Deregulation is the process of removing or reducing state regulations typically in the economic sphere. It is the undoing or repeal of governmental regulation of the economy. It became common in advanced industrial economies in the 1970s and 1980s, as a result of new trends in economic thinking about the inefficiencies of government regulation, and the risk that regulatory agencies would be controlled by the regulated industry to its benefit, and thereby hurt consumers and the wider economy.

Recent legislation deregulating the airline and trucking industries has enhanced competition and reduced real transportation prices by putting pressure on firms to operate more efficiently. Yet, with the entry of many new small airlines and trucking firms facing the financial pressures of competition, many legislators fear that public safety will be reduced due to compromises in maintenance, equipment replacement, recruitment and training. This volume examines the theoretical and empirical issues involved in the debate on the relationship between safety and economic performance in the airline and trucking industries. Contributors discuss such factors as the role of government as provider of safety oversight personnel and airport and road space quality, and conclude that the government has not acted quickly enough to provide the additional safety resources to meet the changed needs of the two industries, though the evidence does not support the notion that deregulation has compromised safety.

In separate chapters, the strengths, weaknesses, and corporate cultures of each of the major airlines are evaluated. Part Two assesses the political, economic, and social justifications for New Deal regulation of aviation, and its deregulation in the late 1970s. Part Three then addresses the major consequences of deregulation in chapters on concentration, pricing, service, and safety, and Part Four advances a legislative agenda for solving the problems that have emerged. Professors Dempsey and Goetz advocate a middle course of responsible government supervision between the dead hand of regulation of the 1930s and the contemporary evil of market Darwinism. Airline deregulation has resulted in unprecedented industry concentration, miserable service, a deterioration in labor-management relations, a narrower margin of safety, and higher prices for the consumer.This comprehensive book begins by exploring the strategy, tactics, and egos of the major airline robber barons, including Frank Lorenzo and Carl Icahn. In separate chapters, the strengths, weaknesses, and corporate cultures of each of the major airlines are evaluated. Part Two assesses the political, economic, and social justifications for New Deal regulation of aviation, and its deregulation in the late 1970s. Part Three then addresses the major consequences of deregulation in chapters on concentration, pricing, service, and safety, and Part Four advances a legislative agenda for solving the problems that have emerged. Professors Dempsey and Goetz advocate a middle course of responsible government supervision between the dead hand of regulation of the 1930s and the contemporary evil of market Darwinism. The book will be of particular interest to airline and airport industry executives, government officials, and students and scholars in public policy, economics, business, political science, and transportation.

Super PACs, officially known as "independent-expenditure only committees," may not make contributions to candidate campaigns or parties, but may engage in unlimited political spending independently of the campaigns. Unlike traditional PACs, they can raise funds from individuals, corporations, unions, and other groups without any legal limit on donation size.
Super PACs were made possible by two judicial decisions: the aforementioned Citizens United v. Federal Election Commission and, two months later, Speechnow.org v. FEC. In Speechnow.org, the federal Court of Appeals for the D.C. Circuit held that PACs that did not make contributions to candidates, parties, or other PACs could accept unlimited contributions from individuals, unions, and corporations (both for profit and not-for-profit) for the purpose of making independent expenditures.
The result of the Citizens United and SpeechNow.org decisions was the rise of a new type of political action committee in 2010, popularly dubbed the "super PAC".[19] In an open meeting on July 22, 2010, the FEC approved two Advisory Opinions to modify FEC policy in accordance with the legal decisions. [20] These Advisory Opinions were issued in response to requests from two existing PACs, Club for Growth, and Commonsense Ten, which later became Senate Majority PAC. The opinions gave a sample wording letter which all Super PACs must submit to qualify for the deregulated status, and such letters continue to be used by Super PACs up to the present date. FEC Chairman Steven T. Walther dissented on both opinions and issued a statement giving his thoughts. In the statement, Walther stated "There are provisions of the Act and Commission regulations not addressed by the court in SpeechNow that continue to prohibit Commonsense Ten from soliciting or accepting contributions from political committees in excess of $5,000 annually or any contributions from corporations or labor organizations." (emphasis in original) [21]
The term "Super PAC," was coined by reporter Eliza Newlin Carney.[22] According to Politico, Carney, a staff writer covering lobbying and influence for CQ Roll Call, "made the first identifiable, published reference to 'super PAC' as it’s known today while working at National Journal, writing on June 26, 2010, of a group called Workers’ Voices, that it was a kind of '"super PAC" that could become increasingly popular in the post-Citizens United world.'"[23]
According to FEC advisories, Super PACs are not allowed to coordinate directly with candidates or political parties. This restriction is intended to prevent them from operating campaigns that complement or parallel those of the candidates they support or engaging in negotiations that could result in quid pro quo bargaining between donors to the PAC and the candidate or officeholder. However, it is legal for candidates and Super PAC managers to discuss campaign strategy and tactics through the media.

The Federal Reserve, Treasury, and Securities and Exchange Commission took several steps on September 19 to intervene in the crisis. To stop the potential run on money market mutual funds, the Treasury also announced on September 19 a new $50 billion program to insure the investments, similar to the Federal Deposit Insurance Corporation (FDIC) program.[196][197] Part of the announcements included temporary exceptions to section 23A and 23B (Regulation W), allowing financial groups to more easily share funds within their group. The exceptions would expire on January 30, 2009, unless extended by the Federal Reserve Board.[198] The Securities and Exchange Commission announced termination of short-selling of 799 financial stocks, as well as action against naked short selling, as part of its reaction to the mortgage crisis.[199] In May 2013 as the stock market was hitting record highs and the housing and employment markets were improving slightly[200] the prospect of the Federal Reserve beginning to decrease its economic stimulus activities began to enter the projections of investment analysts and affected global markets.
On April 17, 2009, the then head of the IMF Dominique Strauss-Kahn said that there was a chance that certain countries may not implement the proper policies to avoid feedback mechanisms that could eventually turn the recession into a depression. "The free-fall in the global economy may be starting to abate, with a recovery emerging in 2010, but this depends crucially on the right policies being adopted today." The IMF pointed out that unlike the Great Depression, this recession was synchronised by global integration of markets. Such synchronized recessions were explained to last longer than typical economic downturns and have slower recoveries.

Richard W. Rahn
Richard W. Rahn is a senior fellow of the Cato Institute, the Chairman of the Institute for Global Economic Growth, and a syndicated economic columnist. He serves on the editorial board of the Cayman Financial Review. Previously, Dr. Rahn was a member of the Board of the Cayman Island Monetary Authority and Vice President and Chief Economist of the Chamber of Commerce of the United States. He was the founder of the Novecon companies, including Sterling Semiconductor. Dr. Rahn testified before the U.S. Congress on economic issues more than seventy-five times, and is a frequent commentator on radio and TV. He served as an economic advisor to numerous high-level government officials around the world, including former President George H.W. Bush, and as the co-chairman of the Bulgarian Economic Growth and Transition Project. He holds Ph.D. from Columbia University, and was awarded an honorary Doctor of Laws by Pepperdine University.
Barbara Kolm
President of the Friedrich A. v. Hayek Institute in Vienna, Austria and Director of the Austrian Economics Center. Being a worldwide networker she uses these abilities to promote free market policies; in addition she is a frequent speaker on public policy related issues, especially on deregulation and competition topics, the Future of Europe and Austrian Economics.
Barbara Kolm is an Associate Professor of Austrian Economics at the University of Donja Gorica, Montenegro and a member of the Board of Business Consultants of the Austrian Federal Economic Chamber and a Member of the Mont Pélerin Society. She is President of the European Center for Economic Growth.
Corneliu Dan Berari
Vicepresident -- The New Republic Party, Policy Expert at the Republican Institute
He has studied philosophy, political science and international relations at West University of Timișoara, University of Manchester (UK), Central European University (HU) and Ludwig Maximilians University (DE).
After a short spell as visiting lecturer at West University of Timișoara, he has worked for the Regional Development Agency West Romania in the period 2004-2013 where, as Head of Office for the Projects and International Relations, he was in charge with developing and implementing various EU-funded projects. An active member of the New Republic Movement since its early stages, at the last convention of the New Republic Party he was elected vice-president of this newly established liberal-conservative party in Romania. He coordinates the Department of Public Policies and has brought significant contribution to the main doctrinal documents of the party.
Krassen Stanchev
is a philosopher and economist. He is head of the EDMC Workforce Team, CEO of KC 2 Ltd. (www.kc-2.org) and assistant professor at Sofia University. He is also Board Chairman, Founder and former Executive Director of IME (www.ime.bg) the first Bulgaria's independent and free market think thank (1993), former member and committee chairman of the Constitutional Assembly (1990 -- 1991), one of the most quoted Bulgarian observers, best country analyst award for 1996 by Euromoney, as well as laureate of Bulgaria Government Prize -- 2002, Templeton -- 2006 -- as IME Director, and Georgi Vassilev's Fund for Contribution on the Spirit of Liberty -- 2006. He was a principle drafter of a number of reforms from central planning to market economy and is one of the leaders of those reforms. His expertise is in economic and regulatory policies conducive to private sector growth in New Europe and Former Soviet Union, and in relation between post -- Communist economies and countries, and their position vis-a-vis EU and US. Krassen Stanchev leads, led or was involved in initiatives related to market oriented and democratic reforms in other countries, Balkans and Former Soviet Union. Since end-1990s he worked in Bosnia and Herzegovina, Montenegro, Central Asia (Kazakhstan, Kyrgizstan and Tajikistan), Caucasus (Armenia and Georgia), and Russia.
