Why Texas is Booming: How Low Taxes & Small Government are Transforming the Lone Star State

"A state like this where you see so much growth and so much change...having a limited government apparatus on top of that and a robust private sector has been really good for us," says Erica Grieder, senior editor of Texas Monthly and author of the book Big, Hot, Cheap, and Right: What America Can Learn from the Strange Genius of Texas. "For the past 10 to 12 years, every economic metric you look at is better than the country as a whole—is better than what you see in most states—and is also pretty broad-based." Texas has done so well economically, that in October 2013 TIME Magazine declared Texas was the country's future. Grieder credits what she calls the "Texas model"—a limited government apparatus based on low taxes and low services—for the Lone Star State's economic success. Between June 2009 and June 2011, Texas created 40 percent of America's new net jobs. In that period, Texas saw a net population migration of 110,000 people—making it the fastest growing state in the country. But the solid growth of the Texas economy didn't stop critics like Paul Krugman of The New York Times from attacking the data and dismissing the state's performance as myth. "The critique of it I was really surprised by, especially when the country was not doing that well. I would think you would at least stop to check the numbers first," says Grieder, who believes criticism of the Texas model is rooted in negative political attitudes toward a state that is largely Republican. "People have this feeling of Texas, [that] it can't possibly be doing well. It's this sort of belligerent state, or not that smart of a state, or whatever their perceptions may be." The state's explosive growth and changing demographics (Hispanics are expected to outnumber the state's White population by 2020) have made Texas a valuable prize on the electoral map. Democrat strategists—and even President Barack Obama—have expressed the goal of turning Texas blue in coming election cycles. But Grieder doesn't think that change will come any time soon. "So far we're not seeing the Democrats putting out the candidates or campaigns or really the message," she states. "The Republicans aren't either which is kind of interesting. Given how well the state has done I've been surprised how the state Republican Party in this last set of primaries is just focused on issues that nobody cares about." While Grieder says she has seen a surprising resurgence of the religious right in the latest round of primaries, the turn toward the Christian conservative movement is not indicative of mainstream Texans. "I think that a lot of Texas Republicans—a lot of Texans in general—are sort of quasi-libertarian or tacitly libertarian because of the issues they prioritize," says Grieder. "I think that the social conservative movement is intrinsically at odds with the libertarian side of the party, but if those issues aren't advanced from the social conservative side then you don't see that tension become so manifest." A planned U.S. military training exercise called Jade Helm 15 has some conservatives acting even crazier than usual. Chuck Norris is among the conspiracy theorists who are worried the training exercise is just a ploy for the federal government to take over Texas. He took to right-wing website WorldNetDaily to get people to open their eyes. "The US government says, 'It’s just a training exercise,'" Norris wrote. "But I’m not sure the term 'just' has any reference to reality when the government uses it." Speaking of reality and a failure to grasp it, Texas Governor Greg Abbott and 2016 presidential candidate Ted Cruz have also been called out for pandering to conspiracy theorists. Abott asked the state guard to monitor the training exercise, and Cruz says he's "reached out to the Pentagon." Texas is just one of the seven states where the U.S. military will hold the Jade Helm 15 training exercises. Conspiracy theorists are freaking out because a simulation map labeled Texas, California, and Utah as "hostile." The media seemed shocked. Many of us are not so surprised. Some of us were arguing back in 2001 with the introduction of the so-called PATRIOT Act that it would pave the way for massive US government surveillance—not targeting terrorists but rather aimed against American citizens. We were told we must accept this temporary measure to provide government the tools to catch those responsible for 9/11. That was nearly twelve years and at least four wars ago. We should know by now that when it comes to government power-grabs, we never go back to the status quo even when the "crisis" has passed. That part of our freedom and civil liberties once lost is never regained. How many times did the PATRIOT Act need renewed? How many times did FISA authority need expanded? Why did we have to pass a law to grant immunity to companies who hand over our personal information to the government? It was all a build-up of the government's capacity to monitor us. The reaction of some in Congress and the Administration to last week's leak was predictable. Knee-jerk defenders of the police state such as Senator Lindsey Graham declared that he was "glad" the government was collecting Verizon phone records—including his own—because the government needs to know what the enemy is up to. Those who take an oath to defend the Constitution from its enemies both foreign and domestic should worry about such statements. House Intelligence Committee Chairman Mike Rogers tells us of the tremendous benefits of this Big Brother-like program. He promises us that domestic terrorism plots were thwarted, but he cannot tell us about them because they are classified. I am a bit skeptical, however. In April, the New York Times reported that most of these domestic plots were actually elaborate sting operations developed and pushed by the FBI. According to the Times report, "of the 22 most frightening plans for attacks since 9/11 on American soil, 14 were developed in sting operations." Even if Chairman Rogers is right, though, and the program caught someone up to no good, we have to ask ourselves whether even such a result justifies trashing the Constitution. Here is what I said on the floor of the House when the PATRIOT Act was up for renewal back in 2011: "If you want to be perfectly safe from child abuse and wife beating, the government could put a camera in every one of our houses and our bedrooms, and maybe there would be somebody made safer this way, but what would you be giving up? Perfect safety is not the purpose of government. What we want from government is to enforce the law to protect our liberties." What most undermines the claims of the Administration and its defenders about this surveillance program is the process itself. First the government listens in on all of our telephone calls without a warrant and then if it finds something it goes to a FISA court and get an illegal approval for what it has already done! This turns the rule of law and due process on its head. The government does not need to know more about what we are doing. We need to know more about what the government is doing. We need to turn the cameras on the police and on the government, not the other way around. We should be thankful for writers like Glenn Greenwald, who broke last week's story, for taking risks to let us know what the government is doing. There are calls for the persecution of Greenwald and the other whistle-blowers and reporters. They should be defended, as their work defends our freedom.

All 5,000 cases turned out to be false alarms. In fact, despite all the hype about Ebola generated by the media and government officials, as of this writing there has only been one preliminarily identified case of someone contracting Ebola within the United States. Ebola is a dangerous disease, but it is very difficult to contract. Ebola spreads via direct contact with the virus. This usually occurs though contact with bodily fluids. While the Ebola virus may remain on dry surfaces for several hours, it can be destroyed by common disinfectants. So common-sense precautions should be able to prevent Ebola from spreading. It is no coincidence that many of those countries suffering from mass Ebola outbreaks have also suffered from the plagues of dictatorship and war. The devastation wrought by years of war has made it impossible for these countries to develop modern healthcare infrastructure. For example, the 14-year civil war in Liberia left that country with almost no trained doctors. Those who could leave the war-torn country were quick to depart. Sadly, American foreign aid props up dictators and encourages militarism in these countries. President Obama’s response to the Ebola crisis has been to send 3,000 troops to West African countries to help with treatment and containment. Obama did not bother to seek congressional authorization for this overseas military deployment. Nor did he bother to tell the American people how long the mission would last, how much it would cost, or what section of the Constitution authorizes him to send US troops on “humanitarian” missions. The people of Liberia and other countries would be better off if the US government left them alone. Leave it to private citizens to invest in African business and trade with the African people. Private investment and trade would help these countries develop thriving free-market economies capable of sustaining a modern healthcare infrastructure. Legitimate concerns about protecting airline passengers from those with Ebola or other infectious diseases can best be addressed by returning responsibility for passenger safety to the airlines. After all, private airlines have a greater incentive than does government to protect their passengers from contagious diseases. They can do so while providing a safe means of travel for those seeking medical treatment in the United States. This would remove the incentive to lie about exposure to the virus among those seeking to come here for treatment. Ebola patients in the US have received permission from the Food and Drug Administration to use “unapproved” drugs. This is a positive development. But why should those suffering from potentially lethal diseases have to seek special permission from federal bureaucrats to use treatments their physicians think might help? And does anyone doubt that the FDA’s cumbersome approval process has slowed down the development of treatments for Ebola? Firestone Tire and Rubber Company has successfully contained the spread of Ebola among 80,000 people living in Harbel, the Liberian town housing employees of Firestone's Liberian plant and their families. In March, after the wife of a Firestone employee developed Ebola symptoms, Firestone constructed its own treatment center and implemented a program of quarantine and treatment. Firestone has successfully kept the Ebola virus from spreading among its employees. As of this writing, there are only three Ebola patients at Firestone's treatment facility. Firestone's success in containing Ebola shows that, far from justifying new state action, the Ebola crises demonstrates that individuals acting in the free market can do a better job of containing Ebola than can governments. The Ebola crisis is also another example of how US foreign aid harms the very people we are claiming to help. Limiting government at home and abroad is the best way to protect health and freedom.

They used the natural environment, protected caves in natural rock walls, which were accessible only by simple wooden ladders. For the past century, scientists from all over the world have investigated evidence that a gigantic meteorite crashed here, leaving behind it a huge crater: Meteor Crater. As the central and inner walls of the crater are similar to the landscape of the moon, preparation and training for the APOLLO space missions took place here. Located in North West Arizona is the 378 square kilometre National Park known as the ‘Petrified Forest’ with a surrounding desert which shimmers in all the colours of the rainbow. There’s the Agate Bridge, a huge fossilised tree trunk which spans twelve metres wide across a gorge and the amazingly beautiful Canyon De Chelly. Situated in the Navajo Indian Reservation, the Betatakin Ruins are the remains of historical dwellings which were carved into the rock by their original inhabitants from the 13th Century B.C. Wild West fans instantly recognise Monument Valley where, between colossal, 300 metre tall monoliths and sky-high rocky needles, John Wayne and countless other screen heroes fought off Indians and battled with ‘baddies’. A natural sculpture formed from undulating waves of stone, Antelope Canyon is a palette of colour which teases the eye. From the surface, a gaping crevice is the only means of access, tempting the curious to enter. In bold contrast, the Grand Canyon is 1,600 metres deep and 16 kilometres long, the most colossal gorge in the world. The sight of this gigantic natural wonder is the exciting climax of any trip to the magnificent and majestic land of Arizona.

Effigies of modern architecture rise like glass trees out of the downtown area. In 1841, it was simply a plan of 20 streets on the 256 hectares (640 acres) of south central America, claimed by a Tennessee lawyer, John Neely Bryan. Today, it is the ninth largest city in the USA, and including its western neighbour of Fort Worth, it is the nation's fastest growing metropolitan area. Thriving at the bottom edge of America's Great Plains, Dallas has embraced dreamers and entrepreneurs for the better part of two centuries. Big D, as it's affectionately called, merges Southern hospitality with modern sophistication. Dallas will always be remembered for one, if not two, shootings. The first and most shocking occurred on 22 November 1963, when President J F Kennedy was assassinated in downtown Dallas. The second shooting may only have been fictional but, when J R Ewing was shot by an unknown killer in the TV series Dallas in the early 1980s, fans across the world were devastated. Even today, the legend of J R remains strong, as does the legacy of President Kennedy. Today the city is a mecca for the banking, electronics and oil industries, as well as for dining, shopping, arts and entertainment. Large scale developments of urban lofts, apartments, condominiums, retail and both indoor and outdoor recreational facilities are springing up across the city. An impressive new Dallas Center for the Performing Arts opened in 2009 to vie with New York's Lincoln Center. New facilities and relevant attractions in and around this cultural centre continue to grow. Among things you probably didn't know about Dallas: The city has the largest urban arts district in the United States spanning 19 blocks. What's more, the Dallas Arts District has more buildings designed by Pritzker Prize-winning architects in one contiguous location than anywhere else in the world. And Dallas' Fair Park, just a short distance east of the arts district and a district with numerous museums and venues, features the nation's largest collection of 1930s Art Deco, exposition-style architecture. Dallas offers true Southern hospitality, be it in a humble hideaway cocktail bar or in the Mansion on Turtle Creek, repeatedly and regularly ranked as one of the world's top hotels. And with a 10th of its workforce in the hospitality industry, Dallas is always happy to have y'all come on in and stick around awhile. Those wishing to explore further afield should take the busy freeway 30 miles to the west to the easy-going, cattle-driving, twin city of Fort Worth, home to a national historic district and a surprising stash of world-class art museums. San Antonio serves as the seat of Bexar County. The city has characteristics of other western urban centers in which there are sparsely populated areas and a low density rate outside of the city limits. San Antonio is the center of the San Antonio–New Braunfels Metropolitan Statistical Area. Commonly referred to as Greater San Antonio, the metropolitan area has a population of over 2.27 million based on the 2013 US Census estimate, making it the 25th-largest metropolitan area in the United States and third-largest in the state of Texas. Growth along the Interstate 35 and Interstate 10 corridors to the north, west and east make it likely that the metropolitan area will continue to expand. San Antonio was named for Saint Anthony of Padua, whose feast day is on June 13, by a 1691 Spanish expedition in the area. The US armed forces have numerous facilities in San Antonio: Fort Sam Houston, Lackland Air Force Base, Randolph Air Force Base (which constitute Joint Base San Antonio), and Lackland AFB/Kelly Field Annex, with Camp Bullis and Camp Stanley located outside the city. Kelly Air Force Base operated out of San Antonio until 2001, when the airfield was transferred to Lackland AFB. The remaining portions of the base were developed as Port San Antonio, an industrial/business park. San Antonio is home to six Fortune 500 companies and the South Texas Medical Center, the only medical research and care provider in the South Texas region.
