One concept which measures the world's largest cities is that of the metropolitan area, which is based on the concept of a labor market area and is typically defined as an employment core (an area with a high density of available jobs) and the surrounding areas that have strong commuting ties to the core. There is currently no generally accepted, globally consistent definition of exactly what constitutes a metropolitan area, thus making comparisons between cities in different countries especially difficult.
One attempt at arriving at a consistently defined metropolitan area concept is the study by Richard Forstall, Richard Greene, and James Pick. The basic principles of their definition involve delineating the urban area as the core, then adding surrounding communities that meet two criteria: (1) Less than 35% of the resident workforce must be engaged in agriculture or fishing; and (2) At least 20% of the working residents commute to the urban core.
The term metropolitan area refers to a region consisting of a densely populated urban core and its less-populated surrounding territories, sharing industry, infrastructure, and housing. A metropolitan area usually comprises multiple jurisdictions and municipalities: neighborhoods, townships, cities, exurbs, counties, and even states. As social, economic and political institutions have changed, metropolitan areas have become key economic and political regions.
A metropolitan area combines an urban agglomeration (the contiguous, built-up area) with zones not necessarily urban in character, but closely bound to the center by employment or other commerce. These outlying zones are sometimes known as a commuter belt, and may extend well beyond the urban zone, to other political entities. For example, El Monte, California is considered part of the Los Angeles' metro area.
In practice, the parameters of metropolitan areas, in both official and unofficial usage, are not consistent. Sometimes they are little different from an urban area, and in other cases they cover broad regions that have little relation to a single urban settlement; comparative statistics for metropolitan area should take this into account. Population figures given for one metro area can vary by millions, and there is a tendency for people to promote the highest figure available for their own "city". However the most ambitious metropolitan area population figures are often better seen as the population of a "metropolitan region" than of a "city".[citation needed]

Completed by 1845, the project along with construction of major roads and railways transformed Bombay into a major seaport on the Arabian Sea. Economic and educational development characterised the city during the 19th century. It became a strong base for the Indian independence movement during the early 20th century. When India became independent in 1947, the city was incorporated into Bombay State. In 1960, following the Samyukta Maharashtra movement, a new state of Maharashtra was created with Bombay as capital. The city was renamed Mumbai in 1996, the name being derived from the Koli goddess—Mumbadevi.
Mumbai is the commercial and entertainment capital of India, it is also one of the world's top 10 centres of commerce in terms of global financial flow, generating 5% of India's GDP, and accounting for 25% of industrial output, 70% of maritime trade in India (Mumbai Port Trust & JNPT), and 70% of capital transactions to India's economy. The city houses important financial institutions such as the Reserve Bank of India, the Bombay Stock Exchange, the National Stock Exchange of India, the SEBI and the corporate headquarters of numerous Indian companies and multinational corporations. It is also home to some of India's premier scientific and nuclear institutes like BARC, NPCL, IREL, TIFR, AERB, AECI, and the Department of Atomic Energy. The city also houses India's Hindi (Bollywood) and Marathi film and television industry. Mumbai's business opportunities, as well as its potential to offer a higher standard of living, attract migrants from all over India and, in turn, make the city a melting pot of many communities and cultures.

Significant Urban Areas are similarly defined but include cities which are not capital cities. In Australia the population of the GCCSA/SUA is the most-often quoted figure for that city's population. The following ranks GCSSAs and SUAs which are not included within the GCCSAs with populations of over 30,000.

This list of Australian cities by population provides rankings of Australian cities according to various systems defined by the Australian Bureau of Statistics. Firstly, they are ranked by Greater Capital City Statistical Area (for capital cities) and Significant Urban Area (for other cities). They are also ranked by Urban Centre and by Local Government Area (known internationally as 'city proper').
Each capital city forms its own Greater Capital City Statistical Area (GCCSA), which according to the Australian Bureau of Statistics (ABS) represents a broad socioeconomic definition of each of the eight state and territory capital cities.[1] These correspond to the more common and international usage of metropolitan areas. Significant Urban Areas are similarly defined but include cities which are not capital cities. In Australia the population of the GCCSA/SUA is the most-often quoted figure for that city's population. The following ranks GCSSAs and SUAs which are not included within the GCCSAs with populations of over 30,000.
Greater Capital City Statistical Areas are in bold, the remainder are Significant Urban Areas.

Tokyo's subway trains, packed to the gills during peak rush hour travel times, are known for arriving and departing with impressive precision. The city hosts 51 of the Fortune Global 500 companies, the highest number of any city.
Tokyo has been described as one of the three "command centers" for the world economy, along with New York City and London. The city is considered an alpha+ world city, listed by the GaWC's 2008 inventory[ and ranked fourth among global cities by A.T. Kearney's 2012 Global Cities Index. In 2012, Tokyo was named the most expensive city for expatriates, according to the Mercer and Economist Intelligence Unit cost-of-living surveys, and in 2009 named the third Most Liveable City and the World's Most Livable Megalopolis by the magazine Monocle. The Michelin Guide has awarded Tokyo by far the most Michelin stars of any city in the world. Tokyo hosted the 1964 Summer Olympics and is currently a candidate city for the 2020 Summer Olympic Games.

Mumbai , also known as Bombay, is the capital city of the Indian state of Maharashtra. It is the most populous city in India, and the fourth most populous city in the world, with a total metropolitan area population of approximately 20.5 million. Along with the neighbouring urban areas, including the cities of Navi Mumbai and Thane, it is one of the most populous urban regions in the world. Mumbai lies on the west coast of India and has a deep natural harbour. In 2009, Mumbai was named an Alpha world city. It is also the wealthiest city in India, and has the highest GDP of any city in South, West or Central Asia.
The seven islands that came to constitute Mumbai were home to communities of fishing colonies. For centuries, the islands were under the control of successive indigenous empires before being ceded to the Portuguese and subsequently to the British East India Company. During the mid-18th century, Mumbai was reshaped by the Hornby Vellard project, which undertook the reclamation of the area between the seven constituent islands from the sea. Completed by 1845, the project along with construction of major roads and railways transformed Bombay into a major seaport on the Arabian Sea. Economic and educational development characterised the city during the 19th century. It became a strong base for the Indian independence movement during the early 20th century. When India became independent in 1947, the city was incorporated into Bombay State. In 1960, following the Samyukta Maharashtra movement, a new state of Maharashtra was created with Bombay as capital. The city was renamed Mumbai in 1996, the name being derived from the Koli goddess—Mumbadevi.
Mumbai is the commercial and entertainment capital of India, it is also one of the world's top 10 centres of commerce in terms of global financial flow, generating 5% of India's GDP, and accounting for 25% of industrial output, 70% of maritime trade in India (Mumbai Port Trust & JNPT), and 70% of capital transactions to India's economy. The city houses important financial institutions such as the Reserve Bank of India, the Bombay Stock Exchange, the National Stock Exchange of India, the SEBI and the corporate headquarters of numerous Indian companies and multinational corporations. It is also home to some of India's premier scientific and nuclear institutes like BARC, NPCL, IREL, TIFR, AERB, AECI, and the Department of Atomic Energy. The city also houses India's Hindi (Bollywood) and Marathi film and television industry. Mumbai's business opportunities, as well as its potential to offer a higher standard of living, attract migrants from all over India and, in turn, make the city a melting pot of many communities and cultures.

This is a list of the largest cities in the European Union by population within city limits which have more than 300,000 inhabitants. It deals exclusively with the areas within city administrative boundaries as opposed to urban areas or Larger Urban Zones (metropolitan areas), which are generally larger in terms of population than the main city. As some cities have very narrow city limits and others very wide, the list may not give an accurate view of the comparative magnitude of different places, and the figures in the list should be treated with caution. For example, the populations of Greater London and Greater Paris constitute the largest urban areas in the EU, but the strict definition of the limits of Paris results in a far lower population shown in the table below.
