The AGM-88 High-speed Anti-Radiation Missile (HARM) is a tactical, air-to-surface missile designed to home in on electronic transmissions coming from surface-to-air radar systems. It was originally developed by Texas Instruments (TI) as a replacement for the AGM-45 Shrike and AGM-78 Standard ARM system. Production was later taken over by Raytheon Corporation (RAYCO) when they purchased TI's defense business.
The AGM-88 can detect, attack and destroy a radar antenna or transmitter with minimal aircrew input. The proportional guidance system that homes in on enemy radar emissions has a fixed antenna and seeker head in the missile's nose. A smokeless, solid-propellant, dual-thrust rocket motor propels the missile at speeds over Mach 2. HARM, a Navy-led program, was initially integrated onto the A-6E, A-7 and F/A-18 and later onto the EA-6B. RDT&E; for use on the F-14 was begun, but not completed. The Air Force introduced HARM on the F-4G Wild Weasel and later on specialized F-16's equipped with the HARM Targeting System (HTS).

Zusätzlich erhielten alle F-4F den AN/ALE-40 Radartäuschkörper- (Chaff)/Magnesiumfackelwerfer (Flare) und den, von der F-15 übernommenen, 600 Gallonen fassenden HPC (High Performance Centerline) Unterrumpftank. Eingeführt wurde die F-4F bei den Jagdgeschwadern JG 71 „Richthofen, JG 74 (früher „Mölders) sowie den Jagdbombergeschwadern JaboG 35 (später JG 73 "Steinhoff") und JaboG 36 (1991 bis 2002 JG 72 "Westfalen", danach - bis zur Außerdienststellung Mitte 2006 - Fluglehrzentrum F-4F). 175 Maschinen wurden ausgeliefert.
* F-4F ICE (Improved Combat Efficiency): Modernisierung von 110 F-4F von 1991 bis 1996 mit Hughes APG-65-Radar und der Fähigkeit zum Einsatz der AIM-120 AMRAAM-Lenkwaffe. Ferner wurden u. a. folgende Systeme eingebaut: Honeywell H-423 Navigationssystem, GEC Avionics CPU-143/A digitaler Computer, Mil Std 1553R digitaler Databus und ein Litton ALR-68(V)-2 Radarwarnempfänger (mittlerweile vom DASI der Fa. EADS ersetzt). Die Maschinen wurden bei allen Jagdgeschwadern eingeführt. Inzwischen neigt sich die Ära der F-4 Phantom in der Luftwaffe der Bundeswehr ihrem Ende zu und die Maschinen werden schrittweise durch den Eurofighter ersetzt. Als erster Verband ist das JG 73 „Steinhoff zwischen 2004 und 2006 umgerüstet worden, während das JG 74 seine Phantom am 12. Juni 2008 offiziell außerdienst stellte. Die letzten F-4F beim JG 71 "Richthofen" sollen bis Ende 2012 ausgemustert werden.

During the 1982 Falklands War, Operations Black Buck 1 to Black Buck 7 were a series of seven extremely long-range ground attack missions by Royal Air Force Vulcan bombers of the RAF Waddington Wing, comprising aircraft from 44 Squadron, 50 Squadron, 101 Squadron planned against Argentine positions in the Falkland Islands, of which five were actually flown.
The Operation Black Buck raids were staged from RAF Ascension Island, close to the equator. The aircraft carried either twenty-one 1,000 lb bombs internally or two or four Shrike anti-radar missiles externally. The overall effect of the raids on the war is difficult to determine, and the raids consumed precious tanker resources. The raids did minimal damage to the runway and damage to radars was quickly repaired. Commonly dismissed as post-war propaganda, Argentine sources originally claimed that the Vulcan raids influenced Argentina to withdraw some of their Dassault Mirage III fighter aircraft from the Southern Argentina Defence Zone to the Buenos Aires Defence Zone. This dissuasive effect was however watered down when British officials made clear that there would be no strikes on air bases in Argentina. It has been suggested that the Black Buck raids were pressed home by the Royal Air Force because the British armed forces had been cut in the late seventies and the RAF may have desired a greater role in the conflict to prevent further cuts.

Attainment of these objectives was made difficult by both the restraints imposed upon the U.S and its allies by Cold War exigencies and by the military aid and assistance received by North Vietnam from its communist allies, the Soviet Union and the People's Republic of China.
