Jacques de Liniers (July 25, 1753 – August 26, 1810) was a French officer in the Spanish military service, and a viceroy of the Spanish colonies of the Viceroyalty of the Río de la Plata. He is more widely known by the Spanish form of his name, Santiago de Liniers. He was popularly regarded as the hero of the reconquest of Buenos Aires after the first British invasion of the Río de la Plata, which led to his designation as viceroy, replacing Rafael de Sobremonte. Such a thing, the replacement of a viceroy without the King's direct intervention, was completely unprecedented. He was confirmed in office by Charles IV of Spain, and endured a second ill-fated British Invasion attempt and a mutiny that sought to replace him. He was replaced in 1809 by Baltasar Hidalgo de Cisneros, appointed as viceroy by the Junta of Seville, and retired from public activity. However, when the May Revolution took place, Liniers decided to come out of his retirement and organized a monarchist uprising in Cordoba. However, Liniers was defeated, captured, and executed without trial.
Santiago (Spanish: Santiago de Chile (help·info)), also Santiago de Chile, is the capital and largest city of Chile, and the center of its largest conurbation (Greater Santiago). It is located in the country's central valley, at an elevation of 520 m (1,706.04 ft) above mean sea level. Although Santiago is the capital, the National Congress of Chile meets in the coastal town of Valparaíso, 120 km to the west.

It has a very modern transport infrastructure, including the steadily growing underground Santiago Metro, an effort at modernizing public bus transport and a free flow toll-based ring road and inner city highway system, part of which is tunneled underneath a large section of the city's main river Mapocho connecting the Eastern and Western end of the city in a 25-minute drive. Santiago is the regional headquarters to many multinationals and a financial center.
Liniers is a barrio (neighborhood) of Buenos Aires on the edge of the city, centered on Rivadavia Avenue. It is also an important train station and bus hub, connecting western Gran Buenos Aires with the Buenos Aires Metro.
The barrio was built up following the building of Liniers railway station.
The neighbourhood is home to football club Club Atlético Vélez Sársfield.
It is named after Santiago de Liniers, a colonial administrator who resisted the British Invasions of the Río de la Plata.
