Rafic Baha El Deen Al-Hariri (November 1, 1944 – February 14, 2005, Arabic: رفيق بهاء الدين الحريري), was a business tycoon and the Prime Minister of Lebanon from 1992 to 1998 and again from 2000 until his resignation, 20 October 2004.
He headed five cabinets during his tenure. Hariri dominated the country's post-war political and business life and is widely credited with reconstructing Beirut after the 15-year civil war.
Hariri was assassinated on 14 February 2005 when explosives equivalent to around 1000 kg of TNT were detonated as his motorcade drove past the St. George Hotel in the Lebanese capital, Beirut. The investigation, by the Special Tribunal for Lebanon, into his assassination is still ongoing and currently led by the independent investigator Daniel Bellemare. In its first two reports, UNIIIC indicated that the Syrian government may be linked to the assassination. Hariri's killing led to massive political change in Lebanon, including the Cedar Revolution and the withdrawal of Syrian troops from Lebanon.

"We need to restore the confidence in the country, first of all,"
"The Lebanese people voted this time for change, ... So they are not satisfied with the actual situation. They want to see a new government. They want to see a new vision."
"I think we will soon be able to prove the contrary."
"We want to see Israel withdraw from our territory, ... But we don't want to be accountable vis-à-vis Israel on the security basis, because we don't see, in the absence of a peace agreement, that Lebanon can really be accountable to Israel if anything happens."
"I prefer to settle this matter after a peace agreement is signed between Lebanon, Israel and Syria and Israel,"
"We should think of the problems of the people who gave us all this confidence, and I'm proud, but I feel responsible."
"Right now we have to think of our country,"
"affirms to the Lebanese that he will continue to shoulder the responsibility in safeguarding the constitution and the laws."
"I never threatened him and no Syrian intelligence officer has ever pointed a gun to his head."
"Mehlis will go all the way and we want to go all the way. These arrests show that no matter how high the perpetrators are, they will face the consequences of what they did."
"And on the other hand, we see that the Israeli government is attacking that part of the Palestinian leader."
"We need to restore the confidence in the country, first of all."
"On the other hand, we have in Israel, an Israeli government which has been elected by the Israeli people. Their political agenda is not for peace. They are from the camp anti-peace."
"The Lebanese people voted this time for change. So they are not satisfied with the actual situation. They want to see a new government. They want to see a new vision."
"We don't think that we are in a quarrel with anybody. We may have a difference of opinion, but we'll not allow such differences of opinion to grow into a problem that stands in the way of reconstructing the country and regaining the democratic path."
"We want to see Israel withdraw from our territory. But we don't want to be accountable vis-a-vis Israel on the security basis, because we don't see, in the absence of a peace agreement, that Lebanon can really be accountable to Israel if anything happens."

Prime Minister-designate Rafik Hariri believes he now stands a strong chance of creating a prosperous Lebanon - his fortunes improved mainly by Israel's withdrawal from south Lebanon five months ago.
Hariri gave an exclusive interview on Thursday to Associated Press.
Lebanese President Emile Lahoud, following consultations with legislators, has appointed Hariri to form the next Cabinet.
Lahoud had no choice but to name Hariri, with whom he has feuded for the last two years, after an overwhelming majority of legislators in the 128-member Parliament threw their lot behind Hariri.
On Thursday, Hariri chose a 30-member Cabinet of old and new faces, calling it "the government of reconciliation and development".
Lebanon is counting on Hariri - who initiated a multi-billion dollar plan to rebuild Lebanon from the devastation of the 1975-90 civil war - to employ his business expertise and vast international contacts to heal an ailing economy and restore investor confidence.
Toward the end of his previous 1992-1998 tenure, he was criticised for saddling the economy with a national debt of 22 billion dollars (US) .
Hariri will also have to deal with the Middle East crisis.
Renewed tension on the Lebanese-Israeli border was sparked by the capture of four Israelis by Iranian-backed Hezbollah guerrillas earlier this month.
The crisis ended nearly five months of calm following the withdrawal of Israeli troops.
Commenting on whether his government would be ready to mediate or arrange a prisoner swap with Israel, Hariri said the government "has to take all steps and measures to liberate Lebanese prisoners" in Israeli jails.
Citing the abiding border tension as well as an explosive regional situation sparked by violence between Israel and the Palestinians, Hariri, who described himself as "a man who believes in peace", said he will do all that is in his power to overcome local and regional obstacles.

" I believe we have to open the economy as much as we can, we have to overcome all the obstacles and try to make Lebanon as the commercial and financial center for the middle east."

"We need to have our prisoners. Israel detained Lebanese citizens and kidnapped them from Lebanon and this is unjust so we have to see how we can solve this problem.

" You know there's a consensus in Lebanon that Israel has to withdraw from all Lebanese territories anyway for me, I believe in peace and I believe that we have to do anything to achieve peace in the region. I know that now the whole region is blowing up and there are lots of problems between the Palestinians and the Israelis but this make us work harder to find a peaceful solution to all middle east problems."
