The Charter of the United Nations is the foundational treaty of the international organization called the United Nations. It was signed at the San Francisco War Memorial and Performing Arts Center in San Francisco, United States, on 26 June 1945, by 50 of the 51 original member countries. (Poland, the other original member, which was not represented at the conference, signed it two months later.) It entered into force on 24 October 1945, after being ratified by the five permanent members of the Security Council—the Republic of China under Chapter II of the United Nations Charter (and currently by the People's Republic of China), France, the Union of Soviet Socialist Republics (later replaced by the Russian Federation), the United Kingdom, and the United States—and a majority of the other signatories.
As a charter, it is a constituent treaty, and all members are bound by its articles. Furthermore, Article 103 of the Charter states that obligations to the United Nations prevail over all other treaty obligations. Most countries in the world have now ratified the Charter.

Islamabad has said that the non-UN-sanctioned US assassination drone strikes against the country are in "violation of Pakistan's sovereignty."
The United States claims that its airstrikes target militants who cross the border into and out of Afghanistan, but local sources say most of the victims of the attacks have been civilians.
Pakistanis have held many demonstrations to condemn the United States violations of the country's sovereignty.
On January 31, President Barack Obama confirmed that the US uses drones in Pakistan and other countries.
In reply to questions about the use of the assassination drones by his administration in a chat with web users on Google+ and YouTube, the US president said "a lot of these strikes have been in the FATA."
Press TV has conducted an interview with former assistant to the UN secretary-general, Dennis Halliday to further discuss the issue.
The program also offers the opinions of two other guests: Antiwar activist Tighe Barry and retired senior Pakistani Air Force Officer, Sultan M. Hali.
What follows is an approximate transcription of the interview.
Speaking of these illegal attacks Dennis Halliday not only are they illegal but let's look at the aspect of it being collective punishment. Isn't collective punishment illegal according to international law and if that is the case why is there silence from much of the international community?
Halliday: Firstly collective punishment is often associated with the application of sanctions-- sanctions that punish an entire nation state and its people although the punishment may be intended for the sovereign or the dictator or the government in power.
In the case of Pakistan this is a total violation of the sovereignty of Pakistan by the United States which in itself is an extraordinary and continued development. Secondly I've just heard that it's been condemned by the United Nations and I'm very happy to hear that.
Thirdly it's a violation of the [UN] charter and the provision of the charter which prohibit nation states attacking each other in this sort of violence and fourthly it's a violation of the Geneva conventions and protocols which very specifically preclude the killing of civilians.
And I believe we have to assume that the Americans know perfectly well that precision instruments are not predator drones that kill civilians in large numbers whether it's 70 percent or 10 percent, it's grossly unacceptable and I would hope that Washington and the United States would cease the use of drones in Pakistan, Afghanistan, Yemen and everywhere else in addition.
Mr. Halliday under the US administration of Obama, the world has witnessed the expansion of drone strikes now this is actually after the so called warmongering presidency of George W. Bush and now we have the Nobel peace laureate [US President Barack Obama] that has actually expanded these drone strikes to so many places. Why has that happened, especially under this administration?
Halliday: It's an extraordinary situation where the Nobel peace prize winner as you pointed out is now a warmonger and is expanding US aggression into Yemen and Pakistan and elsewhere. To see the sovereignty of Pakistan violations I guess just about every day is just an average.
I would hope that Pakistan would do more about it; would block all access to Afghanistan by NATO forces and the US, but you have not an adviser to Pakistan; they have their own reasons and maybe the Pakistan military is no more careful about human life and civilian life than all the American forces.
But for Mr. Obama to continue this road and to make decisions personally apparently in terms of drone strikes and the use of predator drones designed to kill supposedly their opponents, terrorists whoever they are but inevitably kill civilians is an extraordinary situation and to see the White House intimately involved in this process of assassination and murder to me is deeply offensive and total violation of international law, the UN charter and as I said before the Geneva conventions which protect civilians from acts of warfare.
If there is no pressure by the United Nations on the United States, you just said you've heard that they have condemned the usage but will that condemnation actually turn into any type of pressure to force the hand of the United States?

Nepal's prime minister has canceled plans to attend a meeting of the United Nations General Assembly, his spokesman said on Wednesday, in order to hold talks to end weeks of protests against a new constitution
The Himalayan nation adopted the charter on Sunday, in a bid to usher in stability after years of civil war, but its demarcation of provinces has upset people in Nepal's south, who fear the new federal structure will marginalize them.
Koirala will not visit New York this week for the U.N. meeting, because of the disturbances, his press officer, Prakash Adhikari, said, but Deputy Prime Minister Prakash Man Singh would go instead.
"The prime minister will hold dialogue with the agitating parties in the Terai in the coming days," Adhikari said, referring to the plains in Nepal's south.
Before that, Koirala planned to consult with the leaders of the country's three major political parties, he added.
Besides the deaths since August in clashes between anti-constitution protesters and security forces, police shot at least three protesters on Monday.
The Madhesi community in Nepal's lowlands, many of whom trace their origins to India, are battling upper-caste elites from the hills who control the country's main political parties.
"Our party put across its bottom line, that the borders of the provinces must be revised before we will halt our agitation," said a spokesman of the group leading the campaign, the Madhesi Janadhikar Forum Nepal.
He was speaking after a meeting with the main political parties that pushed through the charter.
India has been drawn into the political crisis in its neighbor, which acts as a buffer with giant rival China. It has criticized Nepal's political leadership for rushing through the constitution despite the protests.
On Wednesday, India's ambassador to Nepal, Ranjit Rae, met Koirala in the capital, Kathmandu, after the envoy returned from consultations in New Delhi.
Koirala's office declined to comment on the meeting. But the Indian Express newspaper, quoting unnamed sources, said New Delhi was urging Nepal to change the constitution to address the grievances of those in the plains.
Nepal's small parties say the plan to divide parts of the plains and amalgamate them with the hilly regions would perpetuate discrimination against the Madhesi community.

Cooperative relations between Laos and the United Nations (UN) have made rapid strides and reached new heights, with Laos aligning with nations around the world towards the goal of sustainable development. \
UN and government officials expressed this view last week when reviewing the 70 years since the United Nations was created, and the 60 years that Laos has been a member of the global intergovernmental organisation.
The Ministry of Foreign Affairs joined the UN office in Laos in marking the anniversary on Friday with the symbolic act of floodlighting the Patuxay monument in blue.
Speaking at the ceremony, Deputy Minister of Foreign Affairs Mr Saleumxay Kommasith said the cooperative relations between Laos and the UN have strongly expanded and gained a new momentum.
He reminded the audience of the visits by the UN Secretary General and other leaders of UN agencies to Laos, and the attendance of Laos' highest leaders at meetings of the UN General Assembly and UN summits.
He mentioned the funding and technical support provided by the UN to Laos for the implementation of socio-economic development plans and the UN Millennium Development Goals.
“This assistance has been continuously delivered through the UN's 16 network organisations in Laos and their regional offices with the aim of enabling Laos to graduate from Least Developed Country status by 2020,” Mr Saleumxay said.
Also speaking at the ceremony, UN Resident Coordinator Ms Kaarina Immonen said the Lao delegation together with other 192 member states of the UN had taken a major step last month by adopting the Sustainable Development Goals as the new global development agenda at the UN Headquarters in New York.
UN Day is annually celebrated on October 24 to commemorate the signing of the UN Charter and thus the inception date of the United Nations is bathed in blue light.
Ms Immonen said “Blue is the colour of the United Nations, and represents stability and trust. These are the characteristics we value in our cooperation with the Lao PDR.”
“A blue Patuxay symbolises our partnership but, more importantly, it is a reminder of the commitment to sustainable development by the government and development partners,” she added.
In his televised addresses to the public on the occasion of UN Day, Deputy Prime Minister and Minister of Foreign Affairs Mr Thongloun Sisoulith highlighted the milestones in cooperation between Laos and the UN.
“The presence of the United Nations in Laos has helped us bring about a range of achievements,” he said.
Among these highlights is the current primary school enrolment figure of 98.5 percent, with public expenditure on education having risen significantly. Another standout is the decline in the number of people whose income is less than one dollar a day, with estimates showing that the poverty rate has declined by 23 percent since 2013.

It is at its headquarters in New York that the UN, made up of 193 member countries, works to solve disputes and to preserve peace, security and international justice – in accordance with the founding charter of the United Nations.
Drafted in San Francisco in 1945, the charter was adopted unanimously on June the 25th that year, following a vote chaired by Lord Halifax.
“It is now my duty, my honour and my privilege in the chair to call for a vote and the approval of the Charter of the United Nations,” said Lord Halifax at the time.
The charter was signed the next day, but could not come into force until a formal ratification process was completed. It was on 24 October that the UN became a reality.
The formation of the main UN bodies then followed. They include:
UN General Assembly: the policy-making and representative body of the UN.
UN Security Council: it has responsibility for maintaining peace and international security.

Its objectives include maintaining international peace and security, promoting human rights, fostering social and economic development, protecting the environment, and providing humanitarian aid in cases of famine, natural disaster, and armed conflict.
During the Second World War, US President Franklin D. Roosevelt initiated talks on a successor agency to the League of Nations, and the United Nations Charter was drafted at a conference in April–June 1945; this charter took effect 24 October 1945, and the UN began operation. The UN's mission to preserve world peace was complicated in its early decades by the Cold War between the US and Soviet Union and their respective allies. The organization participated in major actions in Korea and the Congo, as well as approving the creation of the state of Israel in 1947. The organization's membership grew significantly following widespread decolonization in the 1960s, and by the 1970s its budget for economic and social development programmes far outstripped its spending on peacekeeping. After the end of the Cold War, the UN took on major military and peacekeeping missions across the world with varying degrees of success.

On the 70th birthday of the world body, a new piece of artwork, "Rebirth", was unveiled.
It's made up of 193 stones representing the UN's 193 Member States.

A series of activities have been held to celebrate the 70th anniversary of the foundation of the United Nations (UN), starting from Friday.
The activities included a concert, which was co-performed by South Korean KBS Traditional Music Orchestra, Chinese pianist Lang Lang, South Korean folk song singer and the Harlem Gospel Choir on Friday evening at the UN headquarters.
Five children expressed their wishes to the world in six different languages.
"My wish is for all the girls and boys in the world to have plenty of delicious nutritious food every day," said one child.
"My wish is for all the girls and boys in the world to go to school happily, make a lot of friends and learn a lot," said another.
UN General Assembly President Mogens Lykketoft spoke highly of UN role at the concert.
"That the UN still exists is an incredible achievements of itself. That it has made great strides in advancing global peace, justice, human rights and social progress is something we should be proud of," said Mogens Lykketoft.
UN Secretary-General Ban Ki-moon also spoke at the concert. He praised UN’s role in improving people’s livelihood and recalled that when he was a child, the UN’s blue flag brought help and hope to people suffering from the Korean War.
The UN headquarters was lit up in UN blue on Friday evening.
Over 200 landmark buildings in over 55 countries, including the Empire State Building in New York, the Sydney Opera in Sydney and the Great Pyramid of Giza in Egypt, will light up in UN blue on Saturday.
Earlier Friday UN General Assembly held an informal meeting that marked the 70th anniversary of the UN Charter and adopted a declaration on the UN’s 70th anniversary.

A series of activities have been held to celebrate the 70th anniversary of the foundation of the United Nations (UN), starting from Friday.
The activities included a concert, which was co-performed by South Korean KBS Traditional Music Orchestra, Chinese pianist Lang Lang, South Korean folk song singer and the Harlem Gospel Choir on Friday evening at the UN headquarters.
Five children expressed their wishes to the world in six different languages.
"My wish is for all the girls and boys in the world to have plenty of delicious nutritious food every day," said one child.
"My wish is for all the girls and boys in the world to go to school happily, make a lot of friends and learn a lot," said another.

Williams, Executive Director of the National Churchill Museum, discussed how in June 1945, 50 countries signed a charter which pledged the pursuit of peace, tolerance, and the economic and social advancement of all peoples. Seventy years after its founding—though its numbers have grown to 193 and its missions have multiplied—the United Nations remains in search of these founding principles. Williams remarked how its history has not been without challenges, and there are many today who would question the need for such an organization at a time when globalization, technology, and hybridized cultures have changed the global landscape. In total, the program examined the roots of the UN and traced its development to today while keeping in mind what role, if any, the UN ought to have in our collective future.

Banished est un jeu de gestion de type city-builder mâtiné d'aspects de survie (si, si!). Ca sent bon l'Anno (hum) dans un bon vieux style old school niveau gestion. C'est simple (pas simpliste), sobre, efficace. Histoire de le rendre encore plus sympa, je me la joue sur mod Colonial Charter Golden Lama. Du coup, y'a pleins de trucs en plus!

Malheureusement, l'avion ne ralentit pas et traverse les 1945 mètres de piste à toute vitesse, puis une autoroute, avant de percuter un entrepôt et une station-service. L'impact ne laisse aucun survivant. Les enquêteurs, qui doivent déterminer les causes de l'accident avant qu'une nouvelle catastrophe ne survienne, sont sous pression.
