed a number of its renowned sites, including the Temple of Bel and the iconic Arc of Triumph, because it believes ancient artifacts promote idolatry.
Activists also reported suspected Russian airstrikes on a nearby town, Qaryatain, which was seized by IS fighters in August. The Observatory said at least 10 people were killed in the central town. The Local Coordination Committees, another monitoring group, said at least 15 civilians were killed after the airstrikes hit a bread distribution center.

There was no immediate comment from Russian officials. In comments to the Syrian state news agency SANA, a military official said the Russian Air Force, in cooperation with the Syrian Air Force, carried out 131 sorties which resulted in destroying 237 terrorist targets during the past 48 hours, including "destroying fortified bases, shelters, and a heavy machinegun sites used by (IS) in the surroundings of Palmyra."
The airstrikes come a day after Islamic State fighters expanded their presence in the central Homs province. IS fighters seized the town of Mahin, east of Qaryatain, on Sunday, and attacked the majority-Christian town of Sadad. The new expansion brings the IS group closer to a highway linking Damascus to the central Homs province, threatening to endanger government supply routes.
IS strongholds lie in the northern Aleppo province and the eastern Raqqa, Deir el-Zour and Hassakeh provinces. Beyond its presence in central Palmyra, a city that in ancient times served as a caravan route between the Roman Empire and South Asia, the group has a limited presence in the central Hama province and on the outskirts of the capital Damascus.
Russia has said its air campaign is aimed at helping the Syrian government defeat the IS group and other "terrorists," but many of its airstrikes have hit Syrian rebel groups and areas where IS is not present.
Also on Monday, the IS group claimed responsibility for last week's slaying of two Syrian activists in Turkey.
Ibrahim Abdul-Qadir and Fares Hamadi were found dead in an apartment in the Turkish city of Sanliurfa on Friday. Abdul-Qadir was a founding member of "Raqqa is Being Slaughtered Silently," a collective of activists who document the Islamic State group's atrocities in its de facto Syrian capital. Both men are from Raqqa.
A video posted on social media warns "apostates" that "the arm of the Islamic State will reach you, wherever you are." The video shows Hamadi's body, with his throat slit, in a dark room. Abdul-Qadir was not shown. The video does not make clear whether it was shot in Sanliurfa. It's unclear when the two were killed.

PALMYRA, Pa. -- Dozens of school districts in Central Pennsylvania are making budgets and are unsure of what they will actually get from the state.
The leadership of the Palmyra Area School District says that uncertainty is making them look at tough cuts and a tax increase.
At a school board committee meeting, CBS 21 learned school leaders are being warned to not bank on the monies proposed by Governor Wolf for schools.
So the district is playing it cautious and expecting it will have to raise taxes by 2.3 percent. Originally it was looking at a possible 6 percent tax increase but made some difficult cuts.
Governor Wolf's budget proposal includes a great deal more funding for school districts. In broad terms it proposed reducing property taxes in exchange for higher income taxes and additional sales tax.
Lisa Brown, the superintendent of Palmyra Area School District, says they are banking on much less support than is proposed.
Brown says districts are being warned by senate legislative leaders that the extra school revenues might not come through and the budget could be very late this year.
"We have to start school, possibly without knowing what 27 percent of our revenues are going to look like," Brown said.
The Palmyra School Districts and other districts are looking at tough cuts as pension and health care costs continue to squeeze the tax base.
This district is still looking at a 2.3 percent tax increase and is still trying to get a contract signed with its teachers.
"All those things growing at much faster rates than our ability to raise taxes." Brown said.
Parent Julie Battistelli commented that she hoped the music programs would not be cut. Brown assured CBS 21 those programs were not on the chopping block.
Brown says the school board would decide what to do with any possible extra money that should happen to come from the state.

Wicker and assistant coach Erin O'Shea, were unanimously terminated in a 9-0 vote at Thursday evening's school board meeting.
Board member Ralph Duquette says he based the motion for O'Shea's removal on information in Wicker's criminal complaint.
The board hired Stacey Foust as the new head coach of the softball team, effective April 15. Katie O'Rourke was hired as the new assistant coach, effective the same date.

Die versunkene Stätte ist seit über 30 Jahren das Lieblingsobjekt des Archäologen Professor Schmidt-Colinet. Bei einer seiner Grabungen entdeckte er ein weitläufiges Gebäude, das sich als vorzeitliches Geschäftszentrum entpuppte. Im so genannten Khan wurden Waren aus aller Herren Länder gehandelt: Seide aus China, Indigo aus Indien, Wein aus Rhodos oder auch Oliven aus dem fernen Spanien. Das antike Palmyra gehört zu den bedeutesten Ausgrabungsstätten Syriens und steht auf der Liste des UNESCO-Weltkulturerbes. Die Siedlung, Tempel und Gräber decken weitläufiges Areal ab. Wir hatten bei unserer Reise mit Eberhardt TRAVEL einen Tag Zeit, ein paar Eindrücke zu gewinnen. Wir schlenderten über die Kolonadenstraße, sahen das Theater, besuchten einen Grabturm und ein unterirdisches Grab. Besonders beeindruckend war der Tempel des Baal. Zum Abschluss hatten wir einen wunderbaren Blick von der Burg, die mit rund 700 Jahren in dieser Gegend eher ein junges Gebäude ist. Palmyra war übrigens eine Oasenstadt, die aus mehrere Quellen gespeist wurde. Leider ist inzwischen auch die letzte Quelle versiegt. Das Grün zieht sich langsam zurück. even to find petrol station I have to go to the corner of city...but very small petrol station...and spooky also.

no entrance fee to the site. just move your vehicle all around the site freely
only some guide and sales man going around try to get some money from you.

Damascus has always been much prized: by the pharaohs and the Babylonian monarch, Nebukadnezar, and later, Alexander The Great. Then came Persian, Roman and Islamic emperors followed by the Crusaders and Mongols. The Kalaa Citadel is situated on the periphery of the old town that was once surrounded by huge walls. It was from here that Saladin fended off the attacks of the Crusaders. The Romans built a fort here that was constantly extended with impressive walls and towers and located directly outside the city wall, the River Barada was also of strategic importance. Although the Mongols destroyed the inner buildings, the fortress walls survived. The Suq is an important part of every Islamic city, a market that originated in ancient times. Thousands of shops in numerous interconnected lanes form the commercial heart of Damascus. In the Gold Suq everything glitters, bracelets, rings and even a large variety of kitchen utensils. Damascus has for thousands of years been a place desired by the powerful. Yet it has managed to survive and is still the most beautiful capital city in the Near East.
