Turning Kaesong Industrial Complex Crisis into Opportunity In 2003, Kaesong Industrial Complex (KIC) was established beyond the DMZ line under the agreement of South Korea and North Korea. However, it has had its share of problems. The latest issue is North Korea′s demand for a wage increase. In December 2014, North Korea unilaterally declared a wage increase for North Korean employees at KIC. North Korea originally suggested a 5% annual increase, but the actual number is much higher. The real problem was that companies at KIC didn′t have the means to cope with North Korea′s sudden demand for wage increase. The problem was finally resolved on May 22, 2015, but one cannot guarantee that it won′t happen again. Accordingly, KIC companies are making a plan. For example, fashion, lingerie, and makeup companies jointly established a brand called Sisbro to strengthen KIC′s power and overcome limits of OEM companies. In addition, KIC Cooperatives opened a KIC store in Jongno-gu, Seoul to encourage consumers to directly buy products made at KIC. KIC symbolizes North and South Koreas′ relationship, and it will prove to be a path toward Korean reunification. Arrival of a Hyper-connected Society - Internet of Things How will our lives change in the future? IoT technologies give us a glimpse of the future. Now, a new world is about to arrive in which every day objects such as refrigerators, washers, and cars are hyper-connected with each other via internet. In other words, the scope of communication has crossed over the human-to-human or human-to-object boundaries, and now objects can communicate with each other as well. Korea in particular has a promising future as Korea is expected to achieve rapid development through its advanced information communication technology. We take a look at the IoT-based future and review which IoT technologies are being implemented in Korea. Korea, in Love with Camping Korea boasts beautiful, 4 distinct seasons, and accordingly, there are many camping lovers in Korea. Based on research by Korea National Statistical Office, the number of campers in Korea grew from 600,000 in 2010 to 1.3 million in 2013. The number is expected to have surpassed 3 million in 2014. In the heat of the camping fever, the size of camping related industries multiplied 30 times in the past 6 years. One characteristic found in Korea′s camping culture is that it is related to club activities. For example, the first place a novice camper would visit is a camping club. However, a sudden increase in the number of campers has raised safety issues and led to excessive purchase of camping gears. Kaesong, May 24 (KCNA) -- The participants in the 2015 international women's grand march for the reunification and peace in Korea passed through Kaesong on Sunday. They left Pyongyang on Saturday. The inter－Korean Kaesong Industrial Complex has been pumping out goods worth more dollars this year from 2014. This comes as a surprise， as tensions have been high at the joint park following North Korea′s unilateral decision in February to hike wages there. Connie Kim reports. Production at the inter－Korean Kaesong Industrial Complex， the last functioning symbol of inter－Korean cooperation， has risen despite the wage row that heightened tensions between the two Koreas. Seoul′s unification ministry said Thursday that 186 million U.S. dollars worth of goods were produced at the industrial park from January to April this year， jumping about 25－percent from the previous year. The figure also rose about 20－percent in both March and April， when tensions between the two Koreas were high， after Pyongyang′s unilateral demand for a five－percent wage hike the previous month. Until the two Koreas came to a tentative agreement in May on the current wage level，... there had been some concern about a slowdown in production over the possibility the wage tussle would make the North Koreans in the complex reluctant to work. But experts say that wasn′t the case. ″The North Koreans working at the complex are very skilled. Instead of being swayed away by external factors， the laborers had been focusing on improving productivity as their wages depend on how much they produce. The council of South Korean firms operating in Kaesong also says that with North Korea having previously agreed to cooperate on improving production at the park， the wage row has not affected manufacturing volume. The Kaesong complex， which began operating in 2004， logged a total production value of 15 million dollars in the following year. Ten years later， the figure had jumped to 470 million dollars. Production at the joint inter－Korean Kaesong factory zone accounted for 99－percent of inter－Korean trade last year. Connie Kim Arirang News.

I myself as a travel video producer was a little concerned before entering, afraid my camera equipment would be confiscated at the border. Instead what I found was a country just starting to open to tourism. I was treated like royalty and allowed to pretty much film anything I wanted, other than groups of soldiers. At the moment, to visit the DPRK one must go with a tour company. I myself went with Young Pioneer Tours who run small group tours for westerners at a budget price. The other options are going with a Chinese tour which are larger and, from what I saw, tend to rush groups through locations quicker. Young Pioneer Tours work in North Korea with two local guides. They have been running tours to North Korea since 2008, so they know how the DPRK works better than anyone. The tours are highly organised and, as tourism is a relatively new endeavour, tend to focus on viewing sites more than interacting with locals. For someone who makes travel videos focusing on meeting the locals, this was a new experience for me, but I still found there were plenty of chances to chat with our guides and various other guides throughout the tour. The first thing that hits you when you travel by train into North Korea is how lush and green it is, every available space is used to grow food such as corn and rice. It looks like an agrarian wonderland, hills of rolling green dotted with small villages. On closer inspection, one notices the lack of machinery, the ox and cart, everything from cutting grass to ploughing fields, done by hand. The contrast with the enormity of China is startling. Arriving in the capital Pyongyang, the next thing to hit you, is the lack of cars, no roadblocks, no bottlenecks, just wide open boulevards. The footpaths on the other hand are full of people, walking, riding bikes, always on the move. The public transport system includes electric buses and a two line subway system. Our tour took in three main locations; sites around the capital -- Pyongyang, Kaesong -- the capital of Korea during the Koryo Dynasty and the Demilitarized Zone (DMZ) I'm not going to go into every detail of the tour, but there were many highlights. In each location we were given ample opportunity to take any photos we pleased (apart from photographing groups of military) Highlights for me in Pyongyang included the amazing murals and statues. I particularly liked the quirky 'music room' full of boomboxes in the Grand People's Study House. Kaesong, the ancient capital of Korea, is like a tourism boom town waiting to happen. It did not escape me that we were the only group walking the quaint cobbled streets surrounded by traditional houses. Visiting the museum and learning of the history of the Koryo period, I thought to recent history, political movements, and how only sixty years have made the two Korea's, North and South, so distinguishable. The demilitarised zone really took me by surprise. I was expecting stern faced soldiers ready for attack. Instead I discovered bus loads of Chinese tourists, snapping photos with obliging soldiers. I'd read a fair bit about North Korea before I traveled there, I'm well aware of it's problems. But I also believe tourism can have positive effects on a country. What we are seeing in North Korea is a change, a change I believe will be for the better. There is a lot you won't be able to talk about with your North Korean Guides on current tours and there is a lot of the country you won't see. BUT if you want to see a country like nothing else on earth, at a fascinating stage in history, North Korea is well and truly open for tourism! An American tourist's independent tour of North Korea in May 2010. This is 2 of 4 Videos total, for almost 5 hrs of footage. North Korea allows a 21st Century visitor to time travel back to China during the Cultural Revolution or to Russia during Stalin. I recommend a visit there to see this bizarre country: it's open to almost everyone and is extremely safe for tourists. The tour Company I used is Young Pioneer Tours. They are not very organized but do offer younger, smaller group sizes which I like. If you are more risk adverse and prefer a well-run, stress free tour company, and can live with an older, larger group size, Koyro Tours, a British owned tour company based in Beijing, is highly recommended and they do a great job. A big disclaimer with these videos: I went as a tourist and this is a propaganda tour. This is not representative of most of North Korea. This is their Disney World I saw: look for real hidden video that is smuggled out of the country before drawing any conclusions. 4/30/2010 Set off from Beijing Train Station to Dandong, China. Train passage to North Korea is the best way to see the countryside and get to know some elite North Korean passengers, without your Govt. minders present. Americans have to fly into the capitol however (unless you have dual citizenship). 4/31/2010 Arrive in Pyongyang by train. Meet with Government Minders who serve as the tour guides (two of them) and who rarely leave your side. There is also a separate driver. Drive to Yanggakdo Hotel and discuss itinerary for the trip. This is a very large high-rise hotel on its own little island in Pyongyang. The hotel is one of about 3 that foreigners stay at in the city. It's nice, very quiet: and it's difficult to leave the hotel grounds without having a guard pointing you back. 5/1 Mansudae Fountain Park Grand Monument on Mongu Hill May Day Celebration Rally - tug of war, Korean dancing The Arch of Triumph Lunch at Chongryu Restaurant -(Jongol Boiled Soup) The Monument to the Party Founding Trekking on Moran Hill - meeting locals having picnics, some dancing Subway: two stops Rakwon Beer Bar- right next door took a tour of a shopping mall Duck BBQ- great restaurant 5/2 Kumsusan Memorial Palace: Mausoleum of President Kim Il Song The Revolutionary Marty's Cemetery Temple of Karangbop Kim Song Square Bookshop: purchased books and postcards: not very good To Gaesong: Tomb of King Kong Min- pretty environment Overnight at Gaesong Folklore House (hotel) - individuals courtyards 5/3 Walk from hotel to South Gate- big bell Koryo Museum- not interesting Kaesong Stamp Shop: great place! [Issue] A year after Kaesong Industrial Complex restarts. Its economic significance and tasks ahead Kaesong Industrial Complex is the symbol of inter-Korean economic cooperation. A year has passed since the industrial zone resumed operations on September 16 after it unprecedently halted operations for 160 days last year. Monthly production from the complex, which stood at an average of US$40 million in 2012, fell to US$30.81 million in October last year, shortly after the restart, but rebounded to US$41.93 million in March this year, rapidly regaining its past performance level. Apart from inter-Korean relations, Kaesong Industrial Complex also has a large impact on Korea′s economy. We will examine how it has been doing since it restarted operations. We will also explore its significance and influence on Korea′s economy, as well as tasks that lie ahead. [Interview] How emissions trading scheme affects Korea′s economy Interviewee: Kim Ji-seok, senior climate change and energy officer at British Embassy in Seoul South Korean government decided to implement the emissions trading system from January next year to reduce greenhouse gases. Under the emissions trading scheme, the government allocates emissions permits by industry. If companies exceed their emission permits, they are required to buy emissions permits or pay fines. Now, the world is discussing a "sustainable economic development". This will be also discussed at the United Nations Climate Summit on September 23 in which President Park Geun-hye will attend. We will discuss the need for emissions trading scheme that the world is sympathizing with and how the latest decision will affect Korea′s economy. Wind-induced vibration control technology A skyscraper design technology research team at a Korean university has developed a ′wind-induced vibration control device′ for the first time in the country, drawing attention from the industry. Korean gov′t calls for wage freeze at Kaesong Complex Tensions are rising over North Korea′s unilateral demand for a pay raise at the joint Kaesong Industrial Complex. The South Korean government is calling for a wage freeze until an inter-Korean agreement is reached,... warning of legal measures against companies that disregard the order. Hwang Sung-hee reports. In a statement on Thursday in Seoul, the unification ministry asked for a minimum wage freeze for North Korean workers until a deal is reached between the two Koreas. The ministry warned that companies ignoring the freeze could face administrative and legal measures under the Inter-Korean Exchange and Cooperation Act. The statement comes just over a week before pay day for the workers starts on April 10th. Last month, North Korea demanded a unilateral pay raise and revision of 13 regulations, including scrapping the current salary cap of five percent. South Korea says these issues must be settled through government-level talks. The wage tussle is raising concerns that another unilateral shutdown of the complex could follow. But experts say Pyongyang will refrain from repeating the closure it initiated two years ago. "If the Kaesong Industrial Complex closes again, it will be hard to turn inter-Korean relations around. So it′s highly likely that North Korea will use it as a means to intimidate and pressure South Korea." The Kaesong Industrial Complex, where more than 54-thousand North Koreans work at 1-hundred-24 South Korean companies, is the last remaining form of inter-Korean cooperation. "A high-ranking South Korean government official said the best way to improve the management of the joint business park is to open it up to more foreign companies. Although North Korea rejected a petition from the South Korean companies, the South Korean businessmen say Wednesday′s talks in Kaesong were quite productive. "We delivered vivid stories from the companies′ perspective at least 10 times more than what was written on a one-page petition." The rare day trip comes after North Korea demanded a unilateral wage hike of around five percent and a revision of regulations last month. South Korea says the issue must be settled through inter-Korean dialogue. "The government thinks it′s appropriate for North Korea to come to talks as soon as possible to resolve issues regarding the management and improvement of the Kaesong complex through government-level talks." With North Korea refusing the offer, 14 South Korean businessmen met with Pak Chol-su, the North Korean official who oversees the management of the business park, to urge Pyongyang to engage in talks. "We asked North Korea to consider the fact that many companies have nightmares about the suspension in 2013 and that it should engage in government-level talks swiftly." The businessmen describe Wednesday′s talks as amicable, adding they will hold similar meetings in the future. The joint business park, where some 53-thousand North Koreans work at 1-hundred-25 South Korean factories, is the last remaining link of inter-Korean economic cooperation. A Japanese wrestler turned politician visited a stadium in Pyongyang on Saturday, where he is planning to stage on a martial arts show next month. Kanji "Antonio" Inoki set the final details for the event on 30-31 August, which organisers say will feature wrestling, taekwondo, the Japanese martial art aikido and a traditional Korean style of wrestling. Five other Japanese parliament members, who are visiting North Korea with Inoki, went on a separate trip on Saturday morning to the Kaesong Industrial Zone, a joint North and South Korean economic project. The rare visit comes as Pyongyang and Tokyo have made progress in talks on improving relations. Tokyo had cut off virtually all official ties with Pyongyang since 2006 over its nuclear weapons program and other issues, but Inoki runs a non-profit that opened an office in Pyongyang last year to promote international sports exchange. During the Gulf War, Inoki organised a wrestling show in Iraq and he has visited North Korea nearly 30 times. He's serving his third term in Japan's parliament and he is also famously fond of being politically incorrect. His proactive position on Pyongyang ties has found him in trouble before. He was suspended from parliament last year for 30 days after making an unauthorised trip to the North. Inoki was inducted into the WWE Hall of Fame in 2010 and retired from the ring in 1998. The South Korean government has urged North Korea to take part in a joint committee meeting about the jointly-run Kaesong Industrial Park. Speaking in Seoul on Friday, South Korean Unification Ministry spokesman Lim Byeong-cheol said it was important both countries met "to discuss and solve mutual matters of interest, including labour policy". Pyongyang said it plans to unilaterally raise the minimum wage for North Koreans employed by southern companies at the industrial park starting in March, officials said on Thursday. The two countries have followed an accord since Kaesong's establishment that wages are determined through mutual agreement and that annual increases in the minimum wage will not exceed five percent, according to the South Korea unification ministry. The North's current demand for a minimum wage of 74 US dollars per month, starting from next month, would represent a 5.18 percent increase. "If the North wants the development of the Kaesong Industrial Complex, it should stop unilateral acts and resolve pending problems through consultations between authorities," said Lim. North Korea withdrew its workers from Kaesong's factories for five months in 2013 during a period of heightened tensions on the Korean Peninsula. The sprawling Kaesong industrial complex on the North Korean side of the Demilitarised Zone has become the main casualty of the crisis. Managed by South Koreans and staffed by North Korean workers, it is facing the prospect of closure. Since Wednesday, North Korea has refused to let in South Korean managers and trucks bearing food and materials. "After today, the disruption at the Kaesong Industrial complex will rapidly increase. One hundred percent of the South Korean companies in Kaesong are facing problems in their operations at the moment," said Ok Sung-seok, the Vice-chairman of the Corporate Association of Kaesong Industrial Complex. Wide of the bridge STORYLINE More South Koreans on Saturday began to leave North Korea and the factory park where they work, four days after Pyongyang closed the border to people and goods. Twenty-one South Koreans returned from the Kaesong industrial park on Saturday morning, and about 100 of the roughly 600 still there were expected to return home by day's end, the Unification Ministry in Seoul said. One South Korean manager of the factory park, 68-year-old Han Nam-il, who crossed the Unification Bridge towards South Korea on Saturday morning, said that the security guards at the North Korean side of the border were "were fully armed," but the number of soldiers was "just as usual." North Korea has not forced South Korean workers to leave Kaesong, but some of the South Korean companies working there were running out of raw materials because goods were being blocked at the border as well. 52-year-old Kim Jin-ho, another South Korean citizen who crossed the same Bridge on Saturday morning said that materials for the Complex needed to be provided, but that there were "not many difficulties yet". The industrial park is the last remnant of North-South cooperation. Situated just across the heavily armed border, it is run with mostly North Korean labour and South Korean expertise. North Korea on Wednesday barred South Korean managers and trucks delivering supplies from crossing the border to enter the Kaesong park, a day after the North said it would restart its long-shuttered plutonium reactor and a uranium enrichment plant. Pyongyang's blocking of traffic at Kaesong is among several measures it has made recently in retaliation for United Nations sanctions for its February 12 nuclear test and current US-South Korean military drills. North Korea suggested earlier this week that foreign diplomats in Pyongyang leave for their own safety. North Korea said last week it had entered a "state of war" with South Korea, but officials in Seoul say they have seen no preparations for a full-scale attack while the chance of a localised conflict remains. Earlier Pyongyang threatened a nuclear attack on the United States. South Koreans who work at Kaesong Industrial Complex returned to the Inter-Korea Customs, Immigration and Quarantine (CIQ) office in Paju. Others stuffed their cars full of goods before heading south across the Demilitarised Zone that divides the nations. Pyongyang on Monday suspended operations and recalled all of its workers from the Kaesong industrial complex, a factory park just inside North Korea's heavily armed border that pairs cheap local labour with South Korean know-how and pumped out about half a (b) billion dollars in goods last year. For nearly a decade, the complex has been a tenuous but persistent symbol of cooperation in a relationship that now seems at rock bottom. On Tuesday, the roads leading to Kaesong, the North's third biggest city, were empty of the normal line of cargo trucks and vehicles carrying supplies and people. The pull-out is part of a torrent of provocations and threats Pyongyang has unleashed at Seoul and Washington in recent weeks. The North is angry at UN sanctions punishing it for its third nuclear test on Feb. 12, as well as joint military exercises between the US and South Korea that the allies call routine but that Pyongyang sees as preparation for an invasion. In what's seen as the latest attempt to stoke fear, North Korea on Tuesday urged all foreign companies and tourists in South Korea to evacuate because it says the rival Koreas are on the verge of nuclear war. Analysts see a direct attack on Seoul as extremely unlikely, and US and South Korean defence officials have said they've seen nothing to indicate that Pyongyang is preparing for a major military action. Pyongyang announced on Monday that it was recalling all North Korean workers from Kaesong and would decide later whether to shut it down for good. A group of South Korean vehicles and workers returned back from the North at the end of the working day. North Korea also said on Monday it will recall 51-thousand North Korean workers and suspend operations at the factory complex it has jointly run with South Korea, moving closer to severing its last economic link with its rival as tensions escalate. The statement from Kim Yang Gon, secretary of a key decision-making body, the Central Committee of the Workers' Party of Korea, did not say what would happen to the 475 South Korean managers still at the Kaesong industrial complex. One South Korean worker from the Kaesong industrial complex, Hwang Jung-yeon, said on Monday: "I think it is just a temporary problem caused by Kim Yang Gon's visit to the Kaesong industrial complex. I think North Korea is trying to scare us, but I still think the situation can be resolved by dialogue." The statement comes amid weeks of North Korean war threats and other efforts to punish South Korea and the US for ongoing joint military drills. North Korea is also angry over the US-led push for UN sanctions over its February 12 nuclear test. The complex combines cheap North Korean labour and South Korean technology. However, there has been no sign of diplomats leaving. Meanwhile, US Secretary of State John Kerry was to arrive in Seoul on Friday for talks with South Korean officials on the tensions. The customs area at the border reopened on Wednesday after having been closed on Monday and Tuesday, as North Korea celebrated the 101st birthday of late President Kim Il Sung, the nation's founder. South Korean workers who run their own business in Kaesong Industrial Complex said in a news conference at the inter-Korea Customs, Immigration and Quarantine area, that they were still waiting for entry approval from the North. "We are going to wait here until it is approved," said Han Jae-kwon, the chairman of the Corporate Association of Kaesong Industrial Complex, Han Jae-kwon. The factory complex that is North Korea's last major economic link with the South was turned into a virtual ghost town on April 9 after Pyongyang suspended its operations there. The North said that it would recall all 53-thousand of its workers from the complex and would decide later whether to shut it down for good. The announcement followed weeks of threatening rhetoric and provocations by the North, aimed at Seoul and the US. Meanwhile Kim Hyung-suk, a spokesman for South Korea's government's Unification Ministry said that his government once again strongly insisted "that North Korea immediately take responsible measures so that the remaining South Korean workers can continue the basic living in the Kaesong Industrial Complex as soon as possible." North Korea lashed out anew on Tuesday at South Korea over a small public protest in Seoul in which demonstrators burned effigies of the North's leaders, saying it would not hold talks with its southern neighbour unless it apologised for anti-North Korean actions "big and small" and warning that it could take retaliatory measures at any time. Officials in Seoul said 43 South Koreans returned Monday night, and the last seven would leave the industrial complex after the talks with North Korean officials finished. It wasn't immediately clear, however, whether they would leave Monday night or later. The departure would empty out the complex, located just across the border in the North Korean town of Kaesong, for the first time since it opened in 2004 and possibly lead to the permanent closure of the last symbol of inter-Korean cooperation. Earlier, protesters staged a demonstration calling for the industrial park to be reopened. Amid high tensions, North Korea suspended operations at Kaesong in early April, withdrawing all of its 53-thousand workers and barring South Korean factory managers and trucks with supplies from entering the complex. The complex in the town of Kaesong, just north of the Koreas' heavily fortified border, was the rivals' only remaining symbol of rapprochement. It had employed more than 53,000 North Korean workers and hundreds of South Korean managers until last month, when Pyongyang started gradually blocking its operations. The last seven South Koreans left after negotiating taxes and the back salaries of North Korean workers. Their departure leaves the Koreas with virtually no official communication channel. The workers came back in four vehicles at around 18:50 local time (0950gmt), about an hour and a half after two South Korean vehicles loaded with cash passed the control point of inter-Korea Customs, Immigration and Quarantine (CIQ). According to the South Korean government, the country handed 1.3 million U.S. dollars to North Korea which the North say is for unpaid wages, taxes, and communication service charges. At a news conference in the CIQ, the chairman of the Kaesong Industrial District Management Committee, Hong Yang-ho, expressed his relief that the South Koreans had returned home safely. "I send my gratitude to those who were cooperative in the process of the return, including the South Korean government, companies in Kaesong industrial complex and the other related organisations," he said. When the complex opened, Seoul offered an insurance programme to the Kaesong firms through a state-owned bank. It's meant to compensate up to 7 billion won (6.4 million US dollars), depending on the firms' investment, in the event of a shutdown lasting more than one month. However, 27 companies out of the 123 at Kaesong did not sign up; some questioned its usefulness and how the compensation is determined. Talks between the rival Koreas aimed at restarting a stalled inter-Korean factory park had ended on Wednesday with no breakthrough, though both sides agreed to meet again next week to discuss restoring what was once a rare symbol of co-operation between the archrivals. A member of a committee pushing for Kaesong's restoration said humidity had damaged a lot of equipment, and that more than 10 South Korean workers should spend three to four weeks there repairing and maintaining machines. The Kaesong industrial complex is located just over the heavily armed border dividing the two Koreas. It combined South Korean know-how and capital with cheap North Korean labour, and was the centrepiece of cross-border co-operation projects hatched during a previous era of warming ties. However, it closed in April following North Korea's angry reaction to South Korea's annual military exercises with the United States and alleged insults against the North's top leadership. Pyongyang pulled its 53-thousand workers out of the industrial park, and South Korea then ordered its managers to leave as well, against their wishes. The park resulted in almost two (b) billion US dollars a year in cross-border trade before its shutdown. The closure meant a loss of salary for tens of thousands of North Korean workers employed in factories run by 123 South Korean companies, and a loss of goods and orders for business managers who relied on Kaesong to churn out everything from shoes and watches to cables and electrical components. The two Koreas recently agreed on a desire to reopen the complex, but they are still discussing how to do that. During Wednesday's talks, the rivals again shared the view that the complex should be maintained and developed, Seoul's chief delegate told South Korean reporters after the meeting, according to media pool reports. North Korea's bid to have the remains of a fortress that once surrounded Kaesong, the ancient capital of Korea's Koryo Dynasty, added to the list was approved during the 37th session of the UNESCO (United Nations Educational, Scientific and Cultural Organisation) World Heritage Committee (WHC) in Phnom Penh, Cambodia. North Korea has campaigned for years to have this recognition. The sites include one of the main gates of the ancient walls of the city, which is now at a crossroads near the centre of the modern city, as well as remains of the walls that run along hillsides outside the city today. The announcement was greeted with a great cheer from the North Korean delegation, and spokesman Yong Phal Pak, described it as a source of "great pride of (for) all Koreans." Kim Jin Sok, a researcher at Kaesong City Management Office for Preserving National Heritage said "these valuable cultural relics are the pride of our nation and they are precious cultural relics that show the long history of our nation." He also added that these relics allowed North Koreans to "stand proud in the eyes of the world." The twelve sites added include the ruins of the Manwoldae palace and a 1,000-year old academy that was the premier school during that era. The adoption of Kaesong as a World Heritage site means North Korea now has two sites on the list, after the tombs of the ancient Korean kingdom of Koguryo (37 BC-668 AD) were listed in 2004. The UNESCO advisory panel - the International Council on Monuments and Sites (ICOMOS) - which lays the groundwork for World Heritage listings, wrote in its report on the Kaesong sites that "the ensemble embodies the political, cultural, and philosophical and spiritual values of the capital of the unified Koryo state as it transitioned from Buddhist to Confucian philosophy." Kaesong, located just north of the border with South Korea, was the capital of the kingdom that ruled Korea from 918 to 1392. Talks between the rival Koreas aimed at restarting the stalled Kaesong Industrial Complex ended on Wednesday with no breakthrough, but both sides agreed to meet again this week to discuss restoring what was once a rare symbol of cooperation between the archrivals. Presidents of South Korean companies operating in Kaesong also visited the industrial complex. One of them, Lee Kang-mu, the chairman of Daeil Unite company, said he and his colleagues were optimistic about the resumption of the inter-Korean industrial complex. "We want the normalisation of the complex. The North side wants it as soon as possible as well," he said. The Kaesong Industrial Complex, just north of the Demilitarised Zone (DMZ) dividing the two Koreas, was the centrepiece of cross-border co-operation projects hatched during a previous era of warming ties. But it was closed in April as tensions rose between the rivals when North Korea angrily reacted to South Korea's annual military exercises with the US. North Korea pulled its 53-thousand workers out of the industrial park, and South Korea then ordered its managers to leave as well, against their wishes. Tension later gradually eased after North Korea toned down its warlike rhetoric. The park resulted in nearly 2 (b) billion US Dollars a year in cross-border trade before its shutdown. North Korea made a surprise proposal on Sunday to hold high-level talks with the United States. The White House said US President Barack Obama and South Korean President Park Geun-hye spoke by phone on Sunday evening, and have agreed to coordinate closely on efforts to achieve a nuclear-free North Korea. South Korea's Unification Minister Ryoo Kihl-jae said he thought it was unlikely that North Korea would hold direct talks with the US without South Korean input. "I think the possibility of talks taking place between North Korea and the United States is close to none," said Ryoo. "Of course I do not know that for certain, but at the moment, South Korea and the United States are in close contact and exchanging ideas. Therefore, I think you do not have to worry about it." Ryoo on Monday also promised that the government would continue negotiations to reopen the Kaesong Industrial Complex, a jointly-run business park on the border between North and South Korea. "Our government will continue to maintain the same stance and try our best to solve this problem at the government level," he told lawmakers. The complex, run with North Korean workers and South Korean managers and capital, was responsible for nearly 2 (b) billion US dollars a year in cross-border trade until the North pulled out its citizens in April. North Korea's call for "senior-level" talks between the Korean War foes signals a shift in policy in Pyongyang after months of acrimony. Pyongyang ramped up the anti-American rhetoric early this year after its launch of a long-range rocket in December and a nuclear test in February drew tightened United Nations and US sanctions. The US and ally South Korea countered the provocations and threats by stepping up annual springtime military exercises, which prompted North Korea to warn of a "nuclear war" on the Korean Peninsula. But as tensions began subsiding in May and June, Pyongyang began making tentative, if unsuccessful, overtures to re-establish dialogue with Seoul and Washington.
