An official is someone who holds an office (function or mandate, regardless whether it carries an actual working space with it) in an organization or government and participates in the exercise of authority (either his own or that of his superior and/or employer, public or legally private).
A government official or functionary is an official who is involved in public administration or government, through either election, appointment, selection, or employment. A bureaucrat is a member of the bureaucracy. An elected official is a person who is an official by virtue of an election. Officials may also be appointed ex officio (by virtue of another office, often in a specified capacity, such as presiding, advisory, secretary). Some official positions may be inherited.
A person who currently holds an office is referred to as an incumbent.
The word official as a noun has been recorded since the Middle English period, first seen in 1314.[citation needed] It comes from the Old Frenchofficial (12th century), from the Latinofficialis ("attendant to a magistrate, public official"), the noun use of the original adjectiveofficialis ("of or belonging to duty, service, or office") from officium ("office"). The meaning "person in charge of some public work or duty" was first recorded in 1555. The adjective is first attested in English in 1533, via the Old French oficial.

A group of Turkish fishermen claims the Greek Coast Guard has sunk a dinghy full of migrants which was crossing Turkish waters.
In a video purportedly shot by one of the fishermen, a voice can be heard describing the alleged incident.
“He had what looked like a lance in his hand,” a man on board the Turkish boat says of one of the Greek Coast Guard. “They’ve sunk the boat.”
A boat can be seen approaching the dinghy. The camera then moves unsteadily away from the scene. When it once again focuses on the migrants’ dinghy, the bigger boat has passed by and is sailing away. The dinghy then appears to be sinking.

A Dhaka court today jailed six owners and employees of the now-defunct BCI (Bangladesh) for 10 years for producing lethal paracetamol.
One of the company’s directors Shahjahan Sarker and five absconding others have also been fined Tk 2 lakh each in the two cases of 1992.
BCIB was among the five companies tested positive for using lethal and cheap chemical diethylene glycol in their paracetamol syrups. The toxin accounted for 76 child deaths in 1992.

Islamic State Leader Raped Kayla Mueller Before She Died in Captivity, Officials Say
The parents of the late American hostage Kayla Mueller say they were told by American officials that their daughter was repeatedly forced to have sex with Abu Bakr al-Baghdadi, the leader of the Islamic State group. A US official confirmed the account of family spokeswoman Emily Lenzner. Mueller was held for a time by Islamic State financier Abu Sayyaf and his wife, Umm Sayyaf. Al-Baghdadi took Mueller as a “wife”, and repeatedly forced her to have sex with him when he visited, her parents Carl and Marsha Mueller were told. American officials reportedly learned the information from a Yazidi teenager who had been held with Mueller, whose death in captivity was announced in February. Though the group said Mueller died in a Jordanian air raid made in retaliation for Islamic State’s gruesome killing of a Jordanian pilot, US officials and others have challenged that version, saying there was no indication how or when she died.

A group of Turkish fishermen claims the Greek Coast Guard has sunk a dinghy full of migrants which was crossing Turkish waters.
In a video purportedly shot by one of the fishermen, a voice can be heard describing the alleged incident.
“He had what looked like a lance in his hand,” a man on board the Turkish boat says of one of the Greek Coast Guard. “They’ve sunk the boat.”
A boat can be seen approaching the dinghy. The camera then moves unsteadily away from the scene. When it once again focuses on the migrants’ dinghy, the bigger boat has passed by and is sailing away. The dinghy then appears to be sinking.
Turkish fishermen say the boat belonged to the Greek Coast Guard, however the images are too unclear to make out an insignia on the vessel.
Some 50 people, believed to be of Syrian origin, are thought to have been on the inflatable boat, which sank off the Aegean province of Izmir. Reports suggest the fishermen and Turkish Coast Guard rescued those on board and took them ashore to Turkey.

Misinformation during hurricane Katrina over how lawless New Orleans had become made the situation far worse, according to both the man who was in charge of the troops on the ground during the disaster and the state governor. Lieutenant General Russel Honoré coordinated around 300 national guardsmen sent in to keep order in the aftermath of the hurricane which devastated the region 10 years ago this month. While television images did capture people grabbing electronics and other valuable goods from local retail outlets, the majority of looters were hunting for bare essentials such as food, water, diapers, and medicine, he said.

One of the company’s directors Shahjahan Sarker and five absconding others have also been fined Tk 2 lakh each in the two cases of 1992.
BCIB was among the five companies tested positive for using lethal and cheap chemical diethylene glycol in their paracetamol syrups. The toxin accounted for 76 child deaths in 1992.

Handmade quilt may help officials identify murdered little girl found in Australia - TomoNews
WYNARKA, AUSTRALIA — Australian police say a handmade quilt could be the key finding out the identity of a murdered young girl whose remains were found along with a suitcase on the side of a remote highway.
The girl's body and suitcase were found by a driver on South Australia's Karoonda Highway, 2 km (1.2 miles) west of the town of Wynarka on July 15.
Police say the skeletal remains of the child are believed to be that of a Caucasian girl, aged 2-and-a-half to 4 years old. She would have had fair, 18 cm (7 inch) long hair. Near her body was a faded black suitcase, which held items of children's clothing, including a black party dress and a Dora the Explorer T-shirt. A 90 cm-by-90 cm handmade quilt was also found inside.
Enhanced images of the patterns on the quilt have been released, with police hoping the anyone who has recalled seeing it will come forward and help identify the girl.
Meanwhile, the fact that the girl may have been killed some time since the start of 2007, has triggered speculation the remains could be those of missing British girl Madeleine McCann. McCann, a blonde 3-year-old, disappeared during a family holiday in Portugal in May 2007.
However, investigators said this is highly unlikely.

Ten International Organisation for Migration (IOM) employees huddled inside a fortified room in Kabul for two hours as a Taliban attack raged around them until they were rescued by Afghan police, the aid group's country chief said on Sunday.
Richard Danziger, chief of mission for the IOM, praised the police for fighting their way into the compound to free the employees during the Taliban assault that for eight hours on Friday turned one of the capital's most upscale neighbourhoods into a battleground.
He also said it was a planned attack.
"Certainly the way they forced themselves, the way knew where to go once they are inside certainly provides every indication that they were coming for us," he said at a news conference along with his deputy, Enira Krdzalic, who herself survived the siege.
Most of the Afghan staff escaped from the main gate and took three international workers with them.
Nine other staff, including Krdzalic, fled to a fortified "strong room" along with one foreigner working for the International Labour Organisation, a UN agency, who also lived in the guest house.
Danziger, who was out of Afghanistan during Friday's siege, said he was "mystified" as to why the IOM was targeted.
Three Afghans, a police officer and two civilians, died in the heavy fighting that kicked off with a suicide bomb, the Ministry of Interior's spokesman Sediq Sediqqi said.
Details of the chaotic siege were still emerging two days later.
Danziger said earlier police reports that one of the group's armed Nepalese guards died was not true, though five of the guards were wounded along with four IOM staff, including one Italian woman badly burned by a grenade. All of the attackers were killed.
Insurgent assaults on aid groups are relatively rare, though attacks have hit guest houses used by the UN In the past.
The IOM is a U.N.-affiliated agency assisting returning Afghan migrants as well as those displaced internally.
A Taliban spokesman on Friday said the insurgents had launched an attack on a group of CIA trainers for the Afghan security forces, but Danziger stressed that the group has no affiliation with the American spy agency.

Danziger said earlier police reports that one of the group's armed Nepalese guards died was not true, though five of the guards were wounded along with four IOM staff, including one Italian woman badly burned by a grenade. All of the attackers were killed.
Insurgent assaults on aid groups are relatively rare, though attacks have hit guest houses used by the UN In the past.
The IOM is a U.N.-affiliated agency assisting returning Afghan migrants as well as those displaced internally.
A Taliban spokesman on Friday said the insurgents had launched an attack on a group of CIA trainers for the Afghan security forces, but Danziger stressed that the group has no affiliation with the American spy agency.

Britain and France - the EU's biggest military powers - had been pushing the bloc to lift its embargo on delivery of weapons into Syria to help the opposition forces.
But Austria, which sent peacekeepers to the Golan Heights between Syria and Israel, was one of several EU countries that argued that the region was already awash with weapons.
The EU countries late on Monday agreed instead that member states would be able to individually examine their export license applications one by one and would not proceed "at this stage" with deliveries of military equipment.
Their joint declaration did not specify when that might change.
EU ministers did agree to revisit the issue before 1 August, but countries, based on previous EU guidelines, can now decide for themselves whether they want to arm the rebels.
Speaking in Istanbul, Haitham al-Maleh of the Syrian National Council said the EU decision to allow member states to consider sending weapons to rebels showed that the European community "are not ready to support the Syrian people, the revolution inside."

Fellow SNC member Louay Safi welcomed the move, but expressed concern that no concrete decisions could be taken until August.

The decision to not continue the embargo is partially aimed at forcing Damascus to participate in good faith at the prospective "Geneva II" talks next month. The meeting is part of a joint

Chilean officials have been investigating the death of hundreds of penguins, pelicans and other animals that are washing up on the county's shores.
Authorities say they suspect that fishermen using explosives may have killed the animals found at the town of Punta de Choros on Chile's north-central coast.
Cristian Cortes, a liaison official between the fishermen and the local government, said on Saturday that local fishermen discovered hundreds of dead birds on the beach.
"A few days ago we were surprised to come across many dead birds on the Los Choros beach. There were many (dead birds). We're talking about roughly 600 birds," Cortes said.
Cortes blamed industrial fishermen from other areas, supposedly using dynamite, for the deaths.
"We believe this is caused by boats (referring to industrial fishing boats) that come from other places to do damage here, they supposedly use dynamite," Cortes said.
Guillermo Luna, a local university professor who studies sea birds, said the animals' deaths were not accidental, and added that this was not an isolated incident.
"This was an intended killing, this is not by accident. It's not an accident. It was planned. It's a very serious, grave matter," Luna said.
"It's not the first time it happens," he added.
Environmental group Oceana is urging officials to find and punish those responsible for the deaths.
Chile's National Fishing Service and the Navy are inspecting vessels around the area.
Chile has more than 2,500 miles (4,000 kilometres) of coastline and fishing is among its top industries.

Organisers said it remains unclear why the America's Cup catamaran that capsized in San Francisco Bay on Thursday, killing a British Olympic gold medallist, nosedived during a difficult manoeuvre and broke into many pieces.
Crew member Andrew "Bart" Simpson, who won gold in the Star class sailing event at the Beijing Olympics in 2008 and silver in London 2012, was trapped under the wreckage for at least 10 minutes.
"In any sport, there are incidents when people push themselves and their apparatus to the limits. In this case it ended with a fatality and we need to find out why," said
CEO of the America's Cup Event Authority, Stephen Barclay on Friday.
An investigation into the incident has been launched by the America's Cup organisers.
The San Francisco Police Department is also looking into the incident.
The Cup organisers said conditions on Thursday afternoon were typical of San Francisco Bay, which often sees hard-blowing conditions.
The Artemis catamaran was operating in winds of 15 to 20 knots, with occasionally stiffer gusts.
The vessel was attempting to change direction and turn down-wind when it capsized.
Though difficult, the manoeuvre was a normal one to be attempting.
Simpson, 36, was a strategist for the team that represents a Swedish yacht club.
The crew was practicing with the Oracle team.
Oracle Racing agreed to suspend its training until Monday.
It was the second time a sailor has died during training for the America's Cup.
In 1999, Martin Wizner of the Spanish Challenge died almost instantly when he was hit in the head by a broken piece of equipment.
No deaths have been recorded during the actual racing since its inception in 1851.
It remains unclear what affect the fatality might have on the series of races scheduled to begin on July 6.

An investigation into the incident has been launched by the America's Cup organisers.
The San Francisco Police Department is also looking into the incident.
The Cup organisers said conditions on Thursday afternoon were typical of San Francisco Bay, which often sees hard-blowing conditions.
The Artemis catamaran was operating in winds of 15 to 20 knots, with occasionally stiffer gusts.
The vessel was attempting to change direction and turn down-wind when it capsized.
Though difficult, the manoeuvre was a normal one to be attempting.
Simpson, 36, was a strategist for the team that represents a Swedish yacht club.
The crew was practicing with the Oracle team.
Oracle Racing agreed to suspend its training until Monday.
It was the second time a sailor has died during training for the America's Cup.
In 1999, Martin Wizner of the Spanish Challenge died almost instantly when he was hit in the head by a broken piece of equipment.
No deaths have been recorded during the actual racing since its inception in 1851.
It remains unclear what affect the fatality might have on the series of races scheduled to begin on July 6.

Iran's nuclear ambitions and its development of long-range missiles are also of concern.

Israel said one of its jeeps came under fire earlier this week during an overnight patrol on its side of the cease-fire line in the strategic plateau which Israel captured from Syria in 1967 and later annexed.
Syria has demanded the return of the Golan.
Since the Syrian civil war broke out in March 2011, there has been growing concern of spillover across the tense border with Israel.

Islamic extremists who control portions of northeast Nigeria received anti-aircraft guns and other military-grade weaponry from outside sources, the nation's top defence spokesman said on Thursday, as soldiers continued to battle militants across the arid, restive region.
Brigadier General Chris Olukolade said Nigeria's military has regained ground across the northeast since President Goodluck Jonathan announced emergency rule for three states there, allowing soldiers to arrest anyone at will and occupy any building.
However, there has not been any independent confirmation of any of the military's claims, as security forces shut down the region's mobile phone network and travel to the rural regions under assault remains impossible.
As the fighting continues, insurgents and civilians continue to flee. But Olukolade remains convinced that this deployment will work as others failed to stop a bloody insurgency that has killed more than 1,600 people since it began in 2010.
"Recently, you will (have heard) one of their leaders making a call to their colleagues or whatever you call them from different countries to come to their help. And surprisingly, he also claims they are winning," Olukolade said in an interview with The Associated Press about the militants. "If they were winning, why are they looking for help?"
The military push in northeastern Adamawa, Borno and Yobe states largely has been fought outside of the public eye since Jonathan's order declaring a state of emergency in the region May 14.
While jet fighters and heavy tanks have been seen travelling through major cities, the military says much of the fighting has focused on a forest reserve and the far reaches of Nigeria's borderlands with Cameroon, Chad and Niger.
Olukolade declined to offer specifics about how many of Nigeria's some 76,000 soldiers, sailors and airmen were involved in the operation.
He previously told the BBC that the military carried out airstrikes against some suspected extremist camps, something he later declined to discuss.
He said Thursday that the military had suffered "minimal casualties," while declining to offer any specific figures.
Human rights groups and locals said the military purposefully killed at least 187 civilians during a recent raid on a fishing village in the northeast.
The military has denied the claim, despite a Human Rights Watch report with satellite footage showing serious damage had been done to the town.
Olukolade showed a photograph Thursday of a shell he said soldiers collected from a battlefield in the northeast. The shell appeared to be about the diameter of a soft drink can and bore no manufacturer stamps.

Brazil unveiled a countdown clock on Rio de Janeiro's famed Copacabana beach on Wednesday, marking the 365 days remaining before the country hosts the 2014 World Cup.
The event was attended by Brazilian football icon Pele, who said he hoped this world cup was different from the one in 1950, when he was 9-years-old and Brazil lost.
Joining Pele at the ceremony were FIFA's secretary general Jerome Valcke, and Hublot CEO Jean-Claude Biver, whose company is the official timekeeper for the tournament, and other Brazilian officials.
The countdown clock was designed by the late architect Oscar Niemeyer.
On Saturday, Brazil opens the Confederations Cup against Japan, which Pele said is "not an easy game."
"Brazil has the qualifications to win. We can't think because we have beaten France, had two good results against (football) powerhouses like France and England (we will win). Now, we are going to respect Japan," he said.
After facing difficulties getting its stadiums ready for the Confederations Cup, the warm-up tournament that begins in the country's capital, Brazil is promising that things will be different ahead of the World Cup.
FIFA Secretary General, Jerome Valcke, also referred to the rallies in Turkey, a country which is preparing to host the Olympic-style Mediterranean Games and football's Under-20 World Cup.
Protests have erupted across Turkey, beginning on 31 May after a violent police crackdown on a peaceful sit-in by activists in Gezi Park, Istanbul.
"We got insurance (assurances) from the authorities of Turkey that all is under control, in regards of the organisation of the Under 20 World Cup," said Valcke.
The 24-nation football tournament starts 21 June and will be played in seven cities in Turkey.

53 houses in all.... Destroyed by Saturday's wind-fueled wildfire that forced up to 14 thousand people to evacuate.
The blaze quickly spread along Malibu's rolling hillsides --- scorching more than 47 hundred acres of land.
SOT: This is my bedroom here and when I woke up the whole hillside was ablaze,
Investigators say humans caused the fire....but they have not determined if it was set intentionally.
The fire comes on the heels of last month's blaze that destroyed six homes, two businesses and a church in Malibu.
Weather conditions ---especially the letup of the Santa Ana winds --- helped firefighters.
Officials say 70 percent of the fire is controlled and that by Monday, they should have it completely contained.

There were mixed reactions in Bosnia on Thursday after a UN court acquitted two former allies of late Serbian President Slobodan Milosevic of setting up and arming notorious Serb paramilitary gangs during the Balkan wars in the 1990s.
Bosnian Serbs welcomed the acquittals, however, mothers of Bosnian Muslim victims were furious with the tribunal's decision.
"They killed my son. They took my son into the woods, he was young, just 16, did not know where he was going. And they killed him," said Nura Alispahic, whose son was killed by the Serbian paramilitary group the "Scorpions".
"Shame on them (ICTY). All of them at the Hague. That is not a verdict, just torture for the victims. They released war criminals," she added.
A resident of Sarajevo, Borka Rudic, called the verdict a "shame for the Hague tribunal".
"With this and some other verdicts, the Hague tribunal has shown that they are not a legal and just institution, but a political institution."
Residents of Pale, the Bosnian Serb war-time stronghold, were happy with the decision reached in the Hague.
Another Pale resident said the verdict represented an about-turn in Serb fortunes at the Hague.
Judge Michele Picard of France dissented.

California officials have lifted a temporary fishing ban that was mandated here in the San Francisco Bay area ---after a container ship spilled nearly 60,000 gallons of toxic fuel into the water.
The sticky black oil covered everything----it touched-----including--birds, fish and even crabs.....
The spill---and the consequential ban on fishing hurt business here-----
[Notes:SOT: Michael Guardino, Crab Shack Manager, says: "I don't want any of my customers effected by it as far as contamination or anything like that.]
[Notes:Jason Morford, Crabber, says: "We came down here hoping to make 10 or 20 thousand dollars. Now we're going home broke. Paid six grand for the trip down here. We got families at home to feed. We want to go crabbing."]
But the fishing suspension was lifted Thursday.
Health officials have determined that there is no significant health risk from eating seafood caught in the water here.
State biologists say they tested more than eleven-hundred samples of fish, mussels and Dungeness crab ---in waters around the Golden Gate.
There is one exception---as testing did find unsafe levels of contaminants in mussels from Rodeo Beach and the Berkeley pier.
The public has been warned to to avoid eating shellfish from those areas.
So business will continue as usual----officials say the commercial Dungeness crab and herring seasons can continue as scheduled.

The parents of the late American hostage Kayla Mueller say they were told by American officials that their daughter was repeatedly forced to have sex with Abu Bakr al-Baghdadi, the leader of the Islamic State group. A US official confirmed the account of family spokeswoman Emily Lenzner. Mueller was held for a time by Islamic State financier Abu Sayyaf and his wife, Umm Sayyaf. Al-Baghdadi took Mueller as a “wife”, and repeatedly forced her to have sex with him when he visited, her parents Carl and Marsha Mueller were told. American officials reportedly learned the information from a Yazidi teenager who had been held with Mueller, whose death in captivity was announced in February. Though the group said Mueller died in a Jordanian air raid made in retaliation for Islamic State’s gruesome killing of a Jordanian pilot, US officials and others have challenged that version, saying there was no indication how or when she died.

A group of Turkish fishermen claims the Greek Coast Guard has sunk a dinghy full of migrants which was crossing Turkish waters.
In a video purportedly shot by one of the fishermen, a voice can be heard describing the alleged incident.
“He had what looked like a lance in his hand,” a man on board the Turkish boat says of one of the Greek Coast Guard. “They’ve sunk the boat.”
A boat can be seen approaching the dinghy. The camera then moves unsteadily away from the scene. When it once again focuses on the migrants’ dinghy, the bigger boat has passed by and is sailing away. The dinghy then appears to be sinking.
Turkish fishermen say the boat belonged to the Greek Coast Guard, however the images are too unclear to make out an insignia on the vessel.
Some 50 people, believed to be of Syrian origin, are thought to have been on the inflatable boat, which sank off the Aegean province of Izmir. Reports suggest the fishermen and Turkish Coast Guard rescued those on board and took them ashore to Turkey.

The Malaysian government has expressed the need to start an alternative investigation into the shooting down of Malaysian Airlines flight MH17 over eastern Ukraine, according to local news outlets.
The Malaysian Minister of Transport has said that the case should be submitted to the International Criminal Court.

Handmade quilt may help officials identify murdered little girl found in Australia - TomoNews
WYNARKA, AUSTRALIA — Australian police say a handmade quilt could be the key finding out the identity of a murdered young girl whose remains were found along with a suitcase on the side of a remote highway.
The girl's body and suitcase were found by a driver on South Australia's Karoonda Highway, 2 km (1.2 miles) west of the town of Wynarka on July 15.
Police say the skeletal remains of the child are believed to be that of a Caucasian girl, aged 2-and-a-half to 4 years old. She would have had fair, 18 cm (7 inch) long hair. Near her body was a faded black suitcase, which held items of children's clothing, including a black party dress and a Dora the Explorer T-shirt. A 90 cm-by-90 cm handmade quilt was also found inside.
Enhanced images of the patterns on the quilt have been released, with police hoping the anyone who has recalled seeing it will come forward and help identify the girl.
Meanwhile, the fact that the girl may have been killed some time since the start of 2007, has triggered speculation the remains could be those of missing British girl Madeleine McCann. McCann, a blonde 3-year-old, disappeared during a family holiday in Portugal in May 2007.
However, investigators said this is highly unlikely.

A SEARCH WARRANT FOR THE D-N-A ALLEGES THAT JEFFS HAD SO-CALLED SPIRITUAL MARRIAGES WITH FOUR GIRLS, AGES 12 TO 15. JEFFS IS REVERED AS A PROPHET AMONG F-L-D-S MEMBERS. HE'S IN JAIL IN ARIZONA, AWAITING TRIAL ON ABUSE CHARGES.
OFFICIALS SAY REMOVING THE CHILDREN WAS NECESSARY TO END A CYCLE OF ABUSE AT THE RANCH IN RURAL WEST TEXAS. THEY SAY TEENAGE GIRLS WERE FORCED TO MARRY AND HAVE SEX WITH OLDER MEN.

Iraq's military says it's arrested a woman suspected of recruiting more than 80 female suicide bombers.

A military spokesman says Samira Ahmed Jassim was picked up nearly two weeks ago. She's also known as Um al-Mumaneen, which translates to "the mother of believers."
The military showed a video of her to reporters in which she confesses.

The military says she admitted masterminding 29 bombings in different locations.
The arrest is considered a blow to one of the most effective forms of attack.

Ten International Organisation for Migration (IOM) employees huddled inside a fortified room in Kabul for two hours as a Taliban attack raged around them until they were rescued by Afghan police, the aid group's country chief said on Sunday.
Richard Danziger, chief of mission for the IOM, praised the police for fighting their way into the compound to free the employees during the Taliban assault that for eight hours on Friday turned one of the capital's most upscale neighbourhoods into a battleground.
He also said it was a planned attack.
"Certainly the way they forced themselves, the way knew where to go once they are inside certainly provides every indication that they were coming for us," he said at a news conference along with his deputy, Enira Krdzalic, who herself survived the siege.
Most of the Afghan staff escaped from the main gate and took three international workers with them.
Nine other staff, including Krdzalic, fled to a fortified "strong room" along with one foreigner working for the International Labour Organisation, a UN agency, who also lived in the guest house.
Danziger, who was out of Afghanistan during Friday's siege, said he was "mystified" as to why the IOM was targeted.
Three Afghans, a police officer and two civilians, died in the heavy fighting that kicked off with a suicide bomb, the Ministry of Interior's spokesman Sediq Sediqqi said.
Details of the chaotic siege were still emerging two days later.
Danziger said earlier police reports that one of the group's armed Nepalese guards died was not true, though five of the guards were wounded along with four IOM staff, including one Italian woman badly burned by a grenade. All of the attackers were killed.
Insurgent assaults on aid groups are relatively rare, though attacks have hit guest houses used by the UN In the past.
The IOM is a U.N.-affiliated agency assisting returning Afghan migrants as well as those displaced internally.

STORYLINE
Members of Syria's National Council opposition group on Tuesday expressed mixed feelings about the European Union's decision to allow an arms embargo on Syria expire on Saturday.
Britain and France - the EU's biggest military powers - had been pushing the bloc to lift its embargo on delivery of weapons into Syria to help the opposition forces.
But Austria, which sent peacekeepers to the Golan Heights between Syria and Israel, was one of several EU countries that argued that the region was already awash with weapons.
The EU countries late on Monday agreed instead that member states would be able to individually examine their export license applications one by one and would not proceed "at this stage" with deliveries of military equipment.
Their joint declaration did not specify when that might change.
EU ministers did agree to revisit the issue before 1 August, but countries, based on previous EU guidelines, can now decide for themselves whether they want to arm the rebels.
Speaking in Istanbul, Haitham al-Maleh of the Syrian National Council said the EU decision to allow member states to consider sending weapons to rebels showed that the European community "are not ready to support the Syrian people, the revolution inside."

Fellow SNC member Louay Safi welcomed the move, but expressed concern that no concrete decisions could be taken until August.
"We are afraid the delay of the lifting of the embargo until August will have negative effects on stopping the aggression and killing in Syria on the part of the regime," he said.
"The regime has used chemical weapons and the world is watching without doing anything about it," Safi added.
The decision to not continue the embargo is partially aimed at forcing Damascus to participate in good faith at the prospective "Geneva II" talks next month. The meeting is part of a joint
U.S.-Russia initiative.

STORYLINE:
Two astronauts will make a hastily planned spacewalk on Saturday to try to fix an ammonia leak in the power system of the International Space Station.
The leak in a cooling system was discovered Thursday when "snowflakes" of ammonia were seen flying away from the station. Engineers on Earth were up overnight plotting an impromptu spacewalk.
Spacewalks are rarely done on such short notice, but the space agency wanted to check out the leak before all the ammonia escaped and also to take advantage of a spacewalking crew member who is about to return home.
"Keep in mind that depending on how much ammonia is left, once we change the pump out we may not be able to start the system right up. We may have to wait until a subsequent EVA (extra-vehicular activity) to fill the system up. That will depend on how much ammonia we lost," said Mike Suffredini, Space Station Program Manager.
Officials emphasised that the six-member crew is not in danger and the station has plenty of power, even though the leak forced NASA to shut off the power channel from one of eight solar panels that supply electricity.
It can continue operate with only seven electrical channels according to engineers. Power from the affected panel was re-routed to the other seven systems.

STORYLINE
Chilean officials have been investigating the death of hundreds of penguins, pelicans and other animals that are washing up on the county's shores.
Authorities say they suspect that fishermen using explosives may have killed the animals found at the town of Punta de Choros on Chile's north-central coast.
Cristian Cortes, a liaison official between the fishermen and the local government, said on Saturday that local fishermen discovered hundreds of dead birds on the beach.
"A few days ago we were surprised to come across many dead birds on the Los Choros beach. There were many (dead birds). We're talking about roughly 600 birds," Cortes said.
Cortes blamed industrial fishermen from other areas, supposedly using dynamite, for the deaths.
"We believe this is caused by boats (referring to industrial fishing boats) that come from other places to do damage here, they supposedly use dynamite," Cortes said.
Guillermo Luna, a local university professor who studies sea birds, said the animals' deaths were not accidental, and added that this was not an isolated incident.
"This was an intended killing, this is not by accident. It's not an accident. It was planned. It's a very serious, grave matter," Luna said.
"It's not the first time it happens," he added.
Environmental group Oceana is urging officials to find and punish those responsible for the deaths.
Chile's National Fishing Service and the Navy are inspecting vessels around the area.
Chile has more than 2,500 miles (4,000 kilometres) of coastline and fishing is among its top industries.

It's another blow for victims of Hurricane Katrina.
They're being urged to move out of their government-issued trailers after tests found toxic levels of formaldehyde fumes.
More than 500 trailers in Louisiana and Mississippi had an average of five times the fumes found in most modern homes.
Some had 40 times more fumes.
FEMA provided 120-thousand trailers to Gulf Coast residents after Hurricanes Katrina and Rita.
Health officials say residents still in the trailers should be moved out quickly to minimize further exposure.
Last May, FEMA dismissed findings that showed the trailers posed health threats, despite complaints from residents.
