Carlos S. Menem was born in 1930 in Anillaco, a small town in the mountainous north of La Rioja Province, Argentina. An Arab Argentine, his parents were born in the town of Yabrud (part of the Ottoman Empire at the time, currently in southwestern Syria, near the border with Lebanon). As a young man, he joined his father as a traveling salesman dealing in feed and sundry items. Menem enrolled in the National University of Córdoba, and received the degree of "Abogado", equivalent to a Bachelor of Laws, in 1955. As a Law student, he became a vocal Peronist, and after President Juan Perón's overthrow that year, he was briefly incarcerated. He later joined the Peronist Party's successor, the Justicialist Party, and was elected President of its La Rioja Province chapter, in 1983.

The organisation Mothers of the Plaza de Mayo, still clamouring for information on the fate of their loved ones lost during the 1978-1983 military dictatorship, turned out in force.

47 year old Astiz has been put into custody on the orders of the Argentinean president, Carlos Menem, for 60 days.
Astiz remains unrepentant about his confessions of murder and torture.

His role in the Dirty War allegedly led to the death of thousands of leftist dissidents.
Astiz has also been accused of contributing to the deaths of two French nuns and the Argentine-Swedish teenager, Dagmar Hagelin, who vanished in 1977.
Astiz denied the allegations but was jailed for life in absentia by a French court for the murders of nuns Alice Domon and Leonie Duquet.
Astiz was forced to retire from the navy in 1996 under pressure from the French government.
In the interview he also noted that leftist guerrillas captured by security forces in 1973 had been pardoned and freed.
In 1983, a government commission determined that approximately 9,000 people were arrested or kidnapped and subsequently disappeared during the dirty war.
Astiz was among lower and middle-ranking officers granted immunity from prosecution in 1987 for human rights abuses during the Dirty War.
Half a dozen high-ranking officers, including two former presidents, were convicted of murder and torture in 1983 and were sentenced to prison.
Interior Minister Carlos Corach described the comments attributed to Astiz as "terrifying" and said he would ask Argentina's attorney general to determine whether charges could be brought based on the interview.

STORYLINE:
In a recent interview with Associated Press Television News, former Argentine president Carlos Menem claimed that despite suffering from ''political persecution'', he is innocent and will return to run for the presidency of the South American nation.
Judge Jorge Urso has called Carlos Menem to testify as part of an investigation of corruption in the use of state funds allotted for the construction of prisons.
Speaking to the media on Wednesday, Menem said he has not yet decided on whether to appear before judge Urso on the 13th of April.
Menem is also being investigated regarding Swiss bank accounts, but he said said that he has nothing to hide.
The former president said in that there is only one bank account and it is going to be used for his children''s future.

STORYLINE:
In a recent interview with Associated Press Television News, former Argentine president Carlos Menem claimed that despite suffering from ''political persecution'', he is innocent and will return to run for the presidency of the South American nation.
Judge Jorge Urso has called Carlos Menem to testify as part of an investigation of corruption in the use of state funds allotted for the construction of prisons.
Speaking to the media on Wednesday, Menem said he has not yet decided on whether to appear before judge Urso on the 13th of April.
Menem is also being investigated regarding Swiss bank accounts, but he said said that he has nothing to hide.
The former president said in that there is only one bank account and it is going to be used for his children''s future.

But a defiant Menem, speaking on national television, said he took comfort in the fact that the winning centre-left Alliance had embraced the principles of his economic policy.
Meanwhile the jubilant Alliance party called the victory the end of an era.
With 98 per cent of the precincts reporting early Monday, the two parties forming The Alliance had 45.7 per cent of the vote, compared to 36.2 per cent for the Peronists.
It was the first time in the Peronist party's 51-year history that it lost a nationwide election while in office.
And in a televised speech a stern-faced President Carlos Menem admitted his party needs to reflect on the defeat.
But he also said he was pleased the opposition approved of his economic policy so much that they have adopted it.

"The greatest success of my administration has been that the opposition has recognised the merit of our economic policy and the solutions my government found for the country's structural problems. That is the historic payment of the electoral process which has just finished."

The defeat, which wipes out the Peronists' working majority in the lower house, means the government will now have to work closely with the opposition to pass legislation in the final two years of Menem's administration.
The Peronists are still in control of the Senate, which was not up for election.
Menem's Peronists transformed Argentina's moribund economy with free-market policies, widespread privatisations and deregulation, attracting foreign investment to this country of 34 (m) million residents in droves.
But despite their success, the Peronists never managed to shrug off a widespread perception of an administration tainted by corruption scandals and one lacking openness.
The party has also been dogged by 16 per cent unemployment and accusations of social insensitivity.

trade and map out plans for cooperation between the two countries in the next century.
On Friday, he is holding talks with Prime Minister Sergei Kiriyenko, the mayor of Moscow and the Patriarch of the Russian Orthodox Church.
He met President Boris Yeltsin the day before.
A delegation of Argentine businessmen is accompanying the President on his trip to the former communist nation.

47 year old Astiz has been put into custody on the orders of the Argentinean president, Carlos Menem, for 60 days.
Astiz remains unrepentant about his confessions of murder and torture.
The demonstrators demanded further details following his statements.

"Why do the armed forces have 500-thousand men prepared to kill? Who are the people in this group? Who trained them and where and with what objectives? Who are the aforementioned men going to kill? With what objectives and under which directives did which members of the armed forces support Astiz? Why does the Argentinean navy under his (President Menem's) orders go on protecting Astiz."

For many in Argentina, Astiz symbolises the repression of Argentina's military regime.
His role in the Dirty War allegedly led to the death of thousands of leftist dissidents.
Astiz has also been accused of contributing to the deaths of two French nuns and the Argentine-Swedish teenager, Dagmar Hagelin, who vanished in 1977.
Astiz denied the allegations but was jailed for life in absentia by a French court for the murders of nuns Alice Domon and Leonie Duquet.
Astiz was forced to retire from the navy in 1996 under pressure from the French government.
In the interview he also noted that leftist guerrillas captured by security forces in 1973 had been pardoned and freed.
In 1983, a government commission determined that approximately 9,000 people were arrested or kidnapped and subsequently disappeared during the dirty war.
Astiz was among lower and middle-ranking officers granted immunity from prosecution in 1987 for human rights abuses during the Dirty War.
Half a dozen high-ranking officers, including two former presidents, were convicted of murder and torture in 1983 and were sentenced to prison.
Interior Minister Carlos Corach described the comments attributed to Astiz as "terrifying" and said he would ask Argentina's attorney general to determine whether charges could be brought based on the interview.

STORYLINE:
In a recent interview with Associated Press Television News, former Argentine president Carlos Menem claimed that despite suffering from ''political persecution'', he is innocent and will return to run for the presidency of the South American nation.
Judge Jorge Urso has called Carlos Menem to testify as part of an investigation of corruption in the use of state funds allotted for the construction of prisons.
Speaking to the media on Wednesday, Menem said he has not yet decided on whether to appear before judge Urso on the 13th of April.
Menem is also being investigated regarding Swiss bank accounts, but he said said that he has nothing to hide.
The former president said in that there is only one bank account and it is going to be used for his children''s future.
Menem claims the money in the account was compensation won from the Republic of Argentina as a result of being jailed for five years by the then-military dictatorship in the country.
Menem announced that he is ready to run for the presidency as soon as Argentina holds new presidential elections.
He was previously president of Argentina in 1989 for six years. Menem was reelected for four more years until 1999, after a modification of the constitution reduced the presidential term.
