Kiev forces have waged "illegal" and "indiscriminate warfare" on civilian areas, Human Rights Watch (HRW) Executive Director Kenneth Roth said during a press conference in Moscow on Thursday. Roth referred specifically to Kiev's use of cluster munitions and grad rockets.
Roth's comments follow his earlier call for the International Criminal Court (ICC) to investigate human rights violations in eastern Ukraine, pointing out that statistics provided by Kiev on the number of illegal attacks recorded are lower than those provided by the HRW investigation.
Internal conflict has rocked Ukraine since April, with UN estimates placing the death toll at more than 4,300 people. Over 415,000 have been displaced since the fighting erupted, with some 10,000 people wounded.

When investors think of emerging markets worth putting money into,... many still think of Brazil, Russia, India and China - also known as the BRIC group.
But some analysts suggest... now is the time to look beyond those nations.
So what are some of the options most favored by Korean companies?
Our Lee Ji-yoon has the answer. Apart from the BRIC countries,... which do you think is the most promising emerging market this year?
The Korea International Trade Association asked some 5-hundred-40 Korean companies this question... and the answer is... Vietnam.
In fact,... most of the countries ranked high on the list were Southeast Asian countries namely Indonesia, Thailand and Malaysia.
The top 15 nations also include Saudi Arabia, Mexico and Poland.
What′s noticeable about these countries... is their demographics.
The trade association says... young people between the ages of 15 and 24... make up a big portion of the population of those top 15 countries.
This means... they have a lot of room to grow,... as these are the people who will lead future production and consumption.
This is perhaps why more than half of the Korean firms surveyed say... they are considering making inroads into those markets.
As for the top choice, Vietnam,... its economic growth last year hovered above the global average at 5-point-6 percent... and is forecast to continue that momentum this year.
The most volatile variable for Hanoi is crude oil prices.
As an oil-exporting country, falling crude prices will hurt its GDP,... but Vietnamese officials say it will also help bring down the country′s high inflation rate.
But no matter what the case,... experts warn that those wishing to enter these emerging markets, including Vietnam... will have to vigorously monitor the market conditions and utilize free trade agreements,... as these countries often come with high risks.

In this brief video you can find seven little known facts about Finland. Helsinki, the capital of Finland, is one of Northern Europe’s cosy and tranquil capitals. Where is Finland? It is a Baltic state, although geographically part of the Scandinavian Peninsula, with a language that’s related to both Estonian and Hungarian.

1. In Finland, traffic violation fines are based on the drivers’ incomes. In 2002, a Nokia executive was fined $103,000 for going 45 in a 30 zone. Another person was given 60,000$ for going 65 in a 50 zone. They know how to make people slow down over there.
2. Finns are the people with the highest consumption of coffee in the world, at 12 kilos per person per year. Across all age demographics, an impressive 14% of men and 6% of women reported consuming more than 10 cups of coffee per day!
3. Finns are the unquestioned champions of sauna!Think about it: 3.3 million saunas for 5.3 million people. More than one sauna for every other citizen. There are saunas everywhere in Finland: Every newer apartment is equipped with a sauna, all hotels, gyms and office buildings have them.
4. Finland has the most heavy metal bands per capita in the world. While Sweden and Norway have only 27 heavy metal bands per 100.000 inhabitants, Finland boasts double as much, 54 bands per 100.000.
5. Finlands educational system is the best in the world. It’s a system that goes against the evaluation-driven, centralized model that much of the Western world uses. They rarely take exams or do homework until they are well into their teens. The children are not measured at all for the first six years of their education. As a result, 66 percent of students go to college, the highest rate in Europe; 93% of finns graduate from highschool. The difference between weakest and strongest students is the smallest in the World.
6. 10 per cent of Finland is missing. Soviet soldiers invaded Finland during the Second World War. The Nordic country later struck back with a controversial ‘co-belligerency pact’ with Nazi Germany, in which the nations were not allies, but agreed to be fighting the same foe.The Finns fought the Soviet Union to a standstill on the border, but had to cede 10 per cent of their eastern territory, including the second largest city, Vyborg. Post-war Finland had to cope with the resettlement of hundreds of thousands of refugees from the lost lands. Finnish remained an official language of the Republic of Karelia (the Russian state that includes much of the lost land) until the 1980s.
7. The Finns invented the Molotov cocktail. At the onset of the Second World War, Stalin demanded to use Finnish territory for strategic purposes – he ordered that the Hanko Peninsula would serve as port for the Soviet Navy. The Finns refused, however, and Vyacheslav Molotov, the Soviet foreign minister, declared that it was ‘time for the soldiers’ to do the talking. Some 65 men, women and children died in the first bombing raid on Helsinki, while Molotov snidely remarked that Soviet aircraft were only dropping ‘food parcels’. Later in the war, Finnish troops returned the insult by hurling ‘Molotov cocktails’ at Soviet tanks.

Political demography is the study of how population change affects politics.[1] Population change is driven by classic demographic mechanisms – birth, death, age structure and migration. However, in political demography, there is always scope for assimilation as well as boundary and identity change, which can redraw the boundaries of populations in a way that is not possible with biological populations.[2] Typically, political-demographic projections can account for both demographic factors and transitions caused by social change. A notable leader in the area of sub-state population projection is the World Population Program of the International Institute of Applied Systems Analysis (IIASA) in Laxenburg, Austria. Some of the issues which are studied in the context of political demography are: surges of young people in the developing world, significantly increasing aging in the developed world, and the impact of increasing urbanization.[3] Political demographers study issues like population growth in a political context. A population's growth is impacted by the relative balance of variables like mortality, fertility and immigration.[4] Many of the present world's most powerful nations are aging quickly, largely as a result of major decreases in fertility rates and major increases in life expectancies.[5] As the labor pools in these nations shrink, and spending on the elderly increases, their economies are likely to slow down.[5] By 2050, the workforce in Japan and Russia is predicted to decrease by more than 30 percent, while the German workforce is expected to decline by 25 percent by that year.[5] The governments of these countries have made financial commitments to the elderly in their populations which will consume huge percentages of their national GDP.[5] For example, based on current numbers, more than 25% of the national GDPs of Japan, France and Germany will be consumed by these commitments by 2040.
The demographic transition from the late eighteenth century onwards opened up the possibility that significant change could occur within and between political units. Though the writings of Polybius and Cicero in classical times bemoaned the low fertility of the patrician elite as against their more fecund barbarian competitors,[8] differential fertility has probably only recently emerged as a central aspect of political demography. This has come about due to medical advances which have lowered infant mortality while conquest migrations have faded as a factor in world history. Differences in immunity levels to infectious diseases between populations also play no major role in our age of modern medicine and widespread exposure to a common disease pool. It is not so much the trajectory of demographic transition that counts as the fact that it has become more intense and uneven in the late twentieth century as it has spread into the developing world. Uneven transitions lend themselves to differential growth rates between contending groups. These changes are, in turn, magnified by democratization, which entrenches majority rule and privileges the power of numbers in politics as never before. Indeed, in many new democracies riven by ethnic and religious conflicts, elections are akin to censuses while groups seek to 'win the census'. Ethnic parties struggle to increase their constituencies through pronatalism ('wombfare'), oppose family planning, and contest census and election results.

Vladimir Putin made his Annual Address to the Federal Assembly. As is tradition, the Address took place at the Kremlin’s St George Hall before an audience of more than 1,000 people.

Vladimir Putin made his Annual Address to the Federal Assembly. As is tradition, the Address took place at the Kremlin’s St George Hall before an audience of more than 1,000 people.
In his Address, the President set out his views on the situation in Ukraine and outlined Russia’s position with regard to events taking place there. In the foreign policy section of the Address, Mr Putin also spoke about international security issues and the integration processes taking place in the world.
On the subject of Russia’s economic strategy, the President said that Russia is open to the world, to investment and to carrying out projects together, but ultimately, Russia’s development depends above all on the country’s own efforts. Mr Putin named development of new technology and competitive goods, giving the country’s industry and financial sector a more solid foundation, and training the needed personnel as priority tasks.
The President also talked about relations between the state and business, in particular the need to free up the environment for doing business as much as possible and the concrete steps that can be taken to achieve this. Mr Putin proposed that no changes be made to the current tax rules for the next four years, and also proposed an amnesty for capital returning to Russia.
The President set the goal of reaching growth rates above the world average within the next 3-4 years.
Mr Putin also set objectives in the financial sector, agribusiness, and the banking sector, and declared the need to free Russia from dependence on foreign technology. Import substitution is a long term strategy, the President said, and is a goal for Russia regardless of the situation with sanctions. Mr Putin also gave the main target figures for Russian exports and investment levels.
The President proposed implementing a national technology initiative that will involve forecasting the technology needs required to guarantee Russia’s national security and ensure high living standards and economic development over the coming 10-15 years.
The President also spoke about demography, healthcare and education.
In his concluding section, Mr Putin focused on the dialogue between the state authorities and the public and the need to raise civic activeness and Russia’s civil society potential.
Those present for the Address included members of the Federation Council, State Duma deputies, members of the Government, heads of the Constitutional and Supreme Courts, regional governors, heads of regional legislative assemblies, heads of Russia’s traditional religious faiths, public figures, including heads of regional public chambers, and the heads of Russia’s biggest media outlets.

Since Russia's invasion of Crimea and eastern Ukraine last year, President Putin has continued to have a belligerent and threatening stance. Although the West has imposed punishing economic sanctions on Russia, Putin shows no signs of removing his military presence from the Donbas region of Ukraine. Instead, he has adopted a decidedly provocative stance towards the West. In recent months, Moscow has boasted about Russia’s nuclear weapons capabilities and has mounted provocative military incursions into NATO airspace.
Russia now poses a serious threat to the existing European security order, which Moscow no longer recognises. The conflict between Russia and Ukraine has shattered the comfortable belief that the use of force among leading European powers had been banished.
There is growing anxiety, especially in the Baltic countries and Scandinavia, about the dangers of further Russian military provocations. There is a growing realisation that Moscow’s new military strategy relies on the early recourse to tactical nuclear weapons in the event that it has to defend what it defines as its sovereign territory against a superior conventional military force.
Serious questions surround the issue of whether any NATO country, including Germany, would have the fortitude to defy Russia militarily. Although Russia’s military forces are still not comparable with those of the former Soviet Union, there is little doubt that Moscow can now use decisive military force in what it terms "the near abroad".
Little of this seems to be understood in Canberra, where we have seriously rundown our Russian analytical capabilities. Our political leaders seem to be of the view that Russia is a weak country that is far away and of no strategic consequence. That is a seriously mistaken view in my opinion and I will seek to demonstrate that there are significant Australian strategic interests at risk here.
Professor Paul Dibb is Emeritus Professor of strategic studies in the College of Asia and the Pacific at the ANU. He was Head of the Strategic and Defence Studies Centre from 1991 to 2004. Before that he held the positions of Deputy Secretary of Defence, Director of the Joint Intelligence Organisation and Head of the National Assessments Staff.
He studied the former Soviet Union for over 20 years both as a senior intelligence officer and ANU academic. His book the Soviet Union – the Incomplete Superpower was published by the International Institute for Strategic Studies, London in 1986, reprinted 1987 and second edition 1988.
