Globalisation, technological changes and the neo-liberal economic model have combined to generate a new global class structure, in which the largest rapidly growing class is the precariat. Mired in insecurities, this can be defined in terms of distinctive relations of production, distinctive relations of distribution and distinctive relations to the state. It is a class-in-the-making, not yet a class-for-itself, and it is a dangerous class because it is internally divided into three factions and because all three are rejecting the mainstream political establishments. What is needed is a new progressive agenda that could unite enough of the components of the precariat and offer the hope that the precariat could become strong enough to force the state to abolish the conditions that define its existence. This talk will outline a Precariat Charter, consisting of policies and institutional changes that would strengthen the precariat’s freedom, reduce the chronic insecurity that it faces and redistribute the key assets in order to shape a Good Society for the 21st century. The presentation will draw on a recent book, A Precariat Charter: From Denizens to Citizens. Guy Standing is Professor of Economics at SOAS, University of London, and was previously Professor of Economic Security at the University of Bath and Professor of Labour Economics at Monash University in Melbourne. Before that, he was Director of the ILO’s Socio-Economic Security Programme (1999-2005) and Director of the ILO’s Labour Market Policies Branch. An economist, with a Ph.D. from Cambridge University, and a Master’s Degree in industrial relations from the University of Illinois, he is a founder and co-President of the Basic Income Earth Network (BIEN), an NGO promoting basic income as a right, with members in over 50 countries. He has been adviser and consultant to many international agencies, including the UNDP, UNICEF, World Bank, European Commission and DFID, as well as many governments and trades unions. In 1995-96, he was research director for President Mandela’s Labour Market Policy Commission, when he co-authored, with John Sender and John Weeks, Restructuring the Labour Market – The South African Challenge. Recent books are The Precariat: The New Dangerous Class (Bloomsbury, 2011), Social Income and Insecurity in Gujarat (Routledge, 2010), and Work after Globalization: Building Occupational Citizenship (Elgar, 2009). U.S. JOBLESS RATES REPRESENT STAGNANT LABOUR MARKET - BRUSCA The swift decline in the jobless rate, raises the question of whether the Fed will soften its view that there is "significant" underutilization of labor resources. Fact and Opinion Economics Chief Economist Robert Brusca says jobless claims represent a stagnant U.S. job market. SHOWS: NEW YORK, USA (OCTOBER 27, 2014) (REUTERS - ACCESS ALL) 1. FACT AND OPINION ECONOMICS, CHIEF ECONOMIST, ROBERT BRUSCA, SAYING: JOURNALIST ASKING ROBERT BRUSCA: "I just want to get your comment on the weekly jobless claims. It rose last week, this followed three straight weeks of declines. Are today's numbers aberration, what do you make of them?" BRUSCA: "Well, I think the story about claims is how low they are, not the fact that they rose somewhat this week. Jobless claims below 300,000 are extremely low. They typically don't stay down in this region for very long. But, what is curious about jobless claims at this time is, normally when we have jobless claims that are at this lowest level, we would expect to have an economy that is firing all cylinders, it is doing very well, and this economy simply is not. What we see the jobless claims representing actually, is a stagnant job market. Firms are retaining labour, they are not firing labour. Labour itself in the jobs report is not quitting, right, the quit rate is very moderate. At the same time average hourly earnings were flat last month and they were very weak, so this is not an overheated job market, if it were heated then people would be finding better job opportunities, they would be quitting their jobs, they would be going someplace else. They would be getting better pay, they would be having wage increases in excess of inflation, instead of below the inflation rate. And so I urge people to basically look at this jobless claims report and then carefully crunch it up and throw it in the waste basket. I do not think it means anything based on how we used to interpret it. I really think you need to look at this report and see it ...

Philip David Charles "Phil" Collins, LVO (born 30 January 1951) is an English singer-songwriter, drummer, pianist and actor best known as a drummer and vocalist for British progressive rock group Genesis and as a solo artist.
Collins sang the lead vocals on several chart hits in the United Kingdom and the United States between 1975 and 2010, either as a solo artist or with Genesis. His singles, sometimes dealing with lost love, ranged from the drum-heavy "In the Air Tonight", dance pop of "Sussudio", piano-driven "Against All Odds", to the political statements of "Another Day in Paradise".
Collins's professional music career began as a drummer, originally in a band called The Real Thing with Andrea Bertorelli, who later became his first wife. Collins played drums and shared lead vocals (with Brian Chatton) in Flaming Youth which recorded one album, (Ark II). In 1970, he took over drums for Genesis, which had already recorded two albums. In Genesis, Collins originally supplied backing vocals for front man Peter Gabriel, singing lead on only two songs: "For Absent Friends" from 1971's Nursery Cryme album and "More Fool Me" from Selling England by the Pound, which was released in 1973. Following Gabriel's departure in 1975, Collins became the group's lead singer.
Edward Michael Balls, (born 25 February 1967) is a British Labour politician, who has been the Member of Parliament (MP) for Morley and Outwood since 2010, and is the current Shadow Chancellor of the Exchequer. From 2005 to 2010, he was the MP for Normanton and he served in the Cabinet from 2007 to 2010.
Balls is married to current Shadow Home Secretary and fellow Labour MP Yvette Cooper. In 2008 they were the first married couple to serve together in a British Cabinet.
Balls' father is the zoologist Michael Balls, criticised for campaigning against the grammar school system in Norfolk, then sending his son to fee-paying schools. Balls was born in Norwich and educated at Bawburgh Primary School in Norwich, Crossdale Drive Primary School in Nottinghamshire, and then the private all-boys Nottingham High School, where he played the violin. He went on to attend Keble College, Oxford, where he gained a First in Philosophy, Politics and Economics (graduating ahead of David Cameron), and later Harvard, where he was a Kennedy Scholar specialising in Economics.
