"You (manufacturers) also might want to think about the fact that many of you are complying with multiple standards, because your goods are being sold into different markets, Canada, Japan, Korea, the United States, Europe, they all have different standards. You know about all of them. Surely you know about which is the highest standard, and perhaps you are to be proposing to your buyers, that they all ought to meet the highest standard, that one, and use that."

6. SOUNDBITE: (Cantonese) Jeffrey Lam, Toy Advisory Committee of Hong Kong Trade Development Council:
"Actually the difference with the whole situation between this year and last year, is that this year's production orders are actually a little bit more than last year's. But until the end of the year, as you (reporter) just mentioned, there are some questions about urgent orders, how to handle them, how much we can handle. We won't know until around October. If there are any, they will only come in this period."

STORYLINE:
A lawyer representing trade associations in the United States told toy manufacturers at a seminar in Hong Kong on Tuesday that they should aim to meet the safety standards of their most exacting market.
"Many of you are complying with multiple standards, because your goods are being sold into different markets, Canada, Japan, Korea, the United States, Europe," Brenda Jacobs, Counsel for Sidley Austin LLP said.
"Surely you know which is the highest standard, and perhaps you are to be proposing to your buyers, that they all ought to meet the highest standard, that one, and use that," she said.
Jacobs' comments came after more than three (m) million lead-tainted toys from China have been recalled worldwide since June.
Since August, Mattel Inc., the world's largest toymaker, has recalled (m) millions of Chinese-made toys, including
popular Barbie, Polly Pocket and "Cars" movie items, because of concerns about lead paint and tiny magnets that
could be swallowed.
Chinese food, drugs and other products ranging from toothpaste to seafood are under intense scrutiny because
they have been found to contain potentially deadly substances.
Jeffrey Lam, chairman of Hong Kong Trade Development Council's toy advisory committee, said Chinese toy
manufacturers have been proactive and pragmatic in making improvements to their toy production.
"Actually the difference with the whole situation between this year and last year, is that this year's production orders are actually a little bit more than last year's," Lam said.
"There are some questions about urgent orders, how to handle them, how much we can handle. We won't know until around October. If there are any, they will only come in this period," he added.
Lam said it is a shared responsibility for all parties involved in the production line to ensure the products are
up to standard.
Analysts say increased vigilance by toymakers and storeowners could add up to 10 percent to toy prices next
year.

Conversations in the Digital Age: Is Andrew Cuomo Presidential Timber?
Projecting a sour, almost misanthropic, personality, Andrew Cuomo, who aspires to the presidency, has enjoyed a 35-year political career, tarnished by episodes of raw ambition, betrayal of friends, and punishment of enemies. Writer Michael Shnayerson, author of the best selling unauthorized biography, The Contender, tells Jim Zirin why, in his view, our Governor Cuomo is a flawed tragic hero.

United States Marine Field McConnell has linked HSBC – Serco's dirty banker – to terrorists acts enabled through Serco operatives at the Airbus Telemetry and Command Station, Oakhanger, UK, and Virgin Feather images, allegedly backhauled into the Sidley Austin snuff-film archives at 1 Canada Square to show how the Virgin Galactic SpaceShipTwo's co-pilot died after "feathers" were deployed during ascent.
McConnell believes HSBC paid Serco's Gary Butcher and Bob Coulling to transmit an "unlock feathers" voice command through the Airbus facility at Oakhanger so that Michael Alsbury, the co-pilot of SpaceShipTwo, could be filmed obeying the command and generating a money shot of his own death and unjustly blamed for the pre-deployment of the feathers by Airbus telemetry.
McConnell alleges that HSBC structured Airbus Telemetry and Command Station, Oakhanger, as a Private Finance Initiative and hired Serco operatives to populate Sidley's snuff film archive at Canada Square with content so HSBC could extort its terrorized clients (Virgin, Airbus?) into handing over command of space for the same reasons as the British secured command of the sea .....
"Sir Walter Raleigh declared in the early 17th century that whoever commands the sea, commands the trade; whosoever commands the trade of the world commands the riches of the world, and consequently the world itself."-- Fleet Admiral Chester W. Nimitz, USN On day of departure from Navy Department as CNO
McConnell invites Virgin CEO Sir Richard Branson to investigate Serco's Airbus Telemetry and Command Station Manager at Oakhanger, Gary Butcher, and the 32-year veteran PFI manager Bob Coulling and check the tradecraft skills needed to produce a Virgin Feather for the Sidley snuff film archives, especially in electronic warfare, tagging, private finance asset recovery and paedophile image analysis for MOD, GCHQ, CESG, Police, Home Office, Serious Organised Crime Agency, Ministry of Justice and Customs and Revenue and Immigration Service.

Cordium, together with Sidley Austin, Baronsmead, and Apsley are pleased to present our webinar, ‘SEC regulatory enforcement actions in the UK – are you ready?’
This webinar focused on the current risks posed by SEC enforcement investigations for SEC Registered Investment Advisers and Exempt Reporting Advisers, as well as, how a detailed response program can save you time and money if and when the SEC comes knocking on your door.
We also discussed how a proactive response plan can impact your Professional Liability premiums.
In 2013 alone, the SEC opened 908 investigations (up 13% on 2012) and obtained 574 formal orders of investigations (up 20% on 2012). From the tone of Mary Jo White’s speech at the Securities Enforcement Forum in September 2013 these statistics should perhaps not come as a surprise: "We are casting our nets wider, and using nets with smaller spaces, paying attention to violations and violators regardless of size…...I recognize the SEC cannot literally be everywhere, but we will be in more places than ever before."
As soon as a request is received from enforcement, there is no time for a firm to get its house in order. Most firms focus on mock audits to be prepared in the event of a routine examination from the SEC. Mock audits and other forms of periodic review and testing are efficient processes to identify compliance deficiencies that could arise as part of the examination process. They do not however, prepare firms to deal with practical issues related to the investigation process itself, if an issue is referred to enforcement (regardless of whether there is merit to the issue). Are you prepared in the event that one does? Failure to manage the enforcement risk associated with an investigation can lead to significantly higher costs, loss of investor assets and key employees.
Talking Points:
- Current climate – what are the motivations behind enforcement actions?
- UK-based managers versus US-based managers – is anyone exempt?
- Enforcement pre-planning versus audit prep – what’s the difference?
- What are the costs associated with current Asset Manager enforcement actions?
- How does a strategic enforcement plan put you on front the foot?
- Can a proactive response plan impact your Professional Liability premiums?
Speakers:
- Bill Mulligan, Partner and CEO, Cordium
- Barry W. Rashkover, Partner, Sidley Austin LLP
- Kurt Alfrey, Co-Founder, SEA LLC
- David Heathfield, Partner and General Counsel, Baronsmead Partners LLP
- James Lawrie, Head of Asset Management Underwriting, Apsley Speciality Limited
