A parliament is a legislature whose power and function are similar to those dictated by the Westminster system of the United Kingdom. More generally, "parliament" may simply refer to a democratic government's legislature. The term is derived from the French parlement, the action of parler (to speak): a parlement is a discussion. The term came to mean a meeting at which such a discussion took place.[when?] It acquired its modern meaning as it came to be used for the body of people (in an institutional sense) who would meet to discuss matters of state.
The use of the term “parliament” first occurred in 1236 in England. Previously, this group of the king’s closest advisors had been called the “council”. After agreeing to the principle of “common consent” in the Magna Carta, King John had to increase the size of this group of advisors and include more commoners. He then had to submit his requests for increased taxation to this newly expanded group. Two distinct groups emerged among the commoners: the landed gentry, and the rich merchants and lawyers.

The European Parliament shut down and prevented a debate on America's 100% crooked TTIP "trade deal", worried about what people are saying about it, giving crooked Americans unlimited powers to screw the 99%, to protect crooked dying American economy and their profits.
NONE of the UK's TV stations made one scond of mention of this even ahving taken place. This is how the UK's people are being DELIBERATELY being kept in the dark about the government's economic terrorism behind their backs.

I've been wondering why David Cameron has been running down the British armed forces and why he refused to commit to spending targets in our islands.
I think Mr Juncker has given the answer. We're going to do it at EU level. We're going to have a European army.
Now when I raised this last year with British Deputy Prime Minister Liberal Democrat Nick Clegg he said it was a dangerous fantasy to talk about a European army, an EU army.
Everyone has heard the leader of the European Liberals Guy Verhofstadt crying out for militarisation at EU level. Of course the truth is it is already happening. We already have a European Defence Agency. We have EU battle groups on active service all over the world. We already have an EU navy active against the Somali pirates, and who can forget Euro Corps here in Strasbourg last year virtually goose stepping that ghastly flag around the courtyard outside.
And of course the Lisbon treaty article 28 provides for all of this. Tony Blair was right. He said: "The European Union is not a project about peace, it's a project about power." And I think Mr Juncker is trying to seize an opportunity. We ourselves in the European Union provoked the conflict through our territorial expansionism in the Ukraine. We poked the Russian bear with a stick, and unsurprisingly Putin reacted. But this now is to be used as an opportunity to build a European army.
The opportunity is being seized. And Mr Juncker said we must convey to Russia that we are serious. Who do you think you are kidding, Mr Juncker? We do not want any part of an EU army and I doubt the rest of the peoples of Europe do either. Thank you.
[following an question for an MEP, Nigel Farage added]
We through our territorial ambitions provoked the overthrown of an albeit corrupt but democratically-elected leader in the Ukraine. We have provoked this crisis. Now, the question you ask is, "What do we do from here?"
I was in this chamber at the time when Libya was attacked. I heard the Liberals and the Greens scream, frothing at the mouth, for us to bomb Libya, for us to become militarily involved because we believed that would make things better.
My view, Sir, is that if you look at Afghanistan, if you look at Iraq, if you look at Libya, and you look at the attempt to back the rebels in Syria, many of whom have now morphed into Isis, we see that our recent foreign military interventions have made things worse not better.

TTIP vote in European Parliament descends into chaos after protest
The Best of Nigel Farage and EU Parliament Part 1
European Parliament
Farage was elected to the European Parliament in 1999 and re-elected in 2004, 2009 and 2014. In 1999 the BBC spent four months filming a documentary about his European election campaign but did not air it. Farage, then head of the UKIP's South East office, asked for a video and had friends make copies which were sold for £5 through the UKIP's magazine. Surrey Trading Standards investigated and Farage admitted the offence. Farage is presently the leader of the 24-member UKIP contingent in the European Parliament, and co-leader of the multinational Eurosceptic group, Europe of Freedom and Direct Democracy.

Thank you. What we're seeing in this chamber this morning and indeed across the whole of Europe is an irreconcilable cultural difference between Greece and Germany. A split between the North and the South of Europe. The European project is actually beginning to die. Nobody in this room will recognise that the peoples of Europe are saying, we were never asked whether we want in this. This has been foisted upon on us and we need to understand why the EMU doesn't work. Those monsters Kohl and Mitterrand, backed up by the clever but dangerous Delors believed that if they put in place an economic and monetary union then as night follows day, there would be political union and there would be an acceptance of this project and the North and South of Europe would converge. That we would all start to love each other and we would all start to feel a European identity, that we would all start to show allegiance to the flag and the anthem.
Those, of course, that criticised this were told we were extremists and we lacked vision. Well one vision we didn't lack is we understood the countries of Europe are different and if you try to force together different people and different economies without first seeking the consent of those people it is unlikely to work and the plan has failed. This isn't just Greece we're talking about today, the whole of the Med now finds itself in the wrong currency and yet virtually nobody in the political arena has the courage to stand up and say that. Indeed, I feel that the continent is now divided from North to South, there is a new Berlin wall and it is called the euro. The old enmities have been resumed. Just listen to the way the German leader of the CDU group this morning attacked Mr Tsipras. He was actually disgusting but it shows the way North and South feel about each other.
Mr Tsipras, your country should never have joined the euro, I think you acknowledge that. But the big banks, big business and big politics forced you in. Goldmans Sachs, the German arms manufacturers, they were all very happy when the bailouts began. They weren't for the Greek people, those bailouts were for French, German and Italian banks. They haven't helped you at all. These years of austerity, years of high employment and increasing poverty, none of it's worked. In fact, your debt GDP ratio has gone from 100 percent at the start of the crisis to 180 percent right now. It would be madness sir, to continue on this course.
You have been very brave. You called that referendum. When one of your predecessors tried to do the same the bully boys in Brussels had him removed. They tried their best again, Mr Juncker said you would have to leave the Euro and leave the EU. Even Mr Schulz, the president of the parliament, who one would have thought might have been neutral, said that if the Greeks voted no then power supplies might even go down. There were threats and bullying but the Greeks stood firm. But sir, you cannot have your cake and eat it. They will give you no more these people. They cannot afford to, if they give you more they have to give other Eurozone members more.
So your moment has come, and frankly if you have the courage you should lead the Greek people out of the Eurozone with your head held high. Get back your democracy; get back control of your country. Give your people the leadership and the hope that they crave. Yes it will be tough in the first few months but with a devalued currency and with friends of Greece all over the world, you will recover.

The country in all the EU that has been committing taxpayers money to save the financial sector has been by far Britain. This is not a euro area problem. This is a problem of the EU as a whole."

Nigel Farage ; Furious over Palestinian State Recognition European Parliament Vote
Nigel Farage ; Furious over Palestinian State Recognition European Parliament Vote
The European Parliament has passed a motion on the recognition of Palestinian statehood. As expected, its content was quite contested among parliamentarians. But for the eurosceptic UK Independence Party (UKIP), it was not so much the motion’s text that caused controversy but rather the fact that it was tabled at all.
UKIP MEP James Carver called into question the legitimacy of such a vote. Nigel Farage went on to support his colleague arguing that it is “irrelevant what any of us think” on Israel and Palestine and that the motion should indeed be inadmissible as the European Commission does not have the power to recognize states.
What powers does the EU have?
Mr. Carver based his argument on the answer to a written question he had previously sent to the Commission regarding the recognition of Somaliland. The former British colony that is now a territory within Somalia declared independence in 1991 but has not yet been recognized by any state. Within its answer to Mr. Carver, the Commission pointed out that the EU does not have the power to recognize states as this authority remains in the hands of its member states. And while Article 47 of the Treaty on European Union (TEU) enables the EU to conclude international agreements and to join international organisations, member states have indeed not given up on various other powers, including the recognition of states.
Accordingly, Mr. Carver and Mr. Farage are quite correct in asserting that neither the European Parliament not the European Commission can recognize Palestinian statehood. However, this is not what the motion actually says. It merely “supports in principle recognition of Palestinian statehood,” explicitly acknowledges that “the recognition of the State of Palestine falls in the competence of the Member States,” and “calls on the HR/VP to facilitate a common EU position.”
The European Parliament’s legislative powers in external affairs are rather limited. Nonetheless, it quite regularly passes non-binding motions in order to put pressure on the member states or increase the prominence of certain issues. This practice is quite common among parliaments worldwide and recently various European ones have passed similar non-binding motions recommending their respective governments’ recognition of Palestinian statehood. This includes the British House of Commons, whose motion is not going to change the incumbent government’s position though.
Our verdict
The claim that the European Parliament cannot vote on unbinding motions making foreign policy recommendations to the member states is an insane whopper. But there is also good news for Mr. Carver: He might use the same mean in his advocacy for the recognition of Somaliland and table a non-binding motion himself. Whether such a motion would receive much support within the European Parliament and even within his own party is questionable though. At least Mr. Farage seems be slightly less enthusiastic about the territory’s independence: In his intervention he still refers to the former colony as “British Somaliland.”

Confused? So you should be, as Greece is on the bones of its arse, and yet the EU has granted them a six month chance of steering the ship! Fortunately Nigel Farage tells it just like it is, and the people of Greece support him in his endeavour to tear the Greek P.M to pieces, as well as the EU. The clip has achieved viral status in Greece, and no wonder. Nigel Farage of UKIP on Big Business, Big Banks and Big Bureaucrats Yours Aye.

Hungary's PM lashes out at European leaders CCTV News CCTV com English
Hungary's Prime Minister has defended his country's tough approach to border control while visiting the EU headquarters in Brussels. EU officials responded by warning the debate surrounding the migrant crisis should not be driven by "egoism" and risked a deeper split of the European Union.
As thousands of migrants and refugees continue to arrive in Hungary, the country's leader criticized the E.U.'s response as "chaotic" while in Brussels on Thursday.
"We in Hungary are full of fear, people in Hungary are full of fear because we see the EU leaders, among them the Prime Ministers, are not able to control the situation," Viktor Orban, Hungarian prime minister.
Hungary has been building a controversial fence along the Serbian border to keep migrants out. Orban insisted his country is only trying to follow E.U. rules, not keep Hungary migrant-free.
"The problem is not a European problem, it's a German problem. Nobody would like to stay in Hungary so we don't have difficulties with those who would like to stay in Hungary," Viktor Orban said.
Victor Orban said that rather than rolling out the welcome mat, European nations should be telling people not to come and risk their children's lives. That, he said, would be the moral solution.
But the president of the European Parliament rejected Orban's comments as grandstanding while warning that the future of the entire bloc is at stake.
"If we are not facing that challenge, common solutions, on the basis of an agreement by all member states of the European Union, then a deeper split of the union is a risk we cannot exclude," said Martin Schultz, president of European parliament.
Orban also met European Council President Donald Tusk who was critical of the Hungarian prime minister's comments that most asylum seekers are Muslims.
"For a Christian, it shouldn't matter what race, religion or nationality the person in need represents," said Donald Tusk, president of European council.
Despite the failure of a previous plan to require EU nations to take in 40,000 refugees, the European Commission is now proposing a plan that would see 100,000 people resettled. But Germany alone is this year expecting to receive 800,000 claims from asylum seekers.

The issue of free movement and fundamental human rights is inseparably both on a theoretical and practical level associated with the concepts of power and freedom but also with the introduction of a series of direct or hidden restrictive regimes of movements on the political map of Europe.
In this sense, migrants passively (as a trigger) or active (as actors) are increasingly becoming a social subject that is one of the gravity point of resistance to the new inequalities that usually accompanies the process of narrowing freedom.
A central occasion of those events certainly is the recent rise of xenophobia, Euro- skepticism and anti - immigration policy that is more acute all over Europe and ahead of the upcoming elections to the European Parliament. While in Croatia, on the periphery of the European Union, the trend has no such destructive effects, or perhaps precisely because of that, we intend to promptly initiate quality of the debate between researchers, artists, activists, scientists and all others on various aspects of immigration policy and the ways in which it can be used for a later development of an open and free society. Faced with the outcomes of the recent neoconservative revolution we believe that it's time that different social groups seriously tackle the issue of Croatian immigration policy and all its contradictions and place the imperatives of human rights and social equality in the forefront.

the Conference of Presidents, but that was not a surprise
because the Troika at the end of the last mandate of the

the actions of the European institutions in the frame of
programmes. And in the 2-pack and also in the 6-pack, it's
quite clearly foreseen a stronger involvement of the
European Parliament. So the Conference of Presidents
gave me a mandate with majority, some of the groups
disagreed, but the overwhelming majority gave me a
mandate to start now negotiations with the President of the
Commission. And to find between two presidents a
proposal of both sides how to involve the European

"I
saw in the morning that Commissioner MOSCOVICI himself
alsosaid that the Commission was thinking of stronger
involvement of the European Parliament. And I must add,
what we want is a binding solution, in the form of an
agreement between the two institutions. A non-binding
understanding is not what we want to get, so I will start now
the talks with President JUNCKER about it."

"The letter of TSIPRAS found positive resonance here in
the Conference of Presidents, but that was not a surprise
because the Troika at the end of the last mandate of the
European Parliament already asked for permanent
structure of, a campaigning from a parliamentarian level of
the actions of the European institutions in the frame of
Parliament stronger in the whole process of scrutiny of the
programmes than was the case until today."
"I
saw in the morning that Commissioner MOSCOVICI himself
alsosaid that the Commission was thinking of stronger
involvement of the European Parliament. And I must add,
what we want is a binding solution, in the form of an
agreement between the two institutions. A non-binding
understanding is not what we want to get, so I will start now
the talks with President JUNCKER about it."

Schulz gets a mandate to discuss how the European Parliament can co-monitor Greece's 3rd Programme

European Parliament backs funding boosts for Greek job creation and refugee assistance

The European Union has urged Hungary to find a common solution to the problem of migrants trying to reach northern Europe.
Hungary's Prime Minister Viktor Orban says he will enforce strict control of his borders as hundreds of migrants gather at the country's main international railway station.
At a news conference with the president of the European Parliament, Mr Orban said it was not Hungary's fault that many of the migrants wanted to travel to Germany, describing the migrant crisis as "a German problem".
The President of the European Parliament, Martin Schulz, warned of a deep split in the European Union if countries did not co-ordinate their response to the migrant crisis.

President of the European Council Donald Tusk and president of the European commission Jean-Claude Juncker will comment on the current situation in Greece at the European Parliament session in Strasbourg on July 8. The Greek government's current bailout expired on Tuesday, June 30, when the country was due to pay the IMF €1.6bn (£1.1bn), a payment they failed to meet.
A referendum on bailout saw the 'no' vote win with 61.3% of votes. The governing Syriza party campaigned for the 'no' after rejecting the bailout terms of the so-called 'troika' - the International Monetary Fund (IMF), the European Central Bank (ECB) and the European Commission (EC).

Guy Verhofstadt, leader of the European Liberals, has during the debate on the future of Greece in the European Parliament unusually hard lashed out at Alexis Tsipras, the . Tsipras was in the hemisphere present for the debate.
Verhofstadt called Tsipras welcome in parliament, but not without first giving him a sneer. "You see, Mr. Tsipras. You need not be afraid of the European Parliament. First, you refused to come here. But that's not possible for such a great democrat like you? Therefore, I am pleased to welcome you here. "
The leader of the European Liberals put his anger not hide. "I am angry," Verhofstadt said. "I'm angry because you always talk about reform, but we never see concrete proposals for reform of Greece."
"We are sleepwalking five years towards a Grexit," Verhofstadt said. "But it is not we who will pay. However, ordinary Greeks. "Therefore Verhofstadt pleaded himself five reforms to be implemented by Greece according to him. He said that the Greek government must make descent with the privileges of the political class, "where Syriza, your party, to benefit," said Verhofstadt.

Transcript:

Transcript:

"There are too many political forces that say one thign in Strasbourg and another thing in the capitals of the member states....it is also very important that political parties don't say one thing in Strasbourg and then a different thing in their national capitals. One important and interesting point was made by the British Conservatives today. It was in fact expressed some kind of satisfaction with the situation in the euro area. Let me tell you that it is puzzling that you seem to delight in the difficulties of the euro area and this is in stark contrast with the position taken by your leader, Prime Minister Cameron. So a good effort will be in terms of accountability to your public that you say the same thing here that you say in London..... I am also by the way very puzzled with the ease with which some of you are recommending some member states to leave the euro. This, once again is in complete contrast to the position taken by the PM of Britian, which for instance at the G8 summit said it is in his national interest that Greece stays in the euro area.
"And when some of you are suggesting that the problems of the economic situation in europe now are the result of the euro area and that for instance you disapprove the big bailout programmes in the banking sector in the euro area, let me just put the facts straight. The country by far that has been spending money with the banking sector is Britain. More than any country in the EU..... The country in all the EU that has been committing taxpayers money to save the financial sector has been by far Britain. This is not a euro area problem. This is a problem of the EU as a whole."

Nigel Farage ; Furious over Palestinian State Recognition European Parliament Vote

Conference ++ "Europe for Everyone: Bridging the Gap." Fora on politics of migration.
Heinrich Böll Stiftung together with the Green European Foundation launches a series of discussions as part of this year's Zagreb Subversive Forum on the topic of modern migration policy:

03-Sep-2015 - European Parliament committees have thrown their support behind EU proposals to accelerate regional development funding for Greece to step up job creation and to boost funding for refugee resettlement. Greece has received two-thirds of the 350,000 migrants who have come to Europe so far this year.

"The letter of TSIPRAS found positive resonance here in
the Conference of Presidents, but that was not a surprise
because the Troika at the end of the last mandate of the
European Parliament already asked for permanent
structure of, a campaigning from a parliamentarian level of
the actions of the European institutions in the frame of
Parliament stronger in the whole process of scrutiny of the
programmes than was the case until today."
"I
saw in the morning that Commissioner MOSCOVICI himself
alsosaid that the Commission was thinking of stronger
involvement of the European Parliament. And I must add,
what we want is a binding solution, in the form of an
agreement between the two institutions. A non-binding
understanding is not what we want to get, so I will start now
the talks with President JUNCKER about it."
