Presiden Joko Widodo meminta seluruh izin pembangunan kereta cepat Jakarta-Bandung segera selesai agar bisa dilakukan peletakan batu pertama (ground breaking/GB) proyek kereta cepat tersebut. Salah satu izin yang mendapat perhatian Jokowi adalah izin trase. Penyelesaian izin ini ditargetkan selesai pada 15 Januari 2016 dan peletakan batu pertama dilakukan 21 Januari 2016.
"Kalau izin-izinnya sudah selesai ya bisa dilakukan ground breaking" kata Jokowi di Istana Kepresidenan, Jakarta, Jumat (9/1/2016).
Peletakan batu pertama (ground breaking) proyek kereta cepat Jakarta-Bandung akan dilaksanakan pada 21 Januari 2016. Lokasi peletakan batu pertama direncanakan dilakukan di Walini, Bandung, Jawa Barat.
Kereta cepat Jakarta-Bandung dikerjakan oleh perusahaan China bersama konsorsium BUMN dengan mekanisme bussiness to bussiness.
Dalam proyek ini, tidak ada aliran dana APBN maupun jaminan dari pemerintah Indonesia.
Jalur kereta cepat Jakarta-Bandung akan dimulai dari Halim (Jakarta) sampai ke Gedebage atau Tegaluar (Bandung). Dari stasiun di Bandung, akses menuju pusat kota akan diintegrasikan menggunakan LRT yang melayani perjalanan sampai ke Bandung Raya.
Pembangunan kereta api cepat (High Speed Train/HST) Jakarta-Bandung yang peletakan batu pertamanya (ground breaking) dijadwalkan pada 21 Januari 2016, akan memberi kepastian bagi proyek berikutnya. Setelah Jakarta-Bandung selesai, rute kereta api cepat itu didesain berlanjut ke Cirebon-Semarang-Surabaya.
"Jika dalam tiga tahun proyek kereta cepat Jakarta-Bandung bisa beres maka selanjutnya akan bagus," kata Direktur Eksekutif Infrastructure Partnership & Knowledge Center (IPKC) Harun Alrasyid Lubis pada diskusi Economic Editor Forum (EEF) bertema "Pembangunan Kereta Cepat Bandung-Jakarta: Kebutuhan atau Pencitraan?", di Jakarta, Senin (11/1/2016).
Dia mengatakan, pembangunan proyek itu akan memberi dampak positif dan juga negatif. "Namun buzzworlds dalam setiap pembangunan infrastruktur adalah kalau ada suntikan modal ke situ maka ekonomi akan berputar. Ini baik karena pemerintah punya keterbatasan anggaran, apalagi kinerja birokrasi tidak penuh. Serapan anggaran tidak pol. Jadi harus bagi-bagi tugas dengan BUMN," tutur Harun Alrasyid yang juga guru besar Fakultas Teknik Sipil dan Lingkungan ITB itu.
Jika proyek kereta cepat Jakarta-Surabaya akan terus berlanjut, Harun mengimbau agar segala sesuatunya bisa diantisipasi sejak awal. Pemerintah bisa melakukan antisipasi mengamankan harga tanah di sepanjang jalur yang akan dilalui kereta cepat tersebut.
"Kereta cepat Jakarta-Surabaya baru dibangun 2025, 10 tahun lagi. Masih lama tapi beres tidak harga tanahnya sampai Surabaya. Segera amankan right of way atau trasenya, lewat mana, amankan dari sekarang," ujarnya.
Dia menjelaskan, meski masih akan dibangun 10 tahun lagi bukan berarti persiapan tidak dilakukan secepatnya. Jika telat, diyakini penggunaan lahan makin padat. "Perkara mau dibangun lima atau sepuluh tahun lagi. Kalau tidak, nanti makin padat, mahal, susah," katanya.
Harun mengatakan, pembangunan proyek Kereta Api Cepat Jakarta-Bandung itu akan berpengaruh terhadap pasar angkutan travel yang menghubungkan dua kota itu. Pasalnya, keduanya adalah jenis transportasi itu sama-sama kelas premium. Hal berbeda dengan bus antarkota antarprovinsi (AKAP). "AKAP ke Kampung Rambutan tidak akan pengaruh. Ini premium, travel dan kereta api biasa sekarang pasti dia sedot," ujarnya.
Dia menilai, trayek kereta cepat dengan kecepatan hingga 200 kilometer/jam itu masih terlalu pendek jaraknya antara Jakarta-Bandung. Lebih cocok untuk jarak 400 km lebih. "KA cepat harusnya untuk jarak 400-700 km. Jadi kalau ada KA cepat, di mana-mana menyedot yang dari pesawat karena dia jaraknya jauh, kalau dibuat jangka pendek di bawah 200 km seperti ke Bandung, tidak ada pesawat," katanya.

It has been in the pipeline for decades, but now a grand railway network across Asia and Europe is well on schedule.
The flagship project is designed to link 28 countries and could help some of the world's poorest economies blossom.
In the Southern part of the whole network, a railway connecting Kunming, the capital of China's Yunnan Province to Singapore is underway.
The line is projected to pass seven Southeastern Asian countries and will be completed by the year of 2020.
The railways are touted as being able to provide multi-dimensional development for the ASEAN region, a rising economic powerhouse.
The line, tentatively referred as an Iron Silk Road, is also believed to be an impetus to push forward the Sino-ASEAN ties.

China has vowed to build a high-speed railway network that spans across Southeast Asia, and if successful, travelling between Yunnan and Singapore will take a mere ten hours.
The construction of a high-speed rail linking Kunming, China and Vientiane, Laos, commenced in 2011 and is scheduled to be completed in five years.
Thailand’s junta has pledged to build three high-speed railways. One will link Nong Khai and Nakhon Ratchasima; the other will connect Nakhon Ratchasima, Bangkok and Map Ta Phut; the last will serve as a link between Bangkok and Rayong. These new links have the potentials to link Thailand to southern China.
According to China Railway Corp, the construction of the Kunming-Singapore line will be broken down into four stages. Apart from the Kunming-Vientiane and the Vientiane-Bangkok sections, the other stages include Bangkok to Kuala Lumpur, and Kuala Lumpur to Singapore.
China was also previously in talks with Myanmar to build a high-speed railway connecting Yunnan and Kyaukpyu. However, due to opposition from local people, the plan has been shelved but the Chinese government said it would continue to push for the project.

The Association of Southeast Asian Nations (ASEAN 
/ˈɑːsi.ɑːn/ AH-see-ahn, rarely /ˈɑːzi.ɑːn/ AH-zee-ahn) is a geo-political and economic organization of ten countries located in Southeast Asia, which was formed on 8 August 1967 by Indonesia, Malaysia, the Philippines, Singapore and Thailand. Since then, membership has expanded to include Brunei, Burma (Myanmar), Cambodia, Laos, and Vietnam. Its aims include accelerating economic growth, social progress, cultural development among its members, protection of regional peace and stability, and opportunities for member countries to discuss differences peacefully.
ASEAN covers a land area of 4.46 million km², which is 3% of the total land area of Earth, and has a population of approximately 600 million people, which is 8.8% of the world's population. The sea area of ASEAN is about three times larger than its land counterpart. In 2010, its combined nominal GDP had grown to US$1.8 trillion. If ASEAN were a single entity, it would rank as the ninth largest economy in the world, behind the United States, China, Japan, Germany, France, Brazil, the United Kingdom, and Italy.

12 Januari 2016 Presiden Joko Widodo meminta seluruh izin pembangunan kereta cepat Jakarta-Bandung segera selesai agar bisa dilakukan peletakan batu pertama (ground breaking/GB) proyek kereta cepat tersebut. VIENTIANE: The government will turn its attention to building the US$7 billion Boten-Vientiane railway, to link the Lao capital with the Chinese border, according to the government spokesperson. Speaking at a media conference following the government's open meeting that ended on Friday, Ms Bounpheng Mounphosay said the five-day meeting had adopted an infrastructure development strategy on land, air and water transportation. Regarding rail development, the strategy prioritises the development of a rail network to connect with others in the region and sub-region. Presiden Joko Widodo meminta seluruh izin pembangunan kereta cepat Jakarta-Bandung segera selesai agar bisa dilakukan peletakan batu pertama (ground breaking/GB) proyek kereta cepat tersebut. Salah satu izin yang mendapat perhatian Jokowi adalah izin trase. Penyelesaian izin ini ditargetkan selesai pada 15 Januari 2016 dan peletakan batu pertama dilakukan 21 Januari 2016.

Peletakan batu pertama (ground breaking) proyek kereta cepat Jakarta-Bandung akan dilaksanakan pada 21 Januari 2016. Lokasi peletakan batu pertama direncanakan dilakukan di Walini, Bandung, Jawa Barat.
Kereta cepat Jakarta-Bandung dikerjakan oleh perusahaan China bersama konsorsium BUMN dengan mekanisme bussiness to bussiness.
Dalam proyek ini, tidak ada aliran dana APBN maupun jaminan dari pemerintah Indonesia.
Jalur kereta cepat Jakarta-Bandung akan dimulai dari Halim (Jakarta) sampai ke Gedebage atau Tegaluar (Bandung). Dari stasiun di Bandung, akses menuju pusat kota akan diintegrasikan menggunakan LRT yang melayani perjalanan sampai ke Bandung Raya.
Pembangunan kereta api cepat (High Speed Train/HST) Jakarta-Bandung yang peletakan batu pertamanya (ground breaking) dijadwalkan pada 21 Januari 2016, akan memberi kepastian bagi proyek berikutnya. Setelah Jakarta-Bandung selesai, rute kereta api cepat itu didesain berlanjut ke Cirebon-Semarang-Surabaya.
"Jika dalam tiga tahun proyek kereta cepat Jakarta-Bandung bisa beres maka selanjutnya akan bagus," kata Direktur Eksekutif Infrastructure Partnership & Knowledge Center (IPKC) Harun Alrasyid Lubis pada diskusi Economic Editor Forum (EEF) bertema "Pembangunan Kereta Cepat Bandung-Jakarta: Kebutuhan atau Pencitraan?", di Jakarta, Senin (11/1/2016).
Dia mengatakan, pembangunan proyek itu akan memberi dampak positif dan juga negatif. "Namun buzzworlds dalam setiap pembangunan infrastruktur adalah kalau ada suntikan modal ke situ maka ekonomi akan berputar. Ini baik karena pemerintah punya keterbatasan anggaran, apalagi kinerja birokrasi tidak penuh. Serapan anggaran tidak pol. Jadi harus bagi-bagi tugas dengan BUMN," tutur Harun Alrasyid yang juga guru besar Fakultas Teknik Sipil dan Lingkungan ITB itu.
Jika proyek kereta cepat Jakarta-Surabaya akan terus berlanjut, Harun mengimbau agar segala sesuatunya bisa diantisipasi sejak awal. Pemerintah bisa melakukan antisipasi mengamankan harga tanah di sepanjang jalur yang akan dilalui kereta cepat tersebut.
"Kereta cepat Jakarta-Surabaya baru dibangun 2025, 10 tahun lagi. Masih lama tapi beres tidak harga tanahnya sampai Surabaya. Segera amankan right of way atau trasenya, lewat mana, amankan dari sekarang," ujarnya.
Dia menjelaskan, meski masih akan dibangun 10 tahun lagi bukan berarti persiapan tidak dilakukan secepatnya. Jika telat, diyakini penggunaan lahan makin padat. "Perkara mau dibangun lima atau sepuluh tahun lagi. Kalau tidak, nanti makin padat, mahal, susah," katanya.
Harun mengatakan, pembangunan proyek Kereta Api Cepat Jakarta-Bandung itu akan berpengaruh terhadap pasar angkutan travel yang menghubungkan dua kota itu. Pasalnya, keduanya adalah jenis transportasi itu sama-sama kelas premium. Hal berbeda dengan bus antarkota antarprovinsi (AKAP). "AKAP ke Kampung Rambutan tidak akan pengaruh. Ini premium, travel dan kereta api biasa sekarang pasti dia sedot," ujarnya.
Dia menilai, trayek kereta cepat dengan kecepatan hingga 200 kilometer/jam itu masih terlalu pendek jaraknya antara Jakarta-Bandung. Lebih cocok untuk jarak 400 km lebih. "KA cepat harusnya untuk jarak 400-700 km. Presiden Joko Widodo meminta seluruh izin pembangunan kereta cepat Jakarta-Bandung segera selesai agar bisa dilakukan peletakan batu pertama (ground breaking/GB) proyek kereta cepat tersebut. Salah satu izin yang mendapat perhatian Jokowi adalah izin trase. Penyelesaian izin ini ditargetkan selesai pada 15 Januari 2016 dan peletakan batu pertama dilakukan 21 Januari 2016.
"Kalau izin-izinnya sudah selesai ya bisa dilakukan ground breaking" kata Jokowi di Istana Kepresidenan, Jakarta, Jumat (9/1/2016).
Peletakan batu pertama (ground breaking) proyek kereta cepat Jakarta-Bandung akan dilaksanakan pada 21 Januari 2016. Lokasi peletakan batu pertama direncanakan dilakukan di Walini, Bandung, Jawa Barat.
Kereta cepat Jakarta-Bandung dikerjakan oleh perusahaan China bersama konsorsium BUMN dengan mekanisme bussiness to bussiness.
Dalam proyek ini, tidak ada aliran dana APBN maupun jaminan dari pemerintah Indonesia.
Jalur kereta cepat Jakarta-Bandung akan dimulai dari Halim (Jakarta) sampai ke Gedebage atau Tegaluar (Bandung). Dari stasiun di Bandung, akses menuju pusat kota akan diintegrasikan menggunakan LRT yang melayani perjalanan sampai ke Bandung Raya.
Pembangunan kereta api cepat (High Speed Train/HST) Jakarta-Bandung yang peletakan batu pertamanya (ground breaking) dijadwalkan pada 21 Januari 2016, akan memberi kepastian bagi proyek berikutnya. Setelah Jakarta-Bandung selesai, rute kereta api cepat itu didesain berlanjut ke Cirebon-Semarang-Surabaya.
"Jika dalam tiga tahun proyek kereta cepat Jakarta-Bandung bisa beres maka selanjutnya akan bagus," kata Direktur Eksekutif Infrastructure Partnership & Knowledge Center (IPKC) Harun Alrasyid Lubis pada diskusi Economic Editor Forum (EEF) bertema "Pembangunan Kereta Cepat Bandung-Jakarta: Kebutuhan atau Pencitraan?", di Jakarta, Senin (11/1/2016).
Dia mengatakan, pembangunan proyek itu akan memberi dampak positif dan juga negatif. "Namun buzzworlds dalam setiap pembangunan infrastruktur adalah kalau ada suntikan modal ke situ maka ekonomi akan berputar. Ini baik karena pemerintah punya keterbatasan anggaran, apalagi kinerja birokrasi tidak penuh. Serapan anggaran tidak pol. Jadi harus bagi-bagi tugas dengan BUMN," tutur Harun Alrasyid yang juga guru besar Fakultas Teknik Sipil dan Lingkungan ITB itu.
Jika proyek kereta cepat Jakarta-Surabaya akan terus berlanjut, Harun mengimbau agar segala sesuatunya bisa diantisipasi sejak awal. Pemerintah bisa melakukan antisipasi mengamankan harga tanah di sepanjang jalur yang akan dilalui kereta cepat tersebut.
"Kereta cepat Jakarta-Surabaya baru dibangun 2025, 10 tahun lagi. Masih lama tapi beres tidak harga tanahnya sampai Surabaya. Segera amankan right of way atau trasenya, lewat mana, amankan dari sekarang," ujarnya.
Dia menjelaskan, meski masih akan dibangun 10 tahun lagi bukan berarti persiapan tidak dilakukan secepatnya. Jika telat, diyakini penggunaan lahan makin padat. "Perkara mau dibangun lima atau sepuluh tahun lagi. Kalau tidak, nanti makin padat, mahal, susah," katanya.
Harun mengatakan, pembangunan proyek Kereta Api Cepat Jakarta-Bandung itu akan berpengaruh terhadap pasar angkutan travel yang menghubungkan dua kota itu. Pasalnya, keduanya adalah jenis transportasi itu sama-sama kelas premium. Hal berbeda dengan bus antarkota antarprovinsi (AKAP). "AKAP ke Kampung Rambutan tidak akan pengaruh. Ini premium, travel dan kereta api biasa sekarang pasti dia sedot," ujarnya.
Dia menilai, trayek kereta cepat dengan kecepatan hingga 200 kilometer/jam itu masih terlalu pendek jaraknya antara Jakarta-Bandung. Lebih cocok untuk jarak 400 km lebih. "KA cepat harusnya untuk jarak 400-700 km. Jadi kalau ada KA cepat, di mana-mana menyedot yang dari pesawat karena dia jaraknya jauh, kalau dibuat jangka pendek di bawah 200 km seperti ke Bandung, tidak ada pesawat," katanya.

China has vowed to build a high-speed railway network that spans across Southeast Asia, and if successful, travelling between Yunnan and Singapore will take a mere ten hours.
The construction of a high-speed rail linking Kunming, China and Vientiane, Laos, commenced in 2011 and is scheduled to be completed in five years.
Thailand’s junta has pledged to build three high-speed railways. One will link Nong Khai and Nakhon Ratchasima; the other will connect Nakhon Ratchasima, Bangkok and Map Ta Phut; the last will serve as a link between Bangkok and Rayong. These new links have the potentials to link Thailand to southern China.
According to China Railway Corp, the construction of the Kunming-Singapore line will be broken down into four stages. Apart from the Kunming-Vientiane and the Vientiane-Bangkok sections, the other stages include Bangkok to Kuala Lumpur, and Kuala Lumpur to Singapore.
China was also previously in talks with Myanmar to build a high-speed railway connecting Yunnan and Kyaukpyu. However, due to opposition from local people, the plan has been shelved but the Chinese government said it would continue to push for the project.

STORY: Speaking at the gathering where attended by Secretary General of the Party, Central Committee, President of the Lao PDR, Comrade Choummaly Sayasone, Politburo Standing Committee of the Chinese Communist Party, President of the Chinese Parliamentary Standing Committee Comrade Zhang Dejiang, Prime Minister of Laos Thongsing Thammvong, Superiors of the Party and Government of Laos and Distinguished Guests
Deputy Prime Minister, Head of the Lao-Sino Railway Project Steering Committee to the Groundbreaking Ceremony of the Lao-Sino Railway Project, Somsavat Lengsavad stated that, Today is the 40th anniversary of the Lao People’s Democratic Republic. In this remarkably historic day, we have a great pleasure and gladness in organizing the groundbreaking ceremony for the Lao-Sino Railway Project, which is the first high-standardized rail-route that to be built in Southeast Asia.
It is said that, the railway is designed as a standardized Class 1 with international standard gauge 1435 mm. The rail system is a single track. The design speed for passenger trains is 160 km/h, while reserving speed of 200 km/h in the flat terrain from Vang Vieng to Vientiane Capital.
The single track with a 1.435-metre standard-gauge rail network will have 31 stations, including five main stations, and 76 tunnels with a total length of 195.78 km. The line will also have 154 bridges of 67.15 km in overall length.
When being used for passenger transport the trains will travel at a maximum speed of 160 km per hour, but when goods are being transported the maximum speed will be 120 km per hour.
The Lao National Assembly approved the project in 2012 as part of plans to turn Laos from a landlocked country into a land-linked nation.
It is hoped that, Once operational, the railway will the Laos’ longest and fastest, with an average speed of 160 kilometers per hour and 60 percent of the line being bridges and tunnels. It is part of a larger 3,000-kilometer regional railway that will run from Kunming through Laos and Thailand down to Malaysia and Singapore.
Laos, a landlocked country, currently only has one railway, which opened in 2009 and links to Thailand’s Nong Khai. China, Laos’ largest trading partner, has been promoting the project as a boost for Laos’ development in addition to the benefits for Yunnan province.
The project will significantly boost the socioeconomic development of Laos, improve the nation’s transportation and generate a lot of jobs for local people. Of course, it will also inject new momentum into the economy of China’s southwestern regions

When being used for passenger transport the trains will travel at a maximum speed of 160 km per hour, but when goods are being transported the maximum speed will be 120 km per hour.
The Lao National Assembly approved the project in 2012 as part of plans to turn Laos from a landlocked country into a land-linked nation.
It is hoped that, Once operational, the railway will the Laos’ longest and fastest, with an average speed of 160 kilometers per hour and 60 percent of the line being bridges and tunnels. It is part of a larger 3,000-kilometer regional railway that will run from Kunming through Laos and Thailand down to Malaysia and Singapore.
Laos, a landlocked country, currently only has one railway, which opened in 2009 and links to Thailand’s Nong Khai. China, Laos’ largest trading partner, has been promoting the project as a boost for Laos’ development in addition to the benefits for Yunnan province.

VIENTIANE: The government will turn its attention to building the US$7 billion Boten-Vientiane railway, to link the Lao capital with the Chinese border, according to the government spokesperson.
Speaking at a media conference following the government's open meeting that ended on Friday, Ms Bounpheng Mounphosay said the five-day meeting had adopted an infrastructure development strategy on land, air and water transportation.
Regarding rail development, the strategy prioritises the development of a rail network to connect with others in the region and sub-region.
"Our particular focus is to build a rail link between Boten and Vientiane," Ms Bounpheng told the conference. Ms Bounpheng's announcement comes shortly before the planned visit to China by President Choummaly Sayasone.
Choummaly, who is also Secretary General of the Lao People's Revolutionary Party, will pay an official visit to China from September 26 to 30 in response to an invitation from his Chinese counterpart Xi Jinping.
The topics slated for discussed by the two presidents have not been identified, although Vientiane is reportedly seeking financing from Beijing to build the 421 km high-speed railway.
Chinese ambassador to Laos Guan Huabing said last week his government attaches great importance to working with Laos to develop the railway.
The ambassador made the comment during an interview with Chinese and Lao media at the embassy in Vientiane ahead of China's National Day on October 1 and President Choummaly's visit to China.
Guan said "The determination of the Chinese government to push for the construction of the railway remains unchanged."
He said both sides were looking at the details as they explore a win-win form of cooperation. Construction of the Boten-Vientiane railway was delayed following changes to the initial joint-venture plan between Vientiane and Beijing.
Laos and China planned to jointly undertake the project, with China to put up 70 per cent of the investment cost. A groundbreaking ceremony was planned for 2011 with a completion date in 2015, but the ceremony did not take place.
The project was delayed after the Chinese construction company reportedly pulled out. However, the Lao government is determined to bring the project to fruition and still hopes to obtain financing from Beijing following parliament's approval.
The planned railway would form part of the Asean-China rail link, which begins in Yunnan province, China, and runs southwards to Singapore through Laos, Thailand and Malaysia. The Lao government wants to build the railway as part of efforts to turn the landlocked country into a land link within the region.
In November last year, the government signed a contract with a Malaysian investor to build a US$5 billion railway linking Savannakhet province to Laobao on the Vietnamese border over a distance of 220km.
Laos' only existing rail link consists of a 3.5 km track linking Vientiane to Nong Khai province in Thailand.

Laos hopes a railway between Vietnam and Thailand and another connecting Thailand and China will help drive socio-economic development in the impoverished country.

Chinese authorities are waiting for Thailand to confirm that it will proceed with a high-speed rail project linking neighboring Laos before Beijing finalizes a loan for Laos to build an ambitious rail link with China, according to a Chinese diplomat.
Thailand plans to build a 625-kilometer (388-mile) rail line between Bangkok and Thailand's northeastern province of Nong Khai along the border with Laos.
It is intended to connect with Laos's proposed U.S. $7.2 billion railway line between its capital Vientiane and the country's Luang Namtha province along the border with China, with the network linked further to a line from Kunming, the capital of China's Yunnan province.
The Lao parliament gave the go-ahead in October last year for the 420-kilometer (261-mile) rail project but there has been little movement to indicate the mega-project will proceed as planned.
A senior official at the Chinese Embassy in Bangkok told RFA's Lao Service that they are waiting for confirmation that the Thai government is going to build a high-speed rail to link Bangkok with Nong Khai before they start negotiating the mammoth loan with Laos.
Another reason cited for the negotiation delay is the new Chinese government's plan to consolidate its Ministry of Railways and Ministry of Communications and Transport into one entity.
Pledge to proceed
Lao Deputy Prime Minister Somsavat Lengsavad shrugged off fears of a delay in the project at a parliament sitting last week, saying he may go to Beijing next month to discuss funding details.
"We will definitely develop the project," he told the National Assembly, according to a Vientiane Times report. No details or specific timetable was provided, however.
Last Thursday, Somsavat received the new Chinese Ambassador to Laos.
"I proposed to him that he ask Beijing about my intention to visit there in August for negotiations," Somsavat told lawmakers.
The deputy premier said that there has been absolute agreement by both sides to develop the project, the Vientiane Times reported.
The planned railway projects would form part of the Association of Southeast Asian Nations (ASEAN)-China rail link beginning in China's Yunnan province and running southwards to Singapore through Laos and Thailand.
In May, Thailand offered to convene a meeting with Laos and China on the high-speed train project linking the three countries, underlining Bangkok's concern that any delay in the project on the Lao side may dampen the regional plan, reports have said.

The Asean 2016 theme is “Turning Vision into Reality for a Dynamic Asean Community” and the website is www.asean2016.gov.la.
The logo includes 10 connected circles, comprising an eye and joined hands, around the Asean Emblem symbolising the bonded-together Asean Community. The eye represents the Asean Community Vision 2025.
The joined hands reflect harmony, solidarity and close partnership as well as the aspiration of the Asean Member States to further strengthen and prosper the Asean Community through the implementation of the Asean Community Vision 2025 in accordance with the Asean 2016 theme.
The different colours used in the logo are red (boldness and dynamics), yellow (prosperity), blue (peace and stability), green (growth and harmony) and orange (warmth and happiness).
The colours, apart from representing the colours of the national flags of the Asean Member States, also demonstrate the diversity in Asean. “Laos 2016” indicates that the Lao PDR is the Chair of Asean in 2016.
Asean will announce the establishment of the Asean Community on December 31.
Asean is now developing the Asean Community Vision 2025 and its attendant documents which will be adopted by Asean leaders at the 27th Asean Summit to be held on November 18-22, 2015, in Kuala Lumpur, Malaysia.

Therefore, the Lao PDR's Asean Chairmanship in 2016 is a period for Asean to focus its efforts on further strengthening the Asean Community by implementing the Asean Community Vision 2025, among others. As such, the Lao PDR has come up with the theme “Turning Vision into Reality for a Dynamic Asean Community” as the theme for its Asean Chairmanship in 2016.
Various sub-committees reported the accomplishments of the preparations under their responsibilities and work to be completed in the near future at a meeting in Vientiane on Friday, which was chaired by Mr Thongloun.
Generally, Laos is ready to play the role of Asean chair and host the 28th and 29th Asean Summits which will be held back-to-back in Vientiane next year.
Roads, hotels and other facilities are being improved. Additionally, workshops and seminars are being held to train the functionaries and staff to be deployed during the meetings.
Laos first chaired Asean in 2004 when it hosted the 10th Asean Summit and its related meetings. Its second chairmanship of Asean will take place shortly after the bloc establishes the Asean Community at the end of this year.

Various sub-committees reported the accomplishments of the preparations under their responsibilities and work to be completed in the near future at a meeting in Vientiane on Friday, which was chaired by Mr Thongloun.
Generally, Laos is ready to play the role of Asean chair and host the 28th and 29th Asean Summits which will be held back-to-back in Vientiane next year.
Roads, hotels and other facilities are being improved. Additionally, workshops and seminars are being held to train the functionaries and staff to be deployed during the meetings.
Laos first chaired Asean in 2004 when it hosted the 10th Asean Summit and its related meetings. Its second chairmanship of Asean will take place shortly after the bloc establishes the Asean Community at the end of this year.

The opening ceremony of 20th ASEAN Transport Ministers Meeting was held in Mandalay on Thursday with an address by Vice President Dr. Sai Mauk Kham. In his speech, the Vice President said that Myanmar is formulating the National Transport Master plan with the assistance of the Government of Japan to improve the quality and quantity aspect of the transport networks and infrastructure. This Master Plan includes all transport modes: road, railways, aviation and maritime transport. In order to strengthen ASEAN's competitiveness and enhance connectivity in the region, the ASEAN leaders reaffirmed their strong commitments, to developing an efficient, secure, sustainable and integrated transport network including the completion of the ASEAN Highway Network, the Singapore-Kunming Rail Link, the Single Aviation Market and the Single Shipping Market initiatives. Based on the recommendations of the Senior transport Official Meeting, the ASEAN Transport Ministers will deliberate adoption of the ASEAN Transport Cooperation Vision from 2016 to 2025, implementation of ASEAN Single Shipping Market Framework and signing of the MoU on the ASEAN Mechanism for the joint Oil Spill Preparedness and Response. The ultimate goal of ASEAN is to reach a peaceful and prosperous community and the vice president expressed his hope that this meeting will produce the fruitful outcome that will benefit nationally and regionally as well. After the ceremony, the Vice President met ASEAN Transport Ministers at Shwe Pyi Tha Hotel. On the same day, Vice President Dr. Sai Mauk Kham visited Mandalay General Hospital and attended the ceremony to donate cash for the fund of the Hospital. Deputy Minister for health accepted cash donation from well-wishers. The Vice President and party viewed around the hospital, comforted the patients and met with doctors and nurses.

Laos and China broke ground yesterday in Vientiane to kick off construction of the historic railway project linking Vientiane with the Chinese border over a distance of 427.2 kilometres.
Secretary General of the Lao People's Revolutionary Party and President of the Lao People's Democratic Republic, Choummaly Sayasone and other leaders, Chairman of the National People's Congress (NPC) of China, Mr Zhang Dejiang and officials of both sides attended the groundbreaking ceremony yesterday in the Lao capital.
The groundbreaking ceremony took place as people across the country celebrated the 40th anniversary of the founding of the Lao People's Democratic Republic (December 2, 1975 – December2, 2015).
Lao Deputy Prime Minister in charge of the project Somsavat Lengsavad told the ceremony that construction of the 38.7 billion yuan (US$6.04 billion) Vientiane-Boten railway would take about five years to complete.
The 1.435-metre standard-gauge railway will connect the Chinese railway at the Chinese border with Thailand's planned rail line at the Thai border in Nong Khai province via Laos.
The single-track line consists of 21 sidings enabling trains to pass, 11 passenger stations and one freight container station. The railway composes 170 bridges totalling 69 kilometres in length or 16 percent of the total length, and 72 tunnels amounting to 183 kilometres or 43 percent of the total length.
The electricity-powered passenger train is set to run at a speed of 160 km per hour and 120 km per hour for the freight train. However, passenger trains could run at speeds of 200 kilometres per hour on flat terrain from Vangvieng to Vientiane.
Some 50 metres of land along each side of the rail line will be preserved for the project to ensure safe operations in accordance with international standards. It was reported previously that China would be responsible for 70 percent of the total investment, with Laos responsible for the remainder.
Mr Somsavat told the ceremony that relevant sectors of both sides were preparing the necessary preliminary work to allow the project to proceed according to plan.
He said the project would be a catalyst of the Lao government's efforts in switching the nation from being landlocked into a land-linked one contributing significantly to countrywide socio-economic development.
He said the project, which coincides with the ‘One Belt, One Road' initiative of Chinese President Xi Jinping, would contribute to increased friendly relations and cooperation between Laos and China, and between China and Asean.
Chinese officials said their government had attached great importance to realising the project that would boost cooperation between Laos and China and between China and the region. The Vientiane-Boten railway will form part of the regional rail link known as the Kunming-Singapore rail network over a distance of 3,000km. The rail line will link China's Kunming all the way down to Singapore, passing through Laos, Thailand and Malaysia.
It was reported that the governments of Thailand and China have engaged in talks to develop the rail network in Thailand, while Singapore and Malaysia have also agreed to build a high speed rail link between Kuala Lumpur and Singapore by 2020.
