The economy of Macau has remained one of the most open in the world since its reversion to China in 1999. Apparel exports and gambling-related tourism are mainstays of the economy. Since Macau has little arable land and few natural resources, it depends on mainland China for most of its food, fresh water, and energy imports. Japan and Hong Kong are the main suppliers of raw materials and capital goods. Although Macau was hit hard by the 1997–98 Asian financial crisis and the global downturn in 2001, its economy grew approximately 13.1% annually on average between 2001 and 2006.
During the first three quarters of 2007, Macau registered year-on-year GDP increases of 31.4%. A rapid rise in the number of mainland visitors due to China's easing of travel restrictions, increased public works expenditures, and significant investment inflows associated with the liberalisation of Macau's gaming industry drove the five-year recovery. The budget also returned to surplus after 2002 because of the surge in visitors from China and a hike in taxes on gambling profits, which generated about 70% of government revenue.
The territory's economy is heavily dependent on gambling and tourism, but also includes manufacturing.
Macau is a former Portuguese colony, and is both the first and last European colony in China. Portuguese traders first settled in Macau in the 16th century and subsequently administered the region until the handover on 20 December 1999. The Sino-Portuguese Joint Declaration and the Basic Law of Macau stipulate that Macau operates with a high degree of autonomy until at least 2049, fifty years after the transfer. Macau was first lent by the Chinese empire as a trading port in the 16th century, and had to administer the city under Chinese authority and sovereignty. In 1887, Macau became a colony of the Portuguese empire and its sovereignty transferred to the Portuguese.

Under the policy of "one country, two systems", the PRC's Central People's Government is responsible for the territory's defense and foreign affairs, while Macau maintains its own legal system, police force, monetary system, customs policy, and immigration policy. Macau participates in many international organizations and events that do not require members to possess national sovereignty.[12][13]
Macau is one of the world's richest cities, and as of 2013 its GDP per capita by purchasing power parity is higher than that of any country in the world, according to the World Bank.[14][15] It became the world's largest gambling centre in 2006,[16] with the economy heavily dependent on gambling and tourism, as well as manufacturing. Cantonese people from Hong Kong and Guangdong, in addition to the recent mainland tourism from Mandarin-speaking regions, have boosted the economy of Macau significantly.
