Predominantly rural and with limited natural resources, the Economy of Senegal gains most of its foreign exchange from fish, phosphates, groundnuts, tourism, and services. Its agricultural sector is highly vulnerable to variations in rainfall and changes in world commodity prices. Dakar, as the former capital of French West Africa, is also home to banks and other institutions which serve all of Francophone West Africa, and is a hub for shipping and transport in the region. It also boasts one of the best developed tourist industries in Africa. Senegal still depends heavily on foreign assistance, which in 2000 represented about 32% of overall government spending—including both current expenditures and capital investments—or CFA 270.8 billion (U.S.$ 361.0 million). Senegal is a member of the World Trade Organization.
The GDP per capita of Senegal shrank by 1.30% in the 60s. However, it registered a peak growth of 158% in the 70s, and still expanded 43% in the turbulent 1980s. However, this proved unsustainable and the economy consequently shrank by 40% in the 90s.
Senegali/ˌsɛnɨˈɡɔːl/ (French: le Sénégal), officially the Republic of Senegal (République du Sénégal, IPA: [ʁepyblik dy seneɡal]), is a country in western Africa. It owes its name to the Sénégal River that borders it to the east and north. Senegal is externally bounded by the Atlantic Ocean to the west, Mauritania to the north, Mali to the east, and Guinea and Guinea-Bissau to the south; internally it almost completely surrounds The Gambia, namely on the north, east and south, exempting Gambia's short Atlantic Ocean coastline. Senegal covers a land area of almost 197,000 square kilometres (76,000 sq mi), and has an estimated population of about 13 million. The climate is tropical with two seasons: the dry season and the rainy season.
Dakar, the capital city of Senegal, is located at the westernmost tip of the country on the Cap-Vert peninsula. About 500 kilometres (300 mi) off the coast, in the Atlantic Ocean, lie the Cape Verde Islands. During the 17th and 18th centuries, numerous trading posts, belonging to various colonial empires, were established along the coast. The town of St. Louis became the capital of French West Africa (Afrique occidentale française, or AOF) before it was moved to Dakar in 1902. Dakar later became its capital in 1960 at the time of independence from France.

3. Paris - Paris already has a highly successful bike sharing program, Velib, and just last month, its mayor launched a similar model for small EVs called Autolib.
2. Toronto - smartest city in NA, scored well across the board, it is an active member of the Clinton 40 (C40) megacities, which seek to transition to the low-carbon economy.
