Every year, the FCO on King Charles Street, London, welcomes thousands of visitors during the Open House Weekend to hear about the formation of the office, the historic Fine rooms, the impressive architecture and the symbolic importance of this building in Britain’s past.
Visitors will also have a chance to meet FCO staff and to hear about life in the FCO today.
Visitors are welcome to come to the FCO between 10.00 and 17.00 (last entry 16.30) on Saturday 20 and Sunday 21 September.

He is also a Visiting Professor at Princeton University and the first recipient of the Norman R. Foster Visiting Professorship at Yale. He has published extensively as a theorist in El Croquis, Quaderns, A+U, Arch+, Volume, Log and many other international magazines and is a member of the London School of Economics Urban Age project. The practice’s multi-award winning Yokohama International Cruise Terminal in Japan — a dramatically formed port integrated with urban facilities noted for its fascination with the interplay of architecture, landscape and nature and — is credited by the Design Museum as “a design sensation, alive with bustling urbanity and seaside tranquillity.” Zaera-Polo graduated from the Escuela Técnica Superior de Arquitectura de Madrid and Harvard GSD with Distinction and worked at OMA in Rotterdam prior to establishing FOA in 1993.

The Taliban staged its first demonstration in the capital on Thursday to protest against what it called foreign interference by India, Russia and Iran.
Hundreds of demonstrators filed towards the Iranian embassy and the United Nations office, followed by several thousand onlookers.
The protest ended with demonstrators calling on the United Nations to recognise the Taliban government.
Taking to the streets the Taliban called for an end to foreign interference.
Women and men protested separately in line with the strict Islamic codes introduced by the Taliban since they took the capital three weeks ago.

Sao Tome and Principe has been warned by China on Thursday that it could face retaliatory measures for its decision to establish relations with Taiwan.

The challenge was fought on the issue of more or less European integration. Mr Major has now rebuilt his cabinet by trying to include people from both wings of the party.
The new Foreign Office Minister is Malcolm Rifkind, while Michael Heseltine - the man who was expected to challenge John Major if Tuesday's leadership challenge had gone to a second round, becomes Deputy Prime Minister.

Foreign news teams take direct hit in TV building
Bosnian Serb rebels besieging Sarajevo on Wednesday (28/6) hit the
Bosnian TV building and a nearby apartment house with makeshift,
self-propelled rocket bombs, killing at least five people and
wounding 40 others, including several foreign journalists. Three
other people were killed in other shelling incidents in Sarajevo.
The Serb attacks appeared to be in retaliation for government
artillery and infantry strikes on two Serb-held suburbs early on
Wednesday. A UN spokeswoman said the Serb warheads were carried by
three or four 128mm projectiles, a "very rudimentary, inaccurate
and indiscriminate weapon." The first projectile slammed into the
second floor of the six-storey TV building, wiping out several
television news organisation offices. One police guard was killed
and 36 people, including several foreign journalists, were
injured. Many were cut by flying glass. The reinforced concrete
building had withstood Serb shelling throughout the conflict.
About one hour after the TV centre was hit, an apartment building
across the street was rocked by a second explosion which killed at
least four people and caused heavy damage.

CHINA: BEIJING: KOREAN FOREIGN MINISTER GONG RO MYUNG VISIT

Foreign minister of the republic of Korea, Gong Ro-Myung arrived in Beijing Wednesday on his first visit to China since taking office.
During a two-hour meeting with the Chinese vice-premier Qian Qichen, the two men discussed how to improve relations between the two countries.
Qian said good neighborly ties between China and the Korean Republic were in the interests of both countries and conducive to regional peace.
Mr Gong Ro-Myung, foreign minister of the Republic of Korea arrived in Beijing Wednesday for a five day official visit.
In the afternoon, Mr Gong met with his Chinese counterpart, foreign minister Qian Qichen in the State Guest house.
Expressing his welcome to Gong, Qian said he believed that both sides would reach agreement on many issues and bilateral relations.
While China is under the international spotlight over its military exercises near Taiwan, the talks Wednesday with the Korean delegation focused on improving stability in the region.
During the two-hour meeting Qian noted that although China and the Republic of Korea had established diplomatic relations only a few years ago, bilateral friendship had been developing rapidly.
He also noted that last year the bilateral trade volume reached the equivalent of 17 (b) billion U-S dollars-worth, and investment in China had increased by a large margin.
This is Mr Gong's first visit to China since taking office in 1994 as Foreign Minister.
His trip is part of a regular exchange between the two countries.

Russian Foreign Minister Yevgeny Primakov has reiterated Russia's opposition to North Atlantic Treaty Organisation (NATO) enlargement, following a meeting with British Foreign Secretary Malcolm Rifkind on Friday morning.
The Russian Minister is in London as part of a series of talks with ministers and officials from NATO countries, who are attempting to resolve Moscow's objections to expansion.
Moscow opposes NATO's eastward expansion, believing it would threaten Russia and redivide Europe.

Sao Tome and Principe has been warned by China on Thursday that it could face retaliatory measures for its decision to establish relations with Taiwan.
In defiance of the diplomatic isolation imposed on Taipei by China, which claims jurisdiction over the island off its southeast coast, Sao Tome on Wednesday announced it was establishing official ties with Taiwan.

China spoke out against the efforts to advance Taiwan's membership of the World Health Organisation on Tuesday.
At the Foreign Ministry briefing, spokesman Cui Tiankai said that such efforts would be damaging to China's sovereignty.
He also talked about the issue of China and Taiwan's air and communication links, saying the responsibility for the break down in talks lay with the Taiwanese.
At the regular press briefing on Tuesday morning, the Foreign Ministry spokesman fielded questions about various Taiwanese issues.
Cui Tiankai was clear that talks on direct air and communication links had broken down because of what China perceived to be activities endangering her sovereignty.

Regarding links Hong Kong and Taiwan links, Vice Premier Qian Qichen has already spoken about the principles for handling this and we have already announced them."

British Foreign Secretary Robin Cook renewed his promised to crackdown on Bosnia's war criminals during a keynote speech on foreign policy in London on Thursday.
Cook said the Labour government would be placing human rights at the heart of British foreign policy.
He announced plans for a grant of more than five-hundred-thousand dollars to the Criminal Tribunal of Yugoslavia to fund the construction of a second courtroom to speed up the trial process for Bosnian war criminals.
The arrest and speedy detainment of Bosnian Serb war crimes suspect Milan Kovacevic by British troops in Bosnia last week is exactly the kind of action that British Foreign Secretary Robin Cook said he wanted to see more of.
The arrest -- which was the first time international troops had swooped on a suspect in Bosnia -- was said to be the start of a new more aggressive policy on the detainment of alleged war criminals.
Cook is reported to have been a leading force in pushing the action through.
Today at a conference at Foreign Office headquarters in central London Cook promised to act on the government's election pledge to raise international human rights standards.

British Foreign Secretary Robin Cook has welcomed the Chinese government's decision to allow UN human rights commissioner Mary Robinson into their country.
On an official trip to Beijing, Cook - who is also President of the European Council of Foreign Ministers - raised a number of human rights cases with President Jiang Zemin.
And he said the President had confidence in China's ability to handle the Asian economic crisis - and would not devalue its currency.

Britain says it is seeking a "fresh start" to relations with China - following the smooth handover of power in Hong Kong last year.

The Iraqi Foreign Minister says America's latest threats of a military strike in the Gulf is a dangerous bluff which could backfire.
Saeed Al-Sahhaf has offered to open eight presidential sites at the centre of the crisis to U-N inspectors - but just for two months.
The proposal was swiftly rejected by the U-S and its allies because it believes access should be unlimited.
Iraq's proposal to allow restricted access to eight presidential sites was dismissed by the United States.
The leading advocate for military action against Baghdad said the offer was unacceptable.
Washington insists every suspect sites should be opened, that there should be no time constraints and the composition of the U-N weapons inspections team should remain the choice of the U-N.
Speaking after a meeting the Arab League Secretary-General in Cairo, the Iraqi Foreign Minister, Saeed al-Sahhaf, described the tough American stance as an elaborate bluff.

"I believe that the American rejection (to the diplomatic proposals) is a bluff. They will lose enormously if they change their present bluff position to a real rejection because they will lose everything. The door is still open for diplomatic efforts and maybe this will be more active. I am convinced that realising this, the American's stance has to be confronted so that no one is deceived into thinking the American stupidity can be treated."

They agreed to an official visit by Algeria's Foreign Minister Ahmed Attaf to Europe and an exchange of parliamentary delegations.

The E-U sent a three-member delegation headed by Derek Fatchett on a 24-hour visit to Algiers last week, a visit limited to the Algerian capital.
The Algerian government claims that if Europe is really interested in ending the violence it should crack down on Algerian opposition networks operating freely in the West.
They say these organisations operate from Germany, France, Britain and Italy.
According to the Algerian government, these network use the European safe havens not only as platforms for propaganda, but for procuring weapons.
Twenty more villagers died Sunday morning bringing the number of reported killings to 94 over four days.
According to the Algerian government, more than 26-thousand people have been killed and 21-thousand injured since an Islamic insurgency began six years ago.
Press and hospital sources put the figure at 75-thousand, but it is even believed that it could be as high as 120-thousand.
The government blames Islamic militants for the killings.
Others claim at least some of it is the work of the military-backed government which is determined to get rid of Islamic fundamentalism in the North African nation of 30 (m) million people.
The Islamic insurgency was triggered by the Algerian army's cancellation of the January 1992 legislative elections to prevent what appeared to be a likely victory by the Islamic Salvation Front, which was later banned.
The radical Armed Islamic Group has claimed responsibility for some of the massacres.

The disclosure by President Tejan Kabbah came in a letter he sent to British Prime Minister Tony Blair, which was made public on Tuesday.
British Foreign Secretary Robin Cook told the London parliament he had seen no evidence that anyone in the government approved any violation of the U-N arms embargo against Sierra Leone.
The British government is facing a mounting row over whether ministers knew British security company Sandline International was supplying arms to help President Tejan Kabbah overthrow dissidents in March.
In the House of Commons, Foreign Secretary Robin Cook denied he and his team knew of Sandline's involvement and suggested that the company has not told the truth about its activities.

"I have found no evidence that officials in the Africa Department were involved in any kind of conspiracy with Sandline, or gave any prior approval to a breach of the arms embargo. On Tuesday, the British government took the unusual step of publishing a letter sent by Kabbah to Prime Minister Tony Blair.
In it, the president of Sierra Leone recalls that junior Foreign Office Minister Tony Lloyd had told him no military aid would be forthcoming.
Sandline is under investigation by British Customs officials for a possible breach of arms trading laws.
In his letter, Kabbah - seen here on the left with General Sani Abacha of Nigeria - said the firm had supplied one shipment of arms.
Media reports in Britain suggest that up to 30 tonnes of weapons were shipped to the pro-Kabbah forces.
The president also praised British High Commissioner Peter Penfold - seen here shaking hands with the head of the Nigerian-led ECOMOG forces, General Shelpedi.
Penfold is alleged to have held a meeting with Sandline.
But Kabbah said he had unjustifiably become the subject of a vilification campaign, and was seen by many Sierra Leoneans as a hero.
The ECOMOG force intervened in Sierra Leone under a mandate of the Economic Community of West African States after junior officers toppled Kabbah in May last year.
ECOMOG evicted junta forces and their rebel allies from the capital in mid-February and reinstated Kabbah from exile in Guinea a month later.
The peacekeepers went on to recapture most other towns from the junta forces but have since been battling to dislodge rebel holdouts from the east.
ECOMOG commanders said they were also in full control of Koidu, capital of the diamond mining district of Kono in the same area.
But the military campaign against the junta forces has sparked a big row in Britain, with allegations that Sandline supplied arms to Kabbah in breach of a U-N arms embargo on Sierra Leone.
The mercenary company, based in London and headed by former British army officer Tim Spicer, is accused of breaching a U-N resolution by arranging for the shipment.
Cook has ordered an independent inquiry into what was known at the Foreign Office about Sandline's activities, but only once the Customs inquiry is complete.

On Tuesday, the British government took the unusual step of publishing a letter sent by Kabbah to Prime Minister Tony Blair.
In it, the president of Sierra Leone recalls that junior Foreign Office Minister Tony Lloyd had told him no military aid would be forthcoming.
Sandline is under investigation by British Customs officials for a possible breach of arms trading laws.
In his letter, Kabbah - seen here on the left with General Sani Abacha of Nigeria - said the firm had supplied one shipment of arms.
Media reports in Britain suggest that up to 30 tonnes of weapons were shipped to the pro-Kabbah forces.
The president also praised British High Commissioner Peter Penfold - seen here shaking hands with the head of the Nigerian-led ECOMOG forces, General Shelpedi.
Penfold is alleged to have held a meeting with Sandline.
But Kabbah said he had unjustifiably become the subject of a vilification campaign, and was seen by many Sierra Leoneans as a hero.
The ECOMOG force intervened in Sierra Leone under a mandate of the Economic Community of West African States after junior officers toppled Kabbah in May last year.
ECOMOG evicted junta forces and their rebel allies from the capital in mid-February and reinstated Kabbah from exile in Guinea a month later.
The peacekeepers went on to recapture most other towns from the junta forces but have since been battling to dislodge rebel holdouts from the east.
ECOMOG commanders said they were also in full control of Koidu, capital of the diamond mining district of Kono in the same area.
But the military campaign against the junta forces has sparked a big row in Britain, with allegations that Sandline supplied arms to Kabbah in breach of a U-N arms embargo on Sierra Leone.
The mercenary company, based in London and headed by former British army officer Tim Spicer, is accused of breaching a U-N resolution by arranging for the shipment.
Cook has ordered an independent inquiry into what was known at the Foreign Office about Sandline's activities, but only once the Customs inquiry is complete.

Taiwanese Foreign Minister Jason Hu has arrived in Chicago for an unofficial visit.
First on Saturday's agenda was the 11th annual conference of the Taiwanese Chamber of Commerce of North America.
It was the chamber who invited the minister to the U-S.
For Jason Hu, the conference was more pleasure than business.
Back in the days when he was working in Washington DC, he often received help from some of the people present at Saturday's event.
And rather than an official high-level meeting, the conference turned into a gathering of old friends.
The minister did take time out to speak to APTN about relations between Taiwan, China and the U-S.

"We of course hope that the current relationship can develop to an even better situation, a better state, but we know that there are restraints, there are pressures - sometimes even unnecessary - so we can understand that the United States must move cautiously in order to promote a 'win-win', 'win-win-win', a three-way winning situation between Washington D-C, Taipei and Beijing."

Foreign Fields is an electronic folk group that hails from the wintry plains of Wisconsin. New Years day of 2011 they met in their hometown, in an abandoned office building, to begin work on their first full length LP "Anywhere But Where I Am". Having no set plan or guide, the album grew naturally as they left their lives in the north for the rivers of Tennessee. Days after self-releasing on Bandcamp in January 2012, the album began to catch the attention of notable tastemaker blogs and worldwide critics alike.
''Anywhere But Where I Am'' is Foreign Fields' (previously Flights) first full album released on 23 April, 2012. It pieces thirteen tracks composed by Eric Hillman and Brian Holl, also featuring Charles Asch (Cello), Hitoshi Yamaguchi (Cello) and Ben Voce (Violin).

Fresh from fending off a leadership challenge, the British Prime Minister today (Wednesday) tried to reassert his authority in the ruling Conservative party.
The challenge was fought on the issue of more or less European integration. Mr Major has now rebuilt his cabinet by trying to include people from both wings of the party.
The new Foreign Office Minister is Malcolm Rifkind, while Michael Heseltine - the man who was expected to challenge John Major if Tuesday's leadership challenge had gone to a second round, becomes Deputy Prime Minister.
Fresh from his leadership victory yesterday, British Prime Minister John Major set about reshuffling his cabinet Wednesday, creating a team to take his party into the next general election and reconcile internal divisions.
The top post of Foreign Minister was up for grabs after Douglas Hurd's resignation last week.
Malcolm Rifkind, who has been at the Defense ministry for three years collected that prize.

Britain has some very well known views. So its my job as foreign secretary to make sure these views are robustly put forward and Britain's interests are always put as the top priority

Described as a euro-realist during his time as Defence Minister, he's expected to be less enthusiastic about moves towards more European integration that his predecessor.
He's already expressed deep skepticism about a single currency.

We're all fighting for British interests, we're all determined to ensure that the United Kingdom can be comfortable with its position within the European Union and to ensure that our national interests are fought for, are protected and are ensured.
I believe that the government's policy has in the past been to fight for British interests, I believe my task as Foreign and Commonwealth Secretary is to be part of the battle, to be ensuring that in international negotiations whether in Europe or elsewhere, it is the United Kingdom's interests that are my prime responsibility. The job of the Foreign office is to ensure that British interests are protected and enhanced, that will be at the front of my agenda as it is of the government as a whole.

Rifkind is known to favour tighter links with America. In the past he's called for an 'Atlantic community' to boost closer ties between Europe and the United States.

China's Foreign Minister, Qian Qichen has re-affirmed his country's claim on Taiwan and confirmed that his government will co-operate with the UK over the future of Hong Kong.
Qian was speaking in London Tuesday during the first visit of a senior Chinese politician to Britain since 1992.
Anticipation as the arrival of China's Foreign Minister - Qian Qichen - draws closer.
The first visit of a senior Chinese politician to Britain since 1992 - Qian's three day trip has involved high level talks with British politicians on key questions such as trade relations and the future of Hong Kong.
First on his schedule today - a meeting with Britain's Prime Minister, John Major.
Then a short walk to the British Foreign Office, escorted by Foreign Secretary Malcolm Rifkind - for two hours of detailed discussions about the hand-over of Hong Kong.
They emerged and - with little opportunity for questions after their official statements - summarized their progress on the crucial question of Hong Kong.

"Both sides have expressed their desire to increase consultation and cooperation, in light of the Sino-British joint declaration on the question of Hong Kong over the next two years, in the interests of the smooth transition and the smooth transfer of government in Hong Kong."

And Taiwan and Tibet was also on their agenda.

His British counterpart was pleased with the real progress in the talks.

The two agreed that the hand-over ceremony in 1997 should be "solemn, grand and decent" and that the Hong Kong civil service would not be swallowed up by the Chinese bureaucracy after transition.

Meanwhile, while the talks were underway in Whitehall - a small and peaceful group of Chinese protesters were also there to raise their concerns about China's poor record on human rights.

Bosnia's outgoing Foreign Minister has stressed that his country will stay on its current foreign policy track under his successor.
On his last day in office, Muhamed Sacirbey stressed the importance of freedom of movement in keeping the fragile peace process on course.
But he fired a parting shot at the International Red Cross, saying it had failed to account for thousands of missing persons.
Addressing a news conference in the Bosnian capital Sarajevo, the outgoing Foreign Minister was cautiously optimistic about his country's future. He emphasized the commitment to a multi-ethnic political framework.
SOUNDBITE:(English)
The ideology that will survive in Sarajevo is that of a multi-cultural, open, democratic society that has as its major objective the integration into Europe and the Western defensive systems, and strong links to other friendly countries including the Islamic world. That basic framework of our foreign policy should not change, whether it's run by Muslims or Croats, whether we have Serbs, Croats or Muslims sitting here, or just one ethnic group.

Sacirbey sounded a note of caution, urging I-FOR, the NATO peace implementation force, to view its role as vital in securing the fragile peace.

Freedom of movement is the key. Without freedom of movement there can be no free elections, without freedom of movement there can be no human rights, without freedom of movement there can be no reintegrated Bosnia-Herzegovina, without freedom of movement there can be no real peace, without freedom of movement we can certainly not investigate the situation of the missing, the forced labour camps, and of course the grave sites. If there is one mission that I-FOR must accomplish, it is freedom of movement. If that mission is not accomplished, then I'm afraid that the peace process will be in peril - certainly will have been shortchanged.

Sacirbey's gravest concerns were, however, directed at the role of the International Committee of the Red Cross.

I am not at all satisfied with the way that the I-C-R-C has behaved in this situation. I don't think it has been consistent with the Dayton agreement nor with the fine tradition of that organisation. First, under the Dayton agreement a comprehensive list was supposed to be established of all the prisoners, combatants and civilians, who have been held, and who will be released. That comprehensive list has not been provided. And certainly it has not been coordinated with our government as it should have been.

Foreign news teams take direct hit in TV building
Bosnian Serb rebels besieging Sarajevo on Wednesday (28/6) hit the
Bosnian TV building and a nearby apartment house with makeshift,
self-propelled rocket bombs, killing at least five people and
wounding 40 others, including several foreign journalists. Three
other people were killed in other shelling incidents in Sarajevo.
The Serb attacks appeared to be in retaliation for government
artillery and infantry strikes on two Serb-held suburbs early on
Wednesday. A UN spokeswoman said the Serb warheads were carried by
three or four 128mm projectiles, a "very rudimentary, inaccurate
and indiscriminate weapon." The first projectile slammed into the
second floor of the six-storey TV building, wiping out several
television news organisation offices. One police guard was killed
and 36 people, including several foreign journalists, were
injured. Many were cut by flying glass. The reinforced concrete
building had withstood Serb shelling throughout the conflict.
About one hour after the TV centre was hit, an apartment building
across the street was rocked by a second explosion which killed at
least four people and caused heavy damage.

Foreign minister of the republic of Korea, Gong Ro-Myung arrived in Beijing Wednesday on his first visit to China since taking office.
During a two-hour meeting with the Chinese vice-premier Qian Qichen, the two men discussed how to improve relations between the two countries.
Qian said good neighborly ties between China and the Korean Republic were in the interests of both countries and conducive to regional peace.
Mr Gong Ro-Myung, foreign minister of the Republic of Korea arrived in Beijing Wednesday for a five day official visit.
In the afternoon, Mr Gong met with his Chinese counterpart, foreign minister Qian Qichen in the State Guest house.
Expressing his welcome to Gong, Qian said he believed that both sides would reach agreement on many issues and bilateral relations.
While China is under the international spotlight over its military exercises near Taiwan, the talks Wednesday with the Korean delegation focused on improving stability in the region.
During the two-hour meeting Qian noted that although China and the Republic of Korea had established diplomatic relations only a few years ago, bilateral friendship had been developing rapidly.
He also noted that last year the bilateral trade volume reached the equivalent of 17 (b) billion U-S dollars-worth, and investment in China had increased by a large margin.
This is Mr Gong's first visit to China since taking office in 1994 as Foreign Minister.
His trip is part of a regular exchange between the two countries.

The new Colombian Foreign Minister, Emma Mejia, concluded her three-day official visit to Washington Friday.
In an attempt to ease tensions between the two countries, Mejia met with several U-S officials to discuss efforts to stem the flow of cocaine to the United States.
Only five days after taking office as Colombia's foreign minister, Emma Mejia set for Washington.
On the agenda, to make American officials acknowledge the efforts Colombia is making to fight against drugs and to ask them for more co-operation.

Last March the U-S removed Colombia's status as an ally in the fight against drug trafficking, citing evidence that President Samper funded his 1994 campaign with 6 (m) million U-S dollars from the Cali cartel.
The U-S has threatened tough sanctions, including lifting 30 (m) million U-S dollars in trade preferences if Colombia fails to cooperate fully in the drug war.
Mejia did not hint at the direction U-S actions towards Colombia might take.

Mejia insisted President Samper was innocent and that the Colombian congress was right to clear him of the drugs allegations.

The Taliban staged its first demonstration in the capital on Thursday to protest against what it called foreign interference by India, Russia and Iran.
Hundreds of demonstrators filed towards the Iranian embassy and the United Nations office, followed by several thousand onlookers.
The protest ended with demonstrators calling on the United Nations to recognise the Taliban government.
Taking to the streets the Taliban called for an end to foreign interference.
Women and men protested separately in line with the strict Islamic codes introduced by the Taliban since they took the capital three weeks ago.
Hundreds of demonstrators, most of them civil servants, were joined by several thousand onlookers who followed the procession to the Iranian embassy and United Nations political office in Kabul.
The protest ended with demonstrators calling on the United Nations to
recognise the Taliban government.

The Taliban are angry at what they see is perpetual foreign interference in their affairs.

Russian Foreign Minister Yevgeny Primakov has reiterated Russia's opposition to North Atlantic Treaty Organisation (NATO) enlargement, following a meeting with British Foreign Secretary Malcolm Rifkind on Friday morning.
The Russian Minister is in London as part of a series of talks with ministers and officials from NATO countries, who are attempting to resolve Moscow's objections to expansion.
Moscow opposes NATO's eastward expansion, believing it would threaten Russia and redivide Europe.
British Foreign Secretary Malcolm Rifkind and Russian Foreign Minister Yevgeny Primakov were united in the glare of a post-meeting media conference, if not in their position on NATO enlargement.

The alliance intends to expand its membership over the next few years and it will include at least some of Moscow's former allies in the now defunct Warsaw Pact.
A Foreign Office spokesman said Britain is hoping for an agreement in which Russia would drop opposition to NATO expansion with the understanding that NATO would limit the forward deployment of its troops.
Primakov met with Prime Minister John Major on Thursday at the start of his two-day official visit.
Primakov and Major talked for an hour on the issue of NATO enlargement, the Prime Minister making little headway in trying to dismantle the Russian government's opposition to the plan.
A spokesman for the Russian Embassy said Russian opposition to NATO's eastward expansion remained strong, and was based on military, political and 'psychological' objections.

Sao Tome and Principe has been warned by China on Thursday that it could face retaliatory measures for its decision to establish relations with Taiwan.
In defiance of the diplomatic isolation imposed on Taipei by China, which claims jurisdiction over the island off its southeast coast, Sao Tome on Wednesday announced it was establishing official ties with Taiwan.
Since being granted independence from Portugal in 1975, impoverished Sao Tome and Principe has relied heavily on economic support from Beijing, creating a 28 (m) million dollars (U-S)
debt to China.
The establishment of diplomatic relations with Taiwan caused a fresh rift in the already- tense relations between the government and President Miguel Trovoada.
However China stopped short Thursday of saying that it would sever ties with the west African island nation.

China spoke out against the efforts to advance Taiwan's membership of the World Health Organisation on Tuesday.
At the Foreign Ministry briefing, spokesman Cui Tiankai said that such efforts would be damaging to China's sovereignty.
He also talked about the issue of China and Taiwan's air and communication links, saying the responsibility for the break down in talks lay with the Taiwanese.
At the regular press briefing on Tuesday morning, the Foreign Ministry spokesman fielded questions about various Taiwanese issues.
Cui Tiankai was clear that talks on direct air and communication links had broken down because of what China perceived to be activities endangering her sovereignty.

"Talks by both sides and regarding cross-straits relations should be answered by the Taiwan Affairs Office of the State Council. As you may know, the reason these talks have stopped is that Taiwan authorities have engaged in splitist activities and actions designed go create "one China, one Taiwan" internationally. So the responsibility lies completely with the Taiwan side. Hong Kong and Taiwan following July 1 has already been discussed by us many times. Regarding links Hong Kong and Taiwan links, Vice Premier Qian Qichen has already spoken about the principles for handling this and we have already announced them."

At the briefing, Cui also commented on the discussion between U-S Secretary of State Madeleine Albright and Qian Qichen, China's Foreign Minister over Korea.

These are all damaging to China's sovereignty and territorial integrity. These all interfere with China's internal affairs. Chia's government and people will never tolerate this. The World Health Organisation's position on this is clear, their stance is as ours. We hope that members of the United Nations will adhere to and uphold the relevant United Nations conventions."

British Foreign Secretary Robin Cook renewed his promised to crackdown on Bosnia's war criminals during a keynote speech on foreign policy in London on Thursday.
Cook said the Labour government would be placing human rights at the heart of British foreign policy.
He announced plans for a grant of more than five-hundred-thousand dollars to the Criminal Tribunal of Yugoslavia to fund the construction of a second courtroom to speed up the trial process for Bosnian war criminals.
The arrest and speedy detainment of Bosnian Serb war crimes suspect Milan Kovacevic by British troops in Bosnia last week is exactly the kind of action that British Foreign Secretary Robin Cook said he wanted to see more of.
The arrest -- which was the first time international troops had swooped on a suspect in Bosnia -- was said to be the start of a new more aggressive policy on the detainment of alleged war criminals.
Cook is reported to have been a leading force in pushing the action through.
Today at a conference at Foreign Office headquarters in central London Cook promised to act on the government's election pledge to raise international human rights standards.

"The right to enjoy our freedoms comes with the obligation to support the human rights of others. It is not acceptable to try to evade that obligation by pleading that there is too much evil in the world for us to put it right."

Cook refused to comment on the immediate fate of the remaining seventy indicted Bosnian Serb war criminals, including Bosnian Serb leader Radovan Karadzic.
But he promised efforts to capture them would continue.
He said that the grant for a second courtroom would mean the cases for those alleged to have "brutally broken international law" would be brought forward by as much as a year.

The operation last week by British troops acting as part of the Stabilisation-Force demonstrated our resolve to bring war criminals to justice. Today I can announce a grant from the Foreign and Commonwealth Office to the International Criminal Tribunal on Yugoslavia of 1 million Dutch Gilders ($532,000 US dollars/£354,000 pounds sterling) to fund the construction of a second courtroom."

The announcement was part of a 12-point plan unveiled by the Foreign Secretary.
He said there would be new restrictions on the export of arms to nations such as Indonesia, which human rights groups accuse of using British weapons for internal repression.
Recent APTV footage has shown wounded rebels handcuffed to their beds and placed under armed guard in a military hospital in the East Timorese capital Dili.
The foreign secretary said he regretted such violations but dismissed suggestions that Britain should sever trading links with nations that violate human rights.
He said maintaining contacts would have more influence.
