A dam is a barrier across flowing water that obstructs, directs or slows down the flow, often creating a reservoir, lake or impoundments. Most dams have a section called a spillway or weir over which, or through which, water flows, either intermittently or continuously, and some have hydroelectric power generation systems installed. Dams are considered "installations containing dangerous forces" under International Humanitarian Law due to the massive impact of a possible destruction on the civilian population and the environment. Dam failures are comparatively rare, but can cause immense damage and loss of life when they occur.

The Teton Dam was an earthen dam in Idaho, United States, built by the Bureau of Reclamation, one of eight federal agencies authorized to construct dams. Located on the Teton River in the eastern part of the state, between Fremont and Madison counties, it suffered a catastrophic failure on June 5, 1976, as it was filling for the first time. The incident is now used as a case study for ECON1102 assignment.
The collapse of the dam resulted in the deaths of 11 people and 13,000 head of cattle. The dam cost about $100 million to build, and the federal government paid over $300 million in claims related to its failure. Total damage estimates have ranged up to $2 billion. The dam has not been rebuilt.

China has the most reservoir dams in the world,
and the highest dam failure rate.
China has built nearly 90,000 dams, whilst nearly
all of them have been under of repair for years.
Over 40,000 in-service dams in China are "sick".
This has put 25% of counties at risk of destruction
after a dam breach.
Experts think that the reason behind this year's
flooding in the North and South,
was more likely caused by the
collapse of these "sick" dams.
For days, China's media have been reporting on fatal floods,
and dam breaking due to heavy rainfall.
Global attention was once again given to
China's reservoir dams, a controversial issue.
Chinese geologist, Yang Yong: "China's dam issue
has been talked about for years.
The authorities have reached a final conclusion.
China has almost 100,000 dams, 60% of them
are in a dangerous state.
This was the information released by the
Ministry of Water Resources in 2012."
An official survey shows the problems with China's dams.
They are of inferior quality, with long-term services,
facility decaying, and lack of adequate maintenance.
Over 40,000 reservoirs in China are at risk of a breach.
They are posing a direct threat to the safety of
179 cities and 285 counties.
Yang Yong: "It is a very high rate with 60%
being classified as being dangerous reservoirs.
In extreme weather conditions, it is highly
probable of a dam break.
That will cause large loss and destruction."
Public data show that China has the most dams in the world.
The annual average rate of a dam break is
four times that of the world norm.
In 2006, China's Water Resources vice minister admitted
that by 2005, China had an average of 68 dam breaches yearly.
Dam seepage and weakness are common problems
with many reservoirs.
During the flood season, dangerous situations often
occur in small reservoirs, which include dam failure.
Yang Yong: "This year's flooding in the North and South
were all affected by these dams.
But so far, the authorities have
given no explicit explanations.
In addition to rainfall, whether the floods are related
to dams? We haven't seen any official conclusion yet.
Now many cities and towns have been flooded, and
river flood control systems are facing huge pressure.
I think there is a link between the flooding and
breaching of some sick dams."
Reportedly, in Puning, Guangdong Province,
dam breaks have caused many deaths this year.
A Dam breach in Shantou had caused a three-meter flood level,
which trapped a large number of local residents.
Back in 1975, the Banqiao reservoir dam failure occurred
in Henan Province, leading to 240,000 deaths.
The public has now raised their queries——
why did the dams collapse?
Were there problems with structure, material composition,
designing, or were they shoddy constructions?
People are asking why no prior reinforcing and repairs
were applied to these dams in the pre-flood period?
The authorities' reply was: a critical shortage of funds,
which leads to non maintenance.
However, corruption of officials involved in reservoir
maintenance have been continuously exposed.
Reportedly, in Shatian, a town of Helongjiang Province,
officials spent the budget for reservoir renovations to buy famous cars.
In June 2005, the dam collapsed due to heavy rains.
The flood drowned a primary school located downstream,
claiming the lives of 105 students.
Media reports claim that China's Water Resources Ministry
allocated a 120-million-yuan contingency fund
for local infrastructure investments in 1988.
Yet the fund remained idle until the year 2000.

The Banqiao Reservoir Dam (simplified Chinese: 板桥水库大坝; traditional Chinese: 板橋水庫大壩; pinyin: Bǎnqiáo Shuǐkù Dàbà) is a dam on the River Ru in Zhumadian Prefecture, Henan province, China. Its failure in 1975, caused more casualties than any other dam failure in history. It was subsequently rebuilt.
The Banqiao dam and Shimantan Reservoir Dam (simplified Chinese: 石漫滩水库大坝; traditional Chinese: 石漫灘水庫大壩; pinyin: Shímàntān Shuǐkù Dàbà) are among 62 dams in Zhumadian Prefecture of China's Henan Province that failed catastrophically or were intentionally destroyed in 1975 during Typhoon Nina.
The dam failures killed an estimated 171,000 people; 11 million people lost their homes. It also caused the sudden loss of 18 GW of power[citation needed], the equivalent of roughly 9 very large modern coal-fired power stations or about 20 nuclear reactors, equalling about 1/3 the peak demand on the UK National Grid.
Construction of the Banqiao dam began in April 1951 on the Ru River with the help of Soviet consultants as part of a project to control flooding and electrical power generation. The construction was a response to severe flooding in the Huai River Basin in 1949 and 1950. The dam was completed in June 1952. Because of the absence of hydrology data, the design standard was lower than usual. After the 1954 Huai River great flood, the upstream reservoirs including Banqiao were extended, constructed and consolidated. Banqiao Dam was increased in height by three meters. The dam crest level was 116.34 meters above sea level and the crest level of the wave protection wall was 117.64 meter above sea level. The total capacity of reservoir was 492 million m³ (398,000 acre feet), with 375 million m³ (304,000 acre feet) reserved for flood storage. The dam was made of clay and was 24.5 metres high. The maximum discharge of the reservoir was 1742 m³/s.

China has built nearly 90,000 dams, whilst nearly all of them have been under of repair for years. Over 40,000 in-service dams in China are "sick". This has put 25% of counties at risk of destruction after a dam breach. Experts think that the reason behind this year's flooding in the North and South, was more likely caused by the collapse of these "sick" dams. For days, China's media have been reporting on fatal floods, and dam breaking due to heavy rainfall. Global attention was once again given to China's reservoir dams, a controversial issue. Chinese geologist, Yang Yong: "China's dam issue has been talked about for years. The authorities have reached a final conclusion. China has almost 100,000 dams, 60% of them are in a dangerous state. This was the information released by the Ministry of Water Resources in 2012." An official survey shows the problems with China's dams. They are of inferior quality, with long-term services, facility decaying, and lack of adequate maintenance. Over 40,000 reservoirs in China are at risk of a breach. They are posing a direct threat to the safety of 179 cities and 285 counties. Yang Yong: "It is a very high rate with 60% being classified as being dangerous reservoirs. In extreme weather conditions, it is highly probable of a dam break. That will cause large loss and destruction." Public data show that China has the most dams in the world. The annual average rate of a dam break is four times that of the world norm. In 2006, China's Water Resources vice minister admitted that by 2005, China had an average of 68 dam breaches yearly. Dam seepage and weakness are common problems with many reservoirs. During the flood season, dangerous situations often occur in small reservoirs, which include dam failure. Yang Yong: "This year's flooding in the North and South were all affected by these dams. But so far, the authorities have given no explicit explanations. In addition to rainfall, whether the floods are related to dams? We haven't seen any official conclusion yet. Now many cities and towns have been flooded, and river flood control systems are facing huge pressure. I think there is a link between the flooding and breaching of some sick dams." Reportedly, in Puning, Guangdong Province, dam breaks have caused many deaths this year. A Dam breach in Shantou had caused a three-meter flood level, which trapped a large number of local residents. Back in 1975, the Banqiao reservoir dam failure occurred in Henan Province, leading to 240,000 deaths. The public has now raised their queries—— why did the dams collapse? Were there problems with structure, material composition, designing, or were they shoddy constructions? People are asking why no prior reinforcing and repairs were applied to these dams in the pre-flood period? The authorities' reply was: a critical shortage of funds, which leads to non maintenance. However, corruption of officials involved in reservoir maintenance have been continuously exposed. Reportedly, in Shatian, a town of Helongjiang Province, officials spent the budget for reservoir renovations to buy famous cars. In June 2005, the dam collapsed due to heavy rains. The flood drowned a primary school located downstream, claiming the lives of 105 students. Media reports claim that China's Water Resources Ministry allocated a 120-million-yuan contingency fund for local infrastructure investments in 1988. Yet the fund remained idle until the year 2000. -

The rain led to the collapse of the Banqiao Dam. In all, 62 dams failed during the disaster causing large temporary lakes and $1.2 billion in damage.
Approximately 229,000 people died after the Banqiao Dam collapsed and devastated areas downstream.

10. The 1991 Bangladesh cyclone was among the deadliest tropical cyclones on record. O the night of 29 April, 1991 a powerful tropical cyclone struck the Chittagong district of southeastern Bangladesh with winds of around 250 km/h (155 mph). The storm forced a 20ft storm surge inland over a wide area, killing at least 138,000 people and leaving as many as 10 million homeless.

This was the deadliest earthquake in Japanese history, and at the time was the most powerful earthquake ever recorded in the region.

The power was so great in Kamakura, 60 km (37mi) from the epicenter, it moved the Great Buddha statue, which weighs about 93 short tons, almost two feet.
Estimated casualties totaled about 142,800 deaths, including 40,000 who went missing and were presumed dead.

Flooding along the river has been a major problem.
The huge river system receives water from both southern and northern flanks, which causes its flood season to extend from May to August.
Meanwhile, the relatively dense population and rich cities along the river make the floods more deadly and costly.
One of the most disastrous cases was in 1935 when the river flooded killing 145,000 people.

The earthquake occurred on Tuesday, 12 January, 2010
By 24 January, at least 52 aftershocks measuring 4.5 or greater had been recorded.
Many countries responded to appeals for humanitarian aid, pledging funds and dispatching rescue.
A death toll figure of 159,000 is provided in a 2010 University of Michigan study.

Typhoon Nina was the fourth-deadliest tropical cyclone on record,
Heavy rainfall was recorded along the Banqiao Dam, where 64.2 inches of rain fell in a six hour span.
The rain led to the collapse of the Banqiao Dam. In all, 62 dams failed during the disaster causing large temporary lakes and $1.2 billion in damage.
Approximately 229,000 people died after the Banqiao Dam collapsed and devastated areas downstream.

China has the most reservoir dams in the world,
and the highest dam failure rate.
China has built nearly 90,000 dams, whilst nearly
all of them have been under of repair for years.
Over 40,000 in-service dams in China are "sick".
This has put 25% of counties at risk of destruction
after a dam breach.
Experts think that the reason behind this year's
flooding in the North and South,
was more likely caused by the
collapse of these "sick" dams.
For days, China's media have been reporting on fatal floods,
and dam breaking due to heavy rainfall.
Global attention was once again given to
China's reservoir dams, a controversial issue.
Chinese geologist, Yang Yong: "China's dam issue
has been talked about for years.
The authorities have reached a final conclusion.
China has almost 100,000 dams, 60% of them
are in a dangerous state.
This was the information released by the
Ministry of Water Resources in 2012."
An official survey shows the problems with China's dams.
They are of inferior quality, with long-term services,
facility decaying, and lack of adequate maintenance.
Over 40,000 reservoirs in China are at risk of a breach.
They are posing a direct threat to the safety of
179 cities and 285 counties.
Yang Yong: "It is a very high rate with 60%
being classified as being dangerous reservoirs.
In extreme weather conditions, it is highly
probable of a dam break.
That will cause large loss and destruction."
Public data show that China has the most dams in the world.
The annual average rate of a dam break is
four times that of the world norm.
In 2006, China's Water Resources vice minister admitted
that by 2005, China had an average of 68 dam breaches yearly.
Dam seepage and weakness are common problems
with many reservoirs.
During the flood season, dangerous situations often
occur in small reservoirs, which include dam failure.
Yang Yong: "This year's flooding in the North and South
were all affected by these dams.
But so far, the authorities have
given no explicit explanations.
In addition to rainfall, whether the floods are related
to dams? We haven't seen any official conclusion yet.
Now many cities and towns have been flooded, and
river flood control systems are facing huge pressure.
I think there is a link between the flooding and
breaching of some sick dams."
Reportedly, in Puning, Guangdong Province,
dam breaks have caused many deaths this year.
A Dam breach in Shantou had caused a three-meter flood level,
which trapped a large number of local residents.

It flows north and after reaching Wulai it is fed by the Tonghou River where it continues to flow north. The Beishi River which hugging the mountain region at an elevation of 620 meters has its source in the north most point of the Hsuehshan Mountain Range and flows west from Pinglin. The 50 kilometer long Beishi River is milder than the Nanshih River with abundant curves and smooth fluvial terraces. After the Nanshih River and Beishi River meet at Xindian's Guishan to form the Xindian River the river water forms a 12.8 kilometer meander through the three locations of Guishan, Quchi, and Guangxing with well developed river terraces along the banks and gently rolling land. The Xindian River continues North, en route it is joined by the Pingguang River and the Qingtan River, upon reaching Bitan, the Xindian stream says goodbye to mountain barriers and the majestically handsome mountainous terrain. From here the watercourse becomes flat and open as it is joined by the winding Ankeng River coming from Shiging and the Jingmei River from Mushan.
After moving past Gongguan, the Xindian River becomes the boundaries of Taipei City and New Taipei City districts such as Yonghe, Zhonghe, and Banqiao, then it continues on to Jiangzicui where it meets the Takoham River forming the Danshui River.

Banqiao Dam. Built during Mao's Great Leap Forward, the clay dam meant to control flooding and generate power was completed on the Ru River in 1952. Soviet engineers vowed that the dam would be unbreakable, and hydrologists who pointed out faults in the design were distanced from the project. In an especially rainy August, 1975, the dam broke and sent a wave of water as high as 20 feet into the plains at a speed of some 30 mph....
