The Chinese Communist Party's (CCP) high-profile media reported on it. The CCP's former head Jiang Zemin didn't stay in silent. In Jiang's hometown in Yangzhou, for Jiang Zemin a Yangzhou album release ceremony was being held. However, this news was held back by the CCP media until 13th August. It is no secret that Zhu Rongji and Jiang Zemin were against each other for years. In the late 90s, rumors about Zhu and Jiang's struggles were spread all around. Now, both relates to the news of publishing new books, It indicates that Zhu and Jiang's infighting is continuing. What's the background behind it? Zhu Rongji's new books were selling on the market on 12th August. Yet Jiang Zemin also held a new album release event in his hometown on the same day. The CCP mouthpiece media such as People's Daily website reported on Zhu's news first. Jiang's news was postponed until the next day. Xia Xiaoqiang, current affairs commentator: "Zhu Rongji, as a representative of the CCP's reform and anti-corruption faction, now publishes a new book, in his book, he especially criticized the "privilege group being free from punishment". It likely coincides with the upcoming trial of Bo Xilai and is preparation for Xi Jinping's fight against the big tiger-Zhou Yongkang." Xia Xiaoqiang analyzed that Jiang Zemin is Jiang faction's last sign. The Jiang faction is in disadvantaged situation, thus desperate to pursue a returning of balance. However, from the way the news is being reported by the CCP, Jiang's faction didn't reach its goal. Xia Xiaoqiang: "Zhu Rongji and Jiang Zemin published books at the same time, it is associated with Bo Xilai's trial and rumors reported by the media are that the CCP have internally decided to investigate Zhou Yongkang." Now contradictions in Chinese society have come to the point of irreconcilability. The CCP internally has intensified separation, from the media reports, it openly shows that. Some media used the title "underlying competition", when reporting on Jiang Zemin and Zhu Rongji. Actually, in the earlier years in Shanghai, people knew that Jiang and Zhu were against each other. Xia Xiaoqiang: "After Zhu became Premier in 1998, Jiang and Zhu had begun a struggle. After the death of Deng Xiaoping, Jiang grasped power of the party, government and military. Jiang found it difficult to intervene in economic industry, it was under control in Zhu's hands. Thus Jiang has always tried hard to get rid of Zhu." Zhu visited the US in April 1999. Zhu didn't win US support to join the WTO, in addition to this, one month later, during the NATO bombing of Yugoslavia, US bombs hit the Chinese Embassy, Jiang therefore used it as excuse to remove Zhu from power. Yet Zhu Rongji took on the rampant smuggling activities in coastal areas, which affected the national tax revenue, and undermined economic order as an excuse to order the forming of a special case investigation team. Shortly after, the "Yuanhua smuggling" scandal broke out. Liu Qikun, current affairs commentator: "Between them are always struggles against each other. It is common practice among high-ranking officials. Jiang Zemin certainly is an evil thug, but I won't say Zhu is good. There is no good person among CCP's top leaders." Xia Xiaoqiang: "Zhu used the Yuanhua case to firmly hold Jia Qinglin, a confidant of Jiang. Zhu intended to extradite Lai Changxing, but failed. Zhu's biggest regret is that he didn't remove Jiang's confidant Jia Qinglin via the Yuanhua smuggling case." At that time, Jiang faction's several key people had involvement in the Yuanhua case. When Lai Changxing, the main suspect was in Canada, he told journalist Sheng Xue that he had support from Jiang's secretary Jia Ting'an and Jia Qinglin, thus he dared to smuggle large quantities of oil, private military vehicles and other strategic materials. Jiang Zemin blocked the extradition of Lai Changxing and arrested Zhu Rongji's close ally Zhu Xiaohua, Chairman of the CITIC Group. Zhu Xiaohua was sentenced to 15 years. At that time, the Yuanhua smuggling case involved tax evasion of 83 billion Yuan ($14 million). Thousands of officials were dismissed, investigated, arrested and sentenced. The book is a collection of Zhu's speeches and notes from his tenure as the mayor of Shanghai between the late 80s and early 90s. Analysis points out that the Chinese Communist Party (CCP) wants to use Zhu Rongji's leftovers to turn its waning tide. But the CCP has decayed from the root. Disintegration of the CCP is the only way out for China. As media reports in Mainland, "Record of Zhu Rongji's Talks" was released on August 12th jointly published by People's Publishing House and the Shanghai People's Publishing House, The book is a collection of Zhu Rongji's talks between December 1987 and April 1991 when he served as mayor of Shanghai, deputy chief and later chief of the municipal committee of the CCP. Included are 106 speeches, talks, correspondence and notes, as well as 83 photos, 9 copies of commentaries and letters. The book was validated by Zhu Rongji personally. The Publishing House exclusively revealed two paragraphs of content at a media press conference. One element is Zhu Rongji's warning to Shanghai middle to high-ranking officials about "reducing formalism." The other is that Zhu Rongji seemed to express, by particularly referencing that high rank officials should first accomplish the so-called being "Free from Corruption, being highly efficient at work." Currently, the CCP's anti-corruption campaign is on an upsurge. Many high-ranking officials are crime-prone, including Bo Xilai, the former Chongqing Party Secretary of CCP, Liu Lijun, the former Minister of Railways and other high-ranking officials. Zhu Rongji is well-known as "Iron Fist" and his newly published book has attracted speculation from the outside world. Taiwan's United Daily News reports the book says that civilians are not happy with no punishment of high-ranking officials, which is very consistent with the current situation. The CCP mouthpiece, People's Daily, also echoed that no one should feel that high ranking officials should avoid punishment. Hong Kong Economic Times (Economic Daily) reports, Zhou Ruijin, the former deputy chief editor of People's Daily, who attended the Media Press for the new book release, said that China is now in a stage of social transformation. There are always new contradictions and problems occurring, Zhu Rongji's ruling ideas is a huge reference for today. Wu Fan, chief editor of Chinese Affairs: "I can see, hope will turn into disappointment. (They) try very hard to reverse, to rescue the CCP, but I can see that CCP's root is too decayed. Whether or not it can be rescued is still unknown." Having been retired for 10 years, Zhu Rongji insists on no longer making public statements. But today he was pushed to the front by the CCP. What it is for? Hong Kong's Apple Daily quoted Huang Shuyuan, the head of People's Publishing House, one of the publishers, who said the publishing of the book has significant meaning. Huang Shuyuan hinted that the content of the book corresponded to the current situation and pointed out today's problems. Xing Tianxing, current affairs commentator, believes the CCP's current lifting up of Zhu Rongji indicates that the highest ranks deeply know Jiang Zemin, the former Party General Secretary, is notorious. (They) have to use Zhu Rongji's reputation to help out the CCP. Xing Tianxing, commentator on current affairs: "Comparing talks by Zhu Rongji 20 years ago with the latest policy by Xi Jinping, they are very similar. I don't think that Zhu Rongji's original meaning was to point out problems, but to map the moment. However, this comment by Zhu Rongji gave the CCP a resounding slap in the face." Xing Tianxing says even if Zhu Rongji's comments are good to listen to, the CCP, who is at the edge of downfall, is frying his leftovers from the past. Xing Tianxing, current affairs commentator: "The release of Zhu Rongji's comments, plus his personal charm is like at once injecting a strong cardio tonic into Chinese people. It has been a long time since then. We can tell that those things did not work but left many sequels. Let's go back to see Zhu Rongji's comments and compare them with the current CCP. Tsinghua University website posted that Zhu Rongji, former Premier, and Wang Qishan, secretary of the Central Commission for Discipline Inspection, met with advisory board members of Tsinghua University School of Economics and Management (SEM). Zhu was accompanied by other reformists' financial officials. Analysts say that Zhu's high-profile appearance likely connects with the "deepened reform" agenda at the upcoming CCP meeting. On October 29, the CCP officially announced that the Third Plenary Session will be held between November 9 and 12. The meeting will discuss major issues concerning overall and deepened reforms. This is the first key meeting since Xi Jinping and Li Keqiang (Xi-Li) took office. The meeting will confirm Xi-Li's future economic development policy. On Oct. 23, in a high-profile fashion, Zhu Rongji met with advisory board members of Tsinghua SEM. Zhou was accompanied by Wang Qishan, deputy Premier Liu Yandong and Ma Kai, central bank governor Zhou Xiaochuan, Minister of Finance Liu Jiwei, heads of Financial and Economic Leading Group Liu He, Chairman of CITIC Group Chang Zhenming, and Executive Chairman of Alibaba Group Jack Ma. They are mainly Zhu's old subordinates and reformists of Xi-Li administration. Zhu was a herald of economic reform in China. Since Zhu's new book was published in August, this is his second public appearance. Because it is right before the Third Plenary Session, his appearance has drawn public attention. Liu Yinquan, US-based Professor of Chinese history: "I think Zhu showing up in public is related to the reform. As we know, Zhu is one of the well-known pioneer reformists. This time he turned up in a high-profile way, I think it is associated with the Third Plenary Session. The Third Plenary Session will initiate key measures of economic reform." However, critics argue that in Zhu's tenure, he advocated economic reform, causing later social problems such as sky-high property prices and local regimes' forcible demolition. Also a large-scale lay off of workers during state-owned company reform in 1990s, and healthcare as well as educational system reform caused failure due to the industrialization of the direction mistakes. Wang Beiji, current affairs commentator: "In Zhu's tenure, he initiated economic reform favorable to the CCP state interests and centralized power. After the reform, China's environment still deteriorated, and the gap wealth widened. The collision between officials and civilians intensified, corruption is rampant." Particularly over the last two years, the real estate bubble, the local debt crisis, and capital out flowing are worsening. Many experts speculate that China's economic crisis will burst, thus economic reform is the first priority for the Xi-Li administration. Hong Kong's Ming Pao says that Zhu's high-profile appearance makes people think that nobody will push Mainland China's reform except "Zhu's family." Wang Qishan, Ma Kai, Zhou Xiaochuan, Liu Jiwei and Li Rongrong are Zhu's old subordinates, they are veritable "family members of Zhu." Liu He is the key writer of the economic reform document for the Third Plenary Session. Zhu has vowed in the past when he took office that he would, "have 100 coffins prepared. Ninety-nine are for corrupt officials and the last one is for myself." Zhu's anti-corruption system didn't achieve the goal, instead his allies Wang Xuebing and Zhu Xiaohua were sent to jail on corruption accusations. His children working in the financial sectors have been criticized by overseas media as princelings of "money making." Liu Yingquan says that the CCP interest groups that monopolize the Chinese social resources will not allow the Chinese regime's reform to take place. Under the one-Party dictatorship, whether it is Zhu Rongji or Wen Jiabao who want to carry out political reform, they are bound to face strong resistance from the interest groups. Liu: "During the resistance and opposition, the reform will change its initial purpose. For example, Zhu carried out state-owned company reform. In the end, the CCP officials took advantage of the reform, changing state-owned enterprises into their own." Wang Beiji says if the CCP doesn't implement political reform, easing its power and returning the power to the people, the Third Plenary Session still can't get rid of its cycle of CCP's dictatorship. It has attracted wide public attention. The new book collects topics on reforms, and the June 4th pro-democracy movement in 1989. The memoirs contain three speeches given by Zhu in 1989. They show that Zhu discouraged military control of Beijing. He refused to send the army and the police during the events, in attempt to avoid escalation of the situation. Deutsche Welle reports quoted Yao Jianfu, a former government researcher. He says that in 1989, the main demands raised by the students, were actually similar to some questions raised by Zhu Rongji in Shanghai. Yao asks, "what is wrong with the students? Why did the authorities shoot those students?" Yao Jianfu says that it is to Zhu's credit that he doesn't dodge the "June 4th" incident in his book. Yao reviews that Zhu has only played a role of political puppet. He was a tool serving the Chinese Communist Party(CCP). Yao says that if Zhu had taken more steps in political reforms, it would undermines the CCP's dictatorship. Zhu would have faced the same fate as Zhao Ziyang who was ousted from his role. China's Legal Community Supports Detained Journalist Chinese journalist Chen Baocheng, was detained by police in Pingdu, Qingdao, Shandong Province. Chen's arrest, for his rights defense in forced house demolitions, has drawn wide attention. Chinese Human Rights Defenders "Weiquanwang.org" reported that on August 13, ten legal scholars in China have sent an open letter to Qingdao leaders. This includes to the Party chief, and the mayor. They expressed concern over Chen's detention, calling on Qingdao authorities to deal properly with the case. The signatories include; Jiang Ping, a famous jurist; He Weifang, professor of Law at Peking University; and Xu Xin, professor of Law at Beijing Institute of Technology. On August 10, Chen Baocheng, along with seven villagers, who had defended their civil rights, were detained for involving in "illegal detention". Chen's employer, Caixin Media, spoke in a statement. They have asked the lawyers to seek police verification. However, Pingdu police authorities didn't respond. Reportedly, Pu Zhiqiang, Chi Susheng, and Wang Cailiang, among other renowned lawyers, are organizing a lawyers' team for the case. They will soon head for Pingdu to present their defense. 100 Tanks & Armored Vehicles Appear in Streets in Taiyuan Several netizens have exposed an incident on August 13-14, in Taiyuan, Shanxi Province, Around 100 tanks and armored vehicles paraded through the streets, in a 200-meter line. They occupied the entire road, causing traffic jams. Residents witnessing the scene felt panic. They questioned "what major events is happening?" Some people have complained that either staging a military drill, or in any emergency situation, the military or the police authorities should have informed local residents in advance.
