The Zwaya believe they're living with the Tabu tribes and the Tabu believe that they are small in number in that area and are trying to get the support of their tribal brothers who are from outside the country. Wide of presidential palace STORYLINE: The head of Libya's National Transitional Council, Mustafa Abdul-Jalil, acknowledged on Tuesday that his interim government lacks the power to impose control in many parts of the country. Abdul-Jalil made the comment during an interview with the Associated Press in Tripoli. The NTC has so far failed to extend its control over the hundreds of militias that fought in the war. Nor has it taken control over the scores of detention centres these groups run for people accused of links to the Gadhafi regime. Human rights groups say these centres hold thousands of people, some of whom have been tortured. "The National Transitional Council and the transitional government lack the power to extend security measures to many strategic sites," Abdul-Jalil said. While highly respected among Libyans, Abdul-Jalil has faced mounting criticism since the war's end for being unable to impose the council's authority. But he also blamed the fighters themselves for refusing to return to civilian life or integrate into the new government's security forces. Abdul-Jalil said Libya would need years to get over the corruption and mistrust left by the regime former dictator Moammar Gadhafi. In another sign of the precarious security situation since Gadhafi's fall, many people have been killed in tribal fighting in the desert area of Kufra. Abdul-Jalil also said Gadhafi family members and loyalists continue to pose a danger to Libya because they are hosted by countries who can't control them. But Abdul-Jalil also claimed Libya had turned a corner, citing recent local council elections as evidence.
