The "Judiciary" (also known as the judicial system) is the system of courts that interprets and applies the law in the name of the state. The judiciary also provides a mechanism for the resolution of disputes. Under the doctrine of the separation of powers, the judiciary generally does not make law (that is, in a plenary fashion, which is the responsibility of the legislature) or enforce law (which is the responsibility of the executive), but rather interprets law and applies it to the facts of each case. This branch of the state is often tasked with ensuring equal justice under law. It usually consists of a court of final appeal (called the "Supreme court" or "Constitutional court"), together with lower courts.
In many jurisdictions the judicial branch has the power to change laws through the process of judicial review. Courts with judicial review power may annul the laws and rules of the state when it finds them incompatible with a higher norm, such as primary legislation, the provisions of the constitution or international law. Judges constitute a critical force for interpretation and implementation of a constitution, thus de facto in common law countries creating the body of constitutional law.

The chief registrar, Anne Amadi, said the Judiciary was likely to lose more than 2.5 billion shillings in assets. The chief justice had since appointed an eight member committee that will inquire into the status and recovery of Judiciary land and assets.

New Delhi: Prime Minister Narendra Modi on Sunday inaugurated the joint conference of the Chief Ministers and the Chief Justices of High Courts.
The Chief Ministers of all the states and Chief Justices of all the High Courts were invited to the conference.
Union Law and Justice Minister DV Sadananda Gowda gave the welcome speech. The Chief Justice of India, HL Dattu, also addressed the conference and later presided over the working sessions.

STORYLINE:
The Bush administration announced on Tuesday that all detainees at Guantanamo Bay and in US military custody everywhere are entitled to the protections detailed under the Geneva Conventions.
The major policy change came after Washington was called to account by the US Congress after the US Supreme Court blocked military tribunals set up by President Bush.
White House spokesman Tony Snow said during an off-camera meeting that the policy, outlined in a new Defence Department memo, reflects the recent 5-3 Supreme Court decision blocking the tribunals.
That decision struck down the tribunals because they did not obey international law and had not been authorised by Congress.
The policy appears to change the administration's earlier insistence that the detainees are not prisoners of war and thus not subject to the Geneva protections.
The memo instructs recipients to ensure that all Defence Department policies, practices and directives comply with Article 3 of the Geneva Conventions governing the humane treatment of prisoners.
Word of the Bush administration's new stance came as the Senate Judiciary Committee opened hearings on Tuesday on the politically charged issue of how detainees should be tried.
Senator Patrick Leahy of Vermont, the committee's top Democrat, said "kangaroo court procedures" must be changed and any military commissions "should not be set up as a sham."
"They should be consistent with a high standard of American justice, worth protecting," he said.
The Senate is expected to take up legislation addressing the legal rights of suspected "terrorists" after the August recess - timing that would push the issue squarely into the election season.

"I respect and accept the Supreme Court verdict. I only raised the question that why the killers of Rajiv Gandhi and Beant Singh have not yet been hanged," he told reporters.

The initiative, announced after Sistani pushed Abadi to "strike with an iron fist" against corruption, eliminates entire layers of government, scraps sectarian and party quotas for state positions, reopens corruption investigations and gives the premier the power to fire regional and provincial bosses.
Sistani, whose comments were made public through his spokesman during a Friday sermon, called judicial reform one of the most important aspects of the process.
"The main requirement of the reform process is to amend the judiciary system. It is not possible to achieve true reform without it. Even if corruption has spread to the judiciary, there is no small number of honest judges whose hands have not been tainted and will not hesitate to achieve justice," his spokesman, Sheikh Abdul Mahdi al-Karbalai, said in the sermon in Karbala.
Part of Abadi's campaign calls for a committee of judges known for their integrity to investigate and prosecute corrupt officials who he has accused of plotting sabotage to preserve their privileges.
The governing system set up under the U.S. occupation included numerous overlapping senior posts, many set aside to be divvied up on ethnic and sectarian grounds among Iraq's majority Shi'ites and minority Sunni Muslims and Sunni Muslims.
That was intended to reduce strife by keeping the government inclusive. But Abadi, a Shi'ite, complained it encouraged ethno-sectarian party patronage, spawning corruption and incompetence so pervasive it made Iraq nearly impossible to govern.
Critics have accused Abadi of trying to consolidate too much power in his own hands, which he denies.
Sistani also called for reforming the security services following a massive bombing in a Shi'ite district of Baghdad on Thursday (August 13) claimed by Islamic State, and for reducing inequality in the salaries of public employees.
"It is unacceptable that some major officials make tens of millions in salary every month, while many employees do not make more than three hundred thousand dinars (US261.32 dollars). After a week of fighting with other Republicans, Sen. Ted Cruz took on a more traditional GOP target Wednesday: the IRS.
At a Senate hearing, the Republican presidential candidate told the head of the IRS that his agency has become "the embodiment of what's wrong with government and what's wrong with Washington."
"We have seen the creation of an entity that I believe is no longer serving the interests of the American people," said Cruz, a Texas Republican who has called for the IRS to be abolished.
"We should not have a federal government agency that becomes an intimidator, going after citizens, going after citizen groups, violating their First Amendment rights," Cruz said.
Cruz was referring to a scandal that erupted in 2013 in which the IRS acknowledged that agents had improperly singled out tea party and other conservative groups for extra scrutiny when they applied for tax-exempt status during the 2010 and 2012 elections.
The mistreatment of conservative groups was detailed in a 2013 report by the agency's inspector general.
Sen. Chris Coons, D-Del., said Cruz's accusations don't exactly match the evidence.
"Many of the allegations just made at the opening of this hearing strike me as a rehashing of complex conspiracy theories already thoroughly investigated and dismissed by the inspector general himself," Coons said.
Last week, Cruz raised the ire of fellow Republicans when he accused Senate Majority Leader Mitch McConnell of lying during a speech on the Senate floor. Cruz said McConnell, R-Ky., misled fellow senators when he said there was no deal to allow for a vote on extending the Export-Import Bank, a small federal agency that helps U.S. companies sell their products overseas.
Several Republican senators said Cruz violated the decorum of the Senate floor, but Cruz stood by his comments. On Wednesday, Cruz was on much safer political ground when he took on the IRS.

Uganda has gone a long way in extending the rule of law through developing infrastructures and institutional capacity of key arms of government.
However the system is still marred with inequality in access to justice and slow court processes.
The president while addressing the third national legal aid conference noted that though court has played a key role in bringing corrupt officials to book, the slow court processes delay justice.
To improve the judicial system the president wants systems automated and also promised to staff the Judiciary.
The Netherlands ambassador HE Alphons Hennekens identified the fight against corruption in the judicial system as key in ensuring equitable access to justice.
The remarks were made during the national legal aid conference aimed at pushing a legal framework focused on offering legal services to the vulnerable who can’t afford lawyers.
To pass the bill however there is need for adequate funding for its implementation. In response the chief justice Bart Katureeba highlighted alternatives avenues to address the financial gaps.

The Judiciary forms new committee to recover all it's stolen assets in private hands
A new committee of the Judiciary will be charged with the investigation and recovery of all property belonging to the judiciary, that may be held by private individuals.
The chief registrar, Anne Amadi, said the Judiciary was likely to lose more than 2.5 billion shillings in assets. The chief justice had since appointed an eight member committee that will inquire into the status and recovery of Judiciary land and assets.
Ken Mijungu looked through their broad mandate and reported that this will not be an easy task.

Sheriff David Clarke Testifies Before House Judiciary on Police Conduct
Speaking in the wake of the Baltimore protests, Milwaukee County Sheriff David Clarke testified before a House panel Tuesday, warning law enforcement officers are at a “tipping point” that could spell dangerous consequences for the communities they serve.
Clarke explained that he spent last week in the D.C. area for National Police Week. There he spoke with law enforcement officers from across the country and said he heard a similar message from each.
“We’re at a tipping point and it is something that I expressed not too long after what happened in Ferguson, Missouri, about the psyche of the police officer who watches these things go on, just like anybody else does, and the constant bashing and maligning of the profession is starting to take its toll,” Clarke said at a House Judiciary Committee hearing examining police strategies.

STORYLINE:
The Bush administration announced on Tuesday that all detainees at Guantanamo Bay and in US military custody everywhere are entitled to the protections detailed under the Geneva Conventions.
The major policy change came after Washington was called to account by the US Congress after the US Supreme Court blocked military tribunals set up by President Bush.
White House spokesman Tony Snow said during an off-camera meeting that the policy, outlined in a new Defence Department memo, reflects the recent 5-3 Supreme Court decision blocking the tribunals.
That decision struck down the tribunals because they did not obey international law and had not been authorised by Congress.
The policy appears to change the administration's earlier insistence that the detainees are not prisoners of war and thus not subject to the Geneva protections.
The memo instructs recipients to ensure that all Defence Department policies, practices and directives comply with Article 3 of the Geneva Conventions governing the humane treatment of prisoners.
Word of the Bush administration's new stance came as the Senate Judiciary Committee opened hearings on Tuesday on the politically charged issue of how detainees should be tried.
Senator Patrick Leahy of Vermont, the committee's top Democrat, said "kangaroo court procedures" must be changed and any military commissions "should not be set up as a sham."
"They should be consistent with a high standard of American justice, worth protecting," he said.
The Senate is expected to take up legislation addressing the legal rights of suspected "terrorists" after the August recess - timing that would push the issue squarely into the election season.

5. SHI'ITE FAITHFUL ATTENDING FRIDAY PRAYER
STORY: Iraq's top Shi'ite Muslim cleric Grand Ayatollah Ali al-Sistani called on parliament and Prime Minister Haider al-Abadi on Friday (August 14) to focus their anti-corruption campaign first on improving the judiciary.
Parliament unanimously approved a sweeping reform plan this week proposed by Abadi in the biggest shake-up in the country's governing system since the 2003-2011 U.S. military occupation.
Abadi has sought to transform a system which critics said has encouraged graft and incompetence, depriving Iraqis of basic services while undermining government forces in the battle against Islamic State insurgents.
The initiative, announced after Sistani pushed Abadi to "strike with an iron fist" against corruption, eliminates entire layers of government, scraps sectarian and party quotas for state positions, reopens corruption investigations and gives the premier the power to fire regional and provincial bosses.
Sistani, whose comments were made public through his spokesman during a Friday sermon, called judicial reform one of the most important aspects of the process.
"The main requirement of the reform process is to amend the judiciary system. It is not possible to achieve true reform without it. Even if corruption has spread to the judiciary, there is no small number of honest judges whose hands have not been tainted and will not hesitate to achieve justice," his spokesman, Sheikh Abdul Mahdi al-Karbalai, said in the sermon in Karbala.
Part of Abadi's campaign calls for a committee of judges known for their integrity to investigate and prosecute corrupt officials who he has accused of plotting sabotage to preserve their privileges.
The governing system set up under the U.S. occupation included numerous overlapping senior posts, many set aside to be divvied up on ethnic and sectarian grounds among Iraq's majority Shi'ites and minority Sunni Muslims and Sunni Muslims.
That was intended to reduce strife by keeping the government inclusive. But Abadi, a Shi'ite, complained it encouraged ethno-sectarian party patronage, spawning corruption and incompetence so pervasive it made Iraq nearly impossible to govern.
Critics have accused Abadi of trying to consolidate too much power in his own hands, which he denies.
Sistani also called for reforming the security services following a massive bombing in a Shi'ite district of Baghdad on Thursday (August 13) claimed by Islamic State, and for reducing inequality in the salaries of public employees.

Iraq's top Shi'ite cleric calls for reforms to start with judiciary
BAGHDAD (Reuters) - Iraq's top Shi'ite Muslim cleric Grand Ayatollah Ali al-Sistani called on parliament and Prime Minister Haider al-Abadi on Friday to focus their anti-corruption campaign first on improving the judiciary.
Parliament unanimously approved a sweeping reform plan this week proposed by Abadi in the biggest shake-up in the country's governing system since the 2003-2011 U.S. military occupation.
Abadi has sought to transform a system which critics say has encouraged graft and incompetence, depriving Iraqis of basic services while undermining government forces in the battle against Islamic State insurgents.
The initiative, announced after Sistani pushed Abadi to "strike with an iron fist" against corruption, eliminates entire layers of government, scraps sectarian and party quotas for state positions, reopens corruption investigations and gives the premier the power to fire regional and provincial bosses.

After a week of fighting with other Republicans, Sen. Ted Cruz took on a more traditional GOP target Wednesday: the IRS.
At a Senate hearing, the Republican presidential candidate told the head of the IRS that his agency has become "the embodiment of what's wrong with government and what's wrong with Washington."
"We have seen the creation of an entity that I believe is no longer serving the interests of the American people," said Cruz, a Texas Republican who has called for the IRS to be abolished.
"We should not have a federal government agency that becomes an intimidator, going after citizens, going after citizen groups, violating their First Amendment rights," Cruz said.
Cruz was referring to a scandal that erupted in 2013 in which the IRS acknowledged that agents had improperly singled out tea party and other conservative groups for extra scrutiny when they applied for tax-exempt status during the 2010 and 2012 elections.
The mistreatment of conservative groups was detailed in a 2013 report by the agency's inspector general.
Sen. Chris Coons, D-Del., said Cruz's accusations don't exactly match the evidence.
"Many of the allegations just made at the opening of this hearing strike me as a rehashing of complex conspiracy theories already thoroughly investigated and dismissed by the inspector general himself," Coons said.
Last week, Cruz raised the ire of fellow Republicans when he accused Senate Majority Leader Mitch McConnell of lying during a speech on the Senate floor. Cruz said McConnell, R-Ky., misled fellow senators when he said there was no deal to allow for a vote on extending the Export-Import Bank, a small federal agency that helps U.S. companies sell their products overseas.
Several Republican senators said Cruz violated the decorum of the Senate floor, but Cruz stood by his comments. On Wednesday, Cruz was on much safer political ground when he took on the IRS.
