Cardin was born in Baltimore, Maryland, the son of Dora (née Green) and Meyer M. Cardin (1907–2005). The family name was originally Kardonsky before it was changed to Cardin by Cardin's paternal grandparents, RussianJewishimmigrants. His grandfather operated a neighborhood grocery store that later turned into a wholesalefood distribution company. His father, Meyer Cardin, served in the Maryland House of Delegates from 1935 to 1937, and later sat on the Supreme Bench of Baltimore City from 1961 to 1977.

What's stopping Senate Democrats from starting work immediately on a resolution authorizing President Obama to take military action in Iraq and Syria? "First, I've never known a Congress to take up a resolution such as that, that has not been requested by the president of the United States," Sen. Ben Cardin (D-Md.), a member of the Foreign Relations Committee, told MSNBC Wednesday night after President Obama announced an expansion of U.S. military action in the Middle East. "I did not hear him ask for a War Powers Resolution from the Congress of the United States. If he requests one, I'm sure we're going to see specific language that he asks for. So I think we're a little bit ahead of the game."
Even after hearing the president's speech, "I don't know exactly what he's going to be doing from the military point of view," Cardin said. The Maryland Democrat, who voted against the Iraq War, noted that President Obama asked Congress to work with him, but Cardin said several times, "I think Congress is going to be cautious on the use of our military." Cardin also said he will not support a resolution that would draw the U.s. into a long conflict or could be used to "do things that we shouldn't be doing." In his speech Wednesday night, President Obama said he has "secured bipartisan support" for his intention to degrade and demolish terrorists trying to establish their own state in the Middle East.
"I have the authority to address the threat from ISIL, but I believe we are strongest as a nation when the President and Congress work together," Obama said. "So I welcome congressional support for this effort in order to show the world that Americans are united in confronting this danger." Cardin noted that under the War Powers Act, if the president orders military action exceeding 60 days, he must get congressional authorization to continue it. "The military operations that the president's talking about, we believe they're surgical air strikes and not a pattern that would be a prolonged engagement. If it's a prolonged engagement, then I think the terminology would trigger the War Powers Act," Cardin said.
Cardin said there should be an international response to ISIS, "but we don't want to be drawn in to a lengthy conflict and we don't want to be doing the military work that should be done by the countries in which these terrorist groups are located. So there's going to be a great deal of discussion...and we want to work with the president in a unified position because America is stronger, as the president said, when we work together." Cardin said the U.S. needs to cut off the terrorists' "support base," both economic and political: "So, yes, I think Congress needs to be engaged so that we can marginalize or eliminate ISIL, but it needs to be done in a way that does not make America subject to a long campaign or a campaign where we're doing military operations internally in a country that we shouldn't be doing."

Ben Cardin (D-Md.), a member of the Foreign Relations Committee, told MSNBC Wednesday night after President Obama announced an expansion of U.S. military action in the Middle East. "I did not hear him ask for a War Powers Resolution from the Congress of the United States. If he requests one, I'm sure we're going to see specific language that he asks for. So I think we're a little bit ahead of the game."
Even after hearing the president's speech, "I don't know exactly what he's going to be doing from the military point of view," Cardin said. The Maryland Democrat, who voted against the Iraq War, noted that President Obama asked Congress to work with him, but Cardin said several times, "I think Congress is going to be cautious on the use of our military." Cardin also said he will not support a resolution that would draw the U.s. into a long conflict or could be used to "do things that we shouldn't be doing." In his speech Wednesday night, President Obama said he has "secured bipartisan support" for his intention to degrade and demolish terrorists trying to establish their own state in the Middle East.
"I have the authority to address the threat from ISIL, but I believe we are strongest as a nation when the President and Congress work together," Obama said. "So I welcome congressional support for this effort in order to show the world that Americans are united in confronting this danger." Cardin noted that under the War Powers Act, if the president orders military action exceeding 60 days, he must get congressional authorization to continue it. "The military operations that the president's talking about, we believe they're surgical air strikes and not a pattern that would be a prolonged engagement. If it's a prolonged engagement, then I think the terminology would trigger the War Powers Act," Cardin said.
Cardin said there should be an international response to ISIS, "but we don't want to be drawn in to a lengthy conflict and we don't want to be doing the military work that should be done by the countries in which these terrorist groups are located. So there's going to be a great deal of discussion...and we want to work with the president in a unified position because America is stronger, as the president said, when we work together." Cardin said the U.S. needs to cut off the terrorists' "support base," both economic and political: "So, yes, I think Congress needs to be engaged so that we can marginalize or eliminate ISIL, but it needs to be done in a way that does not make America subject to a long campaign or a campaign where we're doing military operations internally in a country that we shouldn't be doing."

Low- and middle-income families would be protected from unfair consumption taxation through a PCT rebate, and important benefits would be retained in a much simpler income tax code.
Most importantly, the "Progressive Consumption Tax Act" would provide an incentive for US companies to move production here, rather than overseas.
Ben Cardin has been a national leader on health care, retirement security, the environment and fiscal issues as a member of the U.S. Senate and House of Representatives. Senator Cardin was first elected to the U.S. Senate in 2006 and he was re-elected in 2012. He currently serves on the Environment and Public Works (EPW), Finance, Foreign Relations, and Small Business & Entrepreneurship committees. Vowing to continue the fight to block a proposed export facility, activists held tandem demonstrations on Friday, October 3rd outside the headquarters of FERC.
A “People’s Court” convened outside FERC headquarters on Friday morning to “convict” federal regulators and elected officials alike who have helped facilitate Dominion’s polluting project. Ben Cardin (D-MD) learned this lesson Wednesday morning when he appeared on Washington Journal to discuss the Iran deal and faced questions about his loyalty to America because of his Jewish faith.
“Mr. Cardin looks like a regular white guy, nice guy, but in actuality he’s a Jewish white guy,” Eric from Georgia said, after imploring the network not to cut him off. “And if the public was informed of that by C-SPAN, I think they would take his comments differently.”
The caller proceeded to suggest that Cardin’s faith was a “conflict of interest” on an issue like Iran. “Because this guy is Jewish, that means that he is concerned about Israel,” he said, implying that an allegiance there would trump his dedication to America’s best interests.
“I’m normally pretty tolerant to people who ask questions, but I’m not to your assumption,” Cardin said. “I take great offense to that. Our loyalty is to America, our concerns are with America, our religion is our personal business and should have nothing to do with an evaluation by anyone as to our objectivity on issues concerning America.”

U.S. Senator Ben Cardin (D) of Maryland, the American Civil Liberties Union, a lawyer for the Trayvon Martin and Michael Brown families, and others hosted a panel discussion in Washington on Tuesday aimed at developing a strategy for securing passage of the End Racial Profiling Act.
"We all know that profiling is Un-American, wrong," Senator Cardin said. "But we also know it's deadly. It's causing loss of life." Cardin is the lead sponsor of the legislation, which would prohibit the use of racial profiling by federal, state or local law enforcement agencies in routine law enforcement investigations, immigration enforcement and national security cases.
Speakers at the event, titled "Ferguson and Beyond - Profiling in America", included Benjamin Crump, an attorney for the families of Trayvon Martin in Florida and Michael Brown in Missouri; Chief John Dixon III of the Petersburg, Virginia police department, and Anthony Rothert, Legal Director of the ACLU of Missouri.
Rothert, the father of two teenage black sons, said he's scared that what happened to Michael Brown could happen to them.
"If anything good can come out of Ferguson, it is that we'll start to end the denial that there's racism and that there's racism in how we police in this country. And start to end the notion that racial profiling is ever okay," Rothert said.

Join Senator Ben Cardin to hear about his tax reform proposal to drastically lower income tax rates and improve US trade competitiveness through his Progressive Consumption Tax Act (PCTA). CPA has long been concerned with the two-way trade disadvantage from foreign consumption taxes.
Recent comprehensive tax reform efforts have focused on our current income tax system. However, this makes it difficult to obtain rate reductions and, as we have seen, it's possible for American businesses to avoid paying American taxes.
The "Progressive Consumption Tax Act", introduced in the current Congress, creates a Progressive Consumption Tax, or “PCT,” that changes the way the federal government raises revenue. Rather than taxing income, the PCT generates reasonable revenue by taxing the purchase of goods and services. This revenue is used to exempt most households from any federal individual income tax and significantly lowers the corporate income tax rate. Low- and middle-income families would be protected from unfair consumption taxation through a PCT rebate, and important benefits would be retained in a much simpler income tax code.
Most importantly, the "Progressive Consumption Tax Act" would provide an incentive for US companies to move production here, rather than overseas.
Ben Cardin has been a national leader on health care, retirement security, the environment and fiscal issues as a member of the U.S. Senate and House of Representatives. Senator Cardin was first elected to the U.S. Senate in 2006 and he was re-elected in 2012. He currently serves on the Environment and Public Works (EPW), Finance, Foreign Relations, and Small Business & Entrepreneurship committees. In 2001, he was named by Worth Magazine as among the top “100 people who have influenced the way Americans think about money.” In 2004, he was named to Treasury and Risk Management’s list of “100 Most Influential People in Finance.”
