Steve Deaul said shortly before 9:30 a.m. Several viewers reported the shaking felt like an earthquake-type motion. The blast at the refinery, which is located in the 3700 block of West 190th Street (map), was described as a “second-alarm fire explosion,” according to the Torrance Police Department. Del Amo Boulevard was temporarily closed between Maple Avenue and Crenshaw Boulevard, and Torrance police officials were advising that the area be avoided. Burn off after the refinery explosion in Torrance. #ExxonMobil Huge Explosion Shakes Homes Near Torrance Refinery. Residents near the oil refinery reported the sound of an explosion, shaking and a sizeable flareup. Minor injuries were reported after an explosion ripped apart structures at an oil refinery in southern Los Angeles County Wednesday morning and shook homes for miles around the blast site. Aerial video showed smoke coming from a damaged portion of the Torrance ExxonMobil Refinery, located south of the 405 Freeway. The blast twisted metal and sent ash raining down on vehicles parked at and near the site. "I thought it was an earthquake, like someone hit the back of my car," said resident Drew Magtoto. "There's still smoke coming out, but it wasn't as bad as earlier." Several Twitter users reported shaking and the sound of an explosion coming from the ExxonMobil refinery. One user posted a picture of an ash-covered vehicle. Another resident told NBC4 he could feel shaking from about seven miles away and noticed a large flare-up from the plant's burnoff stack. The stack flaring is a safety measure used to dissipate pressure and avoid explosions. "All of our windows started rattling," a Redondo Beach resident told NBC4. "It rattled all the windows in our house. It was kind of crazy." Authorities received reports of minor injuries. In a statement, a public affairs official with the ExxonMobil Torrance Refinery said the plant "experienced an incident" at 8:50 a.m. "Emergency procedures have been activated to address the incident, and employees are working with the appropriate agencies," according to the statement. "Our main concern is for the safety of our employees and our neighbors. We are accounting for all personnel and still evaluating the cause of the incident, or the occurrence or amount on any damages." Torrance school officials confirmed that staff and students are sheltering in place. The Southern California Air Quality Management District sent personnel to the location to assess air quality. "From my understanding, it was a significant incident," said Mayor Patrick Furey. "Shelter in place. Keep the windows closed." NBC4 is attempting to confirm details regarding the reported explosion. It was not immediately clear whether the reported explosion was related to a drill at the 750-acre site, where about 155,000 barrels of crude oil are processed each day. An explosion at an ExxonMobil refinery in Torrance, California caused a gas leak and small fire at the gasoline processing unit shortly before 9:00 a.m. on Wednesday. Four workers were injured and the explosion shattered the windows of surrounding buildings. The California Department of Industrial Relations has opened an investigation into the explosion to determine the cause of the blast. Until then, ExxonMobil is not allowed to operate the refinery’s fluid catalytic cracking unit. According to Oil Price Information Service, a trade publication, an unidentified source reports that the refinery’s electrostatic participator exploded as workers were doing maintenance on the fluid catalytic cracking unit next to it. A small ground fire was ignited after the explosion, but was quickly extinguished by firefighters. A gasoline leak also prompted the refinery to activate the flare towers in order to burn off fuel. The towers shot flames hundreds of feet into the air while creating extremely black smoke. The explosion caused the ground to shake so hard that a nearby seismometer at Caltech registered the explosion as a 1.7-magnitude earthquake. BEAUMONT - A United Steelworkers Union International representative tells Fox 4 News it's warning local workers not to vote on ExxonMobil's contract offer. However, ExxonMobil representatives say the proposed contract is the "last, best and final offer." The national USW branch says workers need to wait for an agreement at the national level. The union is striking at several plants across the country, including the Houston area. There are no strikes in Beaumont and Port Arthur. Last Saturday, USW members held a rally in Beaumont. They say they're fighting mainly for better and safer working conditions. This Wednesday on Feb. 18, Shell Oil Company and USW International negotiators will meet to discuss a contract. A spokesperson for the national union says she hopes bargaining will occur, and they can settle workplace safety issues. She says if local USW workers vote on ExxonMobil's local offer, it would cut local workers off from the national pattern agreement if it happens at some point. A local USW spokesperson tells Fox 4 that ExxonMobil gave the local USW an offer Friday night, and the union rejected it. He says there hasn't been any change since then. ExxonMobil denies conditions are unsafe and maintains it's treating the union fairly. Stay with Fox 4 News on air and online for the latest information on contract negotiations.

Reportedly, they have been prevented from entering their fields, and even if they can, they are watched by the company guards. The video taken on 15 March 2015 on a cell phone attempts to capture the very strong noise of the gas exhaust as heard from the fields. The video can not capture the present very distrubing smell of the gas. When ranked by oil and gas reserves it is 14th in the world with less than 1% of the total.
