A “digital democracy zone” promoted transparency and citizen engagement and included a community computer center and free internet in the town’s public square. Because of this program, Patzún’s citizens and the local government were empowered through the use of ICT and ICT-based applications, which

The application of information and communications technology (ICT) in agriculture is increasingly important. E-Agriculture is an emerging field focusing on the enhancement of agricultural and rural development through improved information and communication processes. More specifically, e-Agriculture involves the conceptualization, design, development, evaluation and application of innovative ways to use information and communication technologies (IT) in the rural domain, with a primary focus on agriculture. E-Agriculture is a relatively new term and we fully expect its scope to change and evolve as our understanding of the area grows.Indian Agriculture contributes to 18.6 per cent of India’s GDP, and approximately 59 per cent Indians derive their livelihood from the agricultural sector. Private sector initiatives like contract farming have commercialized the Indian agricultural sector. E-Agriculture is one of the action lines identified in the declaration and plan of action of the World Summit on the Information Society (WSIS). The "Tunis Agenda for the Information Society," published on 18 November 2005 and emphasizes the leading facilitating roles that UN agencies need to play in the implementation of the Geneva Plan of Action. The Food and Agriculture Organization of the United Nations (FAO) has been assigned the responsibility of organizing activities related to the action line under C.7 ICT Applications on E-Agriculture. The main phases of the agriculture industry include crop cultivation, water management, fertilizer application, fertigation, pest management, harvesting, post-harvest handling, transport of food products, packaging, food preservation, food processing/value addition, quality management, food safety, food storage, and food marketing. All stakeholders of agriculture industry need information and knowledge about these phases to manage them efficiently. Any system applied for getting information and knowledge for making decisions in any industry should deliver accurate, complete, concise information in time or on time. The information provided by the system must be in user-friendly form, easy to access, cost-effective and well protected from unauthorized accesses. Record text, drawings, photographs, audio, video, process descriptions, and other information in digital formats,. Produce exact duplicates of such information at significantly lower cost,. Transfer information and knowledge rapidly over large distances through communications networks.. Develop standardized algorithms to large quantities of information relatively rapidly.. Achieve greater interactivity in communicating, evaluating, producing and sharing useful information and knowledge.. The main focus of this article is to elaborate how the achievements of IT can be applied in Agriculture sector and its development. The main applications of ICT in Agriculture sector are listed below.

Farming may be an unlikely industry to partner up with high-tech firms... but it′s exactly what the Korean government is eyeing... to revamp the sector.
Korea′s 14th innovation center... aimed at making local farms go ″smart″... opens in Sejong City on this Tuesday.
Song Ji-sun takes us there.
Farming through your smartphone.
That′s the idea at the center of Korea′s 14th creative economy innovation center... aimed at converging farming with information and communications technologies.
Located in Sejong, the center will turn conventional farms into so-called ″smart farms″ acting as a testing ground for the integration of the Internet of Things out in the field.
Through monitoring systems embedded in greenhouses, farmers will be able to remotely control conditions like temperature, humidity, and water supply through their smartphones.
SK Telecom is supporting operations for the center... providing mobile network systems required for the project.
Strategically located in the country′s administrative capital... the Sejong center is also looking to create synergy with other regions.
″The Sejong center will work in tandem with biotech research centers in Daejeon, and with innovation centers in Jeollanam-do and Gangwon-do provinces... to boost startups in the agricultural sector.
We aim to foster Sejong city as the mecca of smart farming, sharing its innovations across the country and overseas.″
″Collaboration between the 14 innovation centers is revving up... with joint projects between these centers and the public and private sectors well underway now.
These projects will be exhibited at a creative economy fair in Seoul at the end of year.

Using ICT to Enhance Governance in Indigenous Guatemalan Communities
Cesar Perez, Humphrey Fellow
Patzún, Guatemala, with a 94% indigenous Maya Kaqchikel population and an economy based on agriculture and handicraft, started a technology program to address the digital divide while still maintaining its traditions. A “digital democracy zone” promoted transparency and citizen engagement and included a community computer center and free internet in the town’s public square. Because of this program, Patzún’s citizens and the local government were empowered through the use of ICT and ICT-based applications, which improved citizens’ quality of life and governance processes. In his presentation, Humphrey Fellow Cesar Perez discusses these innovative initiatives and their impact.
Mr. Cesar L. Perez Carrera was most recently the Technology Program Officer at the International Republican Institute (IRI). He was responsible for building local technical capacity and facilitating access to innovative information and communications technology tools (ICTs) in order to improve public administration in Central America. Mr. Perez wishes to study technological issues confronting society, including effective strategies for dealing with business and government. He holds a B.S. in computer science from Iwate University in Japan, and an IT Master Executive from the Universidad Salamanca in Spain.

Roland J. Buresh, Principal Scientist in the Crop and Environmental Sciences Division, at the International Rice Research Institute (IRRI; http://irri.org), gives an update on IRRI's Rice Crop Manager (http://webapps.irri.org/ph/rcm).
One aim of precision farming is to implement site-specific crop management by observing, calculating, and responding to crop needs, which vary in space and time across small distances. Researchers have been challenged to adapt, implement, and disseminate precision farming for small landholdings, which dominate production of rice and many other crops across Asia. Progress was made with the release of the Nutrient Manager for Rice, a web-based decision support tool that provides farmers with field-specific fertilizer recommendations. These have been derived from algorithms based on site-specific nutrient management (SSNM) developed and verified through a decade of research across Asia.
The Nutrient Manager demonstrated an ability to implement precise farming in small landholdings through an initial farmer interview to 'observe' crop needs, cloud-computing to 'calculate' crop needs, and information and communications technology (ICT) to 'respond' to crop and farmer needs. End users however desired field-specific crop management advice, in addition to a fertilizer recommendation. This is now possible with the upgrade of the Nutrient Manager to the Crop Manager. The Rice Crop Manager was officially released in November 2013 through national agricultural research systems in Bangladesh and the Philippines, where it is now entering a phase of national dissemination.
The Rice Crop Manager is also at various stages of development and testing prior to its official release in Indonesia, India, and Vietnam. The Crop Manager is being expanded to maize and rice-wheat cropping systems. It is now evolving into an agro-advisory service capable of facilitating precision farming across a cropping cycle in small landholdings and deploying information across a crop value chain.

Ireland has a unique opportunity to be a world leader in smart agriculture by combining indigenous industries like farming with the country’s edge in ICT.
According to Prof Willie Donnelly, president of Waterford Institute of Technology (WIT) and founder of the globally-renowned ICT research centre TSSG, the world will need to increase food production by 70pc by 2025.
