A double dissolution is a procedure permitted under the Australian Constitution to resolve deadlocks between the House of Representatives and the Senate. If the conditions (called a trigger) are satisfied, the government of the day can request the Governor-General to dissolve both houses of parliament and call a full election. If after the election the legislation that triggered the double dissolution is still not passed by the two houses, then a joint sitting of the two houses of parliament can be called to vote on the legislation. If the legislation is passed by the joint sitting, then the legislation is deemed to have passed both the House of Representatives and the Senate. A double dissolution is the only circumstance in which the entire Senate can be dissolved.
Similar to the United States Congress, but unlike the British and Canadian parliaments, Australia's two parliamentary houses generally have almost equal legislative power (the Senate cannot amend, although may reject outright, appropriation (money) bills, which must originate in the House of Representatives). Governments, which are formed in the House of Representatives, can be frustrated by a Senate determined to reject their legislation.

Early election threat Brace yourselves Australia, because Prime Minister Malcolm Turnbull could pull the trigger for a rare political event. Not only has he implied that senators are not doing their jobs, but he’s also warned of consequences. Senators say they will not be bullied into making a decision. But now with the recent passing of the senate voting reforms, rejecting the legislation would trigger an election that could cut the careers of some senators short. And it’s an idea some of them find unsettling. Double dissolution trigger So how did the issue come to this point and what does it all mean? This highly informative discussion between two influential Federal politicians will provide opportunity to hear each of the parties key election priorities and what it means for South Australia. This is the first double dissolution election since the Hawke government in 1987, and only the seventh in Australian history. With many of the key stakeholders from all sides of politics here in South Australia, and so many events affecting the Australian economy happening in our State, rarely has the national agenda in a federal election been so focused on South Australia. Senator Wong and Minister Pyne will be joined by Fran Kelly who will be moderating the discussion. CEDA -- the Committee for Economic Development of Australia -- is a respected independent national organisation with an engage...

In the elections last year I voted Labor for the House of Reps, and Greens for the house of review, the Australian Senate. I was doubtful of my choice for the Senate, but given this AMAZING and brave response from Christine Milne, I am so glad that I did. Now that the extremism of the Abbott government is completely revealed in the budget, a blocking of supply in the Senate by the Greens, Independents and Labor is our only hope for justice for the majority of the Australian people - hopefully in association with double dissolution and an election. I run out of superlatives in describing Christine Milne's analysis: succinct, clear, concise, germane, supported by fact and science - - - though it was delivered to an almost empty Parliamentary Chamber, where most of BOTH of the major parties ...
