In one, 'Mad Dog' - real name Ouandja Magloire - cuts a portion of meat from the body of a murdered Muslim lying burning on a roundabout in the capital of the Central African Republic, with the body of another a few yards away. Another photograph shows him licking a bloodied knife as he stands over a body, wearing the same T-shirt he was pictured in during the previous act of cannibalism. According to The Associated Press, the men were killed by residents of the Sango neighbourhood in revenge for the lynching of a taxi driver from Sango a day earlier. Guns in All Hands, in the Central African Republic
Northern parts of the Central African Republic have been wracked by violence and anarchy for years. Since the region has no advocacy group in the United States or elsewhere to make its plight known, a strategic location or a sought after resource, the news is largely ignored. To defend themselves, villagers in the area are forming militias to defend themselves against foreign militias called Zaraguinas and rebels fighting against the central government.
The Zaraguinas intercept vehicles carrying goods and kidnap pedestrians for ransom. Both men and women are raped. Rebels rampage through villages when they need to sustain themselves or seek hiding places when they are under attack. The soldiers meant to protect these villagers are sadly just another threat.
‘When soldiers…come to solve a problem, they will add to the problem with looting,’ explains Jean-Bertrand. At 24, he’s abandonned his university studies in the capital Bangui and returned to his village of Kana to protect his family. Here every man is part of a self-defense group. They claim they’ve already killed three bandits. ‘If the people of the village ensure their own security, it's much better that way.’
Government official Gabriel Baipo admits the government is backing these militias: ‘The number of soldiers we have cannot cover the entire region. That's why the government has decided that in each village, there should be a system of auto-defense to defend their goods.’
This film is a sober, straight up on video travelogue through some of these regions, going into areas where very few outsiders have gone, showing that while most people are armed in the Central African Republic, it's a very insecure situation.
