Monroe, NY - In a Nov. 12 article by the Village Voice, the fast growth of the town of Kiryas Joel is chronicled and the problems that come with a growing village. Begun in 1970s with just 500 residents, the population is now more than 23,000. And what started as a peaceful and small town to be cut out for Hasidic Jewish residents grew into an areas that has seen its fair share of job growth, industry growth and problems with development, money, voting and a period of time called the War Time. Loyalists banished dissidents from the town, and in turn, the dissidents built their own schools and cemeteries just outside of Kiryas Joel lines. Blurred social and political lines are uncovered as The Village Voice details the tensions that have risen in a village right along with the buildings and population. After more than a year, the DEC has awarded the Board of Trustees of the Village of Kiryas Joel lead agency status. This long awaited ruling already has state and county officials calling this decision unacceptable. “Very disappointed the DEC came to this conclusion, I think it was the wrong conclusion I disagree with it," said Assemblyman James Skoufis, D - Chester. Lead agency status gives the Kiryas Joel Village board power to conduct an environmental review of the proposed annexation of 510 acres from the Town of Monroe into the Village Kiryas Joel. But not everyone is happy about this, including Orange County Executive Steve Neuhaus, who said the county government should have been awarded lead agency status. "We are the ones I think that could make it a more fairer open process. And we're disappointed to see the DEC didn't take the ruling and rule for themselves to be in charge. It's going to continue to add to the aggravation and mistrust down there," said Neuhaus. The DEC ruled that the KJ village board has the broadest governmental powers to investigate the impact and consequences, the annexation could have on the environment. “I think it gives them a leg up, but I think we still have a legal right to some of the concerns the major impacts," said Neuhaus. In a statement, Town of Monroe Supervisor Harley Doles said, in part: “We are stuck with the problem of ensuring that Monroe Woodbury remains free of an annexation that could impact the integrity and the quality of education that we expect and our children deserve.” If the annexation is approved the impact high-density housing could have on the Town of Monroe and it’s residents is one of the main concerns Emily Convers and United Monroe. “Five story, six story houses right on top of each other right on top of the roads thousand of thousands of more people in Monroe thousands more people needing the sewer system, traffic, pollution, it’s a quality of life issue," said United Monroe chairwoman Emily Convers.

KIRYAS JOEL - News 12 was invited into a Satmar Jewish family's home Tuesday following a historic meeting between the village of Kiryas Joel and town of Monroe. "We feel it is our holy duty to tell the neighbors we want to live with them in peace," says Rabbi Yoel Loeb. The tension between the two has simmered ever since Kiryas Joel went public with a plan to double in size. The meeting on Monday was the first time both communities have met together with village officials. Leaders from both communities say the meeting helped dial down the hostility. Officials say public concerns will be addressed in a state environmental review. They say concerns about the land deal can be submitted in writing for the environmental review until the end of the month. Skeptics, however, say they aren't so sure about the fairness of the upcoming process.

KIRYAS JOEL - Overflowing garbage and piles of construction debris in the rapidly growing community of Kiryas Joel are sparking health concerns. Viewer cellphone video allegedly shows illegal dumping along Getzil Berger Road in Kiryas Joel. News 12 checked out the area Thursday and found the same red cart seen in the viewer video, as well as a pile of construction debris in a wooded area alongside a stream. More overflowing construction debris was also found with scattered trash and an unusual amount of crushed cardboard boxes along Meron Drive. News 12 reached out to officials about the issue - including the conditions on Prag and Acres roads, where there was trash, overflowing dumpsters and discarded metal tanks. A representative said the majority of the garbage is from the recent Jewish holiday of Purim. The representative also said additional crews are out to clean up the area.

The Department of Environmental Conservation's commissioner has determined that Kiryas Joel will be the lead agency for the proposed annexation of more than 500 acres of Monroe land. The news comes after months of delays from the state on who will lead the proposed land deal, which will double the size of the Hasidic community of Kiryas Joel. Kiryas Joel will now be overseeing the state's environmental review process on the proposal. When reached by phone, the attorney for Kiryas Joel and the Monroe town supervisor both say they have not received a copy of the decision yet.
Lawmakers in the Hasidic community of Kiryas Joel are now proposing to create a new village, tripling its current size. Kiryas Joel Village Trustee Jacob Freund says the new plan would create the new village of Glilos Kiryas Joel and develop 1,140 acres surrounding Kiryas Joel. Freund says they will not need local or state approval to start their own village. "We don't want to take over," says Freund. "We are here to be in peace with our neighbors." Freund says the law states a community with 500 people is allowed to create its own village. Emily Convers, who runs the anti-annexation group United Monroe, opposes the plan. Convers accuses the village of threatening its neighbors and vows to fight the new proposal. Kiryas Joel released a statement urging homeowners to wait for the outcome of the state approval process.

Village leaders said early on that the meeting would be held despite impending bad weather. Critics say the decision was a deliberate attempt to keep people from coming. A representative for Kiryas Joel said Tuesday that residents with environmental concerns on the proposal to double the Hasidic village in size can send them in writing until March 10. Village leaders have promised a thorough and fair environmental study since being awarded control by the state, despite concerns that the municipality is unfit to oversee the process. Residents that News 12 saw in the village Tuesday did not want to comment and would not say if they were planning on attending the forum. Monroe Dial-A-Bus offered a shuttle from the senior center in town. Those who were unable to attend the forum are encouraged to mail in public comments.

KIRYAS JOEL - A fire in Kiryas Joel is being investigated as a possible arson. Just after 4 p.m. Monday, flames ripped through trailers that used to house a school for hasidic girls. Firefighters struggled to get water on the largely deserted campus on Mountain Road. The thick smoke could be seen from as far away as Port Jervis. The girls had been moved to another location about two weeks ago, and the trailers were vacant at the time of the fire. The trailers sit partially on Kiryas Joel land and partially on Monroe land. Monroe Town Supervisor Harley Doles says he wonders if someone might have started the blaze on purpose. "Somehow, coincidentally, the school closed and within hours the school is burning down," he says. The Monroe fire chief says so far he doesn't believe the blaze was caused by foul play, but he is not ruling anything out. No injuries have been reported.

KIRYAS JOEL - The fight over the Kiryas Joel-Monroe land deal is headed to New York Supreme Court. The 34-page lawsuit claims the Department of Environmental Conservation turned a blind eye to information showing why Kiryas Joel should not control a plan that would double the Hasidic village in size. "They've been a serial environmental violator, and they have a vested interest," says John Allegro, one of the petitioners behind the suit filed against Kiryas Joel, the DEC and others. It claims that Kiryas Joel will financially benefit from the plan, and that the village is not capable of conducting an impartial environmental review. The village disagrees. Last week, it held the first of several public input meetings. On Wednesday, a representative for the community issued a statement about the lawsuit, saying they were "saddened by the waste of time and taxpayer dollars, and are confident that the frivolous claim will be rejected." Kiryas Joel leaders have promised the proposal will be fairly handled, but the lawsuit's petitioners say their word isn't enough.
