The Russian and U.S. presidents signed a preliminary agreement on Monday to cut their countries' nuclear arsenals to 1,500-1,675 operational warheads within seven years after a new arms reduction treaty comes into force.
The framework deal agreed during Kremlin talks between Dmitry Medvedev and Barack Obama during the U.S. leader's first visit to Russia sets guidelines for a new treaty to replace the START 1 pact, due to expire in December.
"Within seven years after this treaty comes into force, and in the future, the limits for strategic delivery systems should be within the range of 500-1,100 units and for warheads linked to them within the range of 1,500-1,675 units," the framework agreement said.
Speaking at a news conference after the summit, Medvedev said the treaty would be a "basic element of our mutual security."
Obama said that they had taken "important steps forward to increase nuclear security and to stop the spread of nuclear weapons."
"We have signed a joint understanding for a follow-on treaty on the START agreement which will reduce our warheads and delivery systems by up to a third from our current treaty limitations. This legally binding treaty will be completed by the end of this year," he said.
The framework document says the new treaty would be in effect for 10 years and should include data exchange structures, inspections and measures to build confidence and improve transparency.

US President Barack Obama began talks with British Prime Minister Gordon Brown on Wednesday, launching his first full day of meetings in Europe.
Obama arrived at 10 Downing Street on Wednesday morning with US first lady Michelle Obama and the couple were greeted by Brown and his wife, Sarah.
The four of them waved and smiled for photographers before heading inside.

Russian fans celebrated in the streets of Salzburg on Saturday, after their team beat Greece 1-0 in the European football championships, Euro 2008.
The Russian victory cleared the way for Spain to qualify from Group D for the quarter finals after beating Sweden 2-1.
Greece became the fourth defending champion in the tournament's history to be knocked out in the first round of the European Championship.
Russian fans were ecstatic.

Glum faced Greeks watched as Russia took advantage of a glaring defensive error to secure the only goal in the match.
Sergei Semak acrobatically hooked an errant cross from Diniyar Bilyaletdinov back into the middle of the box and over Antonis Nikopolidis after the goalkeeper had rushed off his line.
It allowed Konstantin Zyryanov to side-foot the ball into an unguarded net in the 34th minute.
"We surely deserved at least a draw," said one Greek fan afterwards.
The Spaniards join Portugal, Croatia and the Netherlands from the other three groups to reach the final eight.
Zurich police said on Saturday that about 84 people were treated for injuries, with eight arrests, after Italy's 1-1 draw with Romania the day before.
One man was knocked into the Limmat River and another was found unconscious with head injuries shortly before midnight, police said.
Vienna is opening an extra fan zone for Monday's match between Austria and Germany, which is expected to draw tens of thousands to the city's public viewing areas.

Several Palestinians were injured on Tuesday in clashes in Hebron and Ramallah in the West Bank.
The clashes marked the 34th anniversary of Israel's occupation of Palestinian areas after the 1967 Middle East war.
In Hebron, Palestinian doctors said at least two people were injured by rubber bullets while they were throwing stones and Molotov cocktails at Israeli soldiers.
Near the city, an exchange of fire erupted between security forces of the two sides and one Palestinian police officer was injured in the leg.
The Israeli army said soldiers shot after they were fired on.
Later, hundreds of Palestinians marched across the West Bank to commemorate the the 34 anniversary of the 1967 war.
The marchers, some of them masked, chanted anti Israeli slogans.

Russian President Vladimir Putin trained his pugnacious rhetoric on President Barack Obama on Friday, answering an allegation that he has lied about Ukraine with the jab: "Who is he to judge?"
In an extensive interview with CNBC at an economic conference in St. Petersburg, the Russian leader insisted that he hopes for a peaceful outcome to the crisis in Ukraine and will support the presidential election there on Sunday.
He flashed anger when he was asked about the American president's claim that he has lied about Russia's role in stoking conflict in Ukraine.
"Who is he to judge?" Putin said, according to an interpreter. "Who is he to judge, seriously? If he wants to judge people, why doesn't he get a job in court somewhere?"
"I don't think he accused me," Putin went on. "It's his point of view. And I have my point of view when he comes to certain things."
Putin spoke two days before Ukraine holds its first presidential election since Russia seized its Crimean peninsula earlier this year, and since pro-Russian separatists began battling with security forces in east Ukraine.
The Russian leader acknowledged that U.S.-led sanctions have hurt Russia, but he said that Russian is not "trying to fence ourselves out from the world."
"You can't force people to like you, as we say in Russia," Putin said. "But we hope that common sense, good sense and national interest, will push our European and American partners to continue cooperation."
Asked about Edward Snowden, the former American government security contractor who has leaked details of National Security Agency spying programs, Putin suggested he wasn't Russia's problem. Russia has granted Snowden temporary asylum.
"He turned up on our territory because of nonprofessional actions of the Americans themselves, who tried to catch him," Putin said.
"I used to work for special services. Why did they scare the entire world? They downed the planes with presidents on board, and the plane with Snowden on board they could down anywhere."
The reference was not immediately clear. But last July, during a worldwide hunt for the fugitive Snowden, a plane carrying the president of Bolivia was forced to land after rumors circulated that Snowden was on board. He turned out not to be.
Snowden this week granted his first American television interview to Brian Williams, the anchor and managing editor of "NBC Nightly News." NBC will air that interview in an hour-long special Wednesday at 10 p.m. ET.
On the Ukraine election, Putin said that his country will "have respect for the choice that the Ukrainian people make."
The likely winner is Petro Poroshenko, a political pragmatist who may be able to work with both Russia and the West. The world is watching to see whether the separatists will disrupt the vote.
"Of course, we will cooperate with the newly elected head of state," Putin told CNBC.
"I'm not kidding, and I'm not being ironic," he added. "What we want for Ukraine is peace and calm. We want this country to recover from crisis."
He said that "we will watch very closely what will happen" and said, as he has before, that Viktor Yanukovych, the pro-Russian president of Ukraine who was overthrown in February, is still the legitimate president.
The United States and Europe have imposed sanctions on well-placed Russians to punish the country for intervening in Ukraine, and they have threatened sanctions against whole Russian industries if Russia disrupts the election.
"What happened now is chaos," Putin said of the instability in east Ukraine, which the West has accused him of stoking. "The country is sliding into chaos."
Putin conceded that the sanctions have hurt Russia. He suggested that the United States was trying to gain a competitive business advantage over Europe.
"The sanctions were imposed," he said. "Now they're trying to make us to blame for something else."

Sharp divisions over the civil war in Syria led to an icy encounter Monday between President Obama and Russian President Vladimir Putin, whom U.S. officials view as a major hurdle in their drive to force Syrian President Bashar Assad from power.
The two leaders held their first face-to-face meeting in a year at the summit of the world's richest countries days after Obama deepened U.S. involvement in the Syrian conflict. Aides said the CIA would begin supplying arms and ammunition to some opposition forces in hopes of shifting the military balance away from Assad.
In comments to reporters, Obama and Putin expressed support for still-unscheduled Syrian peace negotiations in Geneva, but offered no sign of progress in ending a war that has killed at least 93,000 people. Russia, Syria's most powerful ally, has sent weapons to Assad's forces and is considering deliveries of sophisticated antiaircraft missile batteries.
Obama noted that he and Putin had "differing perspectives" on Syria but said they both sought to reduce the bloodshed and secure Assad's arsenal of chemical weapons. "We want to try to resolve the issue through political means if possible," he said.
"Of course our opinions don't coincide," Putin responded. But he said he hoped "to solve the situation peacefully" and said they "agreed to push the parties to the negotiations table."
Obama tried to lighten the mood by joking about their favorite sports. He cited Putin's expertise in judo and "my declining skills in basketball." Then he added, "And we both agree that as you get older, it takes more time to recover."
Putin cracked a brief smile before adding an awkward admission of the tension: "The president wants to relax me with his statement."
Obama arrived at the Lough Erne resort for the annual meeting of the Group of 8 industrialized nations a day after Putin had roundly denounced Western support for the Syrian rebels. After meeting with British Prime Minister David Cameron in London, Putin described the anti-Assad forces as lawless thugs and cannibals.
"I believe one does not really need to support the people who not only kill their enemies, but open up their bodies, eat their intestines in front of the public gaze and cameras," Putin said, a reference to video posted online that appeared to show a rebel fighter cutting open the body of a loyalist soldier. "Are these the people you want to support?"
Even before that remark, Western officials had low hopes for a breakthrough at the G-8. The Russians have little incentive to push Assad into peace negotiations while his forces have the upper hand on the battlefield. Obama's reluctant and delayed decision to arm the rebels is viewed as an attempt to turn the tide in favor of the opposition and force the Syrian leader into talks.
The last time Obama and Putin met, at the G-20 summit a year ago in Los Cabos, Mexico, they barely made eye contact and seemed uncomfortable sitting next to each other. They were equally frosty Monday, sitting side by side in armchairs during their 12-minute meeting with reporters. Each looked straight ahead, unsmiling, as the other spoke, although Putin sometimes stared at the floor.
The White House offered another take on the rapport between the leaders. Deputy National Security Advisor Ben Rhodes called the two-hour meeting "businesslike."
Rhodes said the leaders spent about one-fifth of their time on Syria, and he tried to focus on areas of agreement. Putin and Obama agreed to a new version of the Cooperative Threat Reduction program, a post-Cold War nonproliferation program that secured or dismantled nuclear, biological and chemical weapons in former Soviet states.
And both expressed cautious optimism that the surprise election of Hassan Rowhani, a moderate cleric, as president of Iran may yield opportunities to defuse the international standoff over Tehran's nuclear development program.
Rhodes also acknowledged that the Russians were "more skeptical" of evidence that led the White House to declare last week that Assad's forces had used small amounts of sarin nerve gas in attacks that killed 100 to 150 people. The White House has not released the evidence or described how it was obtained, or by whom.
The impasse over Syria undermined Cameron's attempt to demonstrate loose camaraderie at the two-day G-8 meeting. The summit at this lush lakeshore golf haven was billed as a chance for world leaders to talk casually and privately -- away from protests and prying eyes -- about economic initiatives.
