Almost six (b) billion dollars worth of Japanese imports have been targeted for tough sanctions by the United States.
In the latest move in the U-S-Japan trade war, U-S Trade Representative Mickey Kantor released the target list which includes 13 models of Japanese automobiles.
The items on the list, worth 5.9 (b) billion dollars, will be hit with a 100 per cent tariff. The tariff would double the cost of Japanese cars imported into the United States.
The announcement had been anticipated for weeks, since talks between the U-S and Japan broke down in Vancouver earlier this month.
U-S Trade Representative Mickey Kantor said that the United States had to show it's serious.
On Tuesday, he did just that.
SOUNDBITE:
" Specifically we delivered a prefiling notification to W.T.O. Director- General Ruggiero indicating our intent to invoke the dispute settlement mechanism of the World Trade Organisation. This notification indicates our intent to challenge the continuing discrimination against United States autos and auto parts in Japan."

The proposed 100 per cent tariffs were aimed at 13 Japanese car models, ranging in price from 25-thousand to more than 50-thousand, and were designed to eliminate totally those sales from the American market as retaliation for Japan's failure to lower barriers to the sale of American cars and parts.

" Today I'm announcing the proposed sanctions list in the section 301 case regarding barriers in the Japanese after-market for replacement auto parts and automotive accessories. This follows the May 10 unfairness determination that acts, practices and policies of the government of Japan, with respect to the after-market, are unreasonable, and burden and restrict United States commerce. The list consists of imports of Japanese luxury cars which will be subject to duties of one hundred percent."

The 5.9 (b) billion dollars represents a record amount in U.S. trade sanctions, but the final list of products doesn't take effect until the end of June, after a public comment period.

The United States has announced details of the trade sanctions it intends to impose against Japan over Tokyo's refusal l to open its automobile market to U-S competition.

"Today I am announcing our proposed sanctions list in the section 301- case regarding barriers in the Japanese aftermarket for replacement auto parts and automotive accessories. This follows the May 10 unfairness determination that covers acts, practices and policies of the Government of Japan with respect to the aftermarket that are unreasonable and restrict United States commerce."

The list covers several makes of Japanese luxury imports vehicles including Toyota's Lexus line.
Also targeted for 100 percent tariffs are selected vehicles from Nissan's Infiniti line.

Kantor says he hopes to avoid a trade war, but some action had to be taken.

It will be the country's highest level of liberalization in trade deals with other countries.
The officials have revealed the contents of the broad TPP agreement that was struck earlier this month.
Japan will scrap tariffs on 95 percent of about 9,000 products it imports.
The country will phase out levies on all industrial items, while 81 percent of the seafood and agricultural products will be tariff-free.
The other TPP member countries will abolish tariffs on 99 to 100 percent of the items they import. Japan has the lowest percentage among the 12 member nations in terms of tariff abolishment.
For Japanese-made exports, the other countries will eliminate tariffs on 87 percent of industrial products immediately after the pact takes effect. The rate will be gradually raised to almost 100 percent.
The United States currently imposes a 2.5 percent tariff on Japanese automobiles. This will be removed over a 25-year period.

Merkel told visiting Chinese Premier Li Keqiang in Berlin on Sunday that she would lobby for "intense talks" between the EU and China to seek a negotiated solution as swiftly as possible.
The European Commission, the 27-nation bloc's executive arm, is proposing anti-dumping duties for Chinese solar panel imports.
If agreed, China could retaliate by imposing tariffs on other goods.
Li sharply criticised the EU's approach, saying that "it is a measure which damages others and brings no use to oneself".
"When the international financial crisis has not found an end yet and the worldwide economy has not yet been brought to life sufficiently, such a measure is particularly questionable," Li said.
The EU, the world's largest economy, is China's second-biggest business partner after the US, with a trade volume of about 430 (b) billion euros in 2012.
The solar panel exports account for about seven percent of China's total exports to the EU.
The EU Commission is expected to make a decision on the anti-dumping investigation after consulting all interested parties by the end of the year.
"We don't believe that it (permanent import tax) would help us a lot, we need to use the next six months effectively. Germany will do all it can to make sure there is progress in those talks," said Merkel.
Li thanked Merkel for her stance, saying China also hoped that talks between Beijing and Brussels would be able to avoid a trade stand-off and yield a solution.
Germany was the only stop in an EU member nation on Li's inaugural trip abroad, in a sign that China seeks Berlin's clout to influence the EU's sometimes cumbersome decision-making process.
China is the world's largest producer of solar panels, exporting more than half of its output to Europe, totalling 21 (b) billion euros in 2011.
The global solar panel market is suffering from over-capacity, which has led to stiff competition that has forced several European manufacturers out of business.
Still, Germany's powerful industrial lobby groups oppose the EU anti-dumping measures against China because they fear an escalating trade war that would dent the country's business ties.

In the last decade nearly all American steel companies have either merged with larger steel companies, or filed for bankruptcy.

Riot police clubbed, kicked and detained dozens of people who gathered at a holiday celebration in Russia's Far East on Sunday as hundreds protested across the country over a hike in car import tariffs.
Rising unemployment and a sharp slide in the ruble have driven discontent across Russia and the Kremlin fears the deteriorating economic situation could lead to public unrest.
With domestic car production suffering, the government this month announced higher import tariffs on automobiles, prompting several protests.
The demonstrations have been most vehement in Vladivostok, Russia's largest Pacific port, where nearly all private cars are imported from Japan.
Hundreds rallied in the city on Saturday for the second weekend in a row and demonstrators hoped to rally again on Sunday.
But authorities refused to authorise the demonstration and hundreds of riot police blocked off the city square where it was planned.
Soon after, some 500 people gathered around a traditional Russian New Year's tree on Vladivostok's main square, singing songs and dancing.
It was unclear how many were thwarted demonstrators, and there were no placards or signs of political protest, but riot police demanded that people disperse.
Police - some shipped in from Moscow, some 9,300 kilometres (some 5,750 miles) to the west - began violently hauling men and women into waiting vans as people chanted "Fascists!" and "Shame! Shame!".
An Associated Press reporter watched as several people who resisted were beaten with truncheons, thrown to the ground and kicked. Several parents were detained as their children watched.
An AP reporter saw at least 10 journalists detained by police, who demanded several turn over videotapes and photo memory chips and wrecked a Japanese TV crew's video camera.
Some journalists were beaten and kicked, including an AP photographer, witnesses said.
Regional police officials said they were forbidden from saying how many people were arrested, but protest organisers and witnesses counted more than 100.
National TV channels, which are state-controlled, ignored the demonstrations.

New car import laws mean you might soon be able to import privately your own new car - saving thousands. Predictably enough, the car industry says that’s a bad idea.
The ACCC says proposed new grey import legislation allowing independent imports of new and used cars into Australia will boost competition and give car buyers a better deal, but the car industry wants to maintain profits at current levels. Mazda and Mercedes-Benz have been especially vocal opponents of the proposed laws.
Horst von Sanden, who heads up Mercedes-Benz in Australia, is reported to have told The Australian newspaper, that Mercedes-Benz’s preferred option would be to leave anyone who imported their own Mercedes-Benz out in the cold. He is on the record saying:
“We would not take responsibility for a car that was not in our control if something went wrong. In the end it is the full responsibility of the consumer.’’
Mr von Sanden said he “felt sorry’’ for anyone in this position. And he added the new laws would: “Completely damage our brand reputation.’’
Martin Benders is the boss of Mazda Australia. He wants you to believe the Mazda you buy here in Australia is bespoke to our conditions. He’s reported to have told The Australian:
“People don’t understand that we do make cars for markets. The Australian driving and weather conditions are completely different to those in Europe and Japan.”
It’s pretty hard to see the weather as a compelling case not to enact these new private import laws. My strong sense of it is that the Mazda3 pounding the pavement in Melbourne or Sydney is substantially identical to the Mazda3 doing the rounds in Tokyo or London. And so is the driving it does.
In the Australian’s report, Mr Benders echoed Mr von Sanden’s reluctance to assist anyone who imports a Mazda privately, under the proposed new laws. And that attitude is a worry. In my opinion the ACCC needs to have water-tight powers to compel importers to support their vehicles, regardless of where and how they were purchased. Mazda3s all come out of the same factory. The warranty needs to pertain everywhere on earth.
Both of these guys, and the industry generally, are not justifying current pricing levels. They’re not proclaiming what an excellent value proposition the current importation and retail arrangements are for consumers. Realistically, they can’t. Cars in Australia are dramatically over-priced.
If the factory-to-showroom floor supply chain were as efficient as possible, private imports, parallel imports, whatever, would be more expensive, not cheaper. The fact that this is not the case points to the market not acting freely at all.
And, remember, these cars that customers would import under the new laws would be (for example) Mercedes-Benzes or Mazdas, built by Mercedes-Benz or Mazda, in factories owned by Mercedes-Benz or Mazda. What, exactly, is the problem with offering a worldwide warranty with full customer support? We’re just talking about internal accounting.
It seems to me the car industry is super-keen to capitalize on globalization - just as long as it doesn’t mean you start acting like a global consumer, and taking advantage of a better deal available elsewhere. Certainly, to level the playing field, we need to scrap the absurd luxury car tax, ditch the import tariff (because there’s no more local industry to protect) and streamline compliance costs in our market.
The ACCC’s executive general manager of competition enforcement, Marcus Benzi, says consumers would be the real winners under the new laws, and the benefits include:
“Increased competition, greater consumer choice, and ultimately lower priced vehicles.”
Sounds pretty good, doesn’t it? This revolution has already taken place in other sectors. Like consumer electronics.
How long do you suppose it would take an entrepreneur like Ruslan Kogan to add click-and-ship Mercedes-Benz MLs or Mazda3s, or any other new car, to his already impressive online inventory of parallel imports? Do you think it would motivate wholly owned automotive importers here to sharpen their pencils and give you a better deal? I think it probably would.
The car industry is waging a disinformation war about these new laws. I hope the new laws are a done deal - because ultimately it means much fairer pricing for you: the Australian car buyer. The same deal that other global citizens already enjoy.

Tariffs the Road to the Civil War

The South was 25% of the population and they were paying 80% of the taxes in the US which were being used to subsidize Northern industries. There is no way around that.
The declaration of secession included language from every faction including minority factions like slave owners who had a lot of money. Slavery wasn't originally part of it. They pissed and moaned until they got everything included in it. These people were not the driving force of secession as secession and nullification movements started 30 years before the Civil War when slavery wasn't even on the table. Furthermore slavery WASN'T on the table in the Civil War either. The North via New York and Ohio introduced a constitutional amendment, the Corwin Amendment which forbid the interference in slavery. Congress passed it too. It read : "No amendment shall be made to the Constitution which will authorize or give to Congress the power to abolish or interfere, within any State, with the domestic institutions thereof, including that of persons held to labor or service by the laws of said State." It was not ratified because the South seceded anyway the two largest states did so AFTER Lincoln put a naval blockade on his own country to collect the import and export taxes.
The CSA constitution changed things that we accept today a) it gave term limits b)it gave a line item veto and c) section 8 (I) was changed to
"The Congress shall have power – To lay and collect taxes, duties, imposts, and excises for revenue, necessary to pay the debts, provide for the common defense, and carry on the Government of the Confederate States; but no bounties shall be granted from the Treasury; nor shall any duties or taxes on importations from foreign nations be laid to promote or foster any branch of industry; and all duties, imposts, and excises shall be uniform throughout the Confederate States"
. I will remind you that 5 Northern states also had slaves, actually they all allowed slaves just not as to scale as the south. Other Northern States forbid foreign blacks from even entering the state such as Lincolns home state and the black code laws. And the 13th amendment which freed the slaves was rejected by 3 northern states and only 1 southern state. Let's think they just lost 400,000 people to free the slaves then vote against freeing the slaves? It was never about slavery. It was about as Lincoln said "preserving the union" Lincoln didn't even bring up the issue of slaves until the middle of the war.
Lincoln said "There is a natural disgust in the minds of nearly all white people to the idea of indiscriminate amalgamation of the white and black races ... A separation of the races is the only perfect preventive of amalgamation, but as an immediate separation is impossible, the next best thing is to keep them apart where they are not already together. If white and black people never get together in Kansas, they will never mix blood in Kansas ..."
He also said "I have no purpose to introduce political and social equality between the white and black races. There is physical difference between the two which, in my judgment, will probably forever forbid their living together upon the footing of perfect equality, and inasmuch as it becomes a necessity that there must be a difference, I, as well as Judge Douglas, am in favor of the race to which I belong having the superior position."
And he said "Our republican system was meant for a homogeneous people. As long as blacks continue to live with the whites they constitute a threat to the national life. Family life may also collapse and the increase of mixed breed bastards may some day challenge the supremacy of the white man."
And pay attention to this Lincoln said " I HAVE NO PURPOSE DIRECTLY OR INDIRECTLY TO INTERFERE WITH THE INSTITUTION OF SLAVERY IN THE STATES WHERE IT EXIST. I believe I have no lawful right to do so, and I have no inclination to do so."
And "My paramount object in this struggle is to save the Union, and is not either to save or destroy Slavery. If I could save the Union without freeing any slave, I would do it, and if I could save it by freeing all the slaves, I would do it, and if I could save it by freeing some and leaving others alone, I would also do that." -Abe Lincoln your white separatist hero.

In the early 20th century the United States became a major oil supplier to the world. World War II prompted a Synthetic Liquid Fuels Program but it did not go beyond research. In mid-century the country shifted from being a major exporter to a net importer. An import quota imposed in 1959 limited imports to a fraction of domestic production until 1973.[10]
America's dependence on foreign oil rose from 26 percent to 47 percent between 1985 to 1989.[11] After the 1973 oil crisis, the United States Department of Energy and Synthetic Fuels Corporation were created to address the problem of fuel import dependency. According to the Washington & Jefferson College Energy Index, by 2012, American energy independence had decreased by 22% since the tenure of President Harry Truman.[12]
America's imports of foreign oil fell to 36 percent in 2013, down from a high of 60 percent in 2006.[13]
Many proponents of energy independence look to the United States' untapped domestic oil reserves, either known or potential. Those who favor increasing domestic oil production often suggest removing many of the limitations on oil exploration in the Gulf of Mexico, the Arctic National Wildlife Refuge (see Arctic Refuge drilling controversy) and the Outer Continental Shelf. Foreign dependence is not the only factor in North American energy politics, however; environmental concerns around land and water pollution as well as greenhouse gases related to are also a matter of controversy.
Some proponents of U.S. energy independence promote wider use of alternatives such as ethanol fuel, methanol, biodiesel, plug-in hybrids and other alternative propulsion. A 2013 report published by the Fuel Freedom Foundation said that without a shift to domestic feedstocks for fuel, such as natural gas and biomass, the U.S. would not be able to achieve energy independence.[14] As of 2014, the United States imposes an import tariff of 54 cents a gallon on ethanol fuel (there is no such import tariff on oil). Ethanol fuel in Brazil is produced from sugarcane, which yields much more fuel per acre than the corn used for ethanol production in the United States.
In Canada and Mexico there is also the concern not to have energy policy dictated by the United States, as well as tension over American ownership of energy companies.
In 1937 Mexico passed a constitutional amendment to nationalize its oil industry, which led to the creation of Pemex, the national oil company. There have been several proposals to privatize Pemex since, but they have never come to fruition as many Mexicans fear foreign control of this strategic industry.
The 1957 Canadian election was fought partially in response to the 1956 Pipeline Debate which concerned whether or not the government should allow a U.S.-owned company to build a trans-Canadian gas pipeline and whether the route should be entirely within Canada or partly through the United States. The right-leaning Progressive Conservatives and leftist Co-operative Commonwealth Federation opposition parties opposed American involvement in the pipeline while the Liberal government supported it. The Liberals were defeated in the 1957 election.
In 1973 Canada created its own state energy company Petro-Canada. It began operations in 1976, though it bought assets from private companies rather than seizing them as in many other countries. In 1980 the National Energy Program was launched to create oil self-sufficiency within Canada. It attempted to use tax incentives to discourage oil exports (mostly from Western Canada, primarily the province of Alberta) to the US, and redirect these towards to the oil importing provinces of Eastern Canada. The Foreign Investment Review Agency was also created to screen foreign (mostly U.S.) takeovers of Canadian companies. These policies were bitterly opposed by the provincial government of Alberta, and were repealed and reserved during the Conservative government of 1984-1993 which sought closer economic ties with the U.S., including the Canada-US Free Trade Agreement of 1988.

Free trade is a policy in international markets in which governments do not restrict imports or exports. Free trade is exemplified by the European Union / European Economic Area and the North American Free Trade Agreement, which have established open markets. Most nations are today members of the World Trade Organization (WTO) multilateral trade agreements. However, most governments still impose some protectionist policies that are intended to support local employment, such as applying tariffs to imports or subsidies to exports. Governments may also restrict free trade to limit exports of natural resources. Other barriers that may hinder trade include import quotas, taxes, and non-tariff barriers, such as regulatory legislation.

This Episode focuses on women as the form majority of informal cross border traders and yet ignored in trade policy development. A study on women in informal cross border trade revealed that only 49% of 378 women interviewed at 5 border posts possessed some post primary level education and they generally have low awareness of about about the customs union and what benefits accrue to women traders. Featuring female cross border traders from around the region, the episode will investigate the challenges they face and how policies can be put in pace to overcome them. Also featured are customs officials at border crossings, border police and East African Community officials.
