STORYLINE:
China's Vice President Xi Jinping met with Japan's Prime Minister Yukio Hatoyama in Tokyo on Monday on the first day of a two day visit to discuss bilateral relations but marked by controversy over a planned meeting with Emperor Akihito.
Xi is expected to meet the Japanese emperor on Tuesday, after the Japanese government pushed the Imperial Household Agency to grant China's request for a meeting with the 75-year-old ailing monarch, according to the Kyodo news agency.
China made the request two days ago and was initially turned down because the rule of protocol demands prospective foreign visitors submit a written request for a meeting at least one month in advance, Kyodo said.
"I sincerely wish to express my gratitude to Prime Minister Hatoyama and the government of Japan for the thorough preparation for my visit," Xi said to Hatoyama.
Xi is scheduled to hold a series of meetings with lawmakers from Japan's ruling and opposition parties on Tuesday afternoon as well as Foreign Minister Katsuya Okada on Wednesday, Kyodo said.
Xi had been expected to meet with Ichiro Ozawa, secretary general of the main ruling Democratic Party of Japan on Tuesday afternoon but their meeting was cancelled, the DPJ announced on Monday according to Kyodo.
Kyodo said Ozawa's office had not issued any statement on the reasons for the cancellation.
However, speculation has mounted that Ozawa pressured the government to arrange Xi's meeting with the emperor prompting a flurry of criticism from both ruling and opposition lawmakers who said the emperor should not be involved in political or diplomatic relations, Kyodo said.
Japan's Constitution stipulates that the emperor serves as a symbol of the state and has no powers related to the government.
Xi, who is seen as the front-runner to succeed President Hu Jintao, is beginning an eight-day Asia tour that will also take him to South Korea, Cambodia and Myanmar, Kyodo reported.
Hatoyama has pushed for better ties between Asia's two biggest economies since taking office three months ago.

Japanese Prime Minister Yukio Hatoyama met visiting Palestinian President Mahmoud Abbas on Monday in Tokyo, to discuss the stalled Middle East peace process.
According to Kyodo News Agency, Hatoyama expressed Japan''s support for the Palestinian leader''s efforts to seek peace with Israel through negotiations.
The peace process has been stalled for more than a year since Israel launched a large-scale offensive on the Gaza Strip at the end of 2008.
Abbas has said he would not return to the negotiating table unless Israel halts settlement building.
The Israeli government has so far frozen construction only in the West Bank, and for a limited period of ten months, and negotiations have not yet been renewed.
Abbas arrived in Japan on Sunday, and visited Hiroshima, where the US dropped one of two atomic bombs at the end of World War II.
He last visited Japan in May 2005.
Abbas will spend four days in Japan, during which he was also scheduled on Tuesday to meet Foreign Minister Katsuya Okada and the heads of both houses of parliament, according to Kyodo, before heading to South Korea on Wednesday on the next leg of his Asian tour.
Kyodo said Japan had provided more than 1 (b) billion US dollars in aid to the Palestinians since 1993.

Ever since I’d heard about Yukio Hatoyama’s 1988 single “Take HEART – Fly, Dove of Peace.
“I never imagined that there would be a day when this tune would come into the spotlight,” said Teruaki Asanuma, a 65-year-old dentist in the Hokkaido city of Muroran who wrote the song at Hatoyama’s request.
Hatoyama had wanted Asanuma to write a tune featuring a Japanese-dance rhythm, but Asanuma said he recommended a more pop-oriented record reflective of the “urban atmosphere” Hatoyama had created. Only a short recording session was required, Asanuma recalled, adding that he thought Hatoyama was “quite accustomed to singing.”
The title of the song plays on the similarity in sound between “hato” (dove), the first part of Hatoyama’s surname, and “heart,” according to Asanuma. “Now I hope he will help to guide everyone to happiness as suggested in the lyrics of the song,” he said.
Năm 1988, ông Hatoyama thu âm bài hát “Bay lên hỡi, cánh chim hòa bình” (Take Heart - Fly, Dove of Peace) sau khi được bầu làm Hạ nghị sĩ thuộc đảng Dân chủ Tự do (LDP) nhiệm kỳ đầu tiên. Ông Hatoyama tặng 100 bản sao của đĩa đơn này cho các thành viên của nhóm những người ủng hộ mình.
Ông Teruaki Asanuma, bác sĩ nha khoa 65 tuổi và cũng là tác giả của bài hát “Bay lên hỡi, cánh chim hòa bình” xúc động nói: “Tôi không bao giờ hình dung được rằng có ngày giai điệu này lại được chú ý đến thế. Bây giờ, tôi hy vọng ông ấy sẽ giúp dẫn dắt mọi người tới hạnh phúc như trong lời bài hát”.
Theo Asanuma, ban đầu ông Hatoyama muốn viết bài hát theo giai điệu nhạc dance nhưng ông Asanuma đã đề nghị ghi âm theo hướng nhạc pop nhiều hơn để phản ánh “bầu không khí đô thị” của Nhật Bản.
Yukio Hatoyama(1947), là người xuất thân từ dòng tộc được so sánh với dòng họ Kennedy tại Mỹ. Ông tốt nghiệp ĐH Tokyo năm 1969 và nhận bằng tiến sĩ về khoa học tại ĐH Stanford, Mỹ, năm 1976. Ông được bầu vào Hạ viện lần đầu năm 1986, với tư cách là thành viên của LDP, sau khi làm trợ lý giáo sư tại Khoa Quản trị kinh doanh ĐH Senshu, ông Hatoyama tuyên thệ nhậm chức Thủ tướng Nhật ngày 16/9/2009 - tháng 2/2010.

Asian stock markets tumbled on Wednesday after renewed worries about Greece''s debt problems led to sharp declines in Europe and the US.
The declines came as Japanese and European Union leaders held talks in Tokyo on Wednesday, with agenda items likely to include nuclear disarmament, climate change and possibly Greece.
Japanese Prime Minister Yukio Hatoyama, European Union President Herman Van Rompuy and European Commission President Jose Manuel Barroso were amongst those who took part in the summit talks.
It was first Japan-EU summit since Japan saw a new government take power last September and since the EU''s Lisbon reform Treaty went into force last December.
Barosso said the summit was an opportunity "to give new impetus to our cooperation".
Japan''s Nikkei 225 stock average leading the region-wide retreat with a 2.6 percent fall to 10,924.79.
At one point in early trading, it dropped as low as 10,882.40 before recovering slightly.
Hong Kong''s Hang Seng dropped 1.5 percent to 20,949.40 and South Korea''s Kospi was off 0.9 percent to 1,733.91.
Overnight on Wall Street, the Dow Jones industrial average fell 1.9 percent to 10,991.99 in its worst loss in almost three months.
Concerns about Europe intensified when ratings agency Standard & Poor''s downgraded Greece''s debt to junk status and hit Portugal with a two-notch rating cut.
Investors have been on edge for months about Greece''s fiscal crisis even as they''ve sent stocks higher on signs of an improving US economy.
Van Rompuy said negotiations on the financial aid package were "on track."

"I confirm that I intend to convene a meeting of the Eurogroup at the level of heads of state and of government by around the 10th of May. On the basis of the reports to be finalised in the coming days, heads of state and of government will decide to activate the financing of the joint programme under negotiation now between the European Commission, the European Central Bank, and the International Monetary Fund, and of course the Greek government. The negotiations are going on, they are well on track, and there is no question about restructuring of the debt. Thank you."

Asian stock markets tumbled on Wednesday after renewed worries about Greece''s debt problems led to sharp declines in Europe and the US.
The declines came as Japanese and European Union leaders held talks in Tokyo on Wednesday, with agenda items likely to include nuclear disarmament, climate change and possibly Greece.

STORYLINE
World leaders gathered in Singapore on Saturday for 20th anniversary of APEC, the Asia-Pacific Economic Cooperation forum, where the global financial crisis is expected to be high on the agenda.
Addressing a CEO summit on Saturday, Japanese Prime Minister Yukio Hatoyama urged APEC leaders to create a "regional economic cooperation and advocate that on the world stage at G-20 and lead the world."
"I think that is the call that APEC needs to answer," he said.
Hatoyama referred to multilateral frameworks for cooperation, including his proposal for the creation of an "East Asian community," News agency Kyodo reported.
Meanwhile, Washington on Saturday signalled it will resist protectionism as it copes with the economic downturn, announcing that the US will join a free-trade area with other Pacific Rim nations.
US President Barack Obama, speaking in Tokyo ahead of departing for the meetings in Singapore, announced that the US would participate in the Trans-Pacific Partnership, joining Chile, New Zealand, Singapore and Brunei.
