The police are a constituted body of persons empowered by the state to enforce the law, protect property, and limit civil disorder. Their powers include the legitimized use of force. The term is most commonly associated with police services of a state that are authorized to exercise the police power of that state within a defined legal or territorial area of responsibility. Police forces are often defined as being separate from military or other organizations involved in the defense of the state against foreign aggressors; however, gendarmerie and military police are military units charged with civil policing.
Law enforcement, however, constitutes only part of policing activity. Policing has included an array of activities in different situations, but the predominant ones are concerned with the preservation of order. In some societies, in the late 18th and early 19th centuries, these developed within the context of maintaining the class system and the protection of private property. Some parts of the world may suffer from police corruption.
The New South Wales Police Force (NSW Police Force; previously New South Wales Police Service & New South Wales Police) is the primary law enforcement agency in the State of New South Wales, Australia. It is an agency of the Government of New South Wales within the New South Wales Ministry for Police and Emergency Services. Divided into eighty Local Area Commands (LAC), the NSW Police Force consists of over five hundred local police stations and covers an area of 801,600 square kilometres whilst serving the state's population of seven million people.
Under the Police Regulation Act, 1862 (NSW), the organisation of the New South Wales Police Force was formally established in 1862 with the unification of all existing independent police units within New South Wales. The authority and responsibility of the entire police force was given to the Inspector General of Police. Presently, the Commissioner of Police controls the police force.
The current Commissioner of the New South Wales Police Force is Andrew Scipione, APM, who replaced Ken MoroneyAOAPM, on 31 August 2007, with Deputy Commissioner Dave Owens APM, Deputy Commissioner Nick Kaldas APM and Deputy Commissioner Catherine Burn APM. The State Government Cabinet Minister responsible for the New South Wales Police Force portfolio is The Honourable Mike Gallacher, MLC. As of 2011, the New South Wales Police Force consists of approximately 15,915 officers.
A police officer (also known as a policeman or policewoman, and constablein some forces, particularly in the United Kingdom and other Commonwealth nations) is a warranted employee of a police force. In the United States, "officer" is the formal name of the lowest police rank; in many other countries "officer" is a generic term not specifying a particular rank, and the lowest rank is often "constable". Police officers are generally charged with the apprehension of criminals and the prevention and detection of crime, and the maintenance of public order. Police officers may be sworn to an oath, and have the power to arrest people and detain them for a limited time, along with other duties and powers.
Responsibilities of a police officer are varied, and may differ greatly from within one political context to another. Typical duties relate to keeping the peace, law enforcement, protection of people and property, and the investigation of crimes. Officers are expected to respond to a variety of situations that may arise while they are on duty. Rules and guidelines dictate how an officer should behave within the community, and in many contexts restrictions are placed on what the uniformed officer wears. In some countries, rules and procedures dictate that a police officer is obliged to intervene in a criminal incident, even if they are off-duty. Police officers in nearly all countries retain their lawful powers, while off duty.

Organised Crime Squad detectives have seized approximately 17 kilograms of methylamphetamine, arrested seven men and shut down an active clandestine laboratory following an operation in Sydney yesterday (Thursday 14 May 2015).
It was all part of Strike Force Sylvia, a long-running investigation by the Organised Crime Squad in conjunction with the NSW Crime Commission into money laundering offences and the commercial supply of ‘Ice’ (crystal methylamphetamine).
Early yesterday afternoon, officers arrested five men during a covert operation in a carpark at Zetland, seizing two kilograms of ‘Ice’ and four encrypted mobile devices.

Commissioner Scipione said the new recruits are about to embark upon a highly diverse and rewarding career path.
“Policing is a highly unique career path that will offer these new probationary constables various exciting opportunities each day they work with and for the community,” Commissioner Scipione said.
“Their experiences will be both challenging and gratifying, but their presence here today shows they have the resilience and determination to succeed and represent the NSW Police Force proudly.
“From today onward they’ll be tasked with the safety and security of the people of NSW and I’m confident that they will uphold the Force’s statement of values in performing those duties.
“I wish each and every student all the best in their policing futures and I hope they find the experience of serving the community as rewarding as I do,” Commissioner Scipione said.
FACTS AND FIGURES ABOUT ‘CLASS 325’

121 probationary constables studied as undergraduate students, while three studied via distance education.
In addition, six probationary constables joined through the University of Western Sydney pathway and one officer studied through the Bachelor or Justice Studies (Policing) pathway.
Of the probationary constables attesting today, 121 were born in Australia and 10 were born overseas. Their countries of original include the United Kingdom, New Zealand, Korea, Philippines, Samoa, South Africa, Spain, Taiwan and Turkey.
There are also a number of students in Class 325 who speak a language other than English, including Arabic, Serbian, Greek, Mandarin, Samoan, and Vietnamese.
Among those attesting today, three probationary constables identify as being of Aboriginal or Torres Strait Island background.

Upon their return to Sydney Airport the hospital team were met by three Highway Patrol cars for the trip back to St Vincent’s Hospital at Darlinghurst.
The vehicles were driven by Sgt McCue, Sgt Daryl Irvin and Snr Cst Mal Best.
Due to the unknown factors in the exercise, police were manning all traffic points between Sydney Airport and St Vincent’s Hospital, and the Emergency Medical Transfer was completed without incident.
The process was reviewed and the procedures have been refined, the need for all traffic points to be manned stopped, and these days an Emergency Medical Transfer always involves two marked Highway Patrol cars. They are assisted by the Roads and Maritime Service’s Transport Management Centre, who provides a ‘green light corridor’ between the airport and the hospital or between hospitals. This multi-agency approach ensures safety and efficiency.
In the past 30 years, the NSW Police Fore has assisted the Human Organ Transplantation teams within NSW – and the visiting teams from Queensland and Victoria – on nearly 2300 occasions, assisting with the movement of hearts, lungs and livers and other organs on a needs basis.
NSW Police have assisted transplant teams travel by road to Newcastle, Wollongong, Penrith and many hospitals in between: on four instances they have travelled to Canberra and return.
The Highway Patrol Police have an enviable record in reliability and safety over the past 30 years. As a result, police have assisted in saving and improving the quality of life of more than 3500 people.

Are there any instances when poor behaviour on the part of other drivers has caused problems?
As all drivers of Emergency vehicles have experienced you can never guarantee what a motorist is going to do when confronted with an emergency vehicle with it’s lights and sirens on. Just one recommendation to not slam on the brakes when a Police car approached from behind.
Has there ever been any crashes?
The worst incident was a scratch on a door from a flexi pole on the Eastern distributor. No collisions and definitely no injuries.
Do you do other work beside the transports?
The three HWP units all perform normal Highway Patrol duties and maintain a group of Police On-Call outside rostered work hours to address any transplant needs.
Do you know what you are carrying?
Yes. The Police drivers are well aware they are carrying some of Australia’s foremost transplant surgeons & medial team plus the greatest gift someone could give another – Their organs.
Has this made you appreciate the importance of donating organs?
The majority of the HWP Police are acutely aware of the need to register and discuss their intent to donate their organs or not.
As a police officer, does this work give you a sense of achievement?
Being involved in the process gives you a tangible result to your day at work. I know I’ve done my best to help someone’s mother, father, son or daughter. Even the staff at the Transport Management Centre who assist with the Green Light Corridors feel their contribution.

In 1984 pioneering heart surgeon, Dr Victor Chang, approached the NSW Police Force seeking assistance to reduce the ischemic (the time interval between cutting blood flow to the heart and recommencing the flow in the recipient), times for his transplant patients.
The task was allocated to Maroubra Highway Patrol under the leadership of the then-Sergeant Tony McCue.
After some discussions with Dr Victor Chang and his team, guidelines were drawn up and on Sunday 28 October 1984 the St Vincent’s Heart Transplant team travelled interstate.
Upon their return to Sydney Airport the hospital team were met by three Highway Patrol cars for the trip back to St Vincent’s Hospital at Darlinghurst.
The vehicles were driven by Sgt McCue, Sgt Daryl Irvin and Snr Cst Mal Best.
Due to the unknown factors in the exercise, police were manning all traffic points between Sydney Airport and St Vincent’s Hospital, and the Emergency Medical Transfer was completed without incident.
The process was reviewed and the procedures have been refined, the need for all traffic points to be manned stopped, and these days an Emergency Medical Transfer always involves two marked Highway Patrol cars. They are assisted by the Roads and Maritime Service’s Transport Management Centre, who provides a ‘green light corridor’ between the airport and the hospital or between hospitals. This multi-agency approach ensures safety and efficiency.
In the past 30 years, the NSW Police Fore has assisted the Human Organ Transplantation teams within NSW – and the visiting teams from Queensland and Victoria – on nearly 2300 occasions, assisting with the movement of hearts, lungs and livers and other organs on a needs basis.
NSW Police have assisted transplant teams travel by road to Newcastle, Wollongong, Penrith and many hospitals in between: on four instances they have travelled to Canberra and return.
The Highway Patrol Police have an enviable record in reliability and safety over the past 30 years. As a result, police have assisted in saving and improving the quality of life of more than 3500 people.

Organised Crime squad arrest seven and over 17 kg of meth seized
Organised Crime Squad detectives have seized approximately 17 kilograms of methylamphetamine, arrested seven men and shut down an active clandestine laboratory following an operation in Sydney yesterday (Thursday 14 May 2015).
It was all part of Strike Force Sylvia, a long-running investigation by the Organised Crime Squad in conjunction with the NSW Crime Commission into money laundering offences and the commercial supply of ‘Ice’ (crystal methylamphetamine).
Early yesterday afternoon, officers arrested five men during a covert operation in a carpark at Zetland, seizing two kilograms of ‘Ice’ and four encrypted mobile devices.
The five men – a 31-year-old, a 23-year-old, a 22-year-old and two 21-year-olds – were taken to Surry Hills Police Station and charged with offences relating to large commercial drug supply and participating in a criminal group. All were bail refused to appear in Central Local Court today (Friday 15 May 2015).
Following the arrests at Zetland, five search warrants were executed at properties in Zetland (two properties), Pyrmont and Ryde (two properties), with an active clandestine drug laboratory located at one of the Ryde properties – a residential unit.
The property is now being processed by specialist officers from the Drug Squad’s Chemical Operation Team who have located approximately 10 kilograms of ‘Ice’ and five kilograms of methylamphetamine oil, in addition to more than 40 kilograms of restricted pre-cursor chemicals and a comprehensive arrangement of scientific equipment.
A 23-year-old man was arrested near the Ryde unit where the clan lab was located, while a 29-year-old man was arrested at the other Ryde property.
Both were charged with offences relating to commercial drug supply and participating in a criminal group, before being refused bail to appear before Hornsby Local Court today.
Yesterday’s search warrants also resulted in police seizing a further 12 encrypted mobile devices, cash, sim-cards and computers.

More than 300 police recruits will receive a commemorative pin during an Attestation ceremony at the NSW Police Force Academy in Goulburn this morning (Friday 4 May 2012), celebrating the fact they are joining the Force in the 150th year of policing in NSW.
The new recruits, the first for 2012, will be officially welcomed to the Force by NSW Police Commissioner Andrew Scipione.
"Attestation is a moment of great pride and excitement for any new police officer, but to be joining our ranks in the Force's 150th year is an even bigger honour, and one that we wanted to mark with something special," Commissioner Scipione said.
"All Probationary Constables who attest in 2012 will receive the commemorative pin, which symbolises not only the beginning of their policing careers, but also the great heritage of the organisation they have decided to join.
"I welcome the 310 new police officers who are attesting today. They are about to embark on a career that is sometimes challenging, never boring, and always rewarding. I have no doubt they will prove to be valuable additions to their local area commands and the communities they serve."
The recruits from "Class 315" will begin work at their new postings on Monday morning. A total of 76 have been allocated to metropolitan regions and 234 to regional and rural areas.
Of the 310 new recruits, 210 are male and 100 are female. The youngest is 19 years old and the oldest is 47.
The new officers are culturally diverse as well. About 10 per cent were born in a country other than Australia -- including New Zealand, Scotland, Canada, Hungary, India, Afghanistan, China, Egypt, Finland, Iran, Iraq, Latvia, Lithuania, Serbia, Sweden and Taiwan. Eight recruits identify as being of Aboriginal or Torres Strait Islander background.
A number of the recruits come from families with a rich policing history. Ben Bradbury, for example, is the fourth generation, and the tenth member, of the Bradbury family to join the ranks of the NSW Police Force.
This policing dynasty started with Ben's great grandfather, Lacey, who joined the police in 1929. Five of Lacey's sons, including Ben's grandfather Robson (Bob), also became police officers. Ben's father, George, is a serving detective inspector at Brisbane Water Local Area Command, and two of Ben's uncles were in the Force as well.
Ben, meanwhile, has been allocated to Redfern Local Area Command. "I guess policing is in my blood," he says.
The recruits will attest today with the rank of Probationary Constable. They will then complete 12 months' on-the-job training and study by distance education with Charles Sturt University before they officially graduate with an Associate Degree in Policing Practice. The officers will then be confirmed in the rank of Constable.
In addition, for the first time ever, the NSW Police Force Banner will be paraded by an all-female Banner Party. The Banner Ensign will be Inspector Emma Donnelly, HR Manager from North West Metro Region. The two Banner Escorts will be Sergeant Christine Millman (Camden LAC) and Constable Jo Phillips (Education and Training Command).

Constable Bill Crews’ accidental shooting death during a botched raid could have been prevented if senior officers properly assessed the plan, the NSW coroner said today.
Const. Crews, 26, was fatally shot in the neck by a colleague during the 2010 raid of a Bankstown carpark, in Sydney’s south-west.
Detective David Roberts accidentally shot Const. Crews while he was returning fire after their target, drug dealer Philip Nguyen, unexpectedly produced a gun and shot at the officers.
Coroner Michael Barnes said Const. Crews died as a result of “cascading and compounding errors by police”.

If wearable police cameras are to provide safeguards for both officers and citizens, we need to ensure they are regulated correctly and that footage is not misused, writes Greg Barns.
Last week Northern Territory Police announced many front line officers will use body-worn video and audio cameras as they go about their daily business. All Australian jurisdictions, with the exception of New South Wales which will shortly commence a trial of body cameras, and Tasmania, have run limited trials of body cameras. Body cameras issued to NSW police to help fight crime
NSW Police has begun the roll-out of body cameras to all frontline officers in an effort to protect both the police and the general public who come in contact with them.
Officers at Sydney’s eastern beaches were the first to receive the body-worn video cameras today, which are being hailed as a breakthrough in policing.
Exactly 248 cameras have been deployed in stage one of the roll-out, and they’ll be used at tomorrow’s Bulldogs and Roosters NRL match.

The Wall to Wall: Ride for Remembrance is an annual police memorial ride from across Australia to Canberra, which aims to commemorate the service and sacrifice of fallen Australian police, raise much-needed funds in support of fallen officers’ families and promote motorcycle safety.
The event is open to serving and retired members, both sworn and unsworn, and all other friends, family and proud supporters of policing.

Constable Bill Crews’ accidental shooting death during a botched raid could have been prevented if senior officers properly assessed the plan, the NSW coroner said today.
Const. Crews, 26, was fatally shot in the neck by a colleague during the 2010 raid of a Bankstown carpark, in Sydney’s south-west.
Detective David Roberts accidentally shot Const. Crews while he was returning fire after their target, drug dealer Philip Nguyen, unexpectedly produced a gun and shot at the officers.
Coroner Michael Barnes said Const. Crews died as a result of “cascading and compounding errors by police”.
The fact the officers were in plain clothes with no badges or ID was a dangerous mistake, Mr Barnes said.
Colleagues, family and friends attended Const. Crews' funeral.

Mr Barnes criticised senior police for their lack of supervision, and said that the risks were not properly assessed.

“Bill Crews lay alone on the cold concrete as his life ebbed away, while his colleagues unnecessarily held back. That must be as upsetting for them as it is for his family,” Mr Barnes said.

If wearable police cameras are to provide safeguards for both officers and citizens, we need to ensure they are regulated correctly and that footage is not misused, writes Greg Barns.
Last week Northern Territory Police announced many front line officers will use body-worn video and audio cameras as they go about their daily business. All Australian jurisdictions, with the exception of New South Wales which will shortly commence a trial of body cameras, and Tasmania, have run limited trials of body cameras. The Northern Territory is the first jurisdiction to roll out body cameras so broadly.
Police wearing body cameras is a good idea at first glance, particularly when one considers the amount of court time that goes into hearing evidence from defendants, witnesses and police in cases where there are allegations of impropriety by police.
But like many good ideas, the use of cameras by police needs to be analysed carefully. If it is to work as a safeguard for both police and citizens, there need to be clear rules about how cameras are used and what happens to the footage obtained from cameras.
Because the idea of police wearing body cameras is relatively new there is little data that enables a determination as to whether they reduce police violence and complaints about police misconduct.
The first empirical study on the use of body cameras use by police was released last month by researchers at Cambridge University's Institute of Criminology. They analysed the Rialto Police Department in California.
The results from the Rialto study show that in 2012 "use-of-force by officers wearing cameras fell by 59 per cent and reports against officers dropped by 87 per cent against" 2011.
According to a December 23 note from Cambridge University:
The researchers say the knowledge that events are being recorded creates "self-awareness" in all participants during police interactions. This is the critical component that turns body-worn video into a 'preventative treatment': causing individuals to modify their behaviour in response to an awareness of 'third-party' surveillance by cameras acting as a proxy for legal courts - as well as courts of public opinion - should unacceptable behaviour take place.
These results are promising, although allowance needs to be made for the fact that Rialto has a population of only just over 100,000 and is 75 per cent Hispanic. In other words, its ethnic make-up is very different to the Northern Territory with its large Indigenous population which has a very high interaction rate with police.
The Northern Territory experiment will see footage from cameras being provided to defendants and prosecutors if charges result from an interaction. But what about cases where there are no charges laid and police are alleged to have acted without proper regard to the rights of citizens?
This is an issue that has emerged in Duluth, Minnesota. According to The Guardian on Friday, a local newspaper was refused its request to access police footage of an incident in which a man who had barricaded himself inside his garage was shot twice by police.

“I don’t want them to be tied up for weeks on end in courts if there’s evidence we could have presented which would have done it all in a minute,” he said.

Commissioner Scipione said BWV will provide a fully accountable record of interactions between police and the community.
“Our officers have millions of interactions with the community every year, and BWV will provide a record of the actions of both the officer and individuals they are engaged with,” the Commissioner said.
“The vision will essentially be used for evidence gathering to support prosecutions, but it will also allow police to analyse interactions, improve practices and support officer training and education.
“Local and international trials have noted other positive benefits of BWV, including lower incidence and escalation of violence, reduced officer injuries, reduced time spent on paperwork and increased time on patrol; enhanced brief of evidence preparation, and improved behaviour of both police and the public.
“BWV will hold everyone to account for their actions, including police. A picture is worth a thousand words, and if you’re recorded doing the wrong thing – no matter who you are – the evidence will be tough to dispute,” the Commissioner said.
There are five guiding principles, which form the basis for appropriate and lawful use of BWV, and include:

This stunning yellow NSW Police car is a $450,000 McLaren 650S. And before everyone complains about tax payer dollars, NSWPF did not pay for the car! Not far behind this was their new Aston Martin Vanquish convertible, worth another few hundred k. I was a bit disappointed I couldn't hear the McLaren though. I expected it to be... louder ;-)

More than a thousand NSW Police officers will join their colleagues from across the country to honour fallen officers during an annual commemorative charity motorbike ride this weekend.
The Wall to Wall: Ride for Remembrance is an annual police memorial ride from across Australia to Canberra, which aims to commemorate the service and sacrifice of fallen Australian police, raise much-needed funds in support of fallen officers’ families and promote motorcycle safety.
The event is open to serving and retired members, both sworn and unsworn, and all other friends, family and proud supporters of policing.
NSW Police Commissioner Andrew Scipione will lead the officers from Sydney to the National Police Memorial in Canberra tomorrow (Saturday 12 September 2015), where the NSW contingent will meet more than 2000 riders who have travelled from every police jurisdiction across Australia.
Sydney commemorations will begin with a ceremony at the NSW Police Wall of Remembrance at The Domain at 8am, providing an opportunity for the family and friends of fallen NSW police to collectively pay their respects.
Queensland Police Commissioner Ian Stewart will also lead a contingent of Queensland Police officers who departed Brisbane on Wednesday (9 September 2015), and will join Commissioner Scipione for the commemorations in The Domain.
The group are expected to depart The Domain about 8.15am and be escorted along the Cahill Expressway and over the Sydney Harbour Bridge before travelling along the M2, M7 and Hume Motorway.
As the group travels south along the Hume Highway, they will be joined by other riders who commenced their journey from the Illawarra and Dubbo, before meeting at the NSW Police Force Academy at Goulburn.
Following the rest stop at Goulburn, the contingent will continue on their journey, where all groups will meet up with participants and representatives of other Australian Police Forces, on the outskirts of Canberra.
In a final gesture of police solidarity and remembrance, the ride travels through Canberra to the National Police Memorial for an afternoon ceremony to honour Australian police who have made the ultimate sacrifice, with their names represented on the touch stones of the memorial wall.
Commissioner Scipione said the ride is a special commemorative event, developed by mates to honour fallen colleagues.
“Wall to Wall began following a conversation between two police officers, and keen motorcyclists, who wished to pay homage to their fallen mates,” Commissioner Scipione said.
“It’s grown each year since its inception and offers an opportunity for the Australian policing family to come together to honour the sacrifice of fallen colleagues and reflect on the dedicated service of all officers.
“The annual event, now in its sixth year, not only commemorates the sacrifice and continued service of our officers to the community, but also raises much needed funds for charity,” Commissioner Scipione said.
“The ride begins at various locations across the Australia – each a sacred place of remembrance and reflection for police – where we collect a Wall to Wall baton to deliver to the National Police Memorial.”
During the ceremony in Canberra, the batons are presented by Commissioners (or delegate) of each of the nine policing jurisdictions, and the names on the inner scrolls are read out to honour officers who have lost their lives in the past year.

Five arrested over alleged International drug trafficking and money laundering
Five men have been arrested following a joint investigation into drug trafficking and money laundering by the NSW Police Force and the Federal Bureau of Investigation (FBI).
State Crime Command’s Organised Crime Squad, together with the Australian Crime Commission and the NSW Crime Commission; have been investigating alleged money laundering activities following the seizure of $702,000 from a man at a Sydney hotel by City Central police in August 2011.
Legal action was taken against the NSW Police Force for the return of the money, with claims made it was payment for an international band who had toured Australia; however, the Supreme Court found in favour of the NSW Police Commissioner and investigations continued.
In late 2014, Organised Crime Squad detectives executed search warrants in the Sydney suburbs of Sylvania, Potts Point and Luddenham, with warrants also taking place in Richmond and Balnarring, Victoria.
During these raids, more than $68,000 cash, drugs, steroids, documents and electronic equipment were seized. A 55-year-old man was charged with dealing with the proceeds of crime, goods in custody and drug offences.
The operation also uncovered information relating to the alleged importation of 300kg of cocaine from Mexico to Australia, via the United States.
Since then, NSW Police officers have been working closely with the San Diego Field Office of the FBI to investigate the alleged drug trafficking between Mexico, the United States and Australia, and associated money laundering offences.
Following extensive inquiries, Organised Crime Squad detectives arrested three men at Kellyville, Miranda, and Sydney CBD yesterday (Thursday 10 September 2015), including two men aged 32, and 55, a 65-year-old Sydney solicitor. A fourth man – a 54-year-old music promoter – was arrested with the assistance of Victoria Police, in Melbourne last night.

Showing little regard for his own safety, his father Adrian managed to disarm him, dial emergency assistance and get help. Then the police arrived.
In the moments that followed, police claimed Adam Salter rose from the floor, shrugged off one of the officers present and grabbed a knife they had failed to remove from the scene. Then, according to police, another officer at the house heard the disturbance and rushed through the kitchen door shouting "taser, taser, taser" before shooting Adam Salter dead. In her evidence, Sgt Bissett claimed she believed the seriously wounded man was threatening her fellow police officer. But others on the scene tell a very different story, saying Adam posed no immediate threat. Who's right?

The story of Adam Salter raises many questions, including the issue of how lethal force is used by police. But perhaps the most profound question it raises is: can the police be trusted to investigate themselves?
Police forces across the country claim they've been hard at work training their officers to deal with people who are mentally ill, armed and posing a threat to themselves and the public. But have lessons really been learnt, and is it possible to change a police culture that doesn't admit responsibility when things go wrong?
Adam Salter was a young man with much to live for, with a good job and a loving family. But Adam also had a mental illness. Late in 2009, in the middle of a psychotic episode, Adam tried to kill himself. Showing little regard for his own safety, his father Adrian managed to disarm him, dial emergency assistance and get help. Then the police arrived.
In the moments that followed, police claimed Adam Salter rose from the floor, shrugged off one of the officers present and grabbed a knife they had failed to remove from the scene. Then, according to police, another officer at the house heard the disturbance and rushed through the kitchen door shouting "taser, taser, taser" before shooting Adam Salter dead. In her evidence, Sgt Bissett claimed she believed the seriously wounded man was threatening her fellow police officer. But others on the scene tell a very different story, saying Adam posed no immediate threat. Who's right?

This week on THE FORCE, cameras are with police as the unbelievable happens.
Eighteen year old Josh is pulled over in Sydney's Kings Cross. He is now potentially losing his license for taking his daddy's flash BMW for a spin - the sports car is unregistered and Josh doesn't have his P-Plates on display. To make matters worse officers have now discovered that the 335i Series BMW is listed on the prohibited car list for P-Plate drivers.
A man who is known to police is spotted riding a motorised bicycle without a helmet. Officers stop him for the purposes of a search to find a small amount of amphetamine in a bag. A second search uncovers more drugs...
Police get reports of a gunman roaming suburban streets. They are quick to respond. Officers meet up with the Tactical Response Group who prepare to confront the gunman.
Ted, an 89 year old grandfather has gone missing after walking out his house. His 85- year-old wife is worried and his two sons are out looking for him. It's getting cold and a big storm is on its way. For police it's a race against time to make sure Ted is found.

A total of 131 new probationary constables will be sworn into the NSW Police Force this morning.
The students of “Class 325” of the Associate Degree in Policing Practice will attest at the NSW Police Academy at Goulburn today (Friday 21 August 2015).
The Commissioner will be joined by the Governor of NSW, His Excellency General The Honourable David Hurley AC DSC (Ret'd), to inspect the new recruits on the parade ground.
The students will attest with the rank of probationary constable and report to their new stations for work on Monday (24 August 2015).
They will then complete 12 months on-the-job training and study by distance education with Charles Sturt University before they officially graduate with an Associate Degree in Policing Practice. The officers will then be confirmed to the rank of constable.
Commissioner Scipione said the new recruits are about to embark upon a highly diverse and rewarding career path.
“Policing is a highly unique career path that will offer these new probationary constables various exciting opportunities each day they work with and for the community,” Commissioner Scipione said.
“Their experiences will be both challenging and gratifying, but their presence here today shows they have the resilience and determination to succeed and represent the NSW Police Force proudly.
“From today onward they’ll be tasked with the safety and security of the people of NSW and I’m confident that they will uphold the Force’s statement of values in performing those duties.
“I wish each and every student all the best in their policing futures and I hope they find the experience of serving the community as rewarding as I do,” Commissioner Scipione said.
FACTS AND FIGURES ABOUT ‘CLASS 325’
A total of 131 new recruits are being sworn in today.
The class comprises 98 policeman and 33 policewomen.
121 probationary constables studied as undergraduate students, while three studied via distance education.
In addition, six probationary constables joined through the University of Western Sydney pathway and one officer studied through the Bachelor or Justice Studies (Policing) pathway.
Of the probationary constables attesting today, 121 were born in Australia and 10 were born overseas. Their countries of original include the United Kingdom, New Zealand, Korea, Philippines, Samoa, South Africa, Spain, Taiwan and Turkey.
There are also a number of students in Class 325 who speak a language other than English, including Arabic, Serbian, Greek, Mandarin, Samoan, and Vietnamese.
Among those attesting today, three probationary constables identify as being of Aboriginal or Torres Strait Island background.
The two youngest recruits are aged 20 and the oldest is 48 years-old. Other age statistics:

In 1984 pioneering heart surgeon, Dr Victor Chang, approached the NSW Police Force seeking assistance to reduce the ischemic (the time interval between cutting blood flow to the heart and recommencing the flow in the recipient), times for his transplant patients.
The task was allocated to Maroubra Highway Patrol under the leadership of the then-Sergeant Tony McCue.
After some discussions with Dr Victor Chang and his team, guidelines were drawn up and on Sunday 28 October 1984 the St Vincent’s Heart Transplant team travelled interstate.
Upon their return to Sydney Airport the hospital team were met by three Highway Patrol cars for the trip back to St Vincent’s Hospital at Darlinghurst.
The vehicles were driven by Sgt McCue, Sgt Daryl Irvin and Snr Cst Mal Best.
Due to the unknown factors in the exercise, police were manning all traffic points between Sydney Airport and St Vincent’s Hospital, and the Emergency Medical Transfer was completed without incident.
The process was reviewed and the procedures have been refined, the need for all traffic points to be manned stopped, and these days an Emergency Medical Transfer always involves two marked Highway Patrol cars. They are assisted by the Roads and Maritime Service’s Transport Management Centre, who provides a ‘green light corridor’ between the airport and the hospital or between hospitals. This multi-agency approach ensures safety and efficiency.
In the past 30 years, the NSW Police Fore has assisted the Human Organ Transplantation teams within NSW – and the visiting teams from Queensland and Victoria – on nearly 2300 occasions, assisting with the movement of hearts, lungs and livers and other organs on a needs basis.
NSW Police have assisted transplant teams travel by road to Newcastle, Wollongong, Penrith and many hospitals in between: on four instances they have travelled to Canberra and return.
The Highway Patrol Police have an enviable record in reliability and safety over the past 30 years. As a result, police have assisted in saving and improving the quality of life of more than 3500 people.
Since January 2000, the responsibility for the Medical Transfers within the greater Metropolitan area has been borne by Highway Patrol Police from Rose Bay, Surry Hills and Botany Bay. HWP Police from regional centres also assist the process when needed.
How often are the transports conducted? (eg per month)
We average 60 to 70 escorts per year, sometimes 2 or 3 in 24 hours, it totally depends upon suitable donors & recipients.
Would other motorists be aware of the transports?
Not generally, as there is a level of confidentially with the whole process and the role of Police is not highlighted in an effort to ensure confidentially.
Are there any instances when poor behaviour on the part of other drivers has caused problems?
As all drivers of Emergency vehicles have experienced you can never guarantee what a motorist is going to do when confronted with an emergency vehicle with it’s lights and sirens on. Just one recommendation to not slam on the brakes when a Police car approached from behind.
Has there ever been any crashes?
The worst incident was a scratch on a door from a flexi pole on the Eastern distributor. No collisions and definitely no injuries.
Do you do other work beside the transports?
The three HWP units all perform normal Highway Patrol duties and maintain a group of Police On-Call outside rostered work hours to address any transplant needs.
Do you know what you are carrying?
Yes. The Police drivers are well aware they are carrying some of Australia’s foremost transplant surgeons & medial team plus the greatest gift someone could give another – Their organs.
Has this made you appreciate the importance of donating organs?
The majority of the HWP Police are acutely aware of the need to register and discuss their intent to donate their organs or not.
As a police officer, does this work give you a sense of achievement?
Being involved in the process gives you a tangible result to your day at work. I know I’ve done my best to help someone’s mother, father, son or daughter. Even the staff at the Transport Management Centre who assist with the Green Light Corridors feel their contribution.
Is there any specific training required for police to conduct these transports?
All members of the Highway Patrol undergo specialised driver training and the members of the three EMT endorsed units undergo further training specific to Medical Transfers then have to perform a minimum of three Transfers under supervision before they can lead. Many of our lead drivers have completed more than 40 transfers

Organised Crime Squad detectives have seized approximately 17 kilograms of methylamphetamine, arrested seven men and shut down an active clandestine laboratory following an operation in Sydney yesterday (Thursday 14 May 2015).
It was all part of Strike Force Sylvia, a long-running investigation by the Organised Crime Squad in conjunction with the NSW Crime Commission into money laundering offences and the commercial supply of ‘Ice’ (crystal methylamphetamine).
Early yesterday afternoon, officers arrested five men during a covert operation in a carpark at Zetland, seizing two kilograms of ‘Ice’ and four encrypted mobile devices.
The five men – a 31-year-old, a 23-year-old, a 22-year-old and two 21-year-olds – were taken to Surry Hills Police Station and charged with offences relating to large commercial drug supply and participating in a criminal group. All were bail refused to appear in Central Local Court today (Friday 15 May 2015).
Following the arrests at Zetland, five search warrants were executed at properties in Zetland (two properties), Pyrmont and Ryde (two properties), with an active clandestine drug laboratory located at one of the Ryde properties – a residential unit.
The property is now being processed by specialist officers from the Drug Squad’s Chemical Operation Team who have located approximately 10 kilograms of ‘Ice’ and five kilograms of methylamphetamine oil, in addition to more than 40 kilograms of restricted pre-cursor chemicals and a comprehensive arrangement of scientific equipment.
A 23-year-old man was arrested near the Ryde unit where the clan lab was located, while a 29-year-old man was arrested at the other Ryde property.
Both were charged with offences relating to commercial drug supply and participating in a criminal group, before being refused bail to appear before Hornsby Local Court today.
Yesterday’s search warrants also resulted in police seizing a further 12 encrypted mobile devices, cash, sim-cards and computers.
Strike Force Sylvia was established in early 2014 to investigate money laundering by transnational criminal networks impacting NSW, with a focus on the facilitators who enable organised crime activities to function.
Prior to yesterday’s operation, nine people had been arrested for serious money laundering offences, drug offences and some Commonwealth offences, and strike force officers had seized 1.5kg of ‘Ice’, small amounts of MDMA, ephedrine, ethylone and cannabis, and more than $700,000 cash.
The total results for Strike Force Sylvia include:
- 18.5 kilograms of methylamphetamine seized, with an estimated potential street value of $18.5 million;
- 16 people arrested;
- More than 40 kilograms of pre-cursor chemicals seized;
- More than $700,000 cash seized; and,
- More than 50 encrypted mobile devices seized.

More than 300 police recruits will receive a commemorative pin during an Attestation ceremony at the NSW Police Force Academy in Goulburn this morning (Friday 4 May 2012), celebrating the fact they are joining the Force in the 150th year of policing in NSW.
The new recruits, the first for 2012, will be officially welcomed to the Force by NSW Police Commissioner Andrew Scipione.
"Attestation is a moment of great pride and excitement for any new police officer, but to be joining our ranks in the Force's 150th year is an even bigger honour, and one that we wanted to mark with something special," Commissioner Scipione said.
"All Probationary Constables who attest in 2012 will receive the commemorative pin, which symbolises not only the beginning of their policing careers, but also the great heritage of the organisation they have decided to join.
"I welcome the 310 new police officers who are attesting today. They are about to embark on a career that is sometimes challenging, never boring, and always rewarding. I have no doubt they will prove to be valuable additions to their local area commands and the communities they serve."
The recruits from "Class 315" will begin work at their new postings on Monday morning. A total of 76 have been allocated to metropolitan regions and 234 to regional and rural areas.
Of the 310 new recruits, 210 are male and 100 are female. The youngest is 19 years old and the oldest is 47.
The new officers are culturally diverse as well. About 10 per cent were born in a country other than Australia -- including New Zealand, Scotland, Canada, Hungary, India, Afghanistan, China, Egypt, Finland, Iran, Iraq, Latvia, Lithuania, Serbia, Sweden and Taiwan. Eight recruits identify as being of Aboriginal or Torres Strait Islander background.
A number of the recruits come from families with a rich policing history. Ben Bradbury, for example, is the fourth generation, and the tenth member, of the Bradbury family to join the ranks of the NSW Police Force.
This policing dynasty started with Ben's great grandfather, Lacey, who joined the police in 1929. Five of Lacey's sons, including Ben's grandfather Robson (Bob), also became police officers. Ben's father, George, is a serving detective inspector at Brisbane Water Local Area Command, and two of Ben's uncles were in the Force as well.
Ben, meanwhile, has been allocated to Redfern Local Area Command. "I guess policing is in my blood," he says.
The recruits will attest today with the rank of Probationary Constable. They will then complete 12 months' on-the-job training and study by distance education with Charles Sturt University before they officially graduate with an Associate Degree in Policing Practice. The officers will then be confirmed in the rank of Constable.
In addition, for the first time ever, the NSW Police Force Banner will be paraded by an all-female Banner Party. The Banner Ensign will be Inspector Emma Donnelly, HR Manager from North West Metro Region. The two Banner Escorts will be Sergeant Christine Millman (Camden LAC) and Constable Jo Phillips (Education and Training Command).

Constable Bill Crews’ accidental shooting death during a botched raid could have been prevented if senior officers properly assessed the plan, the NSW coroner said today.
Const. Crews, 26, was fatally shot in the neck by a colleague during the 2010 raid of a Bankstown carpark, in Sydney’s south-west.
Detective David Roberts accidentally shot Const. Crews while he was returning fire after their target, drug dealer Philip Nguyen, unexpectedly produced a gun and shot at the officers.
Coroner Michael Barnes said Const. Crews died as a result of “cascading and compounding errors by police”.
The fact the officers were in plain clothes with no badges or ID was a dangerous mistake, Mr Barnes said.

He accepted Nguyen’s explanation that he thought he was shooting at robbers, not police.
Mr Barnes criticised senior police for their lack of supervision, and said that the risks were not properly assessed.
The senior officer who approved the raid had not seen the details, he said.
“Bill Crews lay alone on the cold concrete as his life ebbed away, while his colleagues unnecessarily held back. That must be as upsetting for them as it is for his family,” Mr Barnes said.
Const. Crews' parents attended the inquest. His father Kel said he hoped future deaths could be prevented.

“It’s a tragic incident that’s occurred and therefore we never want it to happen again to any police officer,” Mr Crews said.
NSW Police Commissioner Andrew Scipione said the service had already made changes.
“We will be looking particularly at what the coroner’s got to say but already we’ve made a number of changes and we’ll continue to build on those certainly if the coroner’s that we need to take heed of,” Mr Scipione said.

If wearable police cameras are to provide safeguards for both officers and citizens, we need to ensure they are regulated correctly and that footage is not misused, writes Greg Barns.
Last week Northern Territory Police announced many front line officers will use body-worn video and audio cameras as they go about their daily business. All Australian jurisdictions, with the exception of New South Wales which will shortly commence a trial of body cameras, and Tasmania, have run limited trials of body cameras. The Northern Territory is the first jurisdiction to roll out body cameras so broadly.
Police wearing body cameras is a good idea at first glance, particularly when one considers the amount of court time that goes into hearing evidence from defendants, witnesses and police in cases where there are allegations of impropriety by police.
But like many good ideas, the use of cameras by police needs to be analysed carefully. If it is to work as a safeguard for both police and citizens, there need to be clear rules about how cameras are used and what happens to the footage obtained from cameras.
Because the idea of police wearing body cameras is relatively new there is little data that enables a determination as to whether they reduce police violence and complaints about police misconduct.
The first empirical study on the use of body cameras use by police was released last month by researchers at Cambridge University's Institute of Criminology. They analysed the Rialto Police Department in California.
The results from the Rialto study show that in 2012 "use-of-force by officers wearing cameras fell by 59 per cent and reports against officers dropped by 87 per cent against" 2011.
According to a December 23 note from Cambridge University:
The researchers say the knowledge that events are being recorded creates "self-awareness" in all participants during police interactions. This is the critical component that turns body-worn video into a 'preventative treatment': causing individuals to modify their behaviour in response to an awareness of 'third-party' surveillance by cameras acting as a proxy for legal courts - as well as courts of public opinion - should unacceptable behaviour take place.
These results are promising, although allowance needs to be made for the fact that Rialto has a population of only just over 100,000 and is 75 per cent Hispanic. In other words, its ethnic make-up is very different to the Northern Territory with its large Indigenous population which has a very high interaction rate with police.
The Northern Territory experiment will see footage from cameras being provided to defendants and prosecutors if charges result from an interaction. But what about cases where there are no charges laid and police are alleged to have acted without proper regard to the rights of citizens?
This is an issue that has emerged in Duluth, Minnesota. According to The Guardian on Friday, a local newspaper was refused its request to access police footage of an incident in which a man who had barricaded himself inside his garage was shot twice by police.

Officers at Sydney’s eastern beaches were the first to receive the body-worn video cameras today, which are being hailed as a breakthrough in policing.
Exactly 248 cameras have been deployed in stage one of the roll-out, and they’ll be used at tomorrow’s Bulldogs and Roosters NRL match.

Mr Scipione said trials have suggested the body cameras result in “lower incidence and escalation of violence, reduced officer injuries, reduced time spent on paperwork and increased time on patrol; enhanced brief of evidence preparation, and improved behaviour of both police and the public”.

NSW Police Force has started rolling out body-worn video cameras to frontline police, as part of an ongoing commitment to improving officer and community safety in NSW.
NSW Deputy Premier and Minister for Police, Troy Grant, and NSW Police Force Commissioner Andrew Scipione officially launched ‘Body Worn Video’ (BWV) today (Thursday 17 September 2015), at the first site for the rollout, Eastern Beaches Local Area Command.
From today, local police will wear the cameras on their uniform, allowing officers to record incidents or events where visual and audio evidence will support an investigation.
The new BWV cameras do not record all the time, instead, are activated for use in operational policing activities, or where recording is deemed in public interest.
Commissioner Scipione said BWV will provide a fully accountable record of interactions between police and the community.
“Our officers have millions of interactions with the community every year, and BWV will provide a record of the actions of both the officer and individuals they are engaged with,” the Commissioner said.
“The vision will essentially be used for evidence gathering to support prosecutions, but it will also allow police to analyse interactions, improve practices and support officer training and education.
“Local and international trials have noted other positive benefits of BWV, including lower incidence and escalation of violence, reduced officer injuries, reduced time spent on paperwork and increased time on patrol; enhanced brief of evidence preparation, and improved behaviour of both police and the public.
“BWV will hold everyone to account for their actions, including police. A picture is worth a thousand words, and if you’re recorded doing the wrong thing – no matter who you are – the evidence will be tough to dispute,” the Commissioner said.
There are five guiding principles, which form the basis for appropriate and lawful use of BWV, and include:

More than a thousand NSW Police officers will join their colleagues from across the country to honour fallen officers during an annual commemorative charity motorbike ride this weekend.
The Wall to Wall: Ride for Remembrance is an annual police memorial ride from across Australia to Canberra, which aims to commemorate the service and sacrifice of fallen Australian police, raise much-needed funds in support of fallen officers’ families and promote motorcycle safety.
The event is open to serving and retired members, both sworn and unsworn, and all other friends, family and proud supporters of policing.
NSW Police Commissioner Andrew Scipione will lead the officers from Sydney to the National Police Memorial in Canberra tomorrow (Saturday 12 September 2015), where the NSW contingent will meet more than 2000 riders who have travelled from every police jurisdiction across Australia.
Sydney commemorations will begin with a ceremony at the NSW Police Wall of Remembrance at The Domain at 8am, providing an opportunity for the family and friends of fallen NSW police to collectively pay their respects.
Queensland Police Commissioner Ian Stewart will also lead a contingent of Queensland Police officers who departed Brisbane on Wednesday (9 September 2015), and will join Commissioner Scipione for the commemorations in The Domain.
The group are expected to depart The Domain about 8.15am and be escorted along the Cahill Expressway and over the Sydney Harbour Bridge before travelling along the M2, M7 and Hume Motorway.
As the group travels south along the Hume Highway, they will be joined by other riders who commenced their journey from the Illawarra and Dubbo, before meeting at the NSW Police Force Academy at Goulburn.
Following the rest stop at Goulburn, the contingent will continue on their journey, where all groups will meet up with participants and representatives of other Australian Police Forces, on the outskirts of Canberra.
In a final gesture of police solidarity and remembrance, the ride travels through Canberra to the National Police Memorial for an afternoon ceremony to honour Australian police who have made the ultimate sacrifice, with their names represented on the touch stones of the memorial wall.
Commissioner Scipione said the ride is a special commemorative event, developed by mates to honour fallen colleagues.
“Wall to Wall began following a conversation between two police officers, and keen motorcyclists, who wished to pay homage to their fallen mates,” Commissioner Scipione said.
“It’s grown each year since its inception and offers an opportunity for the Australian policing family to come together to honour the sacrifice of fallen colleagues and reflect on the dedicated service of all officers.
“The annual event, now in its sixth year, not only commemorates the sacrifice and continued service of our officers to the community, but also raises much needed funds for charity,” Commissioner Scipione said.
“The ride begins at various locations across the Australia – each a sacred place of remembrance and reflection for police – where we collect a Wall to Wall baton to deliver to the National Police Memorial.”
During the ceremony in Canberra, the batons are presented by Commissioners (or delegate) of each of the nine policing jurisdictions, and the names on the inner scrolls are read out to honour officers who have lost their lives in the past year.
“Each year it is certainly our hope to remove a blank scroll from the baton and we are very thankful our NSW scroll will be blank this year,” Commissioner Scipione said.
“We will, however, take pause to remember the 252 officers who have lost their lives in service to the community throughout the 153 year history of the NSW Police Force.”
All funds raised during the Wall to Wall ride by the NSW contingent will go toward NSW Police Legacy.
NSW Police Legacy provides care and support to more than 20,000 serving and retired police officers and their families during times of tragedy and need.

Five men have been arrested following a joint investigation into drug trafficking and money laundering by the NSW Police Force and the Federal Bureau of Investigation (FBI).
State Crime Command’s Organised Crime Squad, together with the Australian Crime Commission and the NSW Crime Commission; have been investigating alleged money laundering activities following the seizure of $702,000 from a man at a Sydney hotel by City Central police in August 2011.
Legal action was taken against the NSW Police Force for the return of the money, with claims made it was payment for an international band who had toured Australia; however, the Supreme Court found in favour of the NSW Police Commissioner and investigations continued.
In late 2014, Organised Crime Squad detectives executed search warrants in the Sydney suburbs of Sylvania, Potts Point and Luddenham, with warrants also taking place in Richmond and Balnarring, Victoria.
During these raids, more than $68,000 cash, drugs, steroids, documents and electronic equipment were seized. A 55-year-old man was charged with dealing with the proceeds of crime, goods in custody and drug offences.
The operation also uncovered information relating to the alleged importation of 300kg of cocaine from Mexico to Australia, via the United States.
Since then, NSW Police officers have been working closely with the San Diego Field Office of the FBI to investigate the alleged drug trafficking between Mexico, the United States and Australia, and associated money laundering offences.
Following extensive inquiries, Organised Crime Squad detectives arrested three men at Kellyville, Miranda, and Sydney CBD yesterday (Thursday 10 September 2015), including two men aged 32, and 55, a 65-year-old Sydney solicitor. A fourth man – a 54-year-old music promoter – was arrested with the assistance of Victoria Police, in Melbourne last night.

Police forces across the country claim they've been hard at work training their officers to deal with people who are mentally ill, armed and posing a threat to themselves and the public. But have lessons really been learnt, and is it possible to change a police culture that doesn't admit responsibility when things go wrong?
Adam Salter was a young man with much to live for, with a good job and a loving family. But Adam also had a mental illness. Late in 2009, in the middle of a psychotic episode, Adam tried to kill himself. Showing little regard for his own safety, his father Adrian managed to disarm him, dial emergency assistance and get help. Then the police arrived.
In the moments that followed, police claimed Adam Salter rose from the floor, shrugged off one of the officers present and grabbed a knife they had failed to remove from the scene. Then, according to police, another officer at the house heard the disturbance and rushed through the kitchen door shouting "taser, taser, taser" before shooting Adam Salter dead. In her evidence, Sgt Bissett claimed she believed the seriously wounded man was threatening her fellow police officer. But others on the scene tell a very different story, saying Adam posed no immediate threat. Who's right?
Now reporter Quentin McDermott puts together a forensic account of the events leading to the young man's death and the shooting itself. Using the testimony of family, ambulance officers and interviews with the police themselves, the program examines the mistakes made by the officers and the inconsistencies in their explanations for shooting Adam Salter.
The story of Adam Salter raises many questions, including the issue of how lethal force is used by police. But perhaps the most profound question it raises is: can the police be trusted to investigate themselves?
