President Barack Obama announced a framework to scale back Iran’s nuclear program in exchange for reduced international sanctions in a speech from the Rose Garden on Thursday, calling it a "historic" agreement based on "unprecedented verification."
"This framework would cut off every pathway that Iran could take to develop a nuclear weapon,” Obama said. "Iran will face strict limitations on its program, and Iran has also agreed to the most robust and intrusive inspections and transparency regime ever negotiated for any nuclear program in history.”
The agreement follows two years of negotiations between Iran, the United States and the Europe
Iran and six world powers have entered the final phase of negotiations to reach a comprehensive agreement on Tehran's nuclear program. Negotiators have agreed on key elements for a final joint plan of action that they hope to create by a June 30 deadline. As VOA State Department correspondent Pam Dockins explains, analysts have applauded the level of detail in the framework plan but say tough work lies ahead.

Earlier this week, Iran and the P5+1 group of world powers concluded talks on Joint Comprehensive Plan of Action (JCPOA) , which will put limits on Iran’s nuclear program in exchange for the removal of sanctions against the Islamic Republic.
The conclusion will, according to Iranian officials, be presented to the United Nations Security Council (UNSC), which will adopt a resolution in seven to 10 days making the JCPOA an official document.
The UNSC sanctions against the Islamic Republic, including all economic and financial bans, will be lifted at once under a mutually agreed framework and through a new UN resolution.

Obama Announces Framework on Iran Nuclear Program (Full Speech)
President Barack Obama announced a framework to scale back Iran’s nuclear program in exchange for reduced international sanctions in a speech from the Rose Garden on Thursday, calling it a "historic" agreement based on "unprecedented verification."
"This framework would cut off every pathway that Iran could take to develop a nuclear weapon,” Obama said. "Iran will face strict limitations on its program, and Iran has also agreed to the most robust and intrusive inspections and transparency regime ever negotiated for any nuclear program in history.”
The agreement follows two years of negotiations between Iran, the United States and the European Union and comes after a two-day extension of a self-imposed March 31 framework deadline. Diplomats must iron out specifics of the 15-year framework ahead of a June 30 deadline.

Parrikar and Carter signed an agreement which builds upon the previous framework and successes to guide the bilateral defence and strategic partnership for the next 10 years. The new framework agreement provides avenues for high level strategic discussions, continued exchanges between armed forces of both countries, and strengthening of defence capabilities. The Framework also recognizes the transformative nature of the Defence Technology and Trade Initiative (DTTI). Both India and the United States have finalized two project agreements for joint development of Mobile Electric Hybrid Power Sources and the Next Generation Protective Ensembles. The two also agreed to pursue co-development and co-production projects that will offer tangible opportunities for American defence industries to build defence partnership with the Indian industries including in manufacturing under 'Make in India'. The two nations have agreed to continue their efforts to enhance bilateral cooperation in areas of mutual interest, such as maritime security and knowledge partnership in the field of defence.

The Comment - Why has the West been sanctioning Iran?
Earlier this week, Iran and the P5+1 group of world powers concluded talks on Joint Comprehensive Plan of Action (JCPOA) , which will put limits on Iran’s nuclear program in exchange for the removal of sanctions against the Islamic Republic.
The conclusion will, according to Iranian officials, be presented to the United Nations Security Council (UNSC), which will adopt a resolution in seven to 10 days making the JCPOA an official document.
The UNSC sanctions against the Islamic Republic, including all economic and financial bans, will be lifted at once under a mutually agreed framework and through a new UN resolution.
The nuclear-related economic and financial restrictions imposed by the United States and the EU targeting the Iranian banking, financial, oil, gas, petrochemical, trade, insurance and transport sectors will at once be annulled with the beginning of the implementation of the agreement.

Iran′s supreme leader has warned the world against getting too carried away with the recently agreed framework deal on Tehran′s nuclear program,... saying there′s no guarantee the deal will be finalized by the June 30th deadline.
In a statement on his website on Thursday,... Ayatollah Ali Khamenei said nothing had been done yet and there was nothing binding as a result of reaching the framework agreement.
However,... he did stressed that all economic sanctions on Iran would have to be lifted on the day any final agreement is signed and that military sites would be strictly off limits to foreign inspectors.

“It is a good deal, a deal that meets our core objectives” Obama said noting it shuts down Iran's path to a nuclear bomb.
Obama said the agreement would be verifiable. “If Iran cheats, the world will know it.”
Obama said there are really only three options with Iran - negotiate, bomb their nuclear facility or pull out of negotiations. Obama warned his critics that if Congress were to kill this deal, there could be another war in the Middle East and the world would blame the US.

After eight days of marathon negotiations in Switzerland, Iran and the so-called P5-plus-one nations, agreed to a framework for a deal to curb Tehran′s nuclear development program.
It′s not a final deal, but a significant step towards extending the time it would take Iran to build a nuclear weapon, by at least 10 years.
"Iran will be able to continue its peaceful nuclear program but there will be limitations placed on the level and the duration of its enrichment program and the quantity of enriched material that can be kept."
Under the framework, Tehran has agreed to suspend two-thirds of its centrifuges that can be used to produce weapons-grade uranium.
It will also dismantle a plutonium-producing reactor, and allow international inspectors to monitor all of its nuclear facilities on a regular basis.
The U.S. and the European Union′s economic and financial sanctions concerning Tehran′s nuclear activities will be lifted in phases, but will be re-enforced if Tehran breaks its
commitments.
Iran and the five UN Security Council permanent members plus Germany, are now tasked with reaching a final agreement by June 30th after which international sanctions relief will start.
"I am convinced that if this framework leads to a final comprehensive deal it will make our country, our allies and our world safer."
While the West and the UN chief welcomed the news, Israel, a strong opponent of Iran′s nuclear program, said any deal must significantly roll back Iran′s nuclear capabilities.
The leaders of the U.S. and Iran face another hurdle at home as the final agreement is viewed with skepticism by many lawmakers in Washington and Tehran.

But efforts to resume the stalled six-party nuclear talks continue.

North Korea has reiterated it has no interest in coming back to the negotiating table to discuss its denuclearization.
An official from North Korea′s mission to the United Nations told Voice of America that the regime will not give up its nuclear arsenal until every other country in the world has also disarmed.
The official,... who asked not to be named,... added that Pyongyang has lost interest and sees no need in re-joining the long stalled six-party talks.
The multilateral talks aimed at dismantling North Korea′s nuclear program involve the two Koreas, the U.S., China, Russia and Japan,... but haven′t been held since late 2008 when Pyongyang walked out and declared the process "dead."
There had been speculation that Washington might try to initiate talks with North Korea if it makes a breakthrough in its ongoing multilateral nuclear talks with Iran.
Responding to the North Korean official′s comments,... the U.S. State Department restated its stance that the regime should abandon its nuclear weapons and all existing nuclear programs based on multiple UN Security Council resolutions.
It also reiterated that it will not recognize North Korea as a nuclear state and called on the regime to refrain from threatening peace and security in the region.
Despite North Korea′s comments,... efforts to resume the six-party talks continue.
Sung Kim, the U.S. Special Representative for North Korea Policy, will meet with his Russian counterpart Igor Morgulov in Moscow on Wednesday to discuss Pyongyang′s nuclear issues.

About the seminar

Iran and the six world powers including the U.S. and China agreed to a framework for a deal... to curb Iran′s nuclear development, in return for lifting international sanctions.

After eight days of marathon negotiations in Switzerland, Iran and the so-called P5-plus-one nations, agreed to a framework for a deal to curb Tehran′s nuclear development program.
It′s not a final deal, but a significant step towards extending the time it would take Iran to build a nuclear weapon, by at least 10 years.
"Iran will be able to continue its peaceful nuclear program but there will be limitations placed on the level and the duration of its enrichment program and the quantity of enriched material that can be kept."
Under the framework, Tehran has agreed to suspend two-thirds of its centrifuges that can be used to produce weapons-grade uranium.
It will also dismantle a plutonium-producing reactor, and allow international inspectors to monitor all of its nuclear facilities on a regular basis.
The U.S. and the European Union′s economic and financial sanctions concerning Tehran′s nuclear activities will be lifted in phases, but will be re-enforced if Tehran breaks its
commitments.

One of the most eagerly awaited EU policy decisions this year are the headline targets for the 2030 Climate and Energy package that have been agreed by Member States at the October European Council. While it has proved arduous, setting these EU objectives is naturally just the first step: concrete measures will then be required to ensure successful implementation at Member States level.
This public debate hosted by EWEA will launch the discussion on how this EU target will be achieved, in particular examining the division of responsibilities between the Commission and the Member States.
Meeting long-term decarbonisation and renewable objectives requires a clear investment horizon for the power sector. EWEA has made concrete proposals for a post-2020 framework providing both flexibility to Member States and confidence to wind power investors. This proposal would require Member States to define enforceable renewable energy objectives early-on and the Commission to ensure Member states coordinate to meet the EU-wide target.
By holding this debate, EWEA aims to contribute to the establishment of an implementation procedure that will ensure a seamless transition from the current regime and ensure a cost-effective implementation of the 2030 targets.

Neither country needed to take legislative action to complete the agreements reached between the two leaders.
The nuclear deal was the centrepiece of Obama-Modi discussions given its contentious nature but the two leaders reached understanding on a number of other areas including defence. Obama said US and India have made progress on defence partnership and decided to renew the framework agreement for 10 more years. "Today, we have also decided to take our growing defence cooperation to a new level. We have agreed, in principle, to pursue co-development and co-production of specific advanced defence projects. "These will help upgrade our domestic defence industry; and expand the manufacturing sector in India. We will also explore cooperation in other areas of advanced defence technologies," Modi said. The Foreign Secretary said that assurances are given to the US side on both the liability clause and tracking issues. "The liability provisions and administrative arrangements finalised under 123 act (tracking) are consistent with our bilateral legal arrangements and contracts and IAEA safeguards and international laws and obligations," Singh said. "The civil nuclear agreement was the centrepiece of our transformed relationship, which demonstrated new trust. It also created new economic opportunities and expanded our option for clean energy.

3. Breakout time
The period of time that it would take for Iran to acquire the material it needs to make one nuclear weapon, currently assessed at two to three months, would be extended to about one year under the deal. That year-long breakout period would be in place for at least 10 years.
4. Fordow facility
Iran's Fordow nuclear reactor would stop enriching uranium for at least 15 years. It will not have fissile material at the facility, but it will be able to keep 1,000 centrifuges there. Fordo, one of the country's biggest reactors, is buried more than 200 feet under the side of a mountain and was hidden from the international community until the U.S. revealed it in 2009.
5. Research and development
Iran can continue its research and development on enrichment, but that work will be limited to keep the country to its breakout time frame of one year. 6. Inspections

What's in the Iran nuclear deal? 7 key points
1. Centrifuges
Iran would have to reduce its total of about 19,000 centrifuges -- 10,000 of which are still spinning today -- down to 6,104 under the deal, with only 5,060 allowed to enrich uranium over the next 10 years. Centrifuges are tube-shaped machines used to enrich uranium, the material necessary for nuclear power -- and nuclear bombs.
2. Uranium enrichment
Iran's centrifuges will only enrich uranium to 3.67% -- enough for civil use to power parts of the country, but not enough to build a nuclear bomb. That agreement lasts 15 years. And Tehran has agreed not to build any new uranium enrichment facilities over that period as well. The 3.67% is a major decline, and it follows Iran's move to water down its stockpile of 20% enriched uranium last year. In addition, Iran will reduce its current stockpile of 10,000 kilograms of low-enriched uranium to 300 kilograms for 15 years.
3. Breakout time
The period of time that it would take for Iran to acquire the material it needs to make one nuclear weapon, currently assessed at two to three months, would be extended to about one year under the deal. That year-long breakout period would be in place for at least 10 years.
4. Fordow facility
Iran's Fordow nuclear reactor would stop enriching uranium for at least 15 years. It will not have fissile material at the facility, but it will be able to keep 1,000 centrifuges there. Fordo, one of the country's biggest reactors, is buried more than 200 feet under the side of a mountain and was hidden from the international community until the U.S. revealed it in 2009.
5. Research and development
Iran can continue its research and development on enrichment, but that work will be limited to keep the country to its breakout time frame of one year. Nuclear negotiations have finally been outlined by Iran and the United States and its allies. President Barack Obama went as far as to say 'if Iran cheats, the world will know'. Iran has agreed not to stockpile weapons grade nuclear materials that could be used to make nuclear weapons and in exchange the U.S. and others have agreed to lift sanctions. Secretary of State John Kerry went on to add that the international community would need proof from Iran that it would uphold its end of the deal or sanctions would not be lifted. While nothing is official until the deal is signed the framework is a major step forward in the nuclear talks.
The final draft of the deal is due with a deadline of June 30th."

Obama Announces Framework on Iran Nuclear Program (Full Speech)
President Barack Obama announced a framework to scale back Iran’s nuclear program in exchange for reduced international sanctions in a speech from the Rose Garden on Thursday, calling it a "historic" agreement based on "unprecedented verification."
"This framework would cut off every pathway that Iran could take to develop a nuclear weapon,” Obama said. "Iran will face strict limitations on its program, and Iran has also agreed to the most robust and intrusive inspections and transparency regime ever negotiated for any nuclear program in history.”
The agreement follows two years of negotiations between Iran, the United States and the European Union and comes after a two-day extension of a self-imposed March 31 framework deadline. Diplomats must iron out specifics of the 15-year framework ahead of a June 30 deadline.

India, US sign 2015 framework agreement to better defence relationship
New Delhi, June 04 (ANI): United States Secretary of Defence Ashton Carter and Union Defence Minister Manohar Parrikar signed the 2015 framework agreement on India-US defence relationship. Parrikar and Carter signed an agreement which builds upon the previous framework and successes to guide the bilateral defence and strategic partnership for the next 10 years. The new framework agreement provides avenues for high level strategic discussions, continued exchanges between armed forces of both countries, and strengthening of defence capabilities. The Framework also recognizes the transformative nature of the Defence Technology and Trade Initiative (DTTI). Both India and the United States have finalized two project agreements for joint development of Mobile Electric Hybrid Power Sources and the Next Generation Protective Ensembles. The two also agreed to pursue co-development and co-production projects that will offer tangible opportunities for American defence industries to build defence partnership with the Indian industries including in manufacturing under 'Make in India'. The two nations have agreed to continue their efforts to enhance bilateral cooperation in areas of mutual interest, such as maritime security and knowledge partnership in the field of defence.

But first… the bitter and more than decade-long standoff between the West and Iran over Tehran′s nuclear program,... could soon be reaching an end.
This,... after Iran and the six world powers including the U.S. and China agreed to a framework for a deal... to curb Iran′s nuclear development, in return for the lifting of international sanctions.

After eight days of marathon negotiations in Switzerland, Iran and the so-called P5-plus-one nations, agreed to a framework for a deal to curb Tehran′s nuclear development program.
It′s not a final deal, but a significant step towards extending the time it would take Iran to build a nuclear weapon, by at least 10 years.
"Iran will be able to continue its peaceful nuclear program but there will be limitations placed on the level and the duration of its enrichment program and the quantity of enriched material that can be kept."
Under the framework, Tehran has agreed to suspend two-thirds of its centrifuges that can be used to produce weapons-grade uranium.
It will also dismantle a plutonium-producing reactor, and allow international inspectors to monitor all of its nuclear facilities on a regular basis.
The U.S. and the European Union′s economic and financial sanctions concerning Tehran′s nuclear activities will be lifted in phases, but will be re-enforced if Tehran breaks its
commitments.
Iran and the five UN Security Council permanent members plus Germany, are now tasked with reaching a final agreement by June 30th after which international sanctions relief will start.
"I am convinced that if this framework leads to a final comprehensive deal it will make our country, our allies and our world safer."
While the West and the UN chief welcomed the news, Israel, a strong opponent of Iran′s nuclear program, said any deal must significantly roll back Iran′s nuclear capabilities.
The leaders of the U.S. and Iran face another hurdle at home as the final agreement is viewed with skepticism by many lawmakers in Washington and Tehran.

Our top story this afternoon...
North Korea says it no longer sees the point in holding talks on giving up its nuclear ambitions.
But efforts to resume the stalled six-party nuclear talks continue.
Connie Kim reports.
North Korea has reiterated it has no interest in coming back to the negotiating table to discuss its denuclearization.
An official from North Korea′s mission to the United Nations told Voice of America that the regime will not give up its nuclear arsenal until every other country in the world has also disarmed.
The official,... who asked not to be named,... added that Pyongyang has lost interest and sees no need in re-joining the long stalled six-party talks.
The multilateral talks aimed at dismantling North Korea′s nuclear program involve the two Koreas, the U.S., China, Russia and Japan,... but haven′t been held since late 2008 when Pyongyang walked out and declared the process "dead."
There had been speculation that Washington might try to initiate talks with North Korea if it makes a breakthrough in its ongoing multilateral nuclear talks with Iran.
Responding to the North Korean official′s comments,... the U.S. State Department restated its stance that the regime should abandon its nuclear weapons and all existing nuclear programs based on multiple UN Security Council resolutions.
It also reiterated that it will not recognize North Korea as a nuclear state and called on the regime to refrain from threatening peace and security in the region.
Despite North Korea′s comments,... efforts to resume the six-party talks continue.
Sung Kim, the U.S. Special Representative for North Korea Policy, will meet with his Russian counterpart Igor Morgulov in Moscow on Wednesday to discuss Pyongyang′s nuclear issues.

Speaking at a meeting hosted by U.S. website 38 North,... Robert Gallucci said... even if the U.S. president can reach a nuclear agreement with Iran,... it will be hard to achieve one with Pyongyang.
He said... senior officials in nuclear talks with Tehran... also deal with North Korea′s nuclear programs pointing out that the officials can′t have too many agendas on their plate at once.
He said striking deals with both countries is not "impossible"... but the prospects aren′t bright,... because it′s such a difficult task.//
Some background information on Gallucci he is the person credited with defusing the first North Korean nuclear crisis by negotiating the 1994 Agreed Framework deal with Pyongyang.

Former U.S. nuclear negotiator Robert Gallucci, who led the 1994 Geneva agreement with North Korea, says it′s unlikely the U.S. will engage in more nuclear discussions with Pyongyang in the near future.
He said the Obama administration will need to focus on persuading the Republican-led Congress to approve the nuclear framework deal with Iran.

About the seminar
Held before the Sendai Framework for Action on Disaster Risk Reduction 2015-2030 was agreed, the seminar looked at the possible impacts of the post-2015 framework negotiations on groups that are traditionally deemed to be more ‘at-risk’ than wider society. This increased risk is often attributed to increased vulnerability from economic, social, physical and psychological distress in disaster situations and can lead to a reduced rate of resilience before an event, plus a slower recovery in the aftermath.
Through exploring the role of women & girls, the elderly, individuals with disabilities and minority ethnic / indigenous groups in disaster scenario's, the panellists presentations and following discussion aimed to provide a clearer picture of how these groups fit into a new post-2015 regime.

After eight days of marathon negotiations in Switzerland, Iran and the so-called P5-plus-one nations, agreed to a framework for a deal to curb Tehran′s nuclear development program.
It′s not a final deal, but a significant step towards extending the time it would take Iran to build a nuclear weapon, by at least 10 years.
"Iran will be able to continue its peaceful nuclear program but there will be limitations placed on the level and the duration of its enrichment program and the quantity of enriched material that can be kept."
Under the framework, Tehran has agreed to suspend two-thirds of its centrifuges that can be used to produce weapons-grade uranium.
It will also dismantle a plutonium-producing reactor, and allow international inspectors to monitor all of its nuclear facilities on a regular basis.
The U.S. and the European Union′s economic and financial sanctions concerning Tehran′s nuclear activities will be lifted in phases, but will be re-enforced if Tehran breaks its
commitments.
Iran and the five UN Security Council permanent members plus Germany, are now tasked with reaching a final agreement by June 30th after which international sanctions relief will start.
"I am convinced that if this framework leads to a final comprehensive deal it will make our country, our allies and our world safer."
While the West and the UN chief welcomed the news, Israel, a strong opponent of Iran′s nuclear program, said any deal must significantly roll back Iran′s nuclear capabilities.

After eight days of marathon talks in Switzerland, Iran and six world powers have reached a breakthrough framework agreement on Iran's nuclear programme.
It has been agreed that more than two thirds of Iran's enrichment capacity will be decommisioned and monitored for 10 years if the parties can reach a comprehensive agreement by June 30.
If there is a final deal, Tehran would ship abroad most of its enriched uranium stocks.

Iran nuclear talks: 'Framework' deal agreed
An outline agreement on the future shape of Iran's nuclear programme has been reached after marathon talks with six major powers in Switzerland.
The European Union and Iran announced the deal after eight days of negotiations in Lausanne.
EU foreign policy chief Federica Mogherini said Iran's "enrichment capacity and stockpile would be limited".
A comprehensive nuclear accord would be drafted by 30 June, she added.
Iran denies Western claims it is trying to build a nuclear weapon. It entered negotiations in order to see sanctions lifted.
The talks between the so-called P5+1 - the US, UK, France, China and Russia plus Germany - and Iran at Lausanne's Beau-Rivage Palace hotel were supposed to end on 31 March but overran in the search for a deal.
'Unprecedented verification'
US President Barack Obama welcomed the "historic understanding" that had been reached with Iran.
He said its implementation would be closely watched. "If Iran cheats, the world will know it," he said, adding that the deal was based not on trust but on "unprecedented verification".
He said the framework agreement had come after "months of tough, principled diplomacy", and that it was "a good deal".
Under its terms, Iran would reduce its stored centrifuges by two thirds, and be prevented from developing weapons-grade plutonium, he said.
In return there would be a "phased" listing of sanctions against Iran.
Ms Mogherini, speaking at a news conference alongside Iranian Foreign Minister Mohammad Javad Zarif after agreement was reached, said a "decisive step" had been achieved.
"We have reached solutions on key parameters of a joint comprehensive plan of action," she said.
Negotiators would now start "drafting the text" of the plan "guided by the solutions", Ms Mogherini added.
Earlier, in a tweet, the Iranian Foreign Minister said: "Found solutions, ready to start drafting immediately."
Also on Twitter, Germany's foreign ministry said: "Agreement for framework on final agreement reached."
And US Secretary of State John Kerry tweeted: "Big day... Back to work soon on final deal."
But Israeli leader Benjamin Netanyahu also took to Twitter to declare: "Any deal must significantly role back Iran's nuclear capabilities and stop its terrorism and aggression."

An outline agreement on the future shape of Iran's nuclear programme has been reached after marathon talks with six major powers in Switzerland.
Under the deal, Iran will reduce its uranium enrichment capacity in exchange for phased sanctions relief.
US President Barack Obama said a "historic understanding" had been reached with Iran.
The world powers and Iran now aim to draft a comprehensive nuclear accord by 30 June.
The framework agreement was announced by the European Union and Iran after eight days of negotiations in Lausanne.
The talks between the so-called P5+1 - the US, UK, France, China and Russia plus Germany - and Iran at Lausanne's Beau-Rivage Palace hotel continued beyond the original self-imposed deadline of 31 March.
Iran denies Western claims it is trying to build a nuclear weapon. It entered negotiations in order to see sanctions lifted.
'Unprecedented verification'
According to a US factsheet issued after the talks, the outline deal includes the following conditions:
Iran will reduce its installed centrifuges - used to enrich uranium - by two-thirds and reduce its stockpile of low-enriched uranium
The centrifuges that are no longer in use will be placed in storage, monitored by the International Atomic Energy Agency (IAEA)
All of Iran's nuclear facilities will be subject to regular IAEA inspections
Iran will redesign its heavy-water reactor in Arak so that it cannot produce weapons-grade plutonium
US and EU sanctions related to Iran's nuclear programme will be lifted in phases, but can be brought back if Iran does not meet its obligations.
Mr Obama said the deal's implementation would be closely watched. "If Iran cheats, the world will know it," he said, adding that the deal was based not on trust but on "unprecedented verification".
He said the framework agreement had come after "months of tough, principled diplomacy", and that it was "a good deal".
Obama 'selfies'
Mr Obama's statement was broadcast live by Iranian broadcaster IRINN - a very rare move in Iran, where TV channels are controlled by the state - and there are reports of celebrations in the streets of the capital Tehran over the breakthrough.
Some Iranians took "selfies" with their TV sets to mark the occasion.
News that a deal had been agreed broke on Twitter, before the official news conference.
Iranian Foreign Minister Javad Zarif had tweeted: "Found solutions, ready to start drafting immediately."
Similarly, US Secretary of State John Kerry wrote: "Big day... Back to work soon on final deal."
The draft deal was hailed by UN Secretary-General Ban Ki-moon, who said he believed it would "contribute to peace and stability in the region".
"It will respect Iran's needs and rights while providing assurances to the international community that its nuclear activities will remain exclusively peaceful."
'Big day'
EU foreign policy chief Federica Mogherini announced the deal at a news conference alongside Mr Zarif, saying that a "decisive step" had been achieved.
Negotiators would now start "drafting the text" of the plan "guided by the solutions", she added.
Mr Zarif, meanwhile, said the full nuclear deal would be "something actually very innovative" as Iran would be able to sell enriched uranium in the international fuel market.
Russia welcomed the deal as recognition of "Iran's unconditional right to a peaceful nuclear programme", while French Foreign Minister Laurent Fabius told reporters: "It's a positive step, but at the same time there are still questions and details that need to be resolved."
However, Israeli leader Benjamin Netanyahu took to Twitter to declare: "Any deal must significantly roll back Iran's nuclear capabilities and stop its terrorism and aggression."
Mr Netanyahu has previously warned that a "bad deal" with Iran could threaten Israel's security.
The deal has also been criticised by members of the US Congress who want US lawmakers to have the right to review any final agreement.
US House Speaker John Boehner said the deal represented an "alarming departure" from Mr Obama's original goals and that Congress should review the deal before sanctions on Iran were lifted.
What's in the Iran nuclear deal? 7 key points
1. Centrifuges
Iran would have to reduce its total of about 19,000 centrifuges -- 10,000 of which are still spinning today -- down to 6,104 under the deal, with only 5,060 allowed to enrich uranium over the next 10 years. Centrifuges are tube-shaped machines used to enrich uranium, the material necessary for nuclear power -- and nuclear bombs.
2. Uranium enrichment
Iran's centrifuges will only enrich uranium to 3.67% -- enough for civil use to power parts of the country, but not enough to build a nuclear bomb. That agreement lasts 15 years. And Tehran has agreed not to build any new uranium enrichment facilities over that period as well. The 3.67% is a major decline, and it follows Iran's move to water down its stockpile of 20% enriched uranium last year. In addition, Iran will reduce its current stockpile of 10,000 kilograms of low-enriched uranium to 300 kilograms for 15 years.
3. Breakout time
The period of time that it would take for Iran to acquire the material it needs to make one nuclear weapon, currently assessed at two to three months, would be extended to about one year under the deal. That year-long breakout period would be in place for at least 10 years.
4. Fordow facility
Iran's Fordow nuclear reactor would stop enriching uranium for at least 15 years. It will not have fissile material at the facility, but it will be able to keep 1,000 centrifuges there. Fordo, one of the country's biggest reactors, is buried more than 200 feet under the side of a mountain and was hidden from the international community until the U.S. revealed it in 2009.
5. Research and development
Iran can continue its research and development on enrichment, but that work will be limited to keep the country to its breakout time frame of one year. Though Iran will be required to make changes at a number of its facilities -- including reducing centrifuges and rebuilding a heavy water reactor in Arak -- the country will get to maintain its current facilities.
6. Inspections
Iran will be required to provide inspectors from the International Atomic Energy Agency, the U.N.'s nuclear watchdog, access to all of its declared facilities so that the agency can ensure there is no potential for military-related developments. That includes access to Parchin, an Iranian military facility related to its nuclear program. Western countries have been seeking unfettered access throughout Iran, not just declared facilities, as Iran has previously conducted nuclear work in secret.
7. Sanctions lifted
The United States and the European Union would lift their nuclear-related sanctions on the Iranian economy -- a priority for Iran -- after a U.N. watchdog verifies it has taken key steps. If there are violations, the sanctions will snap back into place. U.N. sanctions will also be lifted when Iran completes its nuclear-related steps, though some peripheral restrictions will be contained in a new Security Council resolution. International reductions in purchases of Iranian oil and increased isolation of the Middle Eastern country had squeezed its economy in recent years, and the lifting of those sanctions could bring the country major financial rewards.
